국가도서관 장서개발정책 수립에 관한 연구

국가도서관은 한 국가의 지식문화유산인 국가장서를 집중적으로 개발 보존하고 제공해야 할 책무를 지니고 있으며, 이러한 국가적 책무를 수행하는 기관으로서의 정체성과 위상을 유지하기 위해 국가장서의 개발 관리를 위한 장서개발정책의 수립이 필수적이다. 이를 근거로 이 연구는 국립중앙도서관 장서개발정책의 기본적 원칙과 지침을 설정하고 유형별, 매체별, 주제별 장서개발을 위한 지침을 요체로 하는 최적의 정책모형을 제안하였다. 그 기본방향은 모든 관종을 대표하는 국립도서관, 국내의 모든 정보자료를 제출받는 납본도서관, 한국인의 정신세계와 지식문화를 축적 전수하는 보존도서관, 인터넷 정보유통을 선도하는 게이트웨이로서의 정체성과 역할로 설정하였으며, 주요 국가도서관의 장서개발정책을 분석하여 구성체계, 구조적 및 내용적 특징을 도출하고 이를 근거로 선택적으로 벤치마킹하되 변용하였다. 결과로 서문, 장서개발의 대상, 주체, 방법, 장서개발의 우선순위와 기본원칙, 장서개발 기본지침, 주제별 집서수준 지침, 보존관리 및 제적 폐기 지침, 협동장서개발 전략, 장서개발정책(CDP)의 관리주체 및 개정주기로 구성된 국가도서관 장서개발정책 모형을 제시하였다. A national library bears responsibility to collect, develop, manage and preserve the national knowledge resources and heritages. The institution, in order to accomplish this duty, should center on systematically developed collection development policy. This paper, in this regard, strives to propose a model to comprise of basic principles of collection development of a national library in order for the effective management of resources by the types and subjects. Major emphasis was put on the nature of a national library as a legal deposit library, an information gateway, and a repository for national information resources. As a result, a model collection development policy appropriate for a national library has been proposed by analyzing cases in other countries to guide establishing principles for determining and analyzing the types and magnitude of the collection acquisition; by applying the Five-level conspectus to be optimal to collection magnitude; and, by identifying the essential elements in systematic development of national knowledge/information resources.

법원도서관 장서개발정책의 제안에 관한 연구

This study analyzed the library’s library development policy at home and abroad, established basic principles and guidelines for the library’s library development policy, and proposed details of the library’s library development policy. In this study, the vision of the supreme court library was established as an open legal and judicial information center that provides services to the public at the eyes of the general public, as well as a representative law library that focuses The five basic directions for establishing a book development policy to realize this vision are as follows: 1) Book development centered on mission and responsibility as a national representative legal library, 2) Development of books as an open legal/judicial information center for public service, 3) The development of books in line with the changing times and information environment, 4) Development of books by subject and language considering the characteristics of the court library, 5) Development of a collection, preservation, and disposal of data based on consistency and systematicity. It is expected that systematic or strategic book development can be promoted through the development of books in the court library based on policy documents. 본 연구에서는 국내외 법학 관련 도서관들의 장서개발정책을 분석하여 법원도서관 장서개발정책의 기본 원칙과 지침을 설정하고 이를 근거로 법원도서관 장서개발정책 개발(안)과 세부 내용을 제안하였다. 법원도서관의 비전은 크게 각국 법률자료의 체계적이고 포괄적인 수집과 법률정보 제공의 역할을 수행하는 국가 대표 법률도서관과 법조 실무계와 학계종사자 뿐 아니라 일반 국민들의 눈높이에 맞춰 대국민서비스를 제공하는 열린 법률․재판정보센터로 설정하였다. 이러한 비전을 구현하기 위한 장서개발정책 수립의 5가지 기본방향은 1) 국가 대표 법률도서관으로서의 사명과 책무 중심의 장서개발, 2) 대국민서비스를 위한 열린 법률․재판정보센터로서의 장서개발, 3) 변화하는 시대 및 정보환경에 부합하는 장서개발, 4) 법원도서관의 특성을 고려한 주제별․언어별 장서개발, 5) 일관성과 체계성 기반 자료 수집․보존․폐기 장서 개발로 제시하였다. 정책문서에 기반한 법원도서관의 장서개발을 통해 체계적 또는 전략적 장서개발을 도모할 수 있기를 기대한다.

