다양한 행정분야에서 토지의 현황지목을 조사하기 위해서 매년 많은 인력과 시간을 투입되고 있다. 하지만 현황지목의 조사 활용체계가 명확하게 구축되어 있지 못하여 현장조사업무가 반복되고 있는 실정이다. 본 연구는 지적공부에 관리되지 않고 있는 현황지목정보를 적용하는 업무에서 발생하는 현장조사 문제를 중심으로 개선방안을 제시하고자 하였다. 이를 위해 지목이 아닌 현황지목정보를 이용하는 세 가지 업무에 대한 분석을 실시하였다. 토지 재산세 산정, 개별공시지가 산정, 공익사업 토지보상금 산정업무 분석을 통해 각각 현장조사를 수행하는 근본적인 이유를 도출했다. 이에 대한 개선책으로 일원화된 조직을 통한 현황지목을 조사·등록·관리하고 부동산 행정정보일원화 사업으로 추진되고 있는 부동산종합공부에 현황지목 등록을 통한 현황지목 활용체계를 제안했다. Much human resources and time have been put to investigate the practical land-use annually. However, the work remains only the stage of repetitive on-the-spot survey because the application system of practical land-use has not been determined clearly. Therefore, we found out the problems of field study in terms of task using practical land-use unrecorded at the cadastral register and suggested the improvement direction. First, we analysed three different task using practical land-use and found out reason of usage in the field of calculation of property tax of land, individual land price calculation, the land compensation calculation business analysis of public utilities. Then, we proposed the registration and use of comprehensive real estate public book under the construction of Information centralized business of real estate management as a systematic application system for practical land-use.

The work establishing effective development and conservation plan and identifying current usage of national territory is an important task of the nation. In spite of the investigation being executed by law up to about 60 different, collecting information, method and time are different between them, so it causes duplication of the budget and policy confusion. And land use listed in the cadastral book officially represents the status of land use, but it is not easy to change according to current use. Therefore collection and information in a consistent manner is necessary to build up. In this study, for the national territory including public waters and underground space, we would like to analyse current land use information collection method and suggest system construction, legal system improvement and information utilization strategies. For the accurate and consistent land management, as a result, 3 dimensional land(include underground, public water and sea etc.) use status inspection and information management is needed. And the new act should be enacted and exclusive organization also be designated. 국토공간의 이용상황을 파악하고 효과적인 개발 및 보존계획을 세우는 일은 국가의 중요 업무다. 그러나 60여개에 달하는 법률에 의해 조사가 이루어지고 있으나 조사대상, 방법, 시기 등이 달라 예산의 중복과 정책의 혼선을 야기하고 있다. 또한 공적장부에 기재된 지목은 공식적으로 토지이용 상태를 나타내고 있으나 현황에 따른 변경이 쉽지 않고 용도를 임의로 변경하여 사용하는 경우에는 이용현황의 종합적인 통계에도 오류가 발생하므로 일관된 방식의 조사와 정보구축이 필요하다. 본 연구에서는 토지뿐 아니라 공유수면과 지하공간까지 포함하는 국토공간에 대해 현행 이용현황조사를 분석하고 조사방법, 시스템구축, 법제도 개선, 정보활용을 위한 방안을 제시하였다. 결과적으로 정확하고 일관성있는 국토관리를 위해 지상 및 지하, 강, 바다 등에 대한 입체적인 현황 조사 및 관리가 필요하며, 이를 위한 법률 제정과 전담조사기관을 지정이 필요함을 알 수 있었다.
