        민간위탁관련 법제의 문제점에 관한 연구

        As the number of multicultural families in Korean society have been increased dramatically, the Korean government, the Ministry of Gender Equality & Family in particular has been implementing the multicultural family support policy since 2006 as a measure to support for early adaption and stable settlement of multicultural family and to enhance Korean society"s receptivity to multiple cultures by offering various programs which focus on educations, counseling, and cultural activities, support for childcare, interpretation and translation service including Korean language education, etc. at the total of 217 local multicultural family support centers nationwide. For the purpose of the improvement of administration efficiency and the acceleration of private sector participation, The Korean government has been expanding the contracting-out of multicultural family support affairs for years. Thus, this study analyzed the contracting-out of multicultural family support affairs on the status and issues of the multicultural family support center through the comparative analysis on the ordinance of local governments. As a result, it is necessary to be supplemented a few things on the ordinance of local governments or the government’s guidelines on the management and operation of multicultural family support affairs. First, the person in charge of the multicultural family support center should be given more authority over the scope of the work of the contracting-out. Second, Local governments must open up a list of all candidates during the open recruitment process and must specify their absolute score by item. It is also very important to set the criteria for providing safe facilities because there are lots of children’s use in the center. Third, the establishment of objective criteria to supervise efficiency in operations of the center is required as well. Finally, if there is a dispute between the local government and the person in charge of the center, or damage caused to the user by the person in charge of the center during work intentionally or accidentally, the provisions for dispute settlement or liability for damages shall be included in both the ordinance of the local governments and the government’s guidelines on the management and operation of multicultural family support affairs.

        다문화 사회의 문제와 대응논리 다문화가족지원센터의 운영 시스템과 역량강화

        With increasing international marriage, Korean society is rapidly moving towards becoming a multi-cultural society these days. Presently, international marriages account for nearly 10 percent of all marriages in Korea. However, many problems which immigrant women faced were pointed out such as malicious marriage brokers similar to human traffickers, conflicts with husbands and their families, communication difficulties and the troubles of economics and nurturing children. Accordingly, in 2004, Korean government conducted the survey on the immigrant women to investigate on their actual life. As a result, in 2006, the government launched the ``Transnational Marriage and Family Support Centers`` and selected 21centers nationwide to develop the systemic programs for the immigrant women to adjust to the community. In 2008, the government enacted the Multi-cultural Family Support Act to enhance the immigrants` social quality of life and contribute to greater social integration. According to the law, the formal name of ``Transnational Marriage and Family Support Center`` is changed into ``The multi-cultural family support center``, and the 200 nationwide centers are actively operating the welfare programs for the multi-cultural families. Recently, although the Multi-cultural Family Support Centers have only the 6-year of history and they were enforced to change their affiliation from to the Ministry of Gender Equality and Family to the Ministry of Welfare, and to the Ministry of Women`s Affairs within 6 years, they have constructed nationwide organization and played a crucial role of a center for the multi-culture family supporting business. Now, it`s time to reconsider the role of the Multi-cultural Family Support Center on the basis of needs from the community and society. The Multi-cultural Family Support Center is no longer the supporter of the minorities, but the representative of this society. Therefore, this paper is aimed to investigate on the issue How to empower the Multi-Cultural Family Support Center and suggests some action plans on the basis of analysis on the vehicles of multi-cultural family supporting business, policies of supporting centers, and the operating system management of the present Multi-Cultural Family Support Centers.

