        OLED 조명 국제표준화 추진 현황 및 전략

        우리나라는 지난 2010년 세계 최초로 IEC(국제전기기술위원회, International Electrotechnical Commission)에 조명용 OLED 패널 국제표준을 제안하여 제정을 완료하였다. 또한 이를 기반으로 2016년 IEC TC 34(조명분과, Lamps and related equipment)에 OLED WG을 신설하고 WG 컨비너를 수임하여 국제표준을 주도하고 있다. 그러나 미래 고부가가치 산업인 OLED 조명의 국제표준 주도권을 유지하기 위해서는 보다 체계적인 대응 전략 도출이 시급한 상황이다. 특히, 우리나라와 경쟁국인 일본은 자국의 OLED 조명 국제표준에서의 지배력 강화와 주도를 위해 다양한 관련 표준을 IEC에 활발히 제안 중이며 중국도 OLED 조명 국제표준에 큰 관심을 보이고 있어 향후 OLED 조명 국제표준의 새로운 경쟁국으로 대두되고 있다. 더욱이 2018년 1월 TC 34 시드니 회의에서 2인의 공동 컨비너 중 한명의 후임을 일본에서 수임하게 되었다. 따라서 지속적으로 OLED 조명의 국제표준을 선도하고 IEC에서의 영향력을 제고해 나가기 위해서는 표준 진행 현황을 실시간으로 공유하고 국내 OLED 기업의 표준화 참여를 활성화 하여 국내 표준화 기반을 조성하는 것이 요구된다. 본 연구에서는 최근 각광을 받고 있는 OLED 조명 관련 IEC의 국제표준화 추진 현황, OLED 조명 제품 및 기업의 주요 동향 및 주요 현안 들을 분석하여 향후 우리나라의 OLED 표준 경쟁력을 확보하기 위한 전략을 도출하고자 한다. In 2010, Korea proposed the first international standard for lighting OLED panel to International Electrotechnical Commission (IEC). Based on this, in 2016, the OLED WG was newly established in IEC TC 34 (Lamps and related equipment). However, in order to maintain the leadership of the international standard for OLED lighting, which is a high value-added industry in the future, it is urgent to develop a more systematic strategy. In particular, Korea and its competitor Japan are actively proposing various related standards to the IEC for strengthening and leading dominance in their own position in OLED lighting international standards, and China is showing great interest in the international standard for OLED lighting as an emerging competitor. Therefore, in order to continuously lead the international standard of OLED lighting and to enhance the influence in IEC, it is required to share the standard progress status in real time and activate the participation of standardization of domestic OLED companies. In this study, we will analyze the present status of international standardization of OLED lighting, OLED lighting products, major trends and issues of companies, and draw out strategies for securing Korean OLED standard competitiveness in the future.

      • Research on Dynamic Compliance Analysis Technology of IEC 62351 Standard Based on Finite State Machine Theory

        With the development of power industry, communication security has become an important issue affecting the stability of power system. IEC 62351 standard provides security for substation communication system. However, different transmission protocols may lead to different manufacturers to produce different understanding, manufacturing is not compatible with the device. In order to avoid such a situation, the Finite State Machine (FSM) theory is used to model and analyze the transmission protocol of IEC 62351 standard. In this paper, the FSM model is simulated by the StateFlow tool, and it can be considered that the FSM theory is applicable to the analysis of compliance with IEC 62351 standard.

