        사업장 MSDS 영업비밀 적용실태 및 제도 개선방안에 관한 연구

        Objectives: It has been pointed out that there are problems in handling and managing chemicals due to trade secrets of Material Safety Data Sheet(MSDS). To date, some company intentionally leave out of several parts and use an inaccurate expression in MSDS. In particular, with the result of the inspection of the government and labour community, it is required that the 2nd section in MSDS included the composition and information on ingredients has to be provided with comprehensive expression to secure more reliability. Methods: Therefore, this study is aimed: 1) to recognize the current status of trade secrets of MSDS in workplaces with both domestic manufacturers of chemical products and multinational corporations; 2) to make contributions to prevention of the industrial accidents by providing the accurate information of MSDS; 3) to improve the risk communication system related with chemicals; 4) to impress workers on the importance of right of known for MSDS. With the result we analyzed the status of trade secrets in MSDS in 73 companies, such as petrochemistry production, paint production, metal processing oil production, detergent production, and international company related with chemicals, we have found that 38,150 (45.5%) have the trade secrets parts in the total number of 83,832 in MSDS. Also, based on the 288 MSDS gathered by the Occupational Safety and Health Research Institute (OSHRI) from 2005 to 2009, 41.7% of the MSDS are classified into the trade secrets. Conclusions: Therefore, to procure an assurance system of MSDS, we suggest that a MSDS picking up and checking system be legislated in the Occupational Safety and Health Act to protect workers from the unidentified chemical hazards due to the secret trade of MSDS.

        치과기공소에서의 물질안전보건자료(MSDS) 인식 및 관리 실태

        Purpose: It is necessary for dental technicians exposed to hazardous chemicals in the dental laboratories to be informed of the various harmful effects of chemicals for their health and safety. The purposes of this study was to investigate the actual condition of the use of MSDS in dental laboratories and the recognition rate of MSDS for dental technicians. Methods: 231 dental technicians who were self-written questionnaire. The results were analyzed by SPSS 12.0. The answers to the questionnaire underwent frequency analysis, chi-square test and correlation analysis were performed to investigate association between health effects and recognition rate of chemical information. Results: The results from the effects of damage caused by chemicals 60.7%, and when it was less than 2 years working experience 47.6%. Currently any dental laboratories(rooms) was not furnished MSDS(0%) and even similar data furnishing rate was only 17.3%. Answer rate of 'Do not know about MSDS' was 73.6%. In addition to, education in the types and characteristics of chemicals(74.5%) does not receive all the higher education. For the question of 'To prevent human risks and accidents, is to provide chemical information needed', the answer rate of 'needed' was 87.2%. Moreover, the answer rate of 'To provide chemical information that could prevent accidents' was 76.6%. Therefore it was found that dental technicians need to be provided for chemical information. In addition, they wanted to get education related to chemicals used in the workplace(80.5%), and 90.9% was answered that they was willing to keep MSDS in they workplace. Conclusion: This study investigated the current dental laboratories(rooms) and the MSDS for the awareness and recognition of workers was very low, education was not being conducted properly. The dental laboratories(rooms) of the compact characteristics of the MSDS was not reasonably accessible and the furnishing location, dental laboratories(rooms) for the real item was needed for improvement. MSDS for dental technicians through education and promotion of information about chemicals and chemicals was to prevent health problems caused by the MSDS that will raise awareness of the necessity.

        부⋅울⋅경에서 판매되는 도료 희석제의 구성성분 함량과 물질안전보건자료의 신뢰성에 관한 연구

        Objectives: The importance of MSDS is emphasized for communicating hazardous information due to the increase in the types and usage of chemical substances. The purpose of this study is to assess the reliability of MSDS by collecting and examining paint thinners commercially available in South Korea. Methods: Twenty-five paint thinners were purchased at paint stores and the provision of MSDS was checked. Quantitative and qualitative analysis was performed on the chemical constituents of the thinners using GC-MSD and GC-FID. Reliability was evaluated by the MSDS collection rate for the paint thinners and calculating the rate of matching between laboratory analysis results and the contents and composition of chemical constituents given in the MSDS. Results: Unlike a study conducted in 2006, MSDS were provided for all 25 thinners. As a result of qualitative analysis using GC-MSD, 104 chemical substances were detected. The substances with the highest detection rate were identified in the order of toluene, butyl acetate, acetone, xylene, and ethyl benzene. A component matching rate of 41% was found by comparing the differences between the number of substances detected in laboratory testing and the number of substances listed in the MSDS. Benzene, a carcinogen not listed in the MSDS, was detected in two thinners produced by a small company. The detected benzene contents were 0.039 and 0.040%. When benzene is used, it should be strictly handled according to the Industrial Safety and Health Act. However, since it is not listed on the MSDS, it is judged that benzene was not being managed as a carcinogen in the workplaces where it is used. Conclusions: Since the reliability of MSDS, which play an important role in hazard communication, was evaluated to be low, it is necessary to systematically and continuously secure this reliability. In particular, carcinogens should be managed more strictly.

