지역서점의 변화와 발전 방안 연구

본 연구는 지역서점의 현황과 변화를 고찰할 뒤 지역서점의 육성과 발전을 위한 방안을 도출하는 것을 연구 목적으로 한다. 이를 위해 지역서점의 동향과 변화, 지역서점의 현황 및 분석, 독립서점 전문서점 복합서점의 현황, 지역서점 활성화를 위한 조례 제정, 지역서점 육성을 위한 서점 분류 기준에 대한 논의, 지역서점인증제에 대한 논의 등을 주요 연구 내용으로 고찰하였다. 연구 결과, 지역서점의 육성과 발전을 위한 방안을 다음과 같이 제언한다. 첫째, 정부와 지자체와 서점업계의 지속적인 제도 개선 노력이 필요하고 둘째, 출판계와의 공조 통해 출판유통구조의 획기적 개선이 필요하고 셋째, 지역서점인증제의 고도화로 ‘우수지역서점인증제’가 필요하고 넷째, ‘지역서점’에서 ‘지역네트워크서점’으로의 격상이 이루어져야하며 다섯째, ‘책을 중심으로 한 복합문화공간’으로의 위상이 강화되어야 하며 여섯째, 큐레이션 기능이 강화되어야 하며 마지막으로 독서활성화를 이끄는 역할을 주도적으로 해야 한다. The purpose of this study is to investigate the current status and changes of local bookstores and to suggest suggestions for the fostering and development of local bookstores. For this purpose, this study considered the trends and changes of local bookstores, the status and analysis of local bookstores, the status of the independent bookstoreㆍspecialty bookstoreㆍcompound bookstores, the establishment of regulations for the revitalization of local bookstores, discussions on the classification criteria for bookstores for fostering local bookstores, and discussion on local bookstore certification system. As a result of study, the following suggestions are made for the fostering and development of local bookstores. 1) Continuous system improvement efforts of the government, local governments and bookstore industry. 2) Significant improvement of publishing distribution structure through cooperation with publishing. 3) Local bookstore certification system needs to be upgraded to ‘Excellent local bookstore certification system’. 4) Upgrading from ‘local bookstore’ to ‘local network bookstore’. 5) Strengthening its position as a ‘multi-cultural space centered on books’. 6) Enhancement for curation function. 7) Leading role to lead the reading.

지역서점 활성화 및 지원에 관한 지방자치단체의 조례분석

As the risk of local bookstores disappearing continues to increase, institutional support from local governments is needed to revitalize local bookstores. Therefore, this study analyzed 90 local governments that have enacted ordinances in order to analyze the content and characteristics of local governments' ordinances on revitalizing and supporting local bookstores. The analysis results show that, First, it is necessary to clearly reflect policy goals in the name of local bookstore-related ordinances. Second, because the definition of local bookstores is diverse, policy confusion may occur, so a policy definition that reflects the policy purpose is needed. Third, the establishment of support plans related to local bookstores is insufficient, and only 22 local governments specify the timing of plan establishment, so improvement is needed. Fourth, regulations related to financial support for local bookstores are insufficient and must be improved to ensure financial responsibility. Fifth, there are various higher-level laws applicable to local bookstore-related ordinances, so efforts to systematize them seem necessary. Sixth, only 90 (39.8%) of 226 local governments nationwide have enacted local bookstore-related ordinances. As there is a risk of local bookstores disappearing, it is necessary to expand the enactment of local bookstore ordinances.

