        Domestic Welfare Effects of the Entry of a Foreign Firm

        The entry of a foreign firm has two counterbalancing effects on domestic social welfare. As the competition level in the domestic market increases by the entry, domestic incumbent firms’ outputs and profits decrease. On the other hand, the price goes down and thus consumers’ surplus increases. Therefore, the effect of the entry of a foreign firm on domestic social welfare is determined by the relative size of these two opposite effects. By investigating this trade-off, we identify domestic market characteristics and types of foreign entrant that are likely to affect domestic social welfare positively. Our main findings can be summarized as follows. First, a foreign firm’s entry is less(more) likely to improve domestic social welfare as the pre-entry overall efficiency level of domestic market is higher(lower). Second, the foreign entrant should be more efficient than domestic firms. Otherwise, domestic social welfare decreases.

        Examining the Relationship between Domestic Violence and Depression among Koreans: The Role of Self-esteem and Social Support as Mediator

        Domestic violence is a prevalent social issue in Korea affecting a significant number of people everyday. It is thus important to examine how the experience of domestic violence affects their mentalhealth to better address their needs. Using stress-coping theory as a theoretical framework, thisstudy examines the domestic violence and depression relationship among Korean men and women. Two aspects of self-esteem and informal and formal social support are examined as potential mediatorsof this relationship. The data was the first wave of Korean Welfare Panel Study data including2477 individuals with experiences of abuse. Structural equation modeling procedures were usedfor analyses. Domestic violence was significantly associated with self-worth, self-deprecation, anddepression. The experiences of violence eroded self-worth while reinforcing self-deprecation andthose with more exposure to violence showed a higher level of depression. Self-deprecation playeda significant role in mediating the effect of domestic violence on depression. However, differentfindings were yielded for social support. While informal social support was significantly associatedwith domestic violence, formal social support was not associated with domestic violence. Findingssuggest for mental health interventions targeting self-esteem, particularly the diminution of selfdeprecationin working with the victims. Suggestions for future research and implications for socialwork are also discussed.

        가정폭력의 실태 및 피해 가정 문제와 예방대책에 관한 연구

        Domestic violence in our society is where the abuser and the abuser live in the same space. Problems are left unresolved in families where abuse is reproducing. Domestic violence can be viewed as a crime that violates and tramples human rights. They rely solely on family support networks for solutions to domestic violence. The physical, emotional, and psychological pain and wounds that victims of domestic violence must endure are too deep. In order to help victims of domestic violence, case management services that can provide long-term and attentive help in the neighborhood or community are needed. For this, prevention and treatment of domestic violence should be considered together. And the interest and professional role of the community must follow. 우리 사회에서 가정폭력은 학대 행위자와 학대 피해자가 한 공간에 공존하며, 학대가 재생산되는 가정 내에서 문제를 해결하지 못한 채 방치되고 있다. 특히 전통적인 대가족 중심적인 친족의 사회관계가 소원한 오늘날, 핵가족이라는 소외되고 고립된 환경 속에서 발생하는 가정폭력은 인권을 침해하고 짓밟는 범죄로 볼 수 있다. 가정폭력의 해결책도 가족적 지원망에만 해결하고 의존하기에는 가정폭력 피해자들이 겪어야 할 신체적, 정서적, 심리적 고통과 상처가 너무 깊다. 가정폭력 피해자들을 위해 이웃이나 지역사회에서 장기적이고 세심한 도움을 줄 수 있는 사례관리 서비스가 필요하다. 이를 위해 가정폭력은 예방과 치료가 함께 고려되어야 할것이며 지역사회의 관심과 역할도 뒤따라야 한다.