        한국 다문화가족정책 통합에 대한 현장전문가의 인식: 다문화가족지원센터와 건강가정지원센터의 통합을 중심으로

        다문화가족지원센터의 역사는 한국 다문화정책 10년의 행적과 그 궤도를 같이한다. 현재 다문화가족지원센터는 다문화가족정책 통합의 기조 아래 건강가정지원센터와 기관 통합이 추진되고 있다. 다문화정책에 있어 주도적인 역할을 해 온 다문화가족지원센터가 이대로 포괄적인 가족지원 전달체계로서 통합되어야 하는가에 대한 의문을 통해 본 연구는 기획되 었다. 본 연구는 다문화가족지원센터 현장전문가의 인식을 통해서 현재 진행 되고 있는 다 문화가족통합정책을 비판적으로 고찰하고, 실제적인 정책제안을 하는데 목적이 있다. 연구 방법은 현상학적 질적 연구로서 다문화가족지원센터의 현장전문가를 심층면접한 후, Colaizzi 의 6단계 분석방법으로 자료를 코딩하여 인식 결과를 분석하였다. 연구 결과, 다문화가족지 원센터의 불안정한 행정 체계, 통합시범센터의 운영결과 공유 및 논의 필요, 향후 도래할 이민사회를 생각할 때 다문화가족정책 통합에서 이민자 통합정책으로 전환되어야 한다는 인식을 비롯한 14개의 주제가 도출되었다. 현장전문가들의 제언이 정책에 반영되어 성숙한 한국적 다문화정책 수립에 기여할 수 있기를 바란다. Multicultural family support centers have been through the same past and track along with Korea multicultural policies in their 10 years of history. Presently, under the keynote of integrating multicultural family policies, multicultural family support centers are being promoted to be integrated with health & family support centers. This study has been planned with a question of whether multicultural family support centers that have been playing initiative roles in multicultural policies should be really integrated as an inclusive family support delivery system. The purpose of this study is to examine the awareness of field experts of multicultural family support centers and critically consider multicultural family integration policies being promoted currently and propose practical policies. The study method employed here is phenomenological qualitative research. After conducting in-depth interviewing to field experts of multicultural family support centers, this study analyzed the results about their awareness through coding materials with Colaizzi’s 6-step analysis. According to the results, 14 topics have been drawn including the unstable administrative system in multicultural family support centers, needing to share and discuss the results of operating pilot integration centers, and also converting multicultural family policies integration into immigration policies considering immigration society to come along. Reflecting field experts’ suggestions to make policies, it is expected to establish Korean-style multicultural policies that are even maturer soon.

      • 한국의 다문화가족정책 및 서비스의 현황분석- 다문화가족지원센터 사업을 중심으로

        The purpose of this study is to identify problems and find areas for improvement through the analysis of the programs operated by the Multicultural Family Support Centers, the central body of the multicultural family support services and policies. For the analysis of the operation of Multicultural Family Support Centers, visiting surveys at the Centers and interviews were conducted with 30 experts including public officers. This research offers the following suggestions:First, Korea’s multicultural family support policies should be systematically expanded and applied through the increase of coverage based on pilot operations. Second, every involved government agency and organization should provide consistent information on Korea’s multicultural family support policies and services. Third, mid to long-term initiatives should be developed and operated in response to the changes of multicultural families. Fourth, there should be an active effort to improve public awareness of multiculturalism. Fifth, the government should focus on the areas for the improvement of multicultural family support services, case management, especially in terms of coordination among government bodies and improvement of existing programs. Sixth, the government should introduce a general accounting system, allocate the appropriate budgets, and recruit more professionals on Multicultural Family Support Centers. Lastly, the service systems should be stably operated at the all levels to improve the efficiency of field operations. 한국의 다문화가족정책은 대부분 다문화가족지원 전달체계인 다문화가족지원센터를 중심으로 추진되어 오고 있음에도 불구하고, 전체적인 관점에서 그 현황과 성과등이 분석된 연구는 거의 없다. 따라서 본 연구는 한국의 다문화가족정책 현황과 개선점 분석 및 서비스 현황을 분석하여 향후 관련 정책방향을 설정하는 데 구체적인 자료로 활용될 수 있도록 하는 데 목적이 있다. 연구방법은 문헌분석과 반구조화된 질문지를 활용한 관련 사업 종사자 및 전문가 30명을 대상으로 인터뷰를 실시하였다. 연구결과를 토대로 향후 한국 다문화가족 및 서비스 정책의 나아갈 방향을 제시하면 다음과 같다. 첫째, 한국 다문화가족정책은 결혼이민자와 그 가족을 주 대상으로 제한하는 수준에 머물러 있으므로, 대상자 확대에 대한 다문화가족지원센터의 시범사업 평가를 토대로 향후 기본계획 수립에 반영하고, 정부부처 및 지자체 단위의 기본계획 수립 및 조정으로 체계적으로 확대 · 적용되어야 한다. 둘째, 한국의 다문화가족지원정책 및 서비스에 대한 정보를 국내 · 외, 중앙정부 및 지자체, 민-관 상호가 일관된 정보제공을 할 수 있는 on · off-line 종합정보 제공시스템이 마련되어야 한다. 셋째, 다문화가족 추이변화에 대비하는 중장기 과제가 개발되고 추진되어야 한다. 넷째, 전 국민을 대상으로 다문화 인식개선을 위한 노력을 해야 한다. 다섯째, 정부는 현행 다문화가족 지원서비스 내용을 각 중앙 정부 차원에서 평가하고 조정하여, 다문화가족의 역량강화 기반마련, 다문화가족 사례관리 추진, 농촌지역특성화 사업 등이 활성화되도록 해야 한다. 여섯째, 정부는 다문화가족지원센터 등 전체 다문화가족정책에 대한 일반회계 편성 및 적정예산 배정, 전문인력의 충분한 확보를 반드시 해야 할 필요가 있다. 일곱째, 다문화가족에 대한 서비스가 효율화되기 위해서는 중앙 및 중간 전달체계인 전국다문화가족지원단에 대한 법적 · 재정적으로 안정적 기반을 마련해야 한다.

