시민의 경찰협력 의사에 영향을 미치는 요인에 관한 연구: 경찰신뢰의 매개효과를 중심으로

The study aims to analyze the factors affecting citizens' willingness to cooperate in police activities and to verify the intermediation effects of citizens' trust in police in these relationships. In order to achieve the purpose of such research, we selected factors that are expected to affect cooperation in police activities and police confidence by conducting a survey of 502 adult men and women living in Seoul and utilized them for analysis. The results from the analysis are summarized as follows. First, procedural fairness was confirmed as an influence factor on the cooperative history of police activities. In other words, it is necessary to have police activities conducted more fairly and citizens recognize them in order to induce cooperation from citizens, as the fairer police activities are shown to increase the willingness of citizens to cooperate. Second, it was confirmed that the level of citizen awareness of patrol activities and level of disorder in the community affected cooperation in police activities through the medium of police trust. It can be said that the more positively citizens evaluate police patrol activities, the more police confidence increases and this trust leads to citizens' cooperation in police activities. In addition, as the disorderly environment in the community improves, citizens' trust in the police increases, leading to civic cooperation in police activities. Based on this, the police trust was able to confirm that it had a fully operational effect. Third, if the procedural fairness of police activities increases, citizens trust the police, and this police trust leads to cooperation in police activities. In addition, it was found that procedural fairness had a direct impact on citizens' cooperation in police activities, so it was able to confirm that there was a partial selling effect. 이 연구는 시민의 경찰협력 의사에 영향을 미치는 요인을 분석하고, 이러한 관계에 있어 경찰에 대한 시민의 신뢰가 갖는 매개효과를 검증하는 것을 목적으로 한다. 이와 같은 연구의 목적을 달성하고자 선행연구 분석을 실시하여 경찰활동 협력 및 경찰신뢰에 영향을 미칠 것이라 예상되는 요인을 선정한 뒤, 이를 바탕으로 서울에 거주하는 성인남녀 502명을 대상으로 설문조사를 실시하여 분석에 활용하였다. 분석에 따른 결과를 요약하면 다음과 같다. 첫째, 경찰협력 의사에 영향을 미치는 요인으로 절차적 공정성이 확인되었다. 즉, 경찰활동이 절차에 따라 공정하게 이루어질수록 경찰활동에 대한 시민의 협력의사가 증가하는 것으로 나타나 시민의 협력을 유도하기 위해서는 경찰활동이 보다 공정하게 집행되고 이를 시민이 인식하도록 하는 것이 필요하다고 할 수 있다. 둘째, 순찰활동에 대한 시민의 인식정도와 지역사회 무질서 정도는 경찰신뢰를 매개로 하여 경찰 협력에 영향을 미치는 것으로 확인되었다. 시민이 경찰의 순찰활동에 대해 긍정적으로 평가할수록 경찰신뢰가 증가하고 이러한 신뢰는 경찰활동에 대한 시민의 협력으로 이어진다고 할 수 있다. 또한 지역사회의 무질서한 환경이 개선될수록 경찰에 대한 시민의 신뢰는 증가하고, 이는 경찰활동에 대한 시민의 협력으로 이어진다고 할 수 있다. 이를 바탕으로 경찰신뢰가 완전매개효과가 있음을 확인할 수 있었다. 셋째, 경찰활동의 절차적 공정성이 증가하게 되면 시민은 경찰을 신뢰하고, 이러한 경찰신뢰를 바탕으로 시민은 경찰에 협력하게 된다. 또한 절차적 공정성은 시민의 경찰 협력의사에 직접적인 영향을 미치는 것으로 나타났기 때문에 부분매개효과가 있음을 확인할 수 있었다.