지역서점 활성화를 위한 지원정책 개선 방안 연구

The decline in the population of the region, the growth of online bookstores, the crisis of books due to changes in the social environment such as digitization, and the risk of extinction of local bookstores are accelerating. In order to respond to this, it is urgent to make a physical foundation for local bookstores to function as cultural spaces beyond book sales. It is also important to establish a cooperative system between the government, local governments, and private organizations related to bookstore support policies. The purpose of this study is to examine the local bookstore support policy of the Ministry of Culture, Sports and Tourism and the Korea Publishers & Culture Industry Promotion Agency and the local bookstore support policy supported by local governments and private organizations and to find out what should be discussed as improvement measures for the activation of local bookstores in the future. In order to revitalize local bookstores, the result was derived that the book experience space should be advanced and cultural functions should be expanded, and the following suggestions were made. First, the organization needs to be reorganized by the Korea Publication and Culture Industry Promotion Agency. Second, conducting a comprehensive survey on the actual conditions of local bookstores based on the 「Publication Culture Industry Promotion Act」. Third, solving the problem of ghost bookstores. Fourth, establishing a foundation for self-reliance of local bookstores through cooperation with local governments. Fifth, activation of online purchase and ordering of publications. 지역의 인구감소, 온라인 서점 성장, 디지털화 등의 사회환경변화에 의한 책의 위기, 지역서점 소멸위험 등이 가속화되고 있다. 이에 대응하기 위해 지역서점은 문화공간으로 기능하기 위한 물적 기반을 갖추어야 하며, 서점 지원정책과 연관된 정부, 지방자치단체, 민간단체와의 협력체계를 구축해야 한다. 본 연구는 문화 체육관광부와 한국출판문화산업진흥원의 지역서점 지원정책과 지방자치단체 및 민간단체에서 지원하고 있는 지역서점 지원정책을 살펴보고 향후 지역서점 활성화를 위한 개선책으로 논의해야 할 내용을 알아보고자 하였다. 지역서점을 활성화시키기 위해서는 책 경험 공간을 고도화하고 문화적 기능을 확충해야 한다는 결과를 도출하였으며 이에 다음과 같이 제언하였다. 첫째, 한국출판 문화산업진흥원의 조직 개편 필요 둘째, 「출판문화산업진흥법」에 근거한 지역서점 실태 전수조사의 시행 셋째, 유령서점에 대한 문제점 개선 넷째, 지방자치단체와의 협력을 통한 지역서점 자립 기반 구축 다섯째, 출판물 온라인 수‧발주 활성화이다.

독서문화 생태계 조성의 주요 거점으로서, 지역 서점 활성화 방안 연구

매체 환경이 디지털로 전환해가면서 종이책 독서인구도 감소하고 있다. 더불어 오픈 마켓이나 대형 서점, 온라인 서점 등의 공격적 마케팅은 ‘보다 편리하고, 보다 빨리, 보다 싸게 ’라는 책 소비 패턴에 변화를 가져왔다. 이는 곧 규모나 자본 면에서 열세에 놓인 지역 서점의 위축을 초래했다. 2013년 말 현재, 국내서 점수는 2,331개이다. 2011년 대비 사라진 서점 중 전용면적 165m²미만의 소형 서점의 비율이 96.7%(246개->238개)에 달한다. 팬시 상품 판매 등을 겸업하거나 문화예술 행사를 주최하는 복합문화공간으로의 변신을 시도하는 등, 수익 창출을 위한 지역 서점의 다양한 자구책도 나타나고 있다. 보다 재미있고 이용이 편리한 방향으로 옮겨가는 고객의 문화소비욕구를 반영한 변화이다. 미래형 서점으로서, 지역 독서문화 생태계의 주축으로서, 지역 서점이 결코 사라지지 않을 것이라는 긍정적인 신호로 해석할 수 있다. 정부에서도 ‘독서진흥을 통한 국민행복 달성’이라는 문화융성 비전의 실천 전략으로, 지역서점 문화공간화 조성 등 다각도로 지원 방안을 내놓고 있다. 이에 본고에서는 지역 독서문화 생태계 형성의 주요 거점으로서 지역 서점이 갖는 가능성을 국내?국외의 성공 사례 중심으로 탐색한다. 이를 통해 미래형서점으로의 변화 방안을 모색해봄으로써 지역 서점 활성화를 촉진하고자 한다. As media environments have been switched to digital environments, paper book reading populations have been decreasing. In addition, the aggressive marketing of open markets, large bookstores, and online bookstores brought about changes in book consumption patterns into ‘more convenient, faster, and cheaper’ patterns. This led to the shrinkage of local bookstores that are inferior in terms of scales and capitals. As of the end of 2013, the number of bookstores in South Korea was 2,331. Of the bookstores that disappeared since 2011, the ratio of small bookstores of which the exclusive area was smaller than 165m² reaches 96.7%(246->238). Local bookstores have been also showing diverse measures for creation of profits to save themselves such as also selling fancy products or attempting changes into complex cultural spaces where cultural or artistic events are held. These are changes reflecting customers desires for cultural consumption that are moving toward more interesting and convenient targets. These changes can be interpreted as positive signals that as future type bookstores and as the pivots of local reading culture ecosystems, local bookstores will never disappear. As practice strategies for the vision of cultural prosperity ‘achievement of national happiness through reading promotion’, the government presents diverse support plans such as the formation of local bookstores into cultural spaces. In this respect, in the present paper, the potential of local bookstores as major strongholds for the formation of local reading culture ecosystems is explored centering on domestic/foreign success cases thereby seeking for ways for changes into future type bookstores in order to promote the activation of local bookstores.