        한국 가족서비스 전달체계의 지속가능한 통합을 위한 제언: 통합운영되고 있는 건강가정다문화가족지원센터 종사자들의 목소리를 중심으로

        The family service delivery system, which has been divided and operated as a healthy family support center and the multi-cultural family support center, is being reorganized to promote the integration of two centers under the spirit of social integration by the drive of the South Korean government. However, the integrated center called the 'Healthy Family and Multi-cultural Family Support Center' is currently carrying out family welfare projects based on the existing Healthy Family Support Basic Act and the Multi-cultural Family Support Act, even though the legal system has not yet been established. Field staff of the local centers face many difficulties because the center integration is being promoted in advance without the business direction of the administrative system and the legal system being unified. Therefore, listening to the voices of the field staff conducting the integrated family projects is essential for the government-led integration strategy to be effective. This study was performed to suggest sustainable integration of the Korean Family Service Delivery Systems focusing on the voices of the field staff of the support centers for healthy families and multi-cultural families. The study was conducted by in-depth interviews with those who run integrated family projects. The study offers suggestions based on the analysis of the collected data. Therefore we hopes to subdivide this study into cognitive, administrative, organizational, legal, institutional, naming, business, and human resources aspects and to reflect these aspects in the policy of the Korean family service delivery system. Then, the integrated family support service centers will be reformed as sustainable service centers. 건강가정지원센터와 다문화가족지원센터로 이원화되어 분리ㆍ운영해왔던 가족서비스 전달체계는 정부의 국민 대통합이라는 사회통합의 기조 하에 두 센터의 통합을 추진하는 방향으로재편 중에 있다. 그런데 현재 ‘건강가정다문화가족지원센터’로 칭하는 통합센터는 아직 법적제도가 마련되지 않은 상태에서 기존의 건강가정기본법, 다문화가족지원법에 근거한 가족복지사업을 수행하고 있으며, 건강가정기본계획과 다문화가족정책 기본계획을 토대로 정책과연계하여 서비스를 진행하고 있다. 이렇게 사업방향과 법제도에 대한 행정체계가 일원화되지않은 상태에서 센터통합이 먼저 추진되고 있어서 현장에서의 어려움이 발생하고 있다. 정부주도의 통합전략이 실효성을 거두려면 실질적으로 통합가족사업을 수행하고 있는 현장의 목소리가 중요하다. 이에 통합가족사업을 운영하고 있는 종사자들을 대상으로 심층면접을 실시하고 그 자료를 수집ㆍ분석하였다. 인식적인 측면, 행정업무적인 측면, 조직적인 측면, 법ㆍ제도적인 측면, 명칭적인 측면, 사업적인 측면, 인력적인 측면으로 세분화시켜 분석한 제언이 정책에 반영되어 지속가능한 가족지원서비스 통합센터로 거듭나기를 바란다.

