조선 중기 포도대장(捕捕盜大將)인사 특성과 정치적 의미

Right and Left Police Departments of Joseon period was the security unit in charge of catching the thief and going on a round of inspection in the capital. The Right and Left commissioners of Police Departments were appointed in rank 2B post of military officer order and had also much political authority by being given security power. Contrary to the former of Joseon period, the Commander of Police Department was given a great deal of weight on military and political aspects after Japanese invasion of 1592, holding additional the commander of central-garrison position. Furthermore, as factional strife intensified in the middle of Joseon, each partisans all sought to hold physical forces of Capital Police and Five Army Garrisons by a mean to inevitably foreordain political predominance. Accordingly, the Commander of Capital Police was appointed among limited members belonging to each political party. The Commander of Capital Police selecting under political conditions supported actively political situation of ruling party. As the organization of Five Army Garrisons settled in Sukjong period, the strategy of national defense was changed into intensive defense system centering the capital. As a result, Military Training Command, Royal Guards Command, Capital Garrison, Capital Police being responsible for security of the capital occupied high position. In the purge period, the political struggle among political parties, such as Southerners and Westerners can have a thorough grasp of the phases by investigating the personnel of the commanders of each garrison and capital police, plural offices` system. The thesis would form a basis of pursuing political sense of military and security power by more extending the areas until the organization on commanders of each garrison, the personnel of the commander of capital police, and plural offices.

이 연구는 조선조 말 1886년에 설립된 육영공원의 學員이었던 朴經遠이 작성한 『育英公院日錄』과 여타 육영공원 관련 사료를 분석하여, 육영공원에 대한 종래의 이해에 미진한 점과 오류가 있다는 사실을 밝혀내었으며, 새로운 연구과제를 제시하였다. 처음으로 육영공원에 學員을 들일 때 被選과 薦으로 구분하고 있다. 왜 이런 구분을 하고 있는지, 이 구분의 의미가 무엇인지 규명된다면, 육영공원 학원 선발과정과 기준을 더 구체적으로 이해할 수 있을 것이다. 2차 선발 이후에는 신/구 두 개의 분반으로 나뉘어 운영되었다. 좌원(관직자)과 우원(무관직자)으로 구분되어 있었으나, 이들에게 별도의 수업이나 月講이 이루어진게 아니라, 좌·우원 구분 없이 新학원/舊학원으로 분반하여 운영되었다. 우원 학원은 課日에 기숙하면서 수학하도록 규정되어 있었지만, 실제로는 상당수 인원이 일일왕래와 기숙을 번갈아 했을 것으로 추정된다. 우원 학원이 과거에 급제하면 좌원으로 승급하였으며, 육영공원이 문을 연 후 1년 반 가량 지나자 좌원 학원은 이틀 또는 삼일마다 출석하게 하였다. 이는 좌원 학원이 태만해진 탓이라기보다는 직무수행에 지장이 없도록 조치한 것이었다. 『육영공원일록』에는『육영공원등록』 에 나타난 바와는 달리 복잡하고 다양한 인원변동 내역을 전하고 있으며 육영공원 학원의 減下시기와 그 대상자를 알 수 있는데, 감하의 이유와 의미는 밝혀져 있지 않다. 감하가 졸업을 의미하는 것인지, 아니면 성적부진으로 퇴출당한 것인지 규명할 필요가 있다. 해명해야 할 의문점이 여전히 남아 있지만, 『육영공원일록』에 나타난 사실로부터 육영공원에 대한 종래의 평가에 오류가 있다는 점은 분명히 확인할 수 있었다. 즉, 미국인 교사들의 교수활동이 그다지 성실했다고 보기 어려운 반면에, 이들의 불만 대상이었던 좌원 학원들의 행적에는 그렇게 보일만한 타당한 이유가 있었으며, 수학 도중이든 이후든 국왕의 施政과 왕세자 교육에 늘 이들이 개입되어 있었다. 육영공원에서 수학한 인물들이(특히 좌원 학원) 수학 도중이나 이후에 어떤 직무에 종사하고 있었는지 그 구체적인 실상을 추적·조사하는 과제를『일록』 은 우리에게 제시하고 있다. This study analyze 『The Daily Records of Royal Academy(育英公院日錄)』written by Park Gyung Won(朴經遠, 1869-?) who had been a student member of ?The Royal Academy(育英公院)?which had been established in 1886 for teaching foreign language and some other western science to brilliant young men(registered in the Right Department) and public servants(registered in the Left Department). By this analysis, we made it clear that there was some questionable things and several faults on former understanding about ?The Royal Academy?. Even though some unsoluble questions still exist, we can make clear recognition that the previous negative evaluation on ?The Royal Academy?is not correct. The American teachers of ?The Royal Academy?was not so diligent as description made by themselves. Nevertheless, the members of ?The Royal Academy?, especially of the Left Department were busy public servants and not bad students. During and after the period of learning in ?The Royal Academy?, they always took part in the administration of the King and the education for Crown Prince. Now it is available that we should persue some energetic project to trace and investigate exhaustively the concrete activity of the members of the Left Department in those days. It must be an earnest message from the past written in The Daily Records of The Royal Academy.

신라왕경연구는 신라사연구에 있어서 가장 중요한 연구과제이지만 최근까지도 고고학적 연구결과에 중점을 둔 도시계획적인 측면에 치중·국한되었던 것이 사실이다. 그 결과 도시계획적 측면으로는 많은 부분에 있어 성과를 올린 것도 사실이나 왕경연구의 폭을 확대하지 못하였다는 한계점을 나타내기도 하였다. 본고에서는 그러한 점을 보완하기 위하여 신라왕경의 유지와 운영에 있어 반드시 필요한 요소였던 창고시설의 기능과 성격 등을 밝혀 조금이나마 신라왕경연구의 폭을 넓히고자 노력하였다. 특히 신라시대 전반적으로 모든 창고는 왕실의 권위에서 자유롭지 못했다는 사실과 왕경을 보호하는 주변 산성의 내부에 위치했던 입지를 통해 그 기능과 성격을 고찰하는 데 중점을 두었다.