        Improving the Linkage System between the Police and Social Welfare Agencies for Effective Response to Domestic Violence and Child Abuse in South Korea

        This study aims to explore improvement measures for the linkage system between the police and social welfare agencies in responding to domestic violence and child abuse issues in South Korea by comparing and analyzing the current systems in South Korea, the United States, and the United Kingdom. Despite the legal and institutional foundations for victim protection and perpetrator correction in each country, the effectiveness of actual cooperation faces several limitations. In South Korea, the level of cooperation is insufficient due to the lack of information sharing, role conflicts, and ambiguity of cooperation procedures. The United States and the United Kingdom operate more systematic cooperation programs, showing notable achievements in mental health crisis intervention and domestic violence response. To improve the linkage system in South Korea, this study proposes the following measures: (1) developing a clear cooperation protocol, (2) conducting regular education and training programs, (3) establishing an integrated information system, and (4) strengthening the victim-centered approach. Implementing these measures will contribute to more effective responses to domestic violence and child abuse issues, ultimately leading to a healthier and safer society by reducing social costs through victim protection and perpetrator correction.

        ODA와 노르딕 예외주의

        이 연구는 노르딕 국가들의 ODA정책을 설명함에 있어, 사민주의적 복지국가라는 노르딕 국가들의 정체성과 국내적 규범이 원조정책에서 노르딕 예외주의를 형성했다는 기존 주장에 대한 비판적 검토를 목적으로 한다. 복지와 ODA를 연계시키는 기존 가설이 전제하고 있는 국내규범의 국제화논리를 노르딕 국가들의 ODA공여수준의 시계열적 변화를 추적하는 것을 통해 그 경험적 타당성을 검토한다. 이 연구의 핵심적인 논지는 널리 알려진 바와 달리, 노르딕 국가들의 ODA 공여수준에서 관대성은 1970년대 이후라는 특정한 역사적 시점에서 형성된 것이며, 이러한 특성은 기존의 국내규범의 국제화논리로서는 설명될 수 없다는 것이다. 따라서 이 연구는 1970년대 노르딕 국가들의 유엔중심의 외교정책과 사민주의적 국제주의가 결합되어 국제사회에서 형성된 ODA국제규범이 국내화된 결과로서 1970년대 이후 관대한 ODA 공여자로서 노르딕 국가들의 특성이 형성되었다는 국제규범의 국내화논리를 대안적 가설로서 제안하고자 한다. This study attempts to reconsider the old hypothesis of Nordic Exceptionalism to link the Nordic states’ generous provision of ODA to their shared domestic norms constructed in their social democratic welfare societies. The old hypothesis of the link between ODA and welfare state assumes the logic of the internationalization of domestic norms that the domestic norms of social justices and solidarity which explicitly underpin the Nordic social democratic welfare societies have been expanded to the Nordic states’ international actions for helping poor countries through the provision of development assistances. However, this study finds an important fact that the Nordic generosity was developed only after the 1970s, not during the entire period of the Golden Age of the Nordic social democratic welfare states from the 1960s to the 1980s. This empirical finding suggests that the logic of the internationalization of domestic norms cannot explain why the Nordic states raised rapidly their ODA levels after the 1970s. This study argues that the Nordic states’ generous provisions of ODA after the 1970s should be understood in the context of the construction of international norms of ODA since the 1960s and the Nordic cooperation and foreign policy to enhance a high profile in international politics and to meet their strong commitment to the United Nations, developing the alternative logic of the domesticization of international norms to reverse the old logic of the internationalization of domestic norms.

