국내 카지노 산업의 발전을 위한 법제 개선방안에대한 연구

Recently, major countries around the world are carrying out various policies centering on fostering Integrated Resort for the development of their casino industry. However, the domestic casino industry does not come along with the global trend of the casino industry and recognizes the casino industry as a representative gambling industry. Also, puts only a regulatory policy on the casino industry. As a result, the domestic casino industry is rather against the global trend and is being taken away from the competition. In this situation, we need to take a proactive and new approach to the casino industry in order to keep pace with the global trend in the casino industry and to move away from the existing legal systems and policies. In addition, it is necessary to improve and improve existing casino industry related laws and policies in order to establish fundamental and integrated casino industry related laws and policies. Thus, we have considered the improvement of the legal system for the development of domestic casino industry focusing on the legislative theory and system and policy improvement plan in this thesis. 최근 전 세계 주요 국가들은 자국의 카지노 산업 발전을 위해 복합리조트 육성을 중심으로 다양한 정책을 펼치고 있지만 국내 카지노 산업은 복합리조트화를 중심으로 한 카지노 산업의 세계적인 흐름에 동승하지 못하고 겉으로는 카지노 산업을 「관광진흥법」에서 규율하면서 관광산업의 하나로서 명시하고 있지만 실제로는 카지노 산업을 관광산업으로 접근하기 보다는 아직까지도 대표적인 사행산업으로 인식하고 카지노 산업에 대해 규제 일변도의 정책을 내놓으면서 오히려 세계적인 흐름에 역행하며 경쟁에서 도태되고 있는 실정이다. 이러한 상황에서 우리도 카지노 산업에 대한 전 세계적인 추세에 발맞추어 기존의 규제 일변도의 법제 시스템과 정책에서 벗어나 카지노 산업에 대한 전향적이고 새로운 접근과 함께 보다 근본적이고 통합적인 카지노 산업 관련 법제 및 정책을 마련하기 위해 기존의 카지노 산업 관련 법제 및 정책에 대한 정비 및 개선이 필요하다는 목소리가 높아지고 있다. 이에 본 논문에서는 현행 「관광진흥법」 및 카지노 관련 특별법의 개정과 별도의 카지노 산업 관련 단일법 제정 등의 입법론과 내국인의 출입이 가능한 오픈 카지노의 도입, MICE 산업과의 연계 등의 제도 및 정책적 개선방안을 중심으로 국내 카지노 산업의 발전을 위한 법제 개선방안에 대해 고찰해 보았다.

남미 카지노 및 게이밍산업의 이해와 시사점

카지노산업의 효과에 대한 관심과 기대감이 근래에 들어 국내에서도 대표적인 뜨거운 감자의 역할을 담당하고 있다. 강원랜드 카지노와 같은 민간인 출입이 가능한 카지노의 태동을 통해, 우리는 카지노에 대한 직간접적인 성격과 기능을 살펴볼 수 있는 충분한 여건을 갖추고 있다. 국제적으로도 여러 미개 발국과 개발도상국들이 카지노산업에 대한 투자와 자본유치에 총력을 기울이고 있다. 남미에서도 다른 대륙과 같이 카지노가 활성화되고 있다. 남미의 카지노도 세계 여러 나라의 카지노처럼, 대규모 리조트 타입의 시설에 식음료를 제공하는 형태며, 충분한 관광객을 수용하고 서비스할 수 있는 규모이다. 카지노 게임의 형태는 국제적 기준과 상이하나, 경우에 따라 남미 특유의 규칙과 독특한 방법의 게임이 산재한다. 일반 카지노에서 포커게임을 볼 수는 있으나, 불법인 경우도 있다. 남미의 특징 중의 하나는 카지노에만 국한 되어있지 않고, 복권, 빙고, 경마 같은 여타 게이밍산업도 상당히 발전되어있다는 것이다. 카지노에 비해 더 큰 비중을 갖고 있으나, 서서히 카지노의 약진이 가시화되고 있다. 비교적 산업화는 느리지만, 독특하고 아름다운 자연환경과 문화적 특수성을 갖고 있는 남미의 카지노산업을 이해하고, 그들만의 카지노산업 모형 분석을 통해, 카지노의 산업적인 관계성과 발전성을 살펴보고, 우리의 미래에 적용해 보는 일은 국제화시대에 매우 의미 있는 생존전략이 될 수 있겠다. The casinos and gaming sector consists of all forms of betting, including commercial, state-run, and charitable operations. The casinos segment comprises gambling in casinos, and includes gaming machine gambling where this occurs on casino premises. The gaming segment covers all other forms of gambling, including national and other lotteries, racing and sports betting, bingo, pachinko, and gaming machines where these are not located on casino premises. All values are stated in terms of gross gaming win. This is the total amount waged by customers minus the total amount paid out to customers as winnings, but before the payment of any applicable taxes, disbursements to charitable or other causes by games established for those purposes, or other expenses. The South American casinos & gaming sector posted strong growth in 2009 and this growth is expected to accelerate during the forecast period. The South American casinos & gaming sector generated total revenues of $9.6 billion in 2009, representing a compound annual growth rate(CAGR) of 15% for the period spanning 2005-2009. In comparison, the Argentinian and Chilian sectors grew with CAGRs of 17% and 21.9% respectively, over the same period, to reach respective values of $2.2 billion and $93.7 million in 2009. The other gaming segment was the sector's most lucrative in 2009, generating total revenues of $7.1billion, equivalent to 74.1% of the sector's overall value. The casino segment contributed revenues of $2.5billion in 2009, equating to 25.9% of the sector's aggregate revenues. The performance of the sector is forecast to accelerate, with an anticipated CAGR of 20.4% for the five year period 2009-2014, which is expected to drive the sector to a value of $24.3 billion by the end of 2014. Comparatively, the Argentinian and Chilian sectors will grow with CAGRs of 10.2% and 7.3% respectively, over the same period, to reach respective values of $3.6 billion and $133.6 million in 2014.

