        지역사회 종합사회복지관 서비스 프로그램에 관한 요구도 조사

        Objective : This study conducted a survey on the needs of the local community comprehensive social welfare center program targeting local residents in the D area of ​​Chungnam, and tried to analyze the information on the service program needs of the local community comprehensive social welfare center. Methods : Using a structured questionnaire, a survey was conducted on 306 citizens of the local community from April 01, 2022 to May 31, 2022, mainly in the D area of ​​Chungcheongnam-do. The questionnaire consisted of 11 questions about the general characteristics of the subjects and 6 questions related to the desired service program of a community social welfare center. It was finally analyzed that the response rate of the collected questionnaires was over 60%. Results : ‘Health and medical service business program (18.6%)’ was the top priority for the desired program of community social welfare centers, and by age group, ‘psychological and emotional support’ and ‘crisis family support (19%)’ were the highest among teenagers. ‘Psycho-emotional support (26.5%)’ was highest among those in their 20s and 30s, ‘social education program (35.8%)’ among those in their 40s and 50s, and ‘Health service program (24.1%)’ among those in their 60s or older. When asked about their intention to participate in the welfare center service program, 48% and 61.5% of those in their 40s and 50s and over 60s gave positive answers, respectively, and 85.7% and 61.5% of those in their 20s and 30s answered negatively, indicated the answer. In the health care service program, ‘health treatment (35%)’ was the highest, followed by ‘rehabilitation treatment (24.8%)’. As a desired rehabilitation treatment program, ‘musculoskeletal rehabilitation’ was the highest at 62% and 54.2%, in teenagers and in their 20s and 30s, respectively, and ‘cognitive (dementia) rehabilitation program’ in their 40s and 50s and over 60s, 34.7% and 50.6%, respectively were the highest. As for the desired leisure activity program, ‘Adult Certification Class (30.9%)’ was the highest among adults in their 20s and 50s, ‘Senior Health Gymnastics Class (54.2%)’ for those in their 60s and over, and ‘Reading Activities (17.3%)’ in the children’s program was the highest. In the elderly welfare program, both men and women had the highest expectations for ‘health counseling and rehabilitation program’ with 55.3% and 57.8%, respectively. Conclusion : The most desired service program among those in their 60s or older who answered most positively about using the community comprehensive social welfare center program was the health care service business program, and among them, it was necessary to establish a health care treatment and specialized rehabilitation treatment program. Among the specialized rehabilitation treatments, cognitive (dementia) rehabilitation was analyzed in the order, and they answered that it is the most necessary part of recruiting professional manpower for the establishment and operation of these programs. In the future, it is thought that it is necessary to recruit professional manpower to open and operate these programs at community social welfare centers. 목적 : 본 연구는 충남 B지역의 지역주민을 대상으로 지역사회 종합사회복지관 프로그램에 대한 요구도 조사를 실시하고, 지역사회 종합사회복지관의 서비스 프로그램 요구에 대한 정보를 분석하고자 하였다. 연구방법 : 구조화된 설문지를 이용하여 2022년 04월 01일부터 2022년 05월 31일까지 충청남도 B지역을 중심으로 지역사회 시민 350명을 대상으로 설문조사를 실시하였다. 설문지는 대상자의 일반적 특성 정보 11문항, 지역사회 종합사회복지관의 희망 서비스 프로그램 관련 6문항으로 구성되었다. 회수된 설문지 중에서 응답률이 60%이상인 최종 306부가 분석하였다. 결과 : 지역사회 종합사회복지관의 희망 프로그램 1순위로 ‘보건의료서비스 사업 프로그램(18.6%)’이 가장 높게 나왔으며, 연령대별로는 10대에서는 심리정서지원과 위기가정지원(19%)이 가장 높게 나타났다. 20-30대에서는 심리정서지원(26.5%), 40-50대에서는 ‘사회교육 프로그램(35.8%)’, 60대 이상에서는 ‘보건의료서비스 프로그램(24.1%)’이 가장 높게 나타났다. 복지관 서비스 프로그램에 참여의사를 묻는 질문에서는 40대-50대와 60대 이상이 각각 48%, 61.5%로 긍정적인 답변을 보였으며, 10대와 20-30대에서는 각각 85.7%, 61.5%가 부정적인 답변을 나타냈다. 보건의료서비스 프로그램에서는 ‘보건의료진료(35%)’가 가장 높게 나타났으며, 그 다음으로 ‘재활치료(24.8%)’ 가 나타났다. 희망하는 재활치료 프로그램으로 10대와 20-30대에서는 ‘근·골격계 재활’이 각각 62%, 54.2%로 가장 높게 나타났으며 40-50대와 60대 이상에서는 ‘인지(치매)재활 프로그램’이 각각 34.7%, 50.6%로 가장 높게 나타났다. 희망하는 여가활동 프로그램은 20-50대 성인에서는 ‘성인자격증반(30.9%)’이 가장 높게 나타났으며, 60대 이상에서는 ‘시니어건강체조교실(54.2%)’, 어린이 프로그램에서는 ‘독서활동(17.3%)’이 가장 높게 나타났다. 노인복지 프로그램에서는 남녀 모두 ‘건강상담 및 재활치료 프로그램’을 각각 55.3%, 57.8%로 가장 높게 희망하였다. 결론 : 지역사회 종합사회복지관 프로그램 이용에 대해서 가장 긍정적으로 답한 60대 이상의 그룹에서 가장 희망하는 서비스 프로그램은 보건의료서비스 사업 프로그램이며, 그 중에서 보건의료진료와 전문재활치료 프로그램 개설을 필요로 하였다. 전문재활치료 중에서는 인지(치매)재활, 근·골격계 재활 프로그램 순으로 분석이 되었으며, 이들 프로그램 개설 및 운영을 위해서는 전문 인력 충원이 가장 필요한 부분이라고 응답하였다. 향후에 지역사회 종합사회복지관에 이들 프로그램 개설과 운영을 위한 전문 인력 충원이 필요할 것으로 사료된다.