신학대학도서관의 장서개발정책 수립에 관한 연구

본 연구의 목적은 국내 신학대학교도서관의 장서개발정책 수립 요인과 장서개발정책 모형을 제시하기 위함이다. 이를 위하여 장서개발정책 사례로 국외 신학대학교도서관의 장서개발정책 구성요소 및 세부사항을 분석하였고, 국내 신학대학교도서관의 장서개발정책 현황을 파악하기 위하여 설문조사를 실시하였다. 조사 결과를 바탕으로 국내 신학대학교도서관에서 장서개발정책 수립을 위해 고려해야 할 외적 환경요인과 내적 요인을 밝히고 이를 기초로 서문, 장서의 선정, 장서의 수집, 예산, 장서의 유지 및 관리, 상호협력과 지적자유, 장서개발정책 개정의 7개 영역으로 구분하여 국내 신학대학교도서관의 장서개발정책 모형을 제안하였다. The purpose of this study is to propose established factors and a model of collection development policies for the libraries of theological universities in Korea. To achieve purpose of the study, we analyzed of elements and details of collection development policies at libraries of theological universities in overseas. The study then conducted a survey to understand the current status of collection development policies at libraries of theological universities in Korea. Based on the above results, reflecting both the external and the internal factors, the investigator presented a model of collection development policies by identifying seven elements that should be included when developing the policy: prefaces, collection selection, collection gathering, budget, collection maintenance, mutual cooperation and intellectual freedom, and revision of collection development policies.

전문도서관의 전자자료 장서개발정책에 관한 연구

본 연구는 전문도서관 중에서 경제사회 분야 전문도서관의 일반적인 현황과 전자자료의 장서개발 현황을 수서 업무와 장서개발정책에 중점을 두고 조사 분석하여, 실제로 전자자료의 장서개발에 활용할 수 있는 장서개발정책 수립 방안을 제시하는데 있다. 연구 결과 전문도서관의 전자자료 장서개발정책을 수립하기 위한 방안을 제시하면 첫째, 전문도서관 운영의 기본방향과 목표에 따라 단계별로 전자자료의 장서개발과 관련된 여러 요소를 성문화된 정책으로 명시한다. 둘째, 전자자료의 정책을 수립하기 위해 도서관 내에 도서선정위원회 또는 장서개발위원회 등과 같은 조직을 구성해야 한다. 셋째, 전자자료가 일반적으로 인쇄자료에 비해 고가이며, 전문지식을 필요로 하므로 단독으로 구입하기보다는 전문도서관간에 협력을 바탕으로 컨소시엄을 구성하고 유리한 조건에서 구입 비용을 절감해야 한다. 넷째, 전자자료 장서개발 사서는 전자정보 환경에서의 역할과 전문성을 갖출 수 있도록 실질적인 장서개발 업무능력을 제고해야 한다. 다섯째, 전자자료의 활성화를 위해 예산 확보를 위한 정책적인 전략을 세워야 할 것이다. The purpose of this study is to suggest formulation of collection development policies of electronic materials for special libraries related to economy and society. First, according to the basic directions and aims of special libraries, the written collection development policies should be codified. Second, the electronic materials selection committee or collection development committee should be formed at the organization level. Third, the special libraries should make advantageous contracts of purchase based on the cooperations between libraries through the formation of a consortium. Fourth, librarians in charge of collection development need to have substantial work abilities to cope with their role and expertism in the electronic environment. Fifth, to activate electronic materials, the strategy for budget increases should be made.

대학도서관의 디지털장서 개발정책에 관한 연구

도서관이 장서를 디지털화 하고자하는 데에는 크게 두 가지의 목적을 가진다. 첫째는 장서의 보존에 역점을 두어 아날로그 장서를 디지털장서로 변환함으로써 기존 장서를 영구 보존하고자 함이며, 둘째는 기존장서를 디지털화함으로써 이용자에게 편리한 접근서비스를 제공하고자 한다. 본 논문은 대학도서관이 장서의 일부로서 디지털장서를 구축하고자 할 때 고려해야 할 점을 살펴보았다. 디지털도서의 목적과 의미를 개관하였으며 디지털장서 개발정책의 기준을 고찰하였다. 대학도서관의 디지털장서 개발정책 수립 시 고려해야 할 요인들을 논의하였다. 디지털 대상도서 선정기준, 디지털장서의 적정크기, 지식통제 및 자료관리의 필요성, 공동 디지털장서 개발사업의 중요성 등을 살펴보았다. 대학도서관의 디지털장서 개발정책은 전통적인 장서개발정책과 통합되어야 하며 대학도서관의 디지털장서가 연구와 강의를 지원하는 대학의 사명을 충족시킬 수 있는 전략적인 장서로 구축되어야 함을 강조하였다. This paper reviews digital collection development policies of academic libraries in America which attempted to digitize their collections in order to preserve their analog collections and to provide easy access to their digital collections. Such factors as selecting materials for digitization, sustainable size of digital collection, bibliographic control and collection management, coordinated digital collection project are discussed in order to be fully integrated into traditional collection development policies of academic libraries.