복합리조트 중심의 카지노산업 발전을 위한 법령 개선방안 연구

본 연구는 일본, 러시아 등 동북아시아 주변국과의 카지노산업 경쟁이 치열하게 전개되는 상황 속에서 국내 카지노업계가 이들과의 경쟁뿐만 아니라 카지노 복합리조트 중심으로 빠르게 진화하는 세계 카지노산업의 흐름에 대응하여 경쟁력을 확보할 수 있도록 현행『관광진흥법』외 특별법 등에 산발적으로 분산되어 있는 법⋅제도를 종합하여「카지노 복합리조트 산업 육성 및 지원에 관한 법률(안)」이라는 현실적인 방안을 제시한 연구이다. 논의를 위해국내⋅외 카지노산업 현황 및 관련 법령을 분석하여 제도 개선의 방향과 시사점을 도출하였고, 업계 종사자를 대상으로 1회에 걸친 인터뷰를 실시하여 개정방안이 카지노업계의 현실적인 상황을 반영할 수 있도록 노력하였다. 동법은 국민여가로서의 카지노에 대한 세계적인 추세를 반영, 관광산업 중 수십조문 등 타 관광산업과는 다른 관리기준이 혼재되어 있는 「관광진흥법 개정(안)」 대신 별도 입법을 촉구하는 단일법 제정을 전제로 연구되었으며, 영업관리요건은 그대로 수용하되 벌칙 규정을 감경하는 방식과 산업으로서 지원체계를 구축하는 방식을 택하여 총 32조(안) 으로 구성되었다. 특히 세계적인 추세에 맞추어 향후 카지노업자가 스스로 원칙을 규정하게 하고 공익적 목적을 달성할 수 없을 정도에만 폐쇄조치 등을 취하도록 유도하였고, 내외국인 식별체계는 국가에서 기술적, 재정적으로 지원할 수 있는 방안을 수록하였다. 미비점으로는 내외국인 식별체계의 위변조 등에 대한 벌칙을 다루지 못하였으며, 다문화 속 카지노업장에서 화재 등 안전조치 관리지침을 제시하지 못하였지만, 이는 협회가 산업안전보건법에 준하는 가이드라인을 제공하는 연구를 통해 가능할 것으로 보여진다.