        문화복지 부문 복권기금이 지원한 전통나눔사업의 의미와 평가

        Since 2004, a variety of cultural programs for the arts and literature have been developed in Korea through the use funding collected from the profits of the national lottery. The Lottery-funded Grants for the Arts and Cultural Welfare were established according to the ``Lottery Tickets and Lottery Fund Act`` by the Lottery Commission at the Ministry of Strategy and Finance. As one of the funded programs, the Community Outreach Program through Traditional Culture was carried out over 2004 to 2011 for the public benefit as the Flexible Benefit Plan or Cafeteria Benefit Plan that focused on the traditional performing arts. It was presented and designed for neglected social groups such as economically under privileged social groups, senior citizens, multicultural citizens, and people living in remote areas. The primary goal was to promote cultural awareness and enjoyment through the arts. Not only did the community outreach program benefit these selected audiences, it also was of great benefit to the traditional performing artists as well as it brought them out of isolation and into the public view. The program received positive evaluation from the public for successfully attaining the goals reflecting the government policies in improving the quality of lives of the neglected social groups as well as providing the foundation for awakening the artistic creativity of the artists, arts community and cultural organizations. However, the presenters of the program from a number of quasi-government agencies have been questioning the ``character of public interest`` defined by the Lottery Commission who tend to focus on external results rather than improving the quality of the program itself. In response to the reaction of the policies of the Lottery Commission, the presenters have been raising important issues that urge both rethinking and revision of the program. It also strives to maintain the original goal of improving the lives of marginalized and neglected socials groups through the reconsideration of the current policies. This paper investigates the concept of cultural welfare and examines the development phase of the cultural policies on the Lottery-funded Grants for the arts and cultural welfare. The article further explores the reevaluation of the true ``character of public interest,`` its concept, and how to enhance the system of governance through the Community Outreach Program via the cultural programming of the traditional performing arts. Although the Community Outreach Program, which lasted for eight years, has been positively evaluated in contributing to the increase of the program`s audience members, the Community Outreach Program for neglected social groups is still under criticism due to shortcomings in actually improving the quality of the arts for the public. In other words a series of efforts have been made for acquiring the public aspects of the traditional performing arts as a public enterprise which was made possible by the Lottery-funded Grants for the Arts and Cultural Welfare. This is meaningful, on the one hand, in considering the facets of understanding the promotion of traditional performing arts as an area of cultural welfare. On the other hand, there still remains the question of targeting only the neglected social groups through programs such as the Flexible Benefit Plan, as opposed to being more inclusive with the general population in the area of general public welfare.