        노인학대에 대한 사회복지적 대응방안에 관한 연구

        Our country has become an aging society with unparalleled speed, compared to other advanced countries. Many of the elderly are physically, economically, and psychologically dependent; this dependence is a factor that increases the cost burden not only on the children and relatives of the elderly, but also at the social level. Under the prevailing environment of the family-oriented informal support system, the burden of support for elderly parents who rely on limited resources is highly likely to lead to abuse. Until now, dealing with the abuse of senior citizens has been mostly a one-off approach through media rather than academics. Therefore, this study attempts to take an objective approach to the elder abuse problem (which has so far been dealt with in the media as a form of domestic violence) in order to grasp the specificity and factors of elder abuse and to present the Korean situation with regard to elder abuse. In addition, this study seeks to find ways to prevent elder abuse in formal and informal ways. 우리나라는 선진국에 비해 유래가 없을 정도로 빠르게 고령사회로 진입하였다. 노년층의 상당수는 신체적, 경제적, 그리고 심리적으로 의존성이 높으며, 이러한 의존성은 노인들의 자녀와 친인척 뿐만 아니라 사회적인 차원에서도 비용부담을 증가시키는 요인이 된다. 현재와 같이 가족중심적인 비공식 부양체계가 압도적인 환경 속에서 한정된 자원에 의존하는 노부모 부양부담은 곧 학대로 이어질 확률이 매우 높다. 또한 전통적 가치관을 지닌 노년세대와 이에 상충하는 젊은세대의 심리적 갈등은 언제라도 노인학대의 형태로 우리 앞에 나타날 수 있으며, 이러한 조짐은 이미 우리사회의 한 구석에서 나타나고 있다. 사회변화가 급속히 진전되는 한국사회에서 노년을 위한 제도적인 정책이 미흡한 상황이므로 노인 학대 현상은 더욱 급증 할 것으로 전망된다. 지금까지 노인학대는 학문적인 접근보다는 매스컴을 통한 일회성 접근이 대부분이였다. 따라서 본 연구는 매스컴에서 단편적으로 다루어져 왔던 노인학대 문제를 가정폭력의 한 형태로서 객관적인 접근을 시도하여 노인학대의 특수성 및 학대요인을 파악해 내고 노인학대에 대한 한국적 상황을 제시하고자 한다. 또한 노인학대를 방지할 수 있는 대응방안을 공식적, 비공식적 차원에서 모색하여 보고자 한다.

      • ABUSED WOMEN SPEAK UP: Motivations and Insights of Women in stopping Domestic Violence

        Violence against women is a global concern. Government laws have been crafted and implemented but abused women continue to suffer and remain silent and fearful. Just like in any other countries, the Philippine government has created a special desk in each municipality under the Municipal Social Welfare Development Office to address the concern of women. The purpose of this phenomenological study was to understand the motivations and insights of abused women to speak up against violence they experience. This study used qualitative phenomenological research design. Ten female participants, who sought help in a particular municipality in the province of Davao del Sur, Philippines, willingly responded to the conduct of Key Informant Interview (KIIs). Results showed that the common motivations of the participants were fear for their life, anger towards their husband, embarrassment, and unbearable physical abuse. When asked about their insights, the following themes emerged: children as inspiration, presence of support groups, and willingness to withdraw. Indeed, it was not an easy ordeal for the participants but with personal courage and the availability of support groups they are able to escape the scourge of hell at the hands of their cruel intimate partners. The implication of the study is for the Municipal Social Welfare Development Office, other agencies and support groups to exhaust available resources and support mechanism to help women experiencing violence get the needed help they want.

        수요·공급의 변화에 대응한 면세점 사업자 수의 조정

        면세점 사업은 내국인 및 외국인 해외여행자에게 면세 제품을 판매하는 사업이며 정부로부터 특허를 받아서 사업을 영위한다. 본 논문은 면세점 사업과 관련한 최근의 주요 이슈에 대해 살펴본 후에, 국내외 수요 및 공급의 변화에 대응하여 정부가 면세점 사업자 수를 조정하는 방안에 대하여 분석한다. 국내외 수요 및 공급의 변화에 대응한 경쟁정책의 방향은 국내수요 비중과 국내공급 비중의 관계에 따라 결정되는 것으로 나타났다. 현재의 시장 상황에서는 해외수요가 감소하는 경우에 면세점 사업자 수를 늘리는 것이 최적의 대응으로 나타났다. 또한 국내수요가 증가하는 경우 및 국내 공급능력이 감소하는 경우에도 면세점 사업자 수를 늘리는 것이 최적의 대응이다. Much attention has recently been paid on the competition policy regarding duty-free shops in Korea. By competition policy we mean the adjustment of the number of licenses for duty-free shops. This paper briefly reviews recent arguments regarding the duty-free shops. The paper then examines optimal adjustment of the number of duty-free shops in response to changes in demand and supply conditions. The paper distinguishes changes in demand and supply conditions into those in domestic and overseas demand/supply conditions. Specifically, a decrease in overseas demand is shown to increase the optimal number of duty-free shops. This result offers an important policy prescription to Korean government in response to a decrease in tourists.