대학도서관의 참고 장서개발정책 기본요소 개발에 관한 연구

본 연구의 목적은 참고 장서개발정책의 작성지침 5개를 분석하여 그 기본요소를 파악하고, 이를 토대로 미국의 대학도서관에서 실제로 작성된 참고 장서개발정책 24개를 비교 분석해 봄으로써 참고 장서개발정책의 기본요소와 그 내용을 파악해 보기 위한 것이다. 대표적인 5개의 지침과 24개의 참고 장서개발정책의 분석을 통해 총 9개의 기본요소가 발견되었고, 이 요소들은 다시 5개의 핵심요소와 4개의 선택요소로 구분되었다. 5개의 핵심요소는 (1) 서문, (2) 참고장서의 범위, 크기, 수준, (3) 참고장서의 포맷, (4) 참고장서의 유형, (5) 참고장서의 관리(선정, 제적, 평가, 책임)였다. 본 연구를 통해 파악된 9개의 기본요소와 그 내용들은 앞으로 참고 장서개발정책의 작성을 시도하는 모든 대학도서관에서 기본 틀로 활용될 수 있을 것이다. The purpose of this study is to examine 5 writing guidelines of reference collection development policy(RCDP) and to identify major elements of RCDP through the comparison and analysis of 24 RCDP in academic libraries in the U.S. As a result of this study, a total of 9 elements(5 core elements and 4 selective elements) were identified. Five core elements were (1) introduction, (2) scope, size, and level, (3) format, (4) types, and (5) management(i.e., selection, weeding, evaluation, and responsibilities) of reference collection. The results of this study would be helpful to those academic libraries which are planning to write RCDP in academic libraries in the near future.

공공도서관 장서평가를 위한 소장도서 이용도 및 핵심장서 분석에 관한 연구 - 광진정보도서관 사례를 중심으로 -

본 연구는 국내 공공도서관의 장서개발정책을 위하여 장서평가 방법을 실증적 데이터에 적용함으로서 그 활용 가능성을 제시하는데 목적이 있다. 이러한 목적을 위하여 서울시 광진정보도서관의 최근 10년간 장서대출 데이터를 활용하여 도서관 장서평가 방법 중에서 가장 신뢰성이 높은 Bonn의 이용계수, 소장도서 장서회전율과 Trueswell의 80/20 법칙을 적용하였다. 분석내용은 소장도서의 전체적 분석과 주제별 분석으로 장서평가에 대한 실질적인 가치와 의미를 부여하도록 하였다. 주요 분석항목으로는 연도별로 소장도서 전체 및 주제별 이용도 분석과 연도별로 대출 핵심장서의 비중 분석으로 구성되어 있다. 분석 결과, 장서 전체 이용도와 주제별 이용도의 변화를 분석함으로써 도서관에서 수행된 업무와 이용도 간의 관련성을 파악할 수 있으며, 장서대출 데이터 분석으로 이용자들의 장서 이용패턴에 대한 변화와 도서관 프로그램에 대한 지역주민의 평가를 파악할 수 있다. 아울러 대출도서 핵심장서의 비중 분석을 통하여 효과적인 수서정책을 위한 근거자료를 제시할 수 있다. The purpose of this study is to suggest the usability of collection evaluation methods for collection development policy in public libraries. To achieve this purpose, this study applied Bonn's Use Factor, Turnover Rate of Collection, and Trueswell's 80/20 Rule to actual circulation data of the Gwangjin District Public Library in Seoul during last ten years. This study added practical meanings and values in collection evaluation through the analysis of total holdings and subject classes. Main items of analysis are the rate of use to total holdings and to holdings in specific subject classes by year, and the rate of core collection circulation by year. The results show relations between the rate of use and library's performance through the analysis of the rate of use both total holdings and subject classes. The results also figure out user's patterns and library appraisal of community users through the analysis of circulation data. In addition, the analysis of core collection gives a good basis for an effective collection development policy.