        Comparison of the Operational Speed of Hard-wired and IEC 61850 Standard-based Implementations of a Reverse Blocking Protection Scheme

        This paper focuses on the reverse blocking busbar protection scheme with aim to improve the speed of its operation and at the same time to increase operational reliability, flexibility and stability of the protection during external and internal faults by implementation of the extended functionality provided by the IEC61850 standard-based protective Intelligent Electronic Devices (IEDs). The practical implementation of the scheme by the use of IEC 61850 standard communication protocol is investigated. The proposed scheme is designed for a radial type of a distribution network and is modeled and simulated in the DigSILENT software environment for various faults on the busbar and its outgoing feeders. A laboratory test bench is built using three ABB IEDs 670 series that are compliant with the IEC 61850 standard, CMC 356 Omicron test injection device, PC, MOXA switch, and a DC power supplier. Two types of the reverse blocking signals between the IEDs in the test bench are considered: hard wired and Ethernet communication by using IEC 61850 standard GOOSE messages. Comparative experimental study of the operational trip response speeds of the two implementations for various traffic conditions of the communication network shows that the performance of the protection scheme for the case of Ethernet IEC 61850 standard-based communication is better.

        IEC 62321 국제표준화의 Projector Leader 수임에 의한 국가 경쟁력 강화

        Many electrical and electronic companies are realizing that they need to be able to identify materials containing hazardous substances. Thus, TC 111 working group 3 that developed test methods of hazardous substances was organized in the IEC. Korea has contributed to WG 3 by dispatching around 10 Korean experts since 2008. Particularly, NWIP(New Work Item Proposal) on the test method of phthalates that has been recently an issue in the international environmental regulation was proposed by Korean experts of WG 3 and approved officially by IEC TC 111 WG 3. As such the standardization of phthalates is now in progress and is expected to be published officially as international standard, IEC 62321-8 in 2015. Another successful example where Korean expert took on responsibility as a project leader is standardization of IEC 62321-3-2 by developing screening method for total bromine. In this paper, detailed processes of standardization of IEC62321-3-2 and IEC62321-8 under Korea s leadership will be reported with resulting positive effects of Korea national committee s aggressive participation in international standardization.

        IEC 62109에 의한 태양광인버터 성능 및 안전성평가

        The supply of new and renewable energy facilities has been increasing rapidly, especially in the PV power sector. In addition to the spread of PV modules and inverters, it is urgently required to ensure safety as well as performance. In developed countries such as Germany, Japan and the USA, technical standards on safety are applied to ensure safety of the photovoltaic industry to be. Currently, technical standards for securing the safety of PV inverters are adopted by IEC, while advanced countries apply technical standards for securing safety and are certifying the safety of the solar products in accordance with the IEC standard. However, in Korea, the technical standards for the performance evaluation of PV modules and inverters are applied, but the safety technical standards are not applied. Especially, in case of PV inverter, it has certification standard of small size solar inverter(less than 10kW) and inverter of medium and large size solar power generation(more than 10kW~250kW). Examination of the contents of each test item is composed of tests to identify performance characteristics of inverter such as insulation performance, protection function, normal characteristics, transient characteristics, external accidents, and environmental tests. Therefore, in this paper, we will examine the precise technical standards and test methods for the standardization of IEC 62109, which is becoming a standard required for overseas certification such as CE and UL, focusing on the protection and safety of users.

        IEC 60364 기반의 한국형 저압전기설비 통합 실증단지 모델링 및 차단기와 케이블의 선정 방안 고찰

        IEC is an international standards which are used in many countries with Europe as the center. IEC standard is introduced in Korea according to WTO/TBT agreements, however until now there are no buildings in Korea which are designed applying IEC standard. Therefore, KEA(Korea Electric Association) is scheduled to construct Korean low voltage electrical installation integration test site which is designed applying IEC standard. In this paper, before being under construction of Korean low voltage electrical installation integration test site, power substation is modeled based on real design parameters and method to select circuit breakers and cables is presented applying IEC standard in the modeled power substation. EMTP(ElctroMagnetic Transient Program) is used for simulation program. EMTP which is power system analysis program is easy to model power system and power substation.