지역의 쇠퇴와 지속가능한 지역발전 : 정선군을 중심으로

1980년대 말 석탄산업합리화 조치 이후 정선군의 사북, 고한, 남면지역은 급격한 지역쇠퇴 상황에 처하게 되었다. 이러한 상황을 극복하기 위해 정부는 폐특법을 제정하였으며, 강원랜드 카지노는 이 폐특법을 기반으로 설립되었다. 카지노의 설립은 유동인구의 확대를 불러일으켜 관광관련 산업을 발전시키고 지역주민의 고용을 증대시키는 등 폐광지역의 경제활성화에 긍정적인 요인으로 작용하고 있는 것으로 평가할 수 있다. 그러나 한편으로는 범죄나 도박중독자의 증가에 대한 부정적인 효과에 대한 우려와 함께 카지노 관련 시설들이 들어서면서 지역사회 전반에 걸쳐 부정적인 영향도 제기되고 있다. 본 연구는 카지노 산업이 폐광지역의 지속가능한 발전을 위한 해법이 될 수 있는가라는 의문에 대해 검토하고자 한다. 이를 위해 본 연구는 지속가능성의 개념을 도입하여 논의를 전개하였다. 연구결과 카지노 중심의 재산업화 과정은 이 지역의 단일산업 의존적, 단일기업 의존적 산업구조를 심화시키는 결과를 가져왔다. 지역의 중심산업이 광업에서 카지노 및 관광산업으로 변화하였지만 과거의 단일산업 의존적 구조는 지속적으로 재생산되었으며, 이러한 구조는 정선 지역의 지속가능한 발전을 어렵게 하고 있다. 이와 함께 카지노 산업이 정선지역의 지속가능한 발전을 지향하고 있는지 여부를 판단하기 위해서 사회적, 경제적, 생태적 지속가능성의 지표들을 검토한 결과 세 부문 모두 문제를 지니고 있는 것으로 나타났다. 이에 대한 대안으로 내생적 지역발전을 모색하려는 몇몇 시도들이 고한·사북지역을 중심으로 일어나고 있다. 커뮤니티비즈니스센터나 사회적 기업 등이 그 예다. 이러한 시도는 지역주민의 역량 강화와 참여, 지역 내 산업연관 효과와 지역순환경제 효과, 지역에서 창출된 부가가치의 지역 내 귀속, 지역경제와 정주여건의 통합 발전, 환경과 개발의 조화 등을 중시한다. 이러한 시도들이 좋은 결실을 맺는다면 정선지역의 지속가능성은 증가될 것으로 기대된다. Kangwon Jeongsun mining area have declined because of mine closure policy. This area has to be confronted by massive migration of population, unemployment of miners and economic decline. The Government made a special law to turn the abandoned miners into public rest areas. Kangwon Land Casino is the heart of the development plan in this area. The purpose of this paper is to examine the possibility of "sustainable regional development" in Jeongsun Gun. To do so, this paper focused on the three dimension of sustainable development: social sustainability, economic sustainability, and environmental sustainability. We find that Casino industry has negative effect on social sustainability in terms of both population size and population structure. With respect to economic sustainability, Casino industry will have negative effect on regional development when the Special law for mine closure areas is finished, even though Casino has been contributing on regional economy by paying the disused miners development fund and local taxes. Finally, Casino industry is expected to have negative effect on natural environment in this area. This study suggests that we consider endogenous development strategy as alternative regional development policy.

한국카지노산업의 지속성

현재 우리나라에는 17개의 카지노가 허가되어 운영되고 있으며, 이중에서 16개는 외국인전용, 1개는 내국출입 카지노이다. 카지노산업은 양면성이 있는데, 긍정적인 측면과 부정적인 측면이 있다. 긍정적인 측면으로는 외화획득, 소득, 고용, 부가가치, 그리고 재정수입 창출 등을 포함하며, 폐광지역을 활성화하거나 슬럼가를 재개발하는데 기여한다. 여가활동 측면에서 카지노산업은 관광객에게 Nightlife, 쇼, 이벤트, 사교활동 등을 제공한다. 이와는 달리 카지노산업은 도박중독, 사행심, 도산, 자살, 범죄, 성매매, 이혼 등과 같은 직간접적인 사회적 부작용을 발생할 수도 있다. 카지노산업을 공정하게 평가하기 위해서는 카지노산업의 긍정적 측면과 부정적 측면을 고려하는 것이 바람직한데, 이를 위해서는 카지노산업의 경제적 효과분석뿐만 아니라, 사회적 측면인 카지노개발로 인한 지역주민 인식평가, 그리고 산업적 평가를 실시하는 것이 필요하다. 본 연구에서는 한국 카지노산업의 지속가능성을 위한 종합적인 평가를 실시하고, 경쟁력 강화를 위한 시사점을 제시하고자 한다.