한 ‧ 일 출판유통 시스템이 지역서점 활성화에 미치는 영향

출판계는 지역서점 활성화를 위한 출판유통 시스템의 구조적 개선책이 필요함에도 불구하고 제도적 장치를 마련하지 못하고 있다. 그로 인해 수년간 반복적인 출판유통 도매 업체의 부도와 기존 지역서점의 축소가 지속되고 있다. 반면에 시대적 트렌드와 연계된 독립서점 또는 특색 서점들이 전국적으로 생겨나고 있다. 이들이 안정적인 지역서점으로 자리매김하기 위해서 가장 시급한 것은 원활한 도서공급이다. 도서공급이 원활하지 못할 경우 서점은 제 기능을 제대로 하지 못할 뿐 아니라 독자들은 서점을 찾지 않게 된다. 이에 지역서점 활성화를 위해 한ㆍ일 양국의 출판 유통 시스템에 대한 핵심적인 요소를 짚어보고, 아울러 양국의 지역서점 활성화를 위한 노력을 살펴보았다. 지역서점 활성화를 위해서는 출판유통 시스템이 개혁되어야 하고 더불어 독서생태계가 살아나야 한다. 이에 본 연구에서 처음으로 새로운 출판유통 시스템 개선 모델을 제시하고자 했다. The publishing industry has not been able to provide an institutional strategy despite the need for structural improvement measures of the publishing distribution system to activate local bookstores. This has resulted in repeated bankruptcies of publishing wholesalers over the last few years and the number of local bookstores has also continued to shrink. On the other hand, however, independent bookstores or unique bookstores linked to the trends of the times are starting up all over the country. The most urgent thing for these bookstores to be stable in the local market is the smooth supply of books. If books are not supplied to the local bookstore smoothly, the bookstore will not function properly and the readers will gradually lose their way. This paper examines the key elements of the publishing distribution system in both Korea and Japan, as well as the efforts to revitalize local bookstores in the two countries. Unless the publishing distribution system is reformed, the reading ecosystem can not survive and this is also very important for revitalizing local bookstores. In this paper, for the first time, an improvement model of the publication distribution system is presented.

공공도서관의 희망도서바로대출제 개선방안에 관한 연구 - 경기도 공공도서관을 중심으로 -

경기도에서 시작된 바로대출제 서비스는 지역서점의 매출 상승을 통한 지역 경제 활성화와 이용자의 만족도를 높이는 창의적인 신규 서비스로 호응을 받았다. 그러나 이용자의 희망도서 중복신청으로 인해 공공도서관 장서의 질이 떨어진다는 의견이 제시되면서 긍정적인 측면과 부정적 측면이 공존하는 서비스이다. 본 연구는 공공도서관, 지역서점, 바로대출제 이용자 대상 설문조사를 통해 바로대출제의 개선방안을 제시하였다. 공공도서관과 지역서점의 창의적 협력 방안인 바로대출제는 도서관 자료구입비 예산 확대 및 도서관, 지역서점, 이용자 간의 지속적 의사소통이 이루어질 수 있는 운영위원회 구성과 설명회 개최, 도서구입비 대비 바로대출제 희망도서 구입비 연구를 통한 기획 수집, 바로대출제 관련 규정 제정, 독서문화서비스 확대, 건전한 이용자층 확대 및 다양한 지역서점 육성을 통해 서비스를 지속적으로 개선하는 것이 필요하다. The local bookstore direct loan service for users’ requests in public libraries, which was launched in Gyeonggi Province, is a creative new service that has led to the revitalization of the local economy through the rise in sales of local bookstores and high user satisfaction. However, it is a service in which positive and negative reactions coexist as negative opinions are presented on the deterioration of the quality of public library books due to overlapping needs for desired books by users. Therefore, several ways of improving for local bookstore loan service in public libraries through a survey of public libraries, local bookstores, and users were suggested in this study. The local bookstore direct loan service for users’ requests, which is a creative cooperation plan between public libraries and local bookstores, needs to constantly improve its services by increasing book purchase cost, organizing a steering committee for continuous communication and collecting plans through research on the book purchase cost. Also, it is necessary to improve its services by enacting regulations expanding reading culture services expanding the number of healthy users and fostering various local bookstores.