      • 다문화가족을 위한 효율적인 사업방안 연구

        이 연구는 급증하는 다문화가정에 대응하기 위하여 다문화가정의 현황과 욕구를 파악하고, 현재 운영되고 있는 다문화가족지원센터의 주요사업을 살펴봄으로써, 다문화가정 지원정책의 문제점을 파악하고, 이를 바탕으로 다문화가정 지원정책 개선방향을 제시하고자 하였다. 행정안전부(2010. 12) 자료에 의하면 등록외국인 수는 1,265,006명으로 이 중 혼인귀화자를 포함한 다문화가족은 211,458명이며, 다문화가족 자녀는 151,154명이다. 다문화가족의 구성원들은 의사소통의 부재와 그로 인한 오해와 갈등, 그리고 우리나라의 전통적인 가족주의, 사회문화적 편견과 차별로 인한 어려움으로 인해 가족갈등을 경험하고 있다. 또한 자녀들은 외모가 다르다는 것에 대한 충격과 엄마와의 의사소통의 불능으로 인한 언어교육의 미비, 학습지원에 대한 소홀 등으로 인해 사회문제로 대두될 수밖에 없는 실정이다. 이에 정부에서는 다양한 각도에서 정책적 대응을 하고 있는 중이나 총 8개부처에서 30여개의 사업이 진행되는 등 효율적이지 못한 상태로 자칫 중복서비스가 우려되는 실정이다.. 따라서 정부는 다문화가정을 대상으로 일원화된 추진체계를 구축하고, 유사사업 중복검토 및 효율적인 예산 활용, 센터-지자체-민간단체의 네트워크 구축, 그리고 센터 종사자 처우 및 근무환경 개선 등을 통하여 향후 다문화가족의 급증으로 인하여 초래될 사회문제에 슬기롭게 대처해야 할 것이다. This study of a multicultural family support policies, identify problems and determine the status and needs of multicultural families, and is currently operating in Multicultural Family Support Center's main business in order to respond to the rapidly growing multicultural families by examining the multicultural familiessupport policies suggest the direction of improvement. 1,265,006 people, according to data from the Ministry of Public Administration and Security (2012. 12), the number of registered foreigners multicultural families, including the name of the marital naturalization 211,458 people, and is a multicultural family child 151,154 people. Multicultural family members have experienced family conflict and misunderstanding and lack of communication and the resulting social and cultural prejudice and discrimination due to conflict of our country, and traditional family attention, due to the difficulty. Children there is bound to be a social problem due to the shock and mom and incapable of communication about looks different due to the lack of language training for learning support, neglect, etc. A total of eight ministries Thus, the government and policy responses from a variety of angles during the course of the business of more than 30 ineffective to easily duplicate services are concerned. Multicultural families and build a unified propulsion system, the government, through a similar review of the project overlaps and efficient budget utilization, center-local government build a network of private organizations, and center workers were treated and working environment improvement, the future of multicultural familieswill be caused due to a surge in social problems that need to be wisely.

