Future technology developments and policy directions for the V-World open platform

The aim of this study was to propose technology developments and policy directions for the future geospatial information open platform, the so-called V-World. For this study, it was to compare and analyze the level of element technologies between Korea and foreign geospatial platforms. In addition, the expert survey and interview were performed to extract the current utilization of geospatial information in the different industrial sectors. Based on this analysis, this study constructed the basic configuration of the future V-World and proposed the policy and technological counterplan to realize it. It was judged that these results could be contributed not only to get the core technology related to geospatial platform but also to establish policies for the national geospatial information platform and the national information plan.

공간정보 융합 산업 지원을 위한 공간정보 오픈플랫폼 개선방향 도출에 관한 연구

In this paper, we propose a direction for improving ‘Geospatial information open platform’ service to support the converged and integrated geospatial information. Since there can be a number of issues relating to the support for geospatial information convergence industry, two qualitative surveys were performed to collect opinions comprehensively and specifically. The responses from 165 experts from 5 areas that use geospatial information were used, and the requirements of demanders were divided into the aspect of policy, aspect of data development and distribution, and aspect of data utilization support in order to effectively analyze the survey results. As a result, a total of 26 major issues were derived and it was deemed that it is necessary to find a way to expand the role of ‘Geospatial information open platform’ from 「Open-API Oriented Passive Spatial Information Open Platform」 to 「Platform that Comprehensively Provides Active Convergence Support Information」in order to resolve the issues derived.

공간정보오픈플랫폼 및 오픈 소스 기반의 노천광산 모니터링시스템 개발을 위한 환경 조성

노천채굴방식의 광산은 갱내채광에 비해 비교적 작업이 안전하고 채수율이 높으며 생산 원가가 저렴하여 대량생산과 공급이 가능하다는 장점이 있으나 산림훼손, 폐석 및 광재(鑛滓)의 퇴적, 광미(鑛尾)의 배출, 분진, 폐수, 소음, 지반침하, 토사유출, 산사태 등의 환경재해 유발요인들을 내재하고 있어 대표적 환경규제의 대상으로 흔히 지적되고 있다. 이에 본 연구에서는 노천광산에 대한 지형 및 환경 변화에 따른 문제에 대처하고, 친환경 생태학적 광간의 개발 및 복원을 위해서는 노천광산에 대한 주기적이고 정확한 모니터링 기법과 시스템을 개발하고자 하였다. 이에 본 연구에서는 노천광산에 대한 지형 및 환경 변화에 따른 문제에 대처하고, 친환경 생태학적 광간의 개발 및 복원을 위해서는 노천광산에 대한 주기적이고 정확한 모니터링 기법과 이를 이용한 시스템의 개발이 요구된다. 이에 기 개발되어있는 공간정보 오픈 플랫폼과 오픈소스 GIS툴을 이용하여 노천광산 모니터링 시스템 개발 환경조성을 하고자 한다. Open-pit mining method, is safe relatively work as compared with underground mining. And high yield, low production cost, has the advantage that it can provide a lot of production. But deforestation, tailings and slag deposition, mineral debris, dust, water, noise, land subsidence, sediment runoff discharge, I have internalized environmental disaster predisposing factors, such as landslides. Thus, it may be noted, also by typical environmental regulations. We try to deal with the changes in open pit terrain and environment related issues. Then, use the recovery period and the open pit mine and ecology off the gun, environment-friendly development of accurate monitoring methods, systems of this development is required. The use of open platforms and open source GIS tools have been developed during this period, it needs to develop spatial information environment monitoring system open pit mine construction.

