        구 동독 사회정책의 이념과 실제

        The purpose of this study is analyzing the formation of ideology and historical evolution of social policy in former East Germany in connection with the unification of Germany. It pays particular attention to the relationship with the collapse of the DDR and social policy. This study speculates the following questions: in former East Germany, what had been the basic philosophy of social policy?; how social policy in former East Germany had been changed by the time of the Soviet occupation in the critical period until the fall of the Berlin Wall?; what are the characteristics of former East German social policy?; what are the differences between ideology and practice of social policy?; what are impact of, the fall of former East Germany on social policies?; are there any possibilities to get lessons from the DDR experiences for designing social policies in the unification of the Korean Peninsula in near future? This research shows that former East Germany appeared to have several characteristics. First, there was no concept of a consistent form of social policy until 1989. Second, social policies of the DDR are much more comprehensive than the field of social policy of West Germany. Third, special difference between East Germany and other countries in social policies is that social policy in former East Germany is mainly done in within the enterprise level. Fourth, in formal East Germany it was established centralized single social insurance system. Autonomous executive power of formal social insurance has been destroyed, the administration of social insurance has been in charge of Free German Trade Union Federation (FDGB). Fifth, DDR was attempting to expand social policy since 1971. The result of excessive state intervention not based on the economic power had a significant impact on the collapse of the DDR.