The fact is not surprising anymore that South Korea faces rapidly ageing populations. The church should be sensitive to this current situation and act in a proper way. It means it is necessary for the church to be more active to develop relevant programs. A welfare business in church is different from a general welfare business when it comes to delivering the love of God. Christians' social welfare business is fulfilled by obedience to God's word. The word to love your neighbor is represented in the old and new testaments, and it means that it is a must~commandment as christians. In addition, the Bible tells that the elders should be respected and protected. Therefore, the church has a duty for the elderly welfare business. Through these welfare program for the elderly, the church can make a success to form an image as "a church serving the community" in and out the community and the church, which is a merit certainly to the church. Additionally, when the government or social groups try to perform a welfare program for the elder, place secure and management budget are necessary, but not sufficient, yet. However, the church has not only proper facilities to administer the welfare program, but also various manpower and budget for mission. Consequently, the church can fulfill the mission goal with the service for the community, one of the functions of the church as they manage the welfare program. If the churches in South Korea execute these programs matching its condition, they would face the new growth era.

        지역사회복지관 지역조직화 프로그램의 임파워링에 대한 빈곤지역주민의 개별적 특성 차이에 관한 연구: 조직적 지역사회임파워먼트 영역(ODCE: Organizational Domains of Community Empowerment) 접근틀의 적용

        본 연구의 목적은 빈곤지역에 위치한 지역사회복지관 프로그램의 임파워링 특성이 빈곤지역주민의 성, 학력, 서비스이용기간, 거주기간의 차이에 따라 어떻게 판별되는지를 확인하는데 있다. 이를 위하여 Kasmel과 Tanggaard의 조직적 임파워먼트영역 접근틀(ODCE)을 지역사회복지관의 지역조직화 프로그램에 적용하였고, 단계적 판별분석을 실시하였다. 활용자료는 지역사회복지관의 지역조직화 프로그램에 참여하는 182명의 주민으로부터 수집되었다. 분석결과 첫째, 유의미한 판별함수는 성과 거주기간으로 나타났다. 그러나 거주기간에 따른 판별함수에는 임파워링특성 변인들이 유의미하지 못하였다. 둘째, 여성 주민과 남성 주민을 판별하는 유의미한 임파워링 변인은 지역사회유능성개발, 프로그램관리기술 특성이었고, 분류의 정확도는 62.1%이었다. 셋째, 지역조직화 프로그램의 참여여성들은 의사결정에 필요한 정보를 획득하는 경험에서, 이에 반하여 남성주민들은 프로그램의 실제운영과 관련한 기술습득에서 임파워링 경험을 더 인식하는 것으로 나타났다. 이러한 연구결과에 기반하여 이론적, 실천적 함의가 제시되었다. The purpose of this study is to identify how the community organizing program`s empowering characteristics discriminate the poor-area resident`s individual characteristics like gender, education, service use duration, and residency time. For this, the author applied the Kasmel & Tanggaard`s Organizational Domains of Community Empowerment (ODCE) approach framework to the community organizing program of community welfare centers and employed stepwise discriminant analysis, using data collected from 182 residents participating in community organizing programs. The findings are as follows: Firstly, gender and residency time were found to be significant discriminant variables. In the discriminant functions of residency time, however, there was no significant empowering variable. Secondly, the empowering variables which discriminated significantly between the male and female residents were community competence and program management skills, with an overall correct classification percentage of 62.1%. Thirdly, female residents perceived more empowering experience in acquiring information necessary for decision-making, while, male perceived more in acquiring skills relevant to the actual operation of the programs.

