이 논문은 민주시민역량 개념을 학생들의 사회참여 활동과 관련지어 제시하고자 한다. 기존 연구성과들이 민주시민역량 개념을 포괄적이고 일반적인 관점에서 제시한 것과 달리, 이 논문은 사회참여에 초점을 맞추어 이론적 차원에서 제시한다. 이론적 작업을 위해 하버마스가 의사소통행위론에서 의사소통의 타당성 요건으로 제시한 진실성, 진리성, 정당성, 이해가능성을 출발점으로 삼는다. 민주시민교육의 목표로 의사소통행위 역량의 함양을 제시하고, 하위 핵심역량으로 자아성찰역량, 정보활용역량, 가치판단역량, 상호작용역량을 제시하였다. 위의 핵심역량들을 활용하여 선행 연구들이 제안한 다양한 역량 개념들을 재구성함으로써, 구체적인 상황에 필요한 다양한 역량들을 4개의 역량 개념으로 구성할 수 있음을 보여준다. 그리고 이러한 접근이 현실 교육에서 무리 없이 적용될 수 있음을 최근의 토론수업 사례를 제시하여 보여준다. The purpose of this paper was to present democratic citizens’ competence to be nurtured through democratic citizenship education in schools, focusing on students’ social participation activities. Unlike the existing research achievements presented from a comprehensive and general perspective on democratic citizenship education and competence, this paper features the competence to influence social participation of students on a theoretical level. For the theoretical work, the truthfulness, truth, rightness, and understandability presented by the Habermas as the feasibility requirements for communication in the theory of communicative action were used as starting points. The communicative action competence was presented as a meta competence of democratic citizenship education. The concepts of competence in response to the validity claims of the Harbermas presented four key sub-competence: self-reflection, information use, value-judgment, and interaction. Using four core competencies, the various competency concepts proposed by the preceding studies were compared and explained in practice. And I showed a recent discussion class that my views can be applied without undue force in real-life education