내국인출입카지노 증설을 중심으로 한 한국카지노산업의 정책방안 연구

Recent success of Singapore and Macao's large casino complex development showed the potential of the casino industry as a strategic industry of a country. Using the delphi-technique, this study was to examine the strategic polices for developing more citizen allowed casinos in Korea. Data were collected from 23 casino industry and policy specialists in 2010. Results suggested several strategic polices for developing more citizen allowed casinos in Korea. First, the respondents were likely to agree that large integrated casino complex should be considered for developing a internationally competitive casino. They also suggested that online gambling should be restricted before permitting more citizen allowed casino development in Korea. Regarding the time period for approval and expansion of more citizen-allowed casinos in Korea, the respondents tended to agree that the national per capital income should be over 30,000 dollars. Moreover, the respondents were likely to think that more citizen allowed casino in Korea could be considerable as far as more than half of the Korean people are in favor of the citizen-allowed casinos. Finally, Jeju was selected as the best location of a new citizen allowed casino, and it was followed by Saemangeum in Jeonbuk and Haenam in Jeonnam. 세계 각국은 싱가포르의 카지노가 관광산업과 경제발전에 큰 기여를 함에 자극받아 카지노산업을 전략산업으로 인식하고 있으나 우리나라의 카지노 정책은 답보상태로 있다. 이에 ‘내국인 카지노를 중심으로 우리나라 카지노산업 발전방안을 연구, 제안코자 하였다. 본 연구는 문헌적 연구와 실증적 연구를 병행하였으며, 최종 응답한 전문가 23명으로부터 2010년 8월 25일부터 9월 24일까지 3차례에 걸친 설문 조사를 통하여 전문가 의견을 구하였다. 자료의 통계처리는 SPSS 12.0V 패키지를 이용하였으며 분석은 기술통계로 각 집단의 평균값과 표준편차를 구하였고 차이검증 방법으로 t검증과 F검증을 실시하였다. 우리나라 카지노산업의 발전을 위해서 국제 경쟁력 확보가 최우선이며 이를 위해 복합다양화와 대형화가 필요한데 1,000~3,000실 규모 호텔과 쇼핑센터, 테마파크 등 시설과 외국인전용카지노는 5,000m²이상, 내국인출입카지노는 10,000m² 정도의 규모가 적합하다. 카지노 특히 온라인 카지노 관련 법ㆍ제도 개선이 필요하다. 온라인 도박자금의 금융거래 제한과 함께 온라인 카지노 허용기준을 19세 이상 으로 하고, 시간도 1일 20시간 미만으로 제한하고, 도박중독 예방 및 치료 강화를 위하여 수입의 일정액을 예방치료센터에 납부하는 등 카지노 운영 의무사항 제정, 도박중독 예방 치료 전문과 설치함이 바람직하다. 카지노는 숙박업, 여행업, 항공업, 음식업과 공동판촉과 판촉지원을 통하여 관광산업에의 기여도를 높이고, 관광진흥개발기금의 납부 외 사회공헌 확대도 필요하다. 한편 카지노가 고용 창출, 지역 경제에 도움이 된다는 시각과 건전하지 못하고 국민정서에 악영향을 준다는 인식도 있는데 국민 인식조사를 1년에 1회 정기적으로 실시할 필요가 있다. 내국인출입카지노의 증설 조건으로 카지노 전문법 신설, 국민소득 3만달러 이상, 국민들의 카지노에 대하여 과반수이상 우호적 인식일 경우 등을 꼽았다. 한편 규모는 부대시설, 영업장 면적, 외래 관광객 수를, 설치지역은 국가 종합계획을 기준으로 판단함이 적절하다. 본 연구에서 다루지 못한 온라인 카지노에 대한 규제방안, 내국인출입카지노에 대한 국민인식조사 시행, 새로운 카지노법의 신설 등에 대하여 추가적인 연구가 필요하다.