한국 지역서점의 활성화 및 홍보 방안 연구

한국 서점의 위기다. 인구는 감소하고, 독서율은 떨어지고 있으며, 전자책, 오디오북같은 새로운 형태의 출판물이 지역서점을 위협하고 있으며, 스마트 미디어는 더욱 강력한 경쟁 상품이 등장하고 있다. 서점은 양극화되어 지역서점과 프렌차이즈서점의 격차는 더욱 커지고 있으며, 특히 코로나19 사태 이후 인터넷서점의 위상은 더욱 커졌다. 이를 위해 한국 지역서점의 활성화를 위해 다양한 방안을 전개하고 있다. 지방자치단체의 지역서점 활성화에 관한 조례 지정과 시행이 확산하고 있고, 지역서점인증제의 활성화 방안, 지역의 책축제와 서점의 연계, 지역서점 데이터베이스 구축, 표준공급률 도입 등은 지역서점을 활성화하는 좋은 대안이 될 것이다. This is a crisis for Korean bookstores. Population is declining, reading rates are falling, new types of publications such as e-books and audio books are threatening local bookstores, and smart media is seeing stronger competition. The polarization of bookstores has widened the gap between local and franchise bookstores, especially after the Corona 19 incident. To that end, various measures are being developed to revitalize local bookstores in Korea. The designation and enforcement of local governments ordinances on revitalizing local bookstores are spreading, and measures to revitalize the local bookstore certification system, linkage of local book festivals with bookstores, establishment of a database of local bookstores, and introduction of standard supply rates will be good alternatives to invigorating local bookstores.

지역 소형서점 유통의 문제점과 개선 방안 연구

Various policies, systems, plans, and support measures are being proposed for bookstore promotion, but cooperation among publishing-related industries is insufficient. The biggest problem with local small bookstores is that profits deteriorated to the point that most bookstores were unable to operate. Therefore, this study examined the distribution problems of local small bookstores and measures to improve them, and the results of the study are as follows. First, publishers and wholesalers require immediate cash purchases when purchasing books at small bookstores. Local bookstores must be granted a grace period guarantee and returns. Second, local bookstores are guaranteed an operating margin, especially for bookstores. A reasonable standard supply rate must be maintained in order to secure a certain margin. Third, publishers and publishing distribution companies must establish a daily delivery system in consultation with wholesalers. Fourth, local bookstores are also supplying books for financially stable operation. You must be actively involved in Finally, local bookstores should prepare for the expansion of e-books by operating an internet bookstore.

서점의 지역문화 플랫폼(Platform)으로서 활용 모색에 관한 연구

With the change of consumer's lifestyles and the emergence of online bookstores, bookstores can no longer stay as book-selling space, and the number of bookstores is gradually decreasing with consumption. Bookstores in offline spaces are not only selling books and selling them, but also being transformed into complex cultural spaces. The starting point of this change is the Daikanyama Tsutaya books in Japan, which combines a bookstore and a Starbucks cafe with the phrase 'sailing life style', not a book, to show a different form of space than the existing bookstore. Many bookstores in Korea have benchmarked Tsutaya's business strategy and are planning the space through linkage with commercial spaces centered on bookstores according to the analysis of local consumption class. Therefore, this study explores the possibility that the bookstore space can be used as a base space for local residents by paying attention to the expansion of the bookstore space into a multicultural space based on the outstanding power of gathering people through the book, combined with various functions. In addition, the role of the bookstore by complexization is to be interpreted in terms of a platform where value exchange is achieved through the establishment of various business models, and the direction of the bookstore's program and spatial composition as a regional base through the analysis of domestic and foreign cases. this study is expected to provide a place for local residents' living and develop an attractive space for attracting outside tourists by developing a program in accordance with the characteristics of the region.

경기도 지역서점 실태조사 및 발전방안 연구

As of 2015, there was a total of 2116 bookstores(1559) which indicates 38.3% decrease from that of 2005. Various stakeholders that include ministry of culture, sports and tourism, local governments and local bookstores have made efforts to boost local bookstores. Similarly, various agents are giving direct and indirect supports to vitalize local bookstores in other countries. This study presents 11 strategic projects to boost local bookstores in Gyeonggi province in terms of four aspects (demand, supply, intervention, support) through case studies and surveying actual conditions of local bookstores. The 11 projects are 1)setting up reading guides connected to school curriculum 2)establishing environmental conditions for reading in work places 3)campaign for reading 4)establishing supporting center for local bookstores in Gyeonggi province 5)establishing thematic street for bookstores 6)expanded support for cultural activities of bookstores 7)development of book festival 8)establishing database about local bookstores 9)expanded service for wish list and instant rent 10)certification system for quality bookstores 11)development of human resources for bookstores.