시민의 경찰협력의사에 대한 영향요인

경찰협력과 관련한 수많은 연구들은 경찰조직에 대한 시민의 인식에 근거하여 경찰활동에 대한 시민의 협력과 참여의 수준이 변화할 수 있음을 보여주었다. 이 연구도 경찰협력과 관련한 연구의 일환으로서 시민의 경찰협력의사에 대한 영향요인을 확인하는 것에 목적이 있다. 경찰협력의사에 대한 영향요인으로는 경찰정당성 인식과 경찰효과성 인식 그리고 법준수의사가 설정되었으며, 각각의 변수가 예측변인으로서 경찰협력의사에 미치는 영향력을 확인하였다. 연구결과 경찰협력의사에 대한 법준수의사와 경찰정당성 인식의 유의미한 영향력이 확인되었으며, 경찰효과성 인식의 영향력은 발견되지 않았다. 즉, 시민들의 경찰협력의사에 개인의 법에 대한 인식과 경찰의 정당성에 대한 인식이 영향을 줄 수 있음을 확인하였다. 따라서 시민들에게 법체계에 대한 정확한 지식과 긍정적인 인식이 전달될 수 있는 준법교육이 수행되고, 그 과정에서 경찰 등 유관기관의 참여가 이루어진다면 준법을 넘어 협력에 이르기까지 그 외연이 더욱 확장될 수 있을 것이라 제언한다. Numerous studies on public cooperation with police have shown that the level of cooperation and participation in police activities can change based on citizens' perception of police organizations. This study is also part of a study related to public cooperation, aimed at identifying the influencing factors of public cooperation with police. The influencing factors for public cooperation with police is perception of police legitimacy, perception of police effectiveness, and perception of law-abiding. Result of research found that the statistically significant influence of perception of law-abiding and perception of police legitimacy on public cooperation with police. And there is no influence of perception of police effectiveness to public cooperation with police. In other words, it was confirmed that citizens' perception of law system and police legitimacy could affect public cooperation with police. Therefore, this study suggested that law education with accurate knowledge and positive perception of the legal system to citizens will increase the public cooperation with police, if related agencies such as police participate in this process. This process can expand scope of law education and make the virtuous cycle of public cooperation with police.

A Study on Intensifying the Role of Military Police in Inter-Korean Relations - Focused on the inter-Korean investigation and cooperation system plan based on the Inter-Korean Basic Agreement -

This study is developed in the following order. 1 Through the significance and theory of territorial clauses in the Korean Constitution, the academic community's discussion and attitude of precedents regarding the special nature of North Korea, the nationality of North Koreans, etc., analyzes the necessity and possibility of the police authority's invocation in future inter-Korean cooperation projects, considering the legal reality of inter-Korean relations and changes in the situation in East Asia, such as the unification of the Korean Peninsula in the future. 2 Based on the specificity of the North Korean region, the South Korean people's right to safety, public safety, order, and danger in North Korea are reviewed and the possibility is analyzed. 3 For disputes arising from inter-Korean cooperation zones, the resumption of the South-Bubu Military Commission based on the Basic Agreement between the two Koreas, among other things, the permanentization of the committee and the formation of committees in related fields are necessary. In particular, if it is the role of South Korea and civil servants to prevent and guarantee public safety, order, and physical and life risks to the Korean people in the inter-Korean cooperation area, the police authority in the inter-Korean cooperation area should be guaranteed by law and institution through cooperation with the military police through the dispatch of officials from the relevant ministries such as the National Police Agency, the National Intelligence Service, the Ministry, the Ministry of Justice, the Foreign Affairs and the relevant ministries. Furthermore, the paper concludes with the proposal of a plan on whether to invoke the investigative authority judicial matters in the inter-Korean cooperation area and the investigation cooperation relationship, and a plan for the inter-Korean police and investigation cooperation system to protect and guarantee the basic rights of South Korean citizens, businesses and organizations participating in the current inter-Korean exchanges and cooperation.

Fostering Public Cooperation with the Police : Testing the Impact of Police Legitimacy

The purpose of this study is to examine the impact of police legitimacy on public cooperation with the police. This study consists of obligation to obey, moral alignment, and legality of police actions as factors of police legitimacy. This research employs a survey questionnaire to evaluate the police legitimacy and public cooperation with the police. The number of subject of the study is 354 citizens residing in Daegu metropolitan city and some cities of Gyeongsangbuk-do province. The study employs a multi-regression analysis to investigate the effect of the three factors of police legitimacy on public cooperation with the police. The effects of the three key factors of police legitimacy- obligation to obey, moral alignment, and legality of police actions-on public cooperation with the police are significant; specifically, legality of police actions is shown to be more effective for nurturing public cooperation than the rest of these factors. The findings also have some implications for how Korean police can foster better relationships with citizens in the communities.