팬데믹에 의한 카지노 산업 및 관련 보안 산업의 변화

Due to the spread of COVID-19 and the prolongation of the pandemic, the world is facing economic stagnation and low growth. Travel bans of major countries and widespread travel restrictions have led to the suspension of tourism exchanges between countries, which has caused great damage. In the case of the casino industry, the damage caused by COVID-19 is even greater because the service target is mainly foreigners, and due to this, it is facing an irresistible crisis due to job security and payment of the Tourism Promotion and Development Fund. The casino industry, centered on face-to-face customer services, is inevitably more vulnerable to the COVID-19 pandemic crisis, and the importance and scope of security have been further highlighted and expanded to protect assets, executives, employees, and customers. In this study, a literature survey method was used to explore changes in the casino industry and casino security in the COVID-19 pandemic situation. A high level of security is essential in order to quickly adapt to the changing trend of tourism during the COVID-19 and create technological innovation in the casino industry. Through this, efforts should be made to change the public's perception of ambivalence or light and shade of the casino industry more positive, and preemptive responses should be made to develop into a high-quality service industry through more open policies than before. 코로나19의 확산과 장기화로 인해 전 세계는 경제적인 위축과 저성장에 직면하고있다. 주요국들의 입국 금지와 광범위한 여행 제한 조치는 국가 간 관광 교류의 중단상황을 불러왔으며 이로 인해 큰 피해를 입게 되었다. 카지노 산업의 경우 서비스 대상이 주로 외국인이기 때문에 코로나19로 인한 피해가 더욱 막대하고, 이로 인한 고용안전화와 관광진흥개발기금의 납부 등으로 불가항력적인 위기 상황을 맞고 있다. 대면서비스를 중심으로 하는 카지노 산업은 코로나19 팬데믹 위기상황에 더욱 취약할 수 밖에 없으며 자산과 임직원, 고객 보호를 위해 보안의 중요성과 범위는 더욱부각되고 확장되었다. 이 연구에서는 코로나19 팬데믹 상황에서 카지노 산업과 카지노 보안의 변화를탐색하고자 문헌조사 방법을 활용하였다. 코로나19로 인해서 변화된 관광 트렌드에 신속하게 적응하고, 카지노 산업의 새롭고 획기적인 아이디어와 기술 혁신으로 새로운 문화들을 만들어가기 위해서는 보안의 역할이 필수적이다. 이를 통해 카지노 산업이 가진 양면성이나 명암에 대한 국민적 인식과 재고를 통해서 더 개방적인 정책으로 긍정적인 인식을 가지고 질 높은서비스 산업으로 발전하기 위한 선제적인 대응이 이루어져야 할 것이다.

카지노 방문경험이 인지적 이미지와 방문의도에 미치는 영향

본 연구는 카지노에 대한 인지적이미지가 카지노 방문 경험 유무에 따라 차이가 있는지 알아보고, 인지적이미지가 방문의도에 미치는 영향을 분석하여 카지노 산업의 이미지 개선 전략을 수립하는데 기초자료를 제공하고자 한다. 본 연구의 자료 수집은 2012년 12월 23일부터 12월 31일까지 9일간 부산지역의 일반인들을 대상으로 설문조사를 실시하였다. 연구의 목적 달성을 위해 인지적 이미지를 경제적 이미지, 관광 편의적 이미지, 사회적 이미지, 문화적 이미지, 복지적 이미지의 5가지 요인으로 추출하였으며, 분석 결과는 다음과 같다. 첫째, 경제적 이미지 요인, 문화적 이미지 요인에 대해 카지노를 방문한 경험이 있는 관광객들이 카지노의 긍정적인 효과에 대해 인식하게 될 가능성이 크다는 결과를 도출하였다. 또한 사회적 이미지 요인에 대해서는 카지노를 경험해보지 못한 응답자들이 카지노로 인하여 발생할 수 있는 부정적인 이미지를 상대적으로 크게 인지하고 있었는데 이러한 결과는 언론매체에서 제공하는 지식이나 정보를 통해 카지노 산업의 사회적 부작용에 대한 부정적 이미지가 주관적인 이미지로 확립되어 카지노를 직접 경험하기 전까지는 이미지 변화가 생기지 않는 것으로 볼 수 있다. 둘째, 카지노의 인지적 이미지 요인이 방문의도에 미치는 영향을 분석한 결과 경제적, 관광·편의적, 문화적 이미지가 높을수록 카지노를 방문하고자 하는 의도가 높아지는 것으로 나타났다. 이러한 결과는 카지노 방문 경험이 카지노에 대한 긍정적인 이미지 형성에 영향을 미치며, 긍정정인 이미지가 방문의도에 영향을 미친다는 의미한다. 따라서 카지노에 대한 부정적인 이미지를 형성하는 요인이 무엇인지 구체적으로 파악하여 긍정적인 이미지 개선을 위한 전략과 정책을 마련하는데 도움이 될 수 있는 연구가 진행 되어야 할 것이다. The topic of cognitive destination image has received substantial attention in tourism research for the last decade but there has been almost no research was done for the casino industry. The professionals' efforts to change the perception of these images from negative to positive have not been conducted. This study would contribute to improve the images of casino industry by anlaysing the perception of people. The purposes of this study are, first to classify factors that form cognitive images of the casino industry and second to evaluate how visit experience affect to establish cognitive images and visit intentions. A Structured questionnaire was administered to a sample of 260 respondents in Busan(Busan Train Station, Bus Terminals, Airport and Luxury Hotels) and used 245 questionnaires for data analysis. Five considerations, titled ‘economical,’ ‘tourism and convenience,’ ‘social’, ‘cultural’ and ‘welfare,’ were identified by exploratory factor analysis (EFA). This result suggests that this scale would be suitable for evaluating cognitive images which are affecting visit intentions in the Korean casino industry.

