      • China-ASEAN Public Health Security Cooperation: Problems and Future Approaches

        Vision 2030 of China-ASEAN Strategic Partnership puts forward that China and ASEAN need to jointly meet non-traditional security challenges, and public health security is an important part of non-traditional security. China-ASEAN cooperation in the field of public health and safety is a realistic result of promoting regional integration and a true portrayal of building a community of human destiny. At present, the public health security cooperation mechanism between China and ASEAN mainly presents three types: multilateral, bilateral and inter-country. Although China- ASEAN cooperation in public health and safety has made some achievements, there are still some practical problems, such as the need to improve legal documents, the need to enrich the main body, the need to strengthen the pool of international professionals, and the urgent need to strengthen the ability to set international issues. Under the guidance of the people-oriented China-ASEAN Public Health Community, with the system theory as the theoretical analysis tool, through the implementation of standardizing the legal documents of public health and safety cooperation, setting up the specialized organs of public health and safety cooperation, strengthening the talent pool of public health and safety cooperation, and setting the topics of public health and safety cooperation in turn, China and ASEAN will form a joint force in the field of public health and safety, and enhance the efficiency of China-ASEAN public health and safety cooperation.

        모든 정책의 건강: 건강증진과 부문 간 협력의 진화

        ‘Health in All Policies’ is a new strategy for governance for health in 21st century. The evolution of health promotion has affected the creation of the strategy through the efforts to tackle health inequalities by addressing social determinants of health. More concern about health inequalities, involving wider policy areas, and higher level of institutionalization distinguish the strategy from the old intersectoral collaboration such as intersectoral action for health and healthy public policy. Making intersectoral collaboration the mainstream of policy making is important to address integrated policy agendas such as ‘Health in All Policies’ and ‘Sustainable Development Goals.’ Political leadership and interpersonal skills are also required to strengthen the capacity of public health sector for implementing ‘Health in All Policies’ in local, national, and international circumstances.

        개도국 보건교육 사업에서 e-health의 적용 방안에 관한 연구 : 인도네시아 민관협력 ODA 프로젝트 사례

        In this study, we investigated the possibility of health education ODA project using ICT in Bekasi, Indonesia based on the Feasibility Study sponsored by KOICA in 2017. We analyzed the basic medical and health conditions and socio-economic environments of city of Bekasi. Then we suggested the way of health education for Bekasi area by linking the DigiMAPS (Digitalization Maternal and Prenatal care System) project which was originally designed for maternity care in Bandung area. In addition, we suggested strategic implications for the companies aim to promote ODA projects through public-private cooperation. It was analyzed that Indonesia, including Bekasi area, has very high needs for health education due to the prevalence of infectious and non-contagious disease, high smoking rates, cardiovascular disease, and increased life-habitual disease such as diabetes. As a health education program using the e-health system such as DigiMAPS, the following methods are suggested. For diabetes and vaccinations, necessary information can be linked to the established DigiMAPS system which can be extended to other regions or disease. For the special issues of Bekasi area such as dengue fever and work disease, we proposed to use the 44 health center networks in the Bekasi area to provide supplementary health education. 본 연구에서는 2017년 KOICA의 지원으로 이루어진 현지 사업타당성 조사 프로젝트 결과를 바탕으로 인도네시아 자카르타 인근 버카시 지역을 대상으로 ICT를 활용한 보건교육 ODA 사업의 가능성을 탐색하였다. 논문에서는 인도네시아의 의료 보건 환경과 버카시 지역의 경제, 사회적 특성을 분석하였고, 반둥지역을 대상으로 적용된 디지맵스(Digi MAPS, Digitalization Maternal and Prenatal care System) 프로젝트를 연계하여 버카시 지역에 대한 보건교육 사업 방안을 제안하였다. 이와 함께 기업이 민관협력을 통해 ODA 사업을 추진할 때 고려해야 할 전략적 시사점을 제시하였다. 버카시 지역을 포함하여 인도네시아는 전염성 질병 및 비전염성 질병의 만연, 높은 흡연율, 심혈관계 질환과 당뇨 등 생활 습관성 질병의 증가 등으로 보건교육의 필요성이 매우 높은 것으로 분석되었다. 디지맵스와 같은 e-health 시스템을 적용한 보건교육으로 다음과 같은 방안을 제시하였다. 당뇨 및 예방접종에 대해서는 기존에 구축된 디지맵스 시스템에 필요정보를 연동시키고 지역 및 대상 질병을 확장하는 방법을 통해서 시스템 활용의 효과성을 높일 수 있다. 뎅기열, 작업병 등 버카시 지역의 특수 이슈에 대해서는 버카시 지역의 44개 보건소 네트워크를 활용하여 보완적인 보건 교육과 낙후 구역을 중심으로 상하수도 개선, 소각장 설치, 방역사업 환경개선 사업을 병행할 것을 제안하였다. 민관협력 사업을 추진하는 기업의 입장에서는 1)현장 밀착적인 분석을 통해 현지의 니즈와 인프라 환경을 반영하여 사업내용을 개발하고, 2)민간기업, 본국 및 현지정부, 국제기구, 현지 지역사회와의 네트워크 구축을 통해 사업을 개발하며, 3)e-health 사업과 같이 대규모 인프라 투자 비용이 발생하는 경우에는 신규 시스템의 구축과 기존 시스템의 확장 중에서 효과성 및 비용 효율성을 고려하여 사업을 설계해야 한다는 시사점을 도출하였다.