시민들의 경찰에 대한 협력의지에 영향을 미치는 요인 연구: 경찰 신뢰도의 매개효과를 중심으로

Citizens' cooperation with the police is urgently required to achieve the successful purpose of police activities in a complex and diverse security environment in modern society. Therefore, strategies for ommunities safety are drawing attention through cooperation between citizens and police in police activities. Citizens decide whether to cooperate or not according to the degree to which they trust the police. Police confidence is traditionally explained in terms of the model of instrumental perspective such as the perception of fear of crime, and the expressive perspective that the expression of perception social cohesion, informal social control, and incivility consciousness is reflected in the police confidence. This study explored to find out how the variables of the two models that explain the police confidence have a differential effect on the citizen's will to cooperate with the police by mediating the police confidence. This study attempted to examine the factors influencing citizens' willingness to cooperate with the police by analyzing survey data collected from local residents, including the metropolitan area. As a result of Structural equation modeling analysis, when the coefficients of determination of the two models were compared, relatively higher value of R-Squared was confirmed in the factors of expressive perspective. It can be seen that the expressive model has a greater influence on the willingness to cooperate with the police through the mediation of police confidence. Based on these analysis results, related overseas cases and policy implications were presented to improve citizens' willingness to cooperate with the police. 현대 사회의 복잡다기한 치안환경에서 경찰활동의 성공적인 목적 달성을 위해시민들의 협력이 절실히 요구됨은 주지의 사실이다. 이에 따라 경찰활동에 있어서민경 협력치안이 주목받고 있다. 시민들은 경찰을 신뢰하는 정도에 따라 협력여부를결정한다. 경찰신뢰도는 범죄두려움의 인식과 같은 도구적 시각의 전통적 모형과 사회적 유대, 비공식적 사회통제, 그리고 지역의 도덕수준 등의 표출이 신뢰도로 반영된다는 표현적 시각으로 설명된다. 본 연구는 경찰신뢰도를 설명하는 두 모형이 경찰신뢰도의 매개에 의하여 시민의 경찰에 대한 협력의지에 어떠한 차별적인 영향을주는지 알아보는 연구이다. 본 연구에서는 서울을 포함한 수도권과 주변 지역의 거주민을 대상으로 수집한조사 자료를 분석하여 시민의 경찰에 대한 협력의지의 영향요인을 살펴보고자 하였다. 구조방정식 분석결과, 두 모형의 결정계수를 비교하였을 때 표현적 시각의 요인에서 상대적으로 더 높은 설명력을 확인할 수 있었다. 이는 표현적 모형이 경찰신뢰도를 매개하여 경찰에 대한 협력의지에 더 크게 영향을 주고 있음을 알 수 있었다. 이러한 분석결과를 바탕으로 시민의 경찰에 대한 협력의지를 제고 하기위해 해외사례 및 정책적 제안을 제시하였다.

System Dynamics Approach to Ability of the Police for Solving Crime : Testing the Effect of Civic Cooperation with the Police

The purpose of the present study is to examine the effect of civic cooperation with the police on the number of crime that the police must solve by conducting simulation based on system dynamics. The study sets police oriented-policing model and police-citizen cooperative model to investigate the effect of civic cooperation with the police. As a result of the simulation, the police oriented-policing model shows that the number of crime that police must solve is increasing over time, while the police-citizen cooperative model shows that the number of crime that must be solved by the police is keeping it stable in the increase of crimes. Comparing both models, civic cooperation with the police is more effective in reducing or deterring crime than police oriented-policing activity. The study proves that building cooperative relationship between citizens and the police can become a strategic method for controlling crime effectively without a rapid increase in police finance. It is meaningful in terms of presenting a dynamic change of interaction for reducing crimes between civic cooperation with the police and policing activity of the police over time.

자치경찰제 도입 후 문제점과 민경협력 대안

This paper legally reviews the concept and operation method of local community policing system, and discusses the necessity and acceptance method to supplement its limitations with civil-police cooperation. Currently, the police organization is divided into three parts: the national police, local community police, and investigative police. Meanwhile, the municipal policing system has not been able to provide services closely related to residents' lives as expected due to the lack of available manpower a year after its introduction. As an essential alternative, civil-policy cooperation can effectively support the life safety, transportation, and security affairs of local community police, so it studies how it can be accommodated. Although previous studies have emphasized civil-police cooperation, they have not specified the problems of system operation since the introduction of the autonomous police system in 2021. As a research method, regulations under the ordinance are introduced to find out the concept of the autonomous police system and the operation status after the introduction of the system. Next, after pointing out the limitations of the local community system, the concept and institutional acceptance of private and police cooperation as alternatives are considered, and specific measures are presented in the conclusion. This study expects that follow-up research will continue at a time when support for the autonomous crime prevention team was legislated in 2022 and opportunities to strengthen civil-police cooperation are provided.