        컨벤션센터의 ESG 평가지표 표준화 방안 연구

        As a follow-up study of 「Using ESG Management for Convention Centers: Focusing on BEXCO」, this study aims to present requirements and suggestions for ESG standards that can be used by convention centers in a rapidly growing ESG rating environment. Because of the rapid growth of public concerns about ESG management among corporations, ESG rating practices and related industries have developed dramatically. More than six hundred ESG rating organizations are now conducting their ESG rating and releasing the results. The ESG rating results diverge among these organizations, so effective ESG rating standards are necessary. As a precondition for this, this paper classifies ESG rating-related organizations by characteristics. The categorization works as a good guide in searching and arranging information for ESG rating. As a second condition, this paper presents the development stage of ESG rating: the early and beginning stage. Because ESG rating is a young field, the Korean Ministry of Trade, Industry and Energy has announced the K-ESG guideline, and KCGS(Korea Institute of Corporate Governance and Sustainability) has updated its ESG Codes of Best Practices. The ISO/IEC international standards can perform as ESG rating standards by their nature. This paper presents ISO/IEC standards that can be used as ESG rating standards for convention centers. The ESG evaluating criteria presented in the previous study expanded by including and considering the K-ESG guideline, ESG Codes of Best Practices, ISO/IEC international standards, and the current management practice of the top 4 convention centers by size in Korea. This paper presents ESG rating standards that provide dependable criteria for stakeholders, promote efficient ESG management for convention centers, and help convention centers and rating organizations focus on the essence of sustainable management. These standards can perform as a guideline for related parties to refer to a time when ESG rating for convention centers is evolving and entering its maturity stage. 본 연구는 ‘컨벤션센터의 ESG 운영방안 연구: BEXCO를 중심으로’의 후속 연구로 급속하게 진화하고 있는 ESG 평가 환경에서 컨벤션센터가 활용할 수 있는 ESG 평가지표의 표준을 제시하고자 하였다. ESG 평가에 대한 시대적 요구가 증대하고 있는 가운데, 전세계 ESG 평가기관의 숫자가 600개가 넘고 같은기업이 평가기관에 따라 상이한 평가결과를 받고있는 실정으로 어느 때 보다도 효과적이고 효율적인 평가표준이 필요한 시기이다. ESG 평가지표 표준화를 이해하기 위한 선행조건으로 본 연구는 ESG 평가지표 유관기관을 성격별로 구분하여 제시하고 특징을 설명하였다. 카테고리별 기관의 유형과 특징, 대표적인 기관을이해하면 구분별로 기관의 성격을 이해할 수 있고 이를 통해 ESG 평가에 필요한 정보를 수집하고 정리하고적용하는데 가이드라인으로 활용할 수 있다. 두 번째 선행 조건으로 ESG 평가의 발전단계를 진화론적으로이해했을 때 ESG 평가에 시사하는 바가 있음을 제시하였다. 우리나라의 경우 산업통상자원부에서 K-ESG 가이드라인을 발표하고 개정하고 있으며, 대표적인 ESG 평가기관인 한국기업지배구조원(KCGS)에서도 모범규준을 개정하였다. ESG 평가에 활용할 수 있는 대표적인 국제 표준은 ISO⋅IEC 표준이다. 본 연구에서는 컨벤션센터의 ESG 경영 평가 표준으로 활용할 수 있는 ISO⋅IEC인증을 재분류 하여 제시하였다. 선행연구에서 도출한 컨벤션센터 ESG 평가항목에 산업통상자원부의 K-ESG 가이드라인, 한국기업지배구조원의 모범규준, ISO⋅IEC표준을 적용하여 면적별로 상위 4개 센터의 경영현황에 적용하여 분석하였다. 이를종합하여 이해관계자를 대상으로는 신뢰성을 확보할 수 있고, 컨벤션센터 및 평가업무 수행기관의 입장에서는 경영효율과 지속가능경영이라는 핵심에 충실 할 수 있는 평가표준안에 대해 제언하였다. 본 평가표준안은 컨벤션센터의 ESG 평가가 성숙기 단계로 진입하는 과정에서 관련 이해관계자들이 참고할 수 있는 가이드라인의 역할을 할 수 있을 것이다.

