This study has two main purposes. The first one is to investigate the policy characteristics of the intraparty factions . The second aim is to provide the political conservative shift for korea in Japan. Prime Minister Shinzo Abe was re-elected on Sept. 8 as president of the ruling Liberal Democratic Party (LDP) unopposed. He is set to serve another three-year term as leader of the governing party until September 2018. The LDP was supposed to increase the weight of votes casted by local chapters from the upcoming leadership race in a bid to demonstrate to the public that the ruling party attaches importance to its rank-and-file members as well as its regional organizations. However, the current trend within the LDP has given the public the impression that party members are trying to avoid heated debate because of a Cabinet reshuffle and appointments of party executives that will follow its presidential race. If so, it would be extremely introspective. The LDP has recently tended to avoid active policy discussions. The party has failed to have heated debate on the Act on the Protection of Specially Designated Secrets, reinterpreting the war-renouncing Constitution to open the way for Japan to exercise the right to collective self-defense and the security bills now being deliberated in the House of Councillors, among other issues that are related to the nation's direction. 자민당은 파벌의 연합체 형태로 구성되었다고해도 과언이 아니다. 각 파벌의정책성향, 이념정향에 대한 연구는 일본의 대한정책을 분석하는데 매우 유용하다고 본다. 본 연구에서는 우선 자민당 파벌의 기능변화, 파벌을 구성하는 인물들의 현황, 정책성향, 이념적 정향을 파악한다. 그리고 이를 토대로 최근에 나타나고 있는 자민당정치의 보수화, 대한정책의 우경화 배경을 주류파벌의 변화와정책적 성향에서 찾고자 한다. 2000년 이후 모리 수상으로부터 시작되는 세이와정책연구회(細田派)의 집권은미일의존관계의 심화와 중일관계, 한일관계의 악화시기와 일치된다. 1972년 다나카(田中) 수상 시기 중일관계정상화 이후, 중국에 대한 우호적인 관계는 1980년대를 거쳐 1990년대 말까지 이어졌다. 이러한 대중관계는 친중국성향을 가진 다나카파벌의 지배와 무관하지 않다. 한일관계도 김대중정부 시기까지 정상회담을 통한 현안문제 해결과 교과서문제, 야스쿠니참배문제, 어업협정문제, 정치가들의망언문제와 같은 양국의 갈등을 관리하면서 유지하여왔다. 그러나 2001년 고이즈미정권 이후에는 셔틀외교중지, 역사인식문제, 영토문제, 야스쿠니신사 참배가 극단적인 형태로 한일관계는 물론 중일관계가 악화되었다. 이러한 갈등의 악화는 1970년대 이후 1990년대 후반까지 주류파벌로 군림해온 다나카 파벌이 추진한 외교, 안보정책에 대한 세이와정책연구회의 궤도 수정이라고 본다.