공간정보 오픈플랫폼 수출을 위한 해외 국가 유형별 진출전략 수립에 관한 연구

세계 공간정보 인프라 환경은 급격하게 플랫폼 기반으로 변화하고 있으며, 우리나라가 구축 완료한 공간정보 오픈플랫폼은 세계 각국의 공간정보 인프라 구축을 위한 대안이 될 수 있다. 다만 수출 대상 시장을 확장하고 수출 대상 국가에 성공적인 공간정보 인프라를 구축하기 위해서는 각 국의 국가 특성에 적합한 수출 전략의 마련이 선행되어야 한다. 이를 위해 본 연구에서는 국가 특성을 반영하는 다양한 대리변수들에 대한 전문가 AHP 조사 및 통계 분석을 통해 진출 대상 국가의 우선순위를 산정하였으며, 진출 대상 국가를 각각의 특성에 따라 5개의 범주로 분류하였다. 또한 이를 기초로 하여 수출 전략 수립을 위한 이론적 기반을 제시하였으며, 이론적 기반을 토대로 5개 국가 분류 각각에 대한 공간정보 오픈플랫폼 수출 전략을 제시하였다. World geospatial infrastructure environment has changed dramatically to platform-based over the past years. So our Spatial Information Open Platform is a good alternative to establish geospatial infrastructure of overseas countries. But suitable export strategies of Spatial Information Open Platform for each country must take precedence over all others in order for new market creation and successful geospatial infrastructure establishment. To achieve this, this study set priority target countries through the AHP and statistics of variables which reflect the characteristics of countries, and classify them into five groups by characteristic. Based on this classification, the study draws theoretical framework to establish export strategies, and it also leads to suggest Spatial Information Open Platform export strategies for each class.

A Study on the Development Strategy for Future GeoSpatial Open Platform

According to the NGIS (National Geographic Information System) project conducted since 1995, the central and local government has been accumulating huge amount of geospatial data. Korean Ministry of Land, Infrastructure and Transport started its GeoSpatial open platform (V-World) service in January 2012, also offering a wide range of functions and services. However, the National GeoSpatial open platform is still woefully deficient for the users to find their desired data, lack of data for private business area, insufficient in publicity of local government and public-private partnerships. Through analyzing current research trend after GeoSpatial open platform served for three years, study on overseas expansion, system links, service improvement, utilization and future strategy has been mainly conducted. This study, by analyzing the advanced overseas GeoSpatial platform as well as domestic research trend and combining the concept of new technology, business platform and SMG (Seoul Metropolitan Government)’s GeoSpatial platform, proposes a policy for the construction of future GeoSpatial Open Platform model.

국도 유휴공간의 개발 계획을 위한 공간정보오픈플랫폼의 활용

유휴공간은 기존 도로의 선형개량 및 신규노선 건설, 도로 확장공사 등으로 도로 본래 기능을 상실하여 방치된 도로 부지로 추가적인 활용이 가능한 공간이다. 그러나 현재 일부 유휴공간은 과적 검문소, 자재 적치장, 차량 대기소 등의 소극적인 유지관리와 활용이 이루어지고 있지만 대부분의 유휴공간에 대한 체계적인 관리방안과 활용방안이 필요한 실정이다. 본 연구에서는 공간정보 오픈 플랫폼(브이월드)를 이용하여 유휴공간의 입지조건, 지형특성, 지역 및 문화 특성을 분석하고 유휴공간의 유형을 분류하기 위한 기준을 정립하였다. 유휴공간의 유형에 따라 공간정보 오픈 플랫폼을 이용해 3차원 모델링을 수행하고 주변 환경과 경관을 고려한 활용 및 개발 모델을 제시하였다. 향후 강원권 국도 유휴공간의 개발계획 및 설계방안을 도출하여 유휴공간의 활용에 도움이 되고자 하였다. 강원도 국도 유휴부지의 효율적인 활용을 위한 유형 제시

In this study, we analyzed administrative procedures on-site idle, analysis of laws and institutions, how idle site to see whether it is utilized, to analyze the characteristics of the culture conditions of location, terrain characteristics, and region, presents the use of measures of idle site in consideration for landscape and surrounding environment from the analysis results, to derive the design and proposed Kangwon general national road idle site development plans for the future, and try to be helpful to take advantage of the site of the idle site.
