This study is designed to precisely understand budgetary formation in Korea Coast Guard(KCG) that plays a crucial role in the marine security and safety, and to scrutinize its relevant problems, which can effectively promote budgetary formation even though KCG goes through reorganization. This study examines police budgetary formation from 2012 to 2014 and its relevant reports by National Assembly Budget Office, further reviews media reports as well as its relevant policy reports. Results indicate several problems; there are insufficient performance of execution and scant formation in terms of budgetary formation. Concretely, the absence of standard for priority in budgetary formation, organizing budget formation without considering performance of execution, insufficient response to matter of concern are main problems. Implementing works using AHP analysis with regard to budgetary prioritization in coast security and safety should be preceded and establishing monitoring systems on budgetary execution with regular field inspection are required to solve these problems. In addition, it is highly necessary to establish strategy and higher-level offices` supervision for swiftly responding to matter of concern in terms of budgetary formation and execution.
