공공기관 경영평가 지표의 타당성에 관한 연구 : 계량평가지표를 중심으로

The public body management evaluation system has been said to improve efficiency and transparency of the public bodies. At the same time it has been criticized for invalidity of its indices. In this article, the validity of quantitative index is examined in terms of the relation of the financial ratios. Considering the correlations analysis results between quantitative index score and financial ratios, the standard validity of quantitative index cannot be said to be satisfactory. Considering the linear regression analysis results, the quantitative index can be said to have the construction validity. Considering expert interview and literature survey, the quantitative index can be said to have the substance validity. Further financial soundness index would be necessary to evaluate more correctly the performance of public bodies. 본 연구는 공공기관 경영평가가 공공기관의 성과를 얼마나 정확히 평가하고 있는가를 분석하였다. 이를 위해 공공기관들의 재무적 건전성을 분석하는 재무비율들과 경영평가지표 중 계량지표 평가 결과 간의 관계에 대한 상관분석 및 선형회귀분석을 통하여 계량평가지표의 기준, 구성, 내용 타당성을 검증하였다. 연구 결과 공공기관 평가유형별로 계량평가 결과와 주요 재무비율간에 상관관계분석을 통해 계량평가 지표의 기준 타당성이 미흡함을 확인하였다. 주요 재무비율과 계량평가 지표와의 관계에 대한 선형회귀분석 결과 부채비율증가율, 총자산증가율 재무비율이 계량평가 총점에 36.5%의 설명력을 가지고 있어 구성 타당성이 일부 제한적으로 있음을 확인하였다. 내용 타당성은 전문가 검증 및 선행연구 등을 통해 계량지표와 재무비율 산식의 구성항목들이 연계성이 있는 지표들은 내용 타당성이 있는 것으로 확인하였다. 본 연구를 통해 발견된 계량평가지표들의 문제점을 개선하고 경영평가의 타당성을 제고하기 위해서는 평가유형별 특성에 따라 재무적 건전성을 평가할 수 있는 시스템이 필요할 것으로 판단된다.

본 연구는 배터리 자동 교환형 전기버스(Smart e-Bus) 시스템의 정착 및 활성화를 위한 최적 전략 수립의 일환으로, 배터리 임대사업의 가치사슬을 재무적 타당성 측면에서 평가하기였다. 이를 위해 Smart e-Bus System의 도입을 통해 새로이 구성될 수 있는 배터리 임대사업의 가치사슬 구조를 분석하였고, 시스템 다이나믹스 방법론을 활용하여 재무적 타당성 평가 모형을 구축하였다. 그리고 실제 서울시 버스 네트워크에 적용하여 배터리 임대사업의 재무적 타당성 분석을 수행하였다. 본 연구의 결과는 향후 Smart e-Bus 시스템 구축전략의 최적화 수준을 높여 사업의 집행의 이해관계당사자들의 참여를 촉진하는데 기여할 것으로 기대된다. The Smart e-Bus system is the automatic battery swapping electric bus system consisting of battery swapping electric buses, battery exchanging platforms and emergency charging systems. Existing electric vehicles`` market is not growing owing to long charging hour, unpredictable travel range, expensive battery price and battery safety issues. By introducing the Smart e-Bus system, we can expect to promote a wide acceptance of electric vehicles in the consumer market. The purpose of this study is to evaluate sustainability of the Smart e-Bus system market. For this purpose, we suggested the financial feasibility analysis model of electric vehicle battery rental value chain using system dynamics approach. This study results are expected to optimize the Smart e-Bus system strategy and promote participation of stakeholders.

블랙-숄즈 모형을 활용한 유비쿼터스 기술 개발 타당성 분석 사례 연구

최근 유비쿼터스 기술에 대한 개발이 유비쿼터스 상거래라고 하는 진보된 전자상거래를 실용화할 수 있는 단계로 접어들고 있다. 따라서 유비쿼터스 기술의 실제 시스템 적용에 대한 타당성 분석이 필요한 시점이며, 이를 위해서는 유비쿼터스 기술과 같은 진행 중인 기술에 대해 가치를 측정하는 방법에 대한 요구가 증대되고 있다. 이에 본 연구의 목적은 재무적 관점에서의 유비쿼터스 기술 개발 타당성을 분석하는 방법론을 제시하는 것이다. 이를 위해 기존의 기술가치 평가를 위해 진행되어 왔던 평가 기법들 중 선물옵션이론의 블랙-숄즈 모형을 채택한 한 평가 모형을 개발하였다. 또한 유비쿼터스 기술 관련 과제 참여 전문가 인터뷰를 통한 실제 사례 분석도 아울러 실시하였다. 그 결과, 콜옵션 가격과 변동성, 유사 기술과의 변동성 대비 등을 통한 유비쿼터스 기술 개발 타당성 평가에 블랙숄즈 모형의 활용 가능성을 확인하였다. Recently, ubiquitous computing technology becomes available to develop advanced electronic commerce:u-commerce. Hence, it is the very time to perform feasibility analysis in applying ubiquitous computing technology, especially estimating economical value of the on-going technology. Hence, the purpose of this paper is to propose a financial value estimating methodology in performing feasibility test on ubiquitous computing technology. To do so, Black and Scholes model is basically adopted. To show the feasibility if the idea proposed in this paper, actual case study through focused group interview with those who are actually performing on-going ubiquitous computing projects. As the result, we validated the possibility of applying Black-Sholes model to assessing feasibility analysis for ubiquitous technology development with the price of call option, volatility, and the comparison with other similar technologies.

This study identified a list of major evaluation items influencing profit values on the assumption of business uniqueness considered in a hotel development project and examined the influence of each item. The analysis results show that the evaluation area of operating profit recorded the highest 47.8%, being followed by sales profit at 30.6% and initial investment at 21.6% in the order. The importance analysis results and research cases were also used to compare and analyze the identified sensitivity. The comparison results reveal that the operating profit stage was the highest, being followed by the sales profit stage and initial investment stage in the order. The study improved analysis by growing out of the restrictive analysis scope in the old researches and comparing different methodologies and proposed a set of plans applicable at the working level.