      • 연구논문 : 지역사회 자활사업의 증진방안에 관한 소고 -복지 거버넌스를 중심으로-

        본 논문의 목적은 지역사회 자활사업을 증진시키기 위한 전략과 방법을 이론적으로 탐색해 보는 것이다. 본 논문은 복지 거버넌스(welfare governance)―민관 파트너십에 기초한 사회복지 네트워크를 통해 문제해결을 시도하는―가 그에 대한 하나의 답이 될 수 있을 것이라고 본다. 즉 재정자립도가 낮고 인프라가 취약한 우리의 지역사회복지 현실을 감안했을 때, 복지 거버넌스는 복합적이고 다양한 욕구를 가진 자활사업 대상자들의 복지욕구를 해결하는 데에 현실적 대안이 될 수 있다고 보는 것이다. 왜냐하면 복지 거버넌스는 여러 기관들의 연계를 통한 통합적 사회서비스 제공을 가능케 함으로써 열악한 현실조건을 극복할 수 있는 강점이 있기 때문이다. 이러한 맥락에서 본 논문은 자활사업의 증진방안으로 복지 거버넌스를 통한 자활사업의 전달체계 개선과 통합적 서비스체계 구축을 제시한다. 본 논문은 크게 세 부분으로 구성된다. 먼저 지역사회 자활사업의 현황과 사례를 통해 우리나라 지역사회 자활사업의 현주소를 짚어 본다. 다음으로 복지 거버넌스가 지역사회복지 전달체계의 현대화 전략으로서 어떤 의미를 갖는지 살펴보고, 아울러 복지 거버넌스의 맥락에서 우리나라 지역사회 자활사업의 증진방안을 제안한다. 마지막으로 앞서의 논의를 정리하면서 우리의 현실에서 복지 거버넌스가 어떠한 실천적 함의를 갖는지를 논한다. The purpose of this paper is to exploratively observe the strategy for developing Local Self-sufficiency Promotion Programs (LSP) in Korea. This paper offers that welfare governance, the way to stem the social problems through welfare networks based on the public-private partnership, would be an effective strategy for developing LSP. In turn, as we consider inadequate conditions of local community welfare in Korea that is marked by low financial viability and backward welfare infrastructure, welfare governance would be an alternative to serve the needs of participants in the LSP who have a variety of mixed needs. Because, welfare governance could cope with inadequate conditions by its own purchases, for being a policy idea to provide the one-stop social services based on networking several welfare institutions in local community. In this context, this paper suggests two action programs founded on the strategy of welfare governance, improving the delivery systems and creating the one-stop service systems, to develop the self-sufficiency promotion programs in the level of local community. This paper can be largely divided into three parts. The first part reviews the realities of Korea`s local self-sufficiency promotion to focus on its current situation and case. The second part theoretically examines the meaning of welfare governance as an efficacious means to modernize the delivery systems in local community welfare, and suggests action programs to develop LSP in terms of welfare governance. The last part ends with a discussion of the practical implications of welfare governance in Korean community welfare.

