      • The Noise Monitoring System and Automatic Correction Algorithm

        For the improvement of living environment, there are more needs of the real time and online automatic noise monitoring system installed in many urban areas. In this project, the principle of noise audio frequency processing and coding algorithm was researched, including Discrete Cosine Transform and Wavelet Transform. The noise monitoring system solved the synchronous problem between the audio data and noise decibel, the special storage format separated the audio data which can be located in probability, and the audio data across segments to be played continually. The design of double-layer structure and isolating solved the problem of heat dissipating, waterproof and dustproof. In the experimental testing of the noise monitoring system, the noise decibel was affected by temperature and differential pressure, for improving its precision, the linear regression model is applied in the calculation of noise decibel. The least estimate method was used to calculate the residual for the automatic correction of the noise monitoring, and increase the accuracy of noise monitoring.

      • 개발사업의 소음모니터링 분석과 개선방안

        환경영향평가 단계에서 환경영향의 현실화 여부 및 정도를 파악하고 문제가 발생할 경우 신속한 대응방안을 시행하기 위해 사후환경영향조사를 실시하고 있다. 소음항목의 경우 사후환경영향조사를 통해 협의내용 이행 여부 및 조사지점별 소음측정결과 기준 초과 여부 등을 검토하고 있다. 그러나 사후환경영향조사를 통한 기존 소음모니터링은 소음예측결과 및 소음저감대책 효과 등의 적정성 검토와 환경영향평가의 환류적 기능 수행에 한계점을 보여 주고 있다. 따라서 본 연구에서는 소음과 관련한 사후환경영향조사 현황 파악과 소음 모니터링 결과 분석을 통한 개선방안을 제안하였다. 석산개발사업, 도로개발사업, 택지개발사업의 운영 시를 대상으로 협의내용을 분석한 결과 환경영향평가 단계의 중요한 평가내용을 포함하여 확인할 수 있는 협의내용 변화의 필요성을 시사하였다. 또한 석산개발사업, 도로개발사업, 택지개발사업의 운영 시를 대상으로 소음모니터링 결과를 분석하였다. 이를 위해 환경영향평가 및 사후환경영향조사의 조사지점 및 소음기준 비교, 사후환경영향조사에 따른 연도별 및 이격거리별 소음분포 변화, 환경영향평가 단계의 소음예측결과와 사후환경영향조사 단계의 소음측정결과의 검토를 수행하였다. 조사지점 및 소음기준은 동일성 유지가 필요하되, 불가피하게 변경이 필요할 경우 구체적인 정보 및 근거의 명시가 필요하다. 그리고 연도별 및 이격거리별 소음분포 분석을 통해 사후환경영향조사기간 이후에도 소음 증가 지속성 등을 감안하여 필요할 경우 기간 연장을 고려하고, 사업지구 주변의 현실적 상황을 반영할 수 있는 예측기법 적용의 필요성을 암시하였다. 또한 환경영향평가 단계의 소음예측결과와 사후환경영향조사 단계의 소음측정결과 비교·검토에서는 사후환경영향조사와의 연계를 통해 예측기법 등의 현실적 고려방안 적용에 따른 소음예측결과 신뢰성 향상의 필요성을 제시하였다. 기존 소음모니터링 현황 파악과 소음모니터링 결과 분석을 통한 사후환경영향조사 개선방안을 제안하였다. 첫째, 소음과 관련한 협의내용 실효성 확보를 위한 협의내용 구체화의 방안으로 사후환경영향조사계획의 조사내용을 활용하는 방안을 고려할 수 있다. 둘째, 조사지점과 소음기준의 불가피한 변경이 필요할 경우 변경내용 및 변경사유 등의 이력사항을 사후환경영향조사결과 통보서에 명확하게 제시하는 것이 필요하다. 셋째, 운영 시 시간적 변화에 따른 지속적인 소음 증가 양상을 나타내는 개발사업의 경우 사후환경영향조사기간 이후에도 지속적인 소음모니터링 수행방안 마련이 요구된다. 넷째, 환경영향평가의 질적 향상을 위한 하나의 방안으로, 사후환경영향조사계획의 조사내용을 활용하여 소음예측기법의 예측인자값 및 소음저감대책의 소음저감효과 등과 관련한 추가적인 데이터 분석을 조사내용에 포함하는 것을 고려할 수 있다. Post environmental impact assessment is a stage in environmental impact assessment (EIA) designed to determine the probability and extent of environmental impact for rapid response measures in the event of a problem. In the area of noise, whether the consultation results are properly followed up and whether noise measured in each measuring point exceeds noise standards are reviewed during post environmental impact assessment. However, the existing noise monitoring system of post environmental impact assessment has limitations in reviewing the noise prediction results or the effectiveness of noise reduction measures and in fulfilling EIA`s feedback functions. Therefore, in this study, we propose an improvement plan through the analysis of the current status of post environmental impact assessment with respect to noise and the analysis of noise monitoring results. Analysis of consultation results of quarry development projects, road development projects and residential land development projects suggested the need for revising the consultation process to enable the incorporation of major evaluation results of EIA. We also analyzed the noise monitoring results of quarry development projects, road development projects and residential land development project. For this, we compared the measuring points and noise standards of EIA and post EIA; changes in noise distribution by year and separation distance; and noise predictions of EIA and noise measurements of post EIA. While the measuring points and the noise standards should not be altered, specific information and reason must be presented in case change is inevitable. Then, we suggest extending the post environmental impact assessment period even after its expiraton through the analysis of noise distribution by year and separation distance by considering the persistence of increase in noise and applying prediction techniques capable of reflecting the realistic situations of the areas around the development project. In addition, when comparing and reviewing the noise prediction results of EIA and noise measurements of post EIA, the two should be considered in connection and we also suggest the need for improving the reliability of noise prediction results by applying realistic considerations and prediction techniques. We propose a plan for improving the post environmental impact assessment system through the analysis of the current status of the existing noise monitoring system and noise monitoring results. First of all, it is possible to consider using the survey results of the post environmental impact assessment as a means of making consultation more specific for ensuring the feasibility of consultation results with respect to noise. Second, in case the measuring points and noise standards are changed for inevitable reasons, it is necessary to clearly present the history information such as the reason for and details of change in the post EIA results notification. Third, in case a development project when implemented shows a pattern of persistent noise increase over time, continuous noise monitoring is required after the post EIA period. Fourth, as one of the measures to improve the quality of environmental impact assessment, we can consider using the survey results of post EIA to incorporate additional data analysis related to predictive factor values in noise prediction techniques and noise reduction effect of noise reduction measures in evaluation details.

