항만공기업은 물동량 창출 등 핵심 주요사업의 실적이 경기변동 등의 외부환경에 따라 급변하는 특성을 가지고 있음에도 불구하고 획일적인 평가기준에 의해 평가함으로써 평가의 적정성에 많은 문제점이 지적되고 있다. 이러한 점을 고려하여 현재 시행되고 있는 우리나라 공기업 평가제도의 문제점을 검토하고 개선방안을 제시하는 데에 연구목적이 있다. 연구결과에 의하면, 항만공기업은 현행 경영평가의 기관 유형구분에서 공기업Ⅱ 유형이 편입되어 업종 유사성이 거의 없는 기관들과 함께 평가 받게 됨에 따라 미흡한 평가 결과가 나오고 있다. 또한 설립된 지 2~9년에 불과한 역사와 소규모 기관으로서의 한계 등으로 경영평가 대응에도 애로를 겪고 있으며, 자산, 정원, 매출액 등 경영 외적 요인과 경영평가 결과와의 상관관계 분석에서도 연도별로 종합득점, 비계량지표 득점률, 계량지표 득점률 등에서 일정 정도 영향을 받고 있는 것으로 분석되었다. 이에 따라 본 연구에서는 경영평가 부담을 줄여주면서 성과 창출을 지속할 수 있도록 경영평가 주기 조정, 기관별 평가유형 조정, 사업지표에 대한 주무부처의 평가 필요 등 개선방안을 제시하였다. 또한 항만공기업 자체적으로도 국내 공기업 간의 경영평가 경쟁을 넘어 글로벌 항만물류체계에서 지속적으로 경쟁력을 확보할 수 있도록 기관별 특성을 반영한 성과지표를 도출하여 관리해 나갈 필요가 있다. This study investigated the management performance evaluation of four port Authorities in South Korea including Pusan Port Authority, Incheon Port Authority, Ulsan port Authority, Yeosu Gwangyang Port Authority. In order to fullfil study aim, this paper attempted to measure the relation between characteristics of Korean ports and its performance evaluation. In particular, this research aims to examine the KPI management system and the results of evaluation during three years from 2009 to 2011. Moreover, external factors which effect on management evaluation are analyzed by using statistics tools. Korean port Authorities have been evaluated by two sectors of management performance evaluation. One sector is based on overall management evaluation such as strategic leadership, management efficiency. This type of evaluation is commonly applied to public companies. At the same time, port public companies are measured by another sector as well. This category includes cargo throughput, port management and operation, port construction and maintenance, port logistics system, port development plans. the results of statistical analysis which uses correlation analysis, regression analysis, and analysis of variance as follows. The factors such as the asset, the number of people, the scale affect total score, the rate of statistical evaluation score, the rate of non-statistical evaluation score in some way. From this point of view, this research suggests improvement plans such as modificaiton of evaluation period, rearrangement of evaluation categories. These solutions can reduce pressures on dealing with government performance evaluation and continually improve outputs. In addition, port authorities need to develop and manage its own performance indicatiors which can gain competitive edge in business not only in Korea but also worldwide.