      • 지역사회복지사업 교회서비스의 수준과 관련요인 평가연구-대전지역 교회를 중심으로-

        본 연구는 지역사회복지사업 교회서비스수준과 관련된 요인에 대한 평가를 연구하므로써 지역별로 교단별로 어떠한 차이가 있는지를 대전지역교회 중심으로 실증분석한 사례논문이다. 특히 일반적 특성에 따라 교회지도자의 지역사회복지사업에 대한 인식의 차이와 지역별, 교단별로 인적·물적자원의 차이 등 그리고 지역사회복지사업 실시가 지역사회에 끼치는 긍정적인 영향이 있는지를 파악한 논문이다. 대전지역 5개구에 위치한 교회로 각 교단별로 200여 교회를 선정하였으며, 조사대상은 대전광역시 중대형교회를 운영하는 지도자를 대상으로 조사하였다. 조사기간은 2016년 2월부터 4월까지로 한정하였으며, 연구분석 방법으로는 빈도분석 및 교차분석, 다중회귀분석을 실시하였다. 연구분석결과 일반적 특성에 따라 교회지도자의 지역사회복지사업에 대한 인식과 인적·물적자원 활동도 차이가 지역별, 교단별로 차이가 나타났으며, 특히 지역사회복지사업 실시가 교회발전과 지역사회에 끼치는 영향이 긍정적으로 나타나 대부분 대전지역 교회중 장로교단과 유성구가 많은 영향을 미치는 것으로 나타났다. The purpose of this case study was to review the assessment of the level of church service for community welfare programs and the relevant factors and to empirically analyze the differences according to regions and orders, focusing on churches in Daejeon. It aimed to investigate the variation in church leaders` awareness of community welfare programs by their general characteristics and in human and material resources by regions and orders and determine if community welfare programs positively affected communities. About 200 churches were selected for each order in five districts of Daejeon and the research was conducted in leaders of medium- and large-sized churches in Daejeon from February to April, 2016. Data were processed using frequency analysis, cross-tabulation analysis, and multiple regression analysis. There were differences in the church leaders` awareness of community welfare programs by their general characteristics and in human and material resources by regions and orders; the community welfare programs were effective in improving churches and communities; and the order of presbyterianism and Yuseong-gu in Daejeon had significant effects.

        사회복지전공 대학생의 대학생활적응 프로그램 개발에 관한 탐색적 연구: 지역대학을 중심으로

        본 연구의 목적은 대학의 중도탈락 학생 수가 증가하는 현실에서 지역대학 사회복지전공이라는 특성을 반영한 대학생활적응 프로그램을 개발하고, 이 프로그램의 효과를 검증하는 것이다. 프로그램 개발을 위해 본 연구에서는 다음과 같은 과정을 거쳤다. 첫째, 기초자료를 수집하기 위하여 현재 국내에서 실시하고 있는 대학생활적응 프로그램을 분석하였다. 둘째, 사회복지전공 대학생을 대상으로 대학생활적응을 위한 프로그램 요구도 조사를 실시하였다. 셋째, 프로그램 개발 후 지역대학 사회복지 전공교수 3인의 자문을 받았다. 본 연구에서는 개발된 프로그램의 효과를 검증하기 위하여 비모수 통계방법인 윌콕슨 부호 순위 검증(Wilcoxon’s signed rank test)과 프로그램 종료 후 참여자와의 개인면담을 실시하였다. 검증 결과, 본 연구에서 개발한 프로그램은 대학생활적응에 효과가 있는 것으로 나타났다. This study aims to develop and verify a college life adjustment program that reflects the characteristics of a social welfare major at a local university in the reality that the number of students dropping out of college is increasing. For program development, this study went through the following process. First, in order to collect basic data, this study compared and analyzed the college life adaptation programs currently developed in Korea. Second, a survey was conducted on the program needs for college life adjustment targeting students of the Department of Social Welfare. Third, after the development of the program, this study received advice from three professors of social welfare at a local university. In this study, to verify the effectiveness of the developed program, Wilcoxon"s signed rank test(non-parametric statistical method) and individual interviews with participants after the end of the program were conducted. As a result of the verification, the program developed in this study was found to be effective in adjusting to university life.