        주민참여로 마을의 건강을: 1970-80년대 마을건강원 활동과 보건의료에서의 주민참여 논쟁

        This paper aims to historically re-evaluate the issues surrounding resident participation in health care and its legacy by examining the community participation in health care. In the 1970s and 1980s, community participation was one of crucial trends and a controversial topic in the international health as well as the international aid. Throughout the 1970s, local participation was regarded as one of essential elements for the access to basic healthcare and primary health care in developing countries. Community health projects which aimed to apply primary health care were implemented in rural areas and some urban areas in the 1970s and 1980s. Village Health Workers(VHWs) were a symbolic example of community participation in these projects. They consisted of local women and led health activities with simple skills in their villages. They served as a bridge between the project team and the residents. Health professionals expected them to be health leaders for “self-help” in health of their communities. In the mid-1980s, however, as the number of health facilities and professional health care workers increased, the activities of VHSs were decreased. The mixed understanding of the responsibilities and roles of VHSs among the health professionals affected the skeptical view on the achievement and effects of community participation in health care. In the mid-1980s, as the government officially organized the VHWs, the dilemma surrounding community participation intensified. When the community health projects were ended, most of the VHW organizations were also disbanded. After the projects, the spirit of community participation was only inherited by some healthcare movement organizations, such as medical cooperatives.

        북한 여성의 건강권과 국제협력

        Democratic People’s Republic of Korea (‘North Korea’) acceded to the International Covenant on Economic, Social and Cultural Rights(‘ICESCR’) on 14 September 1981. Article 12, paragraph 1 of the ICESCR sets forth that the State parties recognize “the right of everyone to the enjoyment of the highest attainable standard of physical and mental health,” while paragraph 2 enumerates the measures that a State party should take for the realization of the right to health. The Committee on the International Covenant on Economic, Social and Cultural Rights noted in its General Comment that “the provision for the reproduction of the stillbirth rate and of infant mortality and for the healthy development of the child” in paragraph 2(a) may be understood as requiring measures to improve child and maternal health, sexual and reproductive health service, including access to family planning, pre-and post-natal care, emergency obstetric services and access to information, as well as to resources necessary to act on that information. Therefore, State parties to the ICESCR should undertake actions to fulfill women’s right to health, including the promotion of maternal health. This article reviews measures to improve North Korean women’s right to health based on the ICESCR by examining obligations upon the State party and the obligation upon the intentional community to assist and cooperate in realizing the right to health. To this end, this article first explores the concept and contents of the right to health and the obligations of the State parties under the ICESCR. It further reviews the situation of North Korean women’s right to health and the implementation of the State Party’s obligations concerning North Korean women’s right to health by the North Korean authorities. The final section of this article examines the meaning of the international community’s obligation to provide assistance and cooperation, as well as its need to promote the realization of North Korean women’s right to health, and the conclusion suggests ways for engagement by the Republic of Korea.

        신흥무대의 중견국 보건외교: 브라질, 스웨덴, 스위스 사례와 한국

        Health diplomacy transcends the framework of traditional major-power diplomacy in that it pursues the health and safety of the community without distinction between potential adversaries and allies. In health diplomacy as an emerging stage, middle-power countries can raise their international status and gain opportunities to create new national interests by using a smart diplomacy that combines various approaches including brokerage diplomacy, coalition building, and norm diffusion. Health diplomacy strategies of Brazil, Sweden, and Switzerland are some of the most notable cases in the field of health development cooperation. Korea has a relatively high level of diplomatic capability in the field of health security, but requires many improvements in the field of health development cooperation.