        진단용엑스선장치 제조품질관리에 관한 국내·외 규격의 동향

        진단용엑스선장치의 방사선방어 관한 내용을 중심으로 국내·외 규격을 살펴보고 신-구 IEC규격을 비교하여 본 결과는 다음과 같다. 가장 최근에 발표된 IEC 60601-1-3 ; 2008 2nd Edition에 담긴 철학은 크게 두 가지로서, 제조된 진단용엑스선장치에 의하여 촬영 받게 될 환자를 위하여 어떤 종류의 방사선(선질 : Radiation Quality)을 얼마나 주었는지(선량 : Radiation Dose)를 확실히 해야 한다는 것이며 또 그 장치를 이용하는 작업자를 위하여 누설방사선(Leakage Radiation), 잉여방사선(Residual Radiation), 떠돌이 방사선(Stray Radiation)을 최소화해야 한다는 것이다. 진단용 엑스선장치에 관한 국내규격을 개정하거나 다시 제정할 경우 다음과 같은 내용과과정이 필요하다고 사료된다. 1. 가급적 최신 개념이 담긴 국제규격(IEC Publication)에 맞추되 우리나라의 실정에 맞는 규격을 채택하여야 할 것이다. 즉 IEC 60601-1-3 ; 2008을 근간으로 하고 미국의 CFR, 일본의 JIS도 참고한다면 지금 보다 한층 진보한 규격을 만들 수 있을 것이다. 2. 방사선안전부분을 중점적으로 고시하는 것이 간결하다. 즉 전기·기계적 안전에 관한 사항(IEC 60601-1)은 식품의약품안전청 고시 제 2006-7호 「의료기기의 전기·기계적 안전에 관한 공통기준규격」을 준용해야 한다. 3. 급격한 고시의 변화는 바람직하지 않다. 즉 최근에 개정된 IEC 60601-1-3 ; 2008을 도입하여 바로 적용하지 않고, 일단 현 규격을 일부 개정하여 사용하면서 적응기간을 가질 필요가 있다. Newly published IEC 60601-1-3 ; 2008 2nd Edition has two important meanings. First, Radiation Quality and Dose should make sure for safety of patient and staff in manufacturing diagnostic X-ray equipment. Second, it should be minimized of Leakage Radiation, Residual Radiation, and Stray Radiation. The requirement to make enactment or revision of national standard for diagnostic X-ray Equipment is as follows : 1. It should be adjusted the new standard to the recent IEC Publication under the consideration of the Korea medical circumstances. 2. For focus to the Radiation Safety, IEC 60601-1-3 (General requirements for radiation protection in diagnostic X-ray equipment) could be applied to the new regulation. It should be compact sentence. 3. A sudden Notification change should not be desired. It needs a enough time to make easy the circumstances.

        ISO/IEC에서의 국가별 무역기술표준 개발 참여 평가

        A country’s participation in international technical standards development directly relates to its trade competitiveness. Many countries adopt international standards or influence their development process through the ISO/IEC. This study applies the ABCD Model to assess such activities through a constructed ITS index, not only in terms of ‘level’ of contribution but also in terms of ‘process’ participation that can give important implications related to the future potential influence of countries in standards development. Having examined seven countries, Korea showed the lowest score implying the need to enhance its performance in both ‘international standards adoption’ and ‘internationalization of domestic standards’. Korea needs to more actively participate in currently on-going standards development processes, establish more offices that improve accuracy in the development, and consider participating in additional committees where domestic interests may potentially be at stake. Although KATS has improved greatly in regards to its relevant activities and database construction, a more active and specific plan must be made to allow its efforts to successfully influence Korea in international standards development. Confronted with strong challenges from directly competing countries in trade like China and Japan that showed better ITS scores, there is a need for Korea to step up its research and participation in this field.