제주특별자치도 카지노업 감독기구의 법,제도적 개선방안

카지노업은 첨단관광산업으로써 세수확보, 고용창출 등 지역 경제에 미치는 영향이 크다. 반면에 정킷, 크레딧, 블랙게임 등과 관련한 불법영업 및 불투명한 회계 관리, 소유권분쟁의 잡음과 편법을 통한 카지노 허가권의 양도ㆍ양수가 빈번하게 발생 하고 있어 각종 범죄의 온상으로 지목되고 있다. 따라서 제주특별자치도 카지노업 감독기구는 이와 같은 카지노업의 폐단을 차단하고, 건전성과 투명성을 확보하고 건전한 관광산업으로 발전시켜 나감으로써 주민의 복지증진에 이바지하기 위하여 출범하였다. 그러나 출범 초부터 조례의 졸속 제정, 감독기구의 조직, 카지노업 관리ㆍ감독의 한계 등 카지노 감독기구의 독립성과 전문성 등에 대하여 많은 문제점이 제기되고 있으면, 논란을 가중시키기고 있다. 따라서 카지노업이 투명하고 건전한 관광산업으로 육성 할 수 있도록 카지노 감독기구의 현황과 법제 현황을 검토하여 법ㆍ제도적 개선 방안을 제시하고자 한다. 한국 카지노산업의 변천 및 카지노 인식에 대한 변화 내용분석

본 연구는 1990년부터 현재(2011년)까지 20여 년간 카지노산업의 변천과정 및 카지노에 대한 전반적인 인식 변화를 통시적 관점에서 파악하고자 하는 목적으로 신문 기사를 통하여 내용분석하였다. 검색 키워드로 ‘카지노’를 포함하는 기사들을 선정하였고, 자료 분석은 Spradley(1980)의 DRS(Developmental Research Sequence)의 모형 총 12단계 중 성분 분석(Componential Analysis)와 분류 분석(Taxonomic Analysis)의 단계에 따라 실시하였다. 또한 전체 조사기간 동안의 카지노에 대한 전반적인 인식 변화 측정을 위해, 신문 사설을 중심으로 우호도를 평가하였다. 실증적 분석 결과, 특히 1990년대에는 카지노에 대한 부정적인 인식이 다수 존재하였으나, 2005년 이후 급격하게 카지노를 관광산업의 중심으로 보고 지원하기 시작하는 등 현재까지 20여 년간 카지노산업의 변천과 인식은 점차 긍정적인 관점으로 변화하고 있다는 사실을 확인할 수 있었다. 신문 사설을 중심으로 한 우호도 평가 지수도 1990년대 초에는 매우 부정적(1점)이었으나, 2005년 이후에는 우호도 지수가 3점 이상으로 상승하면서 긍정적인 인식 수준으로 방향 전환이 되었다고 볼 수 있다. The purpose of this study is to understand the historical path of the Korean casino industry and Korean citizens' perceptions of casinos and gambling by conducting a qualitative contents analysis of newspaper articles collected from 1990 to July 2011. 'Casino' was utilized as search keyword and componential analysis and taxonomic analysis were chosen from Spradley (1980)'s Developmental Research Sequence model. In order to quantify the positive and negative perceptions, editorial newspapers were utilized to maintain objective viewpoints. The editorial newspaper analysis findings indicate that in the early years of 1990s, news paper writing tended to report negative views of the casino industry partially towards a reflection of society's outlook; but that general perception of Casinos resulting from awareness of their economic contribution via tourism obtained more favorable consideration from 2005 onwards. As such, this study offers insights pertaining to the historical path and related public perception of the Korean casino industry via diachronic view point.