        공사장 소음모니터링 개선방안에 관한 연구

        Noise generated from Construction site has been raised most civil complaints to 64.4 % among the environmental pollution in 2011. Therefore, local government recommends and prescribes that construction sites over a certain scale install sound level meter for noise monitoring. For example, Seoul has implemented a 24 hour noise monitoring system, with real time communication, to the large construction sites more than 10,000 ㎡ from the end of August 2012. But it is difficult to use noise measurement data for the construction noise assessment, since the installation standards and technical specifications for construction noise monitoring system are not presented. In this paper, we proposed noise monitoring system improvement plan including technical specifications and installation standards using the investigating results of the problems of current noise monitoring system and the foreign cases.

        The impact of outdoor environment on residential noise level satisfaction: GIS-based Analysis

        Urban residents in crowded complexes are making increasing civil complaints about noise and demanding pleasant and comfortable residential environments. Because noise is one of the most important factors related to urban residents’ dissatisfaction with their living environments, the present study investigates the direct and indirect effects of noise-related outdoor environmental factors on residential level satisfaction, using noise level data from 29 noise-measuring stations in Seoul. From 62 multi-family apartment complexes near these stations, the authors collected GIS-based environmental attribute data, as well as survey data including the residents’ personal characteristics and indicators designed to measure latent psychological characteristics: noise sensitivity and residential noise level satisfaction. This study then utilized structural equation models to analyze the direct variables influencing the latent variables of noise sensitivity and residential noise level satisfaction, as well as the complex relationships among all variables. The result showed that residents who are exposed to less noise, possibly due to living in apartments facing relatively quiet roads, protected by soundproof walls, or surrounded by densely planted trees, tend to be less noise sensitive, which makes them more satisfied with the ambient noise level. Therefore, critical outdoor environmental variables can be used to reduce noise sensitivity and improve residential noise level satisfaction.