        Mid-Term Strategic Plan for the Public Health and Medical Care Cooperation in the Korean Peninsula

        As extensive as the concept of and the resources required for ‘Health for Korean Unification’ are, and due to the limited access to information on the state of health and medical care in North Korea, discussion on ‘Health for Korean Unification’ has tended to be intermittent and lacked concrete action plans. In this article, we specifically distinguished areas of cooperation and selected five executable agenda that meet the goals of international development cooperation: 1) Health security; 2) Easing the burden of major diseases; 3) Resilient healthcare system; 4) R&D cooperation; 5) Sustainable cooperation system. Then we provided corresponding strategic priorities and operative directions, in consideration of future military and political sanctions against North Korea. The strategies we outline are sustainable, preemptive for problems that might affect lives of South and North Korean citizens, and satisfy the unmet needs of the North Korean health system. Throughout the process, we utilized a special platform, the ‘Korean Peninsula Healthcare Cooperation Platform,’ designed to enable continual communication across sectors engaged in public health and medical care. By doing so, we take the first step to actually carry out the 'Health for Korean Unification,’ which tended to have remained on the discussion agenda.

        대학교 재학생 및 교직원의 효율적인 건강증진을 위한 보건계열 학과 중심의 산학협력 기반 헬스케어 서비스 운영방안

        Purpose: The purpose of this study is to investigate the trend of smart health-care technology across the world and propose a model of the industry-university cooperation and healthcare methods with a study design to prove future values. Methods: Literature review was performed after classification of themes, including global trends of health-careparadigm and smart health-care technology. Then, based on the in-depth review, a realizable future plan of health-care programe with a sutdy design was deduced. Results: As a result, this study proposed three stages to introduce health-care program, able to be conducted by universtiy independently. The first stage was to propel the industry-university cooperation under the supervision of the department of health college in university. Then, secondly, individual roles of organizations, participating in the cooperation should be set as well as a smart health-care program, using research equipments that university possess. Lastly, pilot operation should be preceded, then the user scale should be enlarged progressively. Conclusion: In conclusion, after completing above-mentioned three stages, a cost benefit study, proposed additionally in this study, will support future values of the newly proposed health-care program in terms of a individuals and community.

        글로벌 보건거버넌스와 국제협력 메커니즘의 변화: 국제보건규칙 개정 사례를 중심으로

        The revision of the International Health Regulations (IHR) in 2005 represented a new stage of international cooperation for the challenge of complex and diversified health threats. The IHR had become the pivot of international health cooperation before it changed it face through revision in order to respond to new challenges in the new era of globalization. In this sense, the revision of the IHR symbolized a new type of Global Health Governance (GHG). A more fundamental change in perception of global health threats and the need for a more universal approach beyond the conventional state-centric one. The paper introduces historical backgrounds of the GHG and the features of it around the IHR. It also discusses why and how it would be changed in the twenty-first century. This will lead to the general argument about the nature of GHG in terms of its theoretical implications in the study of global politics. 2005년 국제보건규칙의 개정은 복잡하고 다변화되는 국제보건문제에 대한 다자간 협력의 새로운 양상을 드러내 주었다. 이 규범은 그 동안 국제보건협력에 있어 중심축의 역할을 수행해 왔는데, 세계화 시대의 새로운 위협에 대응하기 위한 적극적인 개정을 통해 글로벌 보건거버넌스(GHG)의 새로운 모습을 구현하고 있다. 이러한 변화는 고전적 패러다임을 떠받치던 국가 중심의 문제해결 방식을 뛰어넘어 보다 보편적인 접근방법이 필요하다는 인식을 기반으로 한다. 이 논문에서는 GHG의 역사적 배경을 바탕으로 하여 국제보건규칙(IHR)으로 대표되는 고전적 국제보건협력의 특징을 논의하고, 21세기에 들어와 그것이 새롭게 개정되는 과정에서 드러난 GHG의 성격을 진단한다. 이를 통해 보건 분야의 국제협력이 이루어지는 구체적인 모습을 그려 내면서 글로벌 차원의 위기와 도전에 대하여 국제사회의 구성원들이 어떻게 대응해 나가는지를 살펴본다.

        Occupational Health Could be the New Normal Challenge in the Trade and Health Cycle: Keywords Analysis Between 1990 and 2020

        This brief report aims to establish the keyword content of studies on occupational health and safety-the key framework of the world of work in the trade and health domain. Data were collected from the SCOPUS database, focusing on articles on occupational health and safety and related keywords, with an emphasis on abstracts and titles. Data were analyzed and summarized based on keywords included from the MeSH database. There were 24,499 manuscripts in the domain and 1,346 (5.40%) occupational health-related keywords, including those that overlapped. The most frequently referenced occupational health-related keyword was "occupational health" (452 articles), followed by "occupational safety" (141 articles). There were fewer keywords on occupational health in the trade and health literature. As the world of work has been prioritized because of the recent new normal of work life since the COVID-19 pandemic, examining the focus of occupational health priorities within the global perspective is crucial.