국가장서개발정책 기본모형 연구

정보자원의 지속적 증가와 다양화 그리고 네트워크를 이용한 정보 접근과 활용 등 정보환경의 변화로 도서관 장서개발 정책은 더욱 정교하게 변화되어야 하는 상황에 있다. 국립중앙도서관은 이러한 시대적 조류를 반영하고 그 역할과 사명을 다하기 위하여 보다 체계적이고 합리적인 국가장서개발정책을 수립해야 할 것이다. 본 연구에서는 우리나라와 주요 선진국의 국립도서관 장서개발정책을 조사하고 이를 기반으로 우리나라 국가장서 구축을 위한 기본모형을 도출하였다. 기본모형은 크게 하이브리드장서 구축, 협동연계장서 구축, 장서 평가, 그리고 장서개발정책 성문화 등 네 가지의 서브모형으로 구성되어 있다. 모형별 세부 내용과 추진방안이 제시되었다. A more sophisticated library collection policy is required due to the changing information environment. Both traditional resources and diversified networked information resources are increasing continuously. The National Library of Korea should construct a systematic collection development policy in order to fulfill its mission. The purpose of this study is to develop a basic framework that is intended to improve the coverage of national collection. Examining previous studies and the national collection development policies of major advanced countries, a model consisting of four sub-models has been proposed. It includes hybrid collection, cooperative linking collection, collection evaluation, and a collection policy statement. Details of the sub-models and strategies are described.

A Trend Study on Collection Development Policy for Science and Technology Information Resources

세계의 대표적인 국가 과학기술정보기관들은 국가 경쟁력을 증진하기 위하여 연구자들에게 연구개발정보를 제공하고 있다. 장서개발정책은 과학기술정보기관이 연구개발을 위한 정보자원을 선별하고 정보자원을 상호 연계하여 정보네트워크를 구축하기 위한 가이드라인이다. 본 논문은 국가 과학기술정보기관의 장서개발정책의 주요 요소를 도출하기 위해서 미국의 국가의학도서관 (NLM), 영국국립도서관 (BL), 캐나다과학기술정보연구원 (CISTI), 한국과학기술정보연구원 (KISTI)의 장서개발정책을 분석하였다. 본 연구의 결과는 과학기술정보기관들이 장서개발정책 수립시 가이드라인으로 활용할 수 있을 것이다. World leading national science technology information institutes provide scientists with R&D information for increasing national competitiveness. Collection development policy is the guidelines for the science technology information institutes that identify information resources and connect them together to build an information network for supporting R&D. In order to draw main elements of the collection development policy for national level science and technology information institutes, this paper analyzed the policies of National Library of Medicine (NLM), British Library (BL), Canada Institute for Scientific and Technological Information(CISTI), and Korea Institute of Science and Technology Information(KISTI). The results of this study can be used as the guidelines for the science and technology information institutes for establishing collection development policy.

학술연구 : 대학도서관 경제학분야 장서평가에 관한 연구 -P대학교도서관을 중심으로-

이 연구는 장서평가를 통해 장서의 강점과 약점을 파악하고 최적의 장서를 위한 기초를 제공하는 데 목적이 있다. 본 연구에서는 P대학교도서관의 경제학분야 장서를 대상으로 장서평가를 수행하였다. 장서평가의 방법으로 장서 통계 및 이용통계에 의한 분석 및 리스트체킹을 통한 장서 유용성 분석을 수행하였으며, 이를 통해 P대학교도서관의 현재 장서 구성의 문제점을 지적하고 개선점을 밝히고자 하였다. 이상의 논의들을 통해 제시한 개선점들을 장서개발에 반영하여 최적의 장서 구성을 위한 기초를 마련하는데 도움이 되기를 기대한다. The purpose of this study is to understand the strength and weakness of collection through the collection assessment and to provide a basis for best collection. This study performs a collection assessment with the economics collection in P university library. The evaluation method used for this study is the analysis by collection and use statistics and the analysis of usefulness of collection by list-checking. This study pointed out the problems of present collection of P university library and suggested some solutions for them. This study expects the foundation of the best collection through reflection of the solutions mentioned.