        다문화가족지원센터 인력의 다문화 역량과 서비스 질에 관한 연구 -서울․경기지역 다문화가족지원센터 중심으로-

        본 연구는 다문화가족 지원을 목적으로 하는 대표적 다문화기관인 다문화가족지원센터에 근무하는 인력의 다문화 역량 및 서비스 질의 관계를 탐색하고 전문성 증진을 위한 교육훈련방안 등에 관한 함의를 고찰하기 위함이다. 현재 정부의 다문화정책은 다문화가족에 대한 사회적 지원을 중심으로 하는 사회통합정책으로 평가되고 있다. 이에 지역사회에서 다문화가족의 사회적응 지원에 중요한 역할을 수행하고 있는 서울․경기지역 다문화가족지원센터에 근무하는 인력 157명을 대상으로 서비스 질과 다문화 역량 변인들의 관계를 실증 조사하였다. 연구 결과, 다문화가족지원센터의 인력은 전문자격증 소지자들로 다문화가족의 사회적응 교육 및 종합적인 지원 업무를 수행하고 있으며 서비스 질과 다문화 역량이 높은 편이다. 특히 다문화 역량의 특성은 일반적 변인, 전문인력 변인, 교육 변인에 따라 통계적으로 유의미한 차이가 나타났고, 서비스 질은 학력, 자격증, 다문화 교육 시간 등에 따라 유의미한 정적 관계가 나타났다. 그리고 다문화가족지원센터 인력의 교육과 근무기간 등의 특성과 다문화 역량 요인인 지식과 기술이 서비스 질에 긍정적인 영향을 미치고 있음이 나타났다. 이에 다문화가족지원센터 종사자의 다문화 역량 증진과 서비스 질 강화를 위한 교육훈련, 인력양성체계 등 전문성 제고 방안을 제언하였다. This study aims to improve the service quality and multicultural competence of the manpower in multicultural family support centers in order to enhance the general competence of immigrant support centers. This paper targets 157 workers in 37 multicultural family support centers located in Seoul and Gyeonggi to examine the relations between the variables affecting the service quality and multicultural competence. According to the result of this paper, About the service quality and multicultural competence,service quality was relatively higher in the level that is above average. Also, in the factors regarding multicultural competence, knowledge was the highest. And about the factors of service quality, the tangible factor in physical aspects was the greatest. Moreover, about multicultural competence, there was statistically significant correlation according to the monthly income, social position, working period, major tasks,specialized licenses, and experiences of multicultural training, and about service quality, by the academic career, licenses, and hours of multicultural training. Lastly, according to the result of examining the relationship between research subjects’ characteristics, multicultural competence, and service quality,specialized characteristics such as the working period and training and multicultural competence factors such as knowledge and skills had positive effects on service quality. Thereupon, to enhance the multicultural competence and service quality of manpower in immigrant support institutes, this study suggests the importance of reinforcing expertise accompanied by constant training and working experiences.

      • 다문화가족지원센터의 기능 및 사례

        다문화가족지원센터는 다문화가족의 안정적인 정착과 가족생활을 지원하기 위 해 가족 및 자녀 교육.상담, 통.번역 및 정보제공, 역량강화지원 등 종합적인 서 비스를 제공하여 다문화가족의 한국사회 조기적응 및 사회. 경제적 자립을 지원 하는 사업 목적을 가지고 있다. 다문화가족 지원 사업은 기본프로그램 사업과 별도 지원 사업으로 나누어 운영하고 있다. 기본프로그램 사업은 가족 관계 향상을 위한 프로그램 등을 운영하는 가족교 육, 배우자부부교육 등을 운영하는 성평등교육, 다문화이해교육, 다문화가족지 원법 및 제도교육 등을 운영하는 인권교육 등이 있고, 별도 지원 사업은 다문화 가족 방문교육 지원 사업, 다문화가족 자녀 언어발달 지원 사업, 다문화가족통번 역서비스 지원 사업으로 나누어 운영한다. Multicultural Family Support Center was established to provide multicultural families with comprehensive services such as education and counseling for family and children, translation, information provision and capacity enhancement project to support the stable settlement and family life. It aims to support the early adaptation to Korean Society and social & economic independence of multicultural families. The multicultural family support projects are divided into basic program projects and separate support ones. The basic programs include family education which runs programs to improve family relations, gender equality education which operates couples and spouses, and human rights education which deals with a multicultural family support law and institutional education. The separate support project is divided into a education support project for visiting multicultural families, a development support project for children’s language of multicultural families, and a translation and interpretation service support project for multicultural families.

        Problems in Business Performance of Multicultural Family Support Center Workers

        As for the problems when the multicultural family support center workers perform their business, and when they have consultations with the married immigrants about the conflicts and hurt of them, the relationship between the workers and the immigrants would be different, depending on the degree that the workers understand multicultural families. And thus, in this study, the specialized measures for expanding multicultural understanding education for the workers are to be suggested. Multicultural facility worker education is conducted in compliance with Article 12- 2(conducting refresher training) of Multicultural Family Support Act. The workers should understand the family of the married immigrants and know the background of the entrance of Korean society into a multicultural society. Multicultural understanding education is conducted in a variety of ways according to the order of the Minister of Gender Equality and Family in compliance with Article 9 of Enforcement Rule of the Multicultural Family Support Act. As the center directly carries out the service to the married immigrants, this study is to seek out the efficient education measures in their relationship with the workers. And thus, for job ethics education which the workers should receive, it is suggested that the rules of evidence on "Job Ethics of Multicultural Family Support Center" should be added to the Article 9, Clause 3 of Enforcement Rules of Multicultural Family Support Act which was enacted by Ordinance of Ministry of Gender Equality and Family.