        일부 반도체 사업장 포토레지스트 화학물질 MSDS 정보의 신뢰성 분석

        Objectives: This study aimed to examine and analyze the material safety data sheet(MSDS) information for photoresist chemicals used in certain processes in semiconductor plants. Methods: After collecting MSDS for 178 chemical products currently used in certain processes in semiconductor plants, we analyzed Sections 2, 3, 11, and 15 of each MSDS with reference to the guidelines for evaluating the reliability of MSDS provided by the Korea Occupational Safety and Health Agency. In addition, we reviewed the recorded uses and the ratios of trade secrets. Results and Conclusions: We studied a total of 178 chemical products. An MSDS was available for 176(98.9%) of them and all adhered to the Globally Harmonized System(GHS) regulations. There were 37 cases of errors in Hazard Identification, pertaining to 20.8% of all products surveyed. There were 64 cases of errors in the current legal circumstances, pertaining to 36.0% of all products. There were a total of 407 trade secrets across 52.2% of products. We believe that a government-led education and certification system needs to be introduced to improve the transfer of MSDS information. The government, chemical manufacturers and suppliers all need to make an effort to produce reliable MSDS.

        화학물질 취급사업장 대상 물질안전보건자료 제도 이행실태 불시감독 결과 및 시사점

        Objectives: Since the material safety data sheets(MSDS) submission and non-disclosure review system was introduced in January 2021, the implementation status of MSDS for chemical manufacturing and importing workplaces being supervised for the first time. Methods: A supervisory team consisting of two labor inspectors and one from the Korea Occupational Safety and Health Agency directly visited the selected workplaces to check compliance with the MSDS system as a whole. Results: As a result of supervising 214 chemical substance manufacturing/importing workplaces, a total of 241 violations of the law were found in 121 workplaces, or 57% of them. In response, the Ministry of Employment and Labor took legal action on 8 cases in 6 locations, imposed a fines totaling of 249.69 million won on 120 chemical handling workplaces, and took action to correct the violations immediately. Conclusions: Major violations were in the order of non-request for warning signs, non-submission of MSDS, non-execution of MSDS training, and non-posting of MSDS. This shows the reality that employers who handle chemical substances are sufficiently communicating chemical information to workers. In the future, the government will actively implement preparation and submission support and system guidance for the implementation of the MSDS system, while making efforts to ensure that the MSDS system works well in the field through thorough on-site supervision in the future.

        한방의료기관 외래이용환자 중 근골격계질환자의 특성연구 - 2011년 한방의료이용 및 한약소비실태조사보고서(보건복지부)자료를 중심으로 -

        Objective : This study was intended to provide information pertaining to reasonable consumption of medical services based on comparative analysis of the characteristics of musculoskeletal diseases(MSDs) among outpatients of Korean medical institutes, and furthermore help lay groundwork for mapping out effective Korean medical policies. Method : Based on the data of 3,889 outpatients of Korean medical institutions which were obtained from the Ministry of Health and Welfare's 2011 Report on usage of Korean medicine, the analysis was carried out by using the SAS 9.2. Results : 68.2% of subjects were found to use Korean medicine(KM) for the treatment of MSDs. Patients with MSDs were older than those with nonmusculoskeletal diseases(NMSDs). And married state, education, employed state and incomes are effected on MSDs and NMSDs. Subjective health status, number of outpatient treatments, medical cost, medical treatment satisfaction, and habitue status are depend on MSDs or NMSDs. Acupuncture and physical therapy is Major treatments of subjects investigated to have the highest treatment effect. It was found that they had high degree of satisfaction with Korean medicinal outpatient treatments, and those with MSDs were found to have significantly greater satisfaction than those with NMSDs. Conclusion : Although aforesaid results suggest significant satisfaction with KM and high treatment effects for MSDs. Accordingly it is considered necessary to develop various services related to KM for treatment of MSDs and to plan for cost down of KM. Moreover, in-depth research into NMSDs is required for utilization growth of KM.