        A Study on the Noise Measurement of Airbase at Jeonju City Using Sound Level Meter

        Residents around a Jeonju military airport are affected by the small-helicopter noise. People are growing concerns about aircraft noise, which seriously affects the quality of life around them. The Government tasked us to monitor and study the airport's noise for a year. The measurement is divided into four phases in 2019, and five measurement points are chosen for each measurement period. Continuous 7 day monitoring according to the aircraft noise control process. The helicopter noise was assessed at 20 measuring points in one year, and noise analyzes and statistics were performed at each measuring point. The association between aircraft noise index WECPNL and is analysed by means of the measurement tests. Supporting evidence for future noise reduction at airports.         공사장 소음 피해지역의 예측 소음도를 이용하는 소음 모니터링 시스템 활용 방안 연구

        Complaints related to construction-site noise account for the largest proportion of noise-related complaints and are consistently raised annually, necessitating effective management and countermeasures. However, managing construction-site noise is challenging because of the diverse variables that arise during different stages of construction. Furthermore, there are various limitations in the prediction technique applied in environmental-impact assessments, leading to actual damage in surrounding areas due to the noise from construction sites. Therefore, in this study, we reviewed the existing literature on noise-monitoring systems installed at construction sites as one noise management strategy. We determined that the optimal installation position for a noise-monitoring system was at the boundary line of a construction site based on this review. However, it was concluded that when installing a noise-monitoring system along a construction-site boundary, it is necessary to consider all the cardinal directions (north, south, east, west). Additionally, a method was proposed to predict and manage constructionsite noise by integrating the installed noise-monitoring system with 3D modeling, which was explained in three stages.

        부산시 환경소음 자동측정망 설치위치의 적정성에 관한 연구

        부산시 환경소음수준의 연속적 측정이 가능한 소음자동측정망의 합리적 설치·운영은 부산시의 정온한 환경구축 정책 수립을 위한 중요한 관건이 될 수 있다. 도시 내의 환경소음 수준은 지역 환경수준에 영향을 미치는 제반 요인들의 복합적 작용에 의하여 결정된다. 따라서 정확한 환경소음수준의 측정이 선결되어야만 올바른 환경소음 개선대책의 수립과 추진이 가능하다. 현재 국내에서는 환경소음 실태파악 및 소음저감정책 기초 자료의 확보를 위해 최근에 소음자동측정망을 구축 중에 있다. 또한 소음측정망이 설치·운영되는 지역의 경우 측정망 자료의 공개를 통하여 해당 지역의 환경소음 수준을 표시하고 있으나, 측정결과가 시민들이 느끼는 체감 소음을 제대로 반영하지 못하는 것으로 인식되고 있다. 가장 주된 논거는 측정 자료의 신뢰성 부족과 측정망의 불합리한 설치장소로 요약할 수 있다. 본 연구는 현재 부산시 지역에 설치되어 있는 8개 소음자동측정망의 설치·운영실태 분석에 주안점을 두고 있다. To install and operate the Automatic Noise Monitoring Networks reasonably, which able to monitoring environmental noise continually, is an important issue for making decision to urban environment. Noise level is determined by regional environmental factors, that affected by complex urban environment. Therefore, accurate measurement of environmental noise level has top priority to establish and promote appropriate environmental policies. Currently, Automatic Noise Monitoring System is installed for grasping the environmental noise level and preparing basic data for constructing noise-reduction policies. However, this measurement data is recognized not to be able to reflect a sensory noise. The main reason is the lack of reliable measurement data and unreasonable installation site. The main point of this research ought to be the analysis of installed site of noise monitoring system in Busan.

        Online estimation of noise parameters for Kalman filter

        A Bayesian probabilistic method is proposed for online estimation of the process noise and measurement noise parameters for Kalman filter. Kalman filter is a well-known recursive algorithm for state estimation of dynamical systems. In this algorithm, it is required to prescribe the covariance matrices of the process noise and measurement noise. However, inappropriate choice of these covariance matrices substantially deteriorates the performance of the Kalman filter. In this paper, a probabilistic method is proposed for online estimation of the noise parameters which govern the noise covariance matrices. The proposed Bayesian method not only estimates the optimal noise parameters but also quantifies the associated estimation uncertainty in an online manner. By utilizing the estimated noise parameters, reliable state estimation can be accomplished. Moreover, the proposed method does not assume any stationarity condition of the process noise and/or measurement noise. By removing the stationarity constraint, the proposed method enhances the applicability of the state estimation algorithm for nonstationary circumstances generally encountered in practice. To illustrate the efficacy and efficiency of the proposed method, examples using a fifty-story building with different stationarity scenarios of the process noise and measurement noise are presented.

        Recently, the number of conflicts and complaints related to noise between floors is increasing every year. It is essential to acquisition objective noise data in order to resolve legal disputes over floor noise. However, specialized equipment for noise acquisition is difficult for ordinary apartment dwellers to use. In addition, in order to solve the problem of inter-layer noise, it is most effective to locate and remove the noise. Therefore, this study proposes a floor noise monitoring system for the measurement of floor noise and estimation of the noise source that can be measured without a professional device.