        지방분권에서 지방자치단체 복지재정과 사회복지관 지역복지사업에 대한 개선방향과 과제: 경기도를 중심으로

        Changes in social welfare in Korea are closely related to the decentralization of social welfare in decentralized countries. In fact, most social welfare institutions that provide social welfare services in Korea are mostly operated by budget support through consignment of local governments. Among them, social welfare center is the most representative social welfare institution in Korea, which is closely related to decentralization operated by local community. However, in comparison with the representativeness, the support for social welfare centers differs depending on the regional municipalities. In particular, in Gyeonggi-do, there is no clear guideline, so there is a high possibility that the fiscal disparity will appear as a disparity in social welfare services. This study examined the effects of decentralization on social welfare and analyzed how it relates to decentralization because these problems can affect the lives of social welfare service recipients. In this way, the welfare of the community was sought by establishing a support system at the Gyeonggi-do level and suggesting directions for improvement and what future tasks are needed to improve the service of the social welfare center playing a central role in the community. 우리나라의 사회복지의 변화는 지방분권의 사회복지 재정분권과 깊은 관련성을 가진다. 실제로 우리나라의 사회복지서비스를 제공하는 사회복지기관의 경우 주로 지방자치단체의 위탁을 통한 예산지원으로 운영되는 시설이 대부분이다. 그 중에서 사회복지관은 지역사회를 중심으로 운영되는 지방분권과 밀접한 관련을 지닌 우리나라에서 가장 대표적인 사회복지기관이다. 하지만 그 대표성에 비해 사회복지관의 운영비는 광역지방자치단체별로 지원이 상이한 실정이다. 특히, 경기도의 경우 명확한 지침이 없어 기초자치단체별로 재정격차가 사회복지서비스의 격차로 나타날 우려가 높다. 본 연구는 이러한 문제점이 사회복지 서비스 수급자의 삶에 영향을 미칠 수 있기에 사회복지에서 지방분권이 미치는 영향을 알아보고, 지방분권과 어떤 관련을 지니고 있는지를 분석하였다. 이를 통해 지역사회에서 중심적 역할을 수행하는 사회복지관의 서비스 향상을 위해 경기도 차원에서의 지원체계의 수립과 어떠한 대처가 필요한지에 대한 개선방향과 향후 과제를 제시하여 지역사회 복지 증진을 모색하였다.

        지역사회 복지를 위한 교회 건축물의 복합공간 계획에 관한 연구

        There are three major purpose, firstly propose a validity using by theology and social welfare, secondly understanding of mixed-use of church space, and thirdly to propose a complex space plan of church architecture for community welfare. The research bounds are namyangju city. And we have used theoretical review, interview and questionnaire with pastor for research methods and frequency, chi-squared distribution for analysis. The result of this study is following. It is proved that social service of local church is a part of church's mission and substance. Church building designed for complex space are derived from the old and new testament era, and developed by today's flexible design concept for functional complex space. So, church architecture of today is to be pastoral duties and social welfare. As the result of social research, community welfare program is extracted from more than 30% preference and proposed for complex use of church space.

        지역사회 복지자원 개발을 위한 노인자원봉사프로그램 활성화 방안

        The life expectancy of Korean populations has been increasing up to 79.6 years old as of 2008, while the period of retirement has accelerated especially since the economic crisis of IMF. Although the elderly have been traditionally regarded as recipients of social welfare services, their roles have been changed more positive. They are expected to actively participate in the community welfare practices as care-givers since they are regarded as excellent human resources for community welfare. In this regard, senior volunteering has been spotlighted as one of the most productive ways of social participation for the elderly. This study aims to examine the present conditions of senior volunteering programs in Korea with a special attention to their legal bases, administrative support systems, management issues, and further seeks for measures to revitalize the programs. To achieve these purposes, the study first explores the characteristics and needs of the elderly and draws attention to the senior volunteering as a way to meet their needs. Secondly, the study reviews the legal foundations as well as administrative systems relevant to senior volunteering programs. Thirdly, it examines the previous studies on senior volunteering programs, focusing on their management issues, and further capturesfactors to obstruct their development. Fourthly, the study provides measures to revitalize senior volunteering programs to maximize development of community welfare resources. Lastly, it provides a summary and a conclusion.