        물질안전보건자료 교육에 대한 안전보건관리자와 근로자의 인식

        Objectives: This study was conducted to survey the viewpoints on the material safety data sheets(MSDS) training for safety and health managers(SHMs) and workers. Subjects aanndd Methods: A surveillance was made using a self-reported questionnaire for 78 SHMs and 122 workers to survey their viewpoints on the MSDS training. Survey results were analyzed using the SPSS program(Version 12.0 SPSS Inc., USA). Results: The result of the study shows that there are contrasts with the cognition of SHMs` and workers` on the education of MSDS and the program preference for education efficiency of MSDS. Workers were significantly more interested in the MSDS education than the SHMs did. Workers preferred the education program which is easily to be understood, to voluntarily participate on MSDS education, but SHMs did the quiz program. Also we found that the SHMs wanted to learn the education program via the expert(37.3%) rather than education resources(33.3%) which were served by government or relevant agency. In contrast, workers wanted the audio-visual education program, which is mainly consisted of accident cases (33.3%), rather than periodical education program(22.1%). Conclusions: This study showed that effectiveness of MSDS education was associated with the program served by company, and the education program for the voluntary participation of the workers should be made practical and attractive.

        구강보건의료기관 종사자들의 유해화학물질 인식, 실천 및 물질안전보건자료 (MSDS) 관리에 영향을 미치는 요인

        Purpose : This study was conducted to provide fundamental data to prepare for countermeasure to protect health of workers in the dental clinics from hazardous chemical substance, and to assess effecting factors on management of Material Safety Date Sheet(MSDS) and handling of hazardous chemical substance among workers in dental clinics. Methods : This study was carried out a survey with structured self-administered questionnaire which was consisted of 7 questions about the management of MSDS, 9 questions about recognition and practice of hazardous chemical substances in dental clinics, and 7 questions about general characteristics. Total subjects of this study were 204 adult who workers in dental clinics located in Busan and Gyeng-nam province area. The collected data were analysed using the SPSS statistical package program (ver. 23.0). Results : The factor that positively affected factor on recognition and practice of hazardous chemical substances in dental clinics has experience that has been institutional health-care accreditation. The factor that positively affected the management of MSDS has experience that has been institutional health-care accreditation. Conclusion : It is necessary to prepare countermeasures such as campaign and education on cognition of general chemical substances, and also the author concern that it should be perform the education on handling of hazardous chemical substances in dental clinics for more effecting management of MSDS. In order to improve the management of MSDS and improve the awareness and safety of chemicals, it is necessary to encourage the implementation of the institutional health-care accreditation system or prepare guidelines for the management of MSDS.

        산업체 규모와 업종에 따른 MSDS 영업비밀 적용 실태조사 연구

        Objective: This study analyzed the status of the application of trade secrets in MSDSs according to size and type of industry. The contents of the MSDS non-public approval policy are summarized. We suggest proactive improvement requirements related to the operation of the MSDS non-public approval policy. Methods: To review this subject, we selected 153 manufacturers and six importers in such fields as organic chemical production. The trade secrets application status and ratio (%) of MSDSs by industry size and industry classification were investigated. Improvements toward a proactive system related to the operation of the MSDS non-public approval policy under the Occupational Safety and Health Act(OSHA) were summarized. Results and Conclusions: According to the results, the trade secret ratio in MSDSs by industry size was 33% in workplaces with less than 50 employees, 23.1% in workplaces with more than 50 but less than 100 workers, 73% in workplaces with more than 100 workers, and 83.4% in workplaces with 300 or more workers. For the trade secret writing rate for MSDSs by industry, the highest was MOCCP (Manufacture of ink, paint, coating and similar products) at 80.9%. MOC (Manufacture of other chemicals) was the lowest at 16.2%. We propose four proactive efforts to minimize the administrative burden of implementation of the MSDS non-public approval policy. The results of this study can be used as basic data for policy improvements to make more effective use of MSDS.

        수용성 절삭유(Water-Soluble Metalworking Fluids)에서 분석한 MEA, DEA, TEA의 농도 분포 특성 및 질안전보건자료(MSDS) 에 대한 정확성 평가

        This study was carried to assess the accuracy of material safety data sheets (MSDS) for some water-soluble metalworking fluid (MWF) with respect to monoethanolamine(MEA), di-ethanolamine(DEA) and tri-ethanolamine(TEA). 39 fresh and 52 used MWFs for this study were taken from the workplace. The quantification and qualification of MEA, DEA and TEA were done using ion-chromatography. Three main findings of this study were 1) EA that was not addressed in material safety & data sheets (MSDS) was found to be enough higher than 1% , 2) 33.3% of 39 fresh MWF showed ingredient and concentration of MEA, DEA and TEA in MSDS and 3) the concentrations of MEA(20.5%), DEA(41.3%) and TEA(15.4%) were much higher than those indicated in MSDS. Consequently, we concluded that the accuracy on ingredients and concentrations of MEA, DEA and TEA provided in MWF was very low. Our study recommends that the limit concentration of chemical except for carcinogen that employer has to indicate in MSDS should be lowered from 1% to 0.1%.
