산업체 수요 기반 산업보안 교과과정 개선방안에 관한 연구 : 경남지역 산업보안 담당자 인식도 조사를 중심으로

디지털 변혁과 더불어 기술 패권주의가 확대되고 있는 최근의 보안환경을 고려할 경우, 산업 체 수요에 기반한 산업보안 교과과정의 구성 및 운영 필요성이 그 어느때 보다도 크게 부각되고 있다. 이에 본 연구에서는 산업체에서 필요시 되는 산업보안 교과과정을 산업체 수요에 기반하 여 확인해 보기 위해 경남지역 소재 기업체에 근무하고 있는 산업보안 담당자들을 대상으로 주 요 산업보안 교과과정에 대한 인식도 조사를 수행하였다. 분석결과, 산업보안 담당자들은 모든 산업보안 교과과정이 중요도에 비해 기업 내외부에서 실제 수행되고 있는 교육 실행 정도가 낮 은 것으로 인식하고 있었으며, 특히 일부 교과과정에 대해서는 앞으로 교육 확대 및 축소 등이 필요하다고 인식하고 있음을 확인할 수 있었다. 끝으로 기업 규모에 따라서도 산업보안 교과과 정 수요가 상이할 수 있음을 확인할 수 있었는데 이와 같은 결과는 국내 산업보안 교육과정 설계 와 운영에 있어서 학교와 산업체 현장에서 발생할 수 있는 교과과정과 직무연관성간의 차이 (gap)를 극복해 볼 수 있는 대안을 제시하였다는 점에서 그 의미가 크다. Along with the digital transformation, the expansion of technology hegemonism demands a new security environment. In other words, the need for the composition and operation of industrial security curriculum based on industry demand is becoming more prominent than ever before. In this study, the recognition survey was conducted to check the industrial security curriculum required by the industry. As a result of the analysis, industry security officers recognized that all industrial security curriculum were less effective in implementing education both inside and outside the company than in importance. In addition, it was confirmed that some curriculum in particular need to expand or reduce education in the future. Finally, it was confirmed that the demand for industrial security curriculum could depending on the size of the company. These results are significant in that they presented alternatives to overcome differences between curriculum and job relevance that may arise at schools and industrial sites in the design and operation of industrial security curriculum.

산업보안 분야의 인재양성을 위한 교육과정 개선방안

21세기 초 시작되었던 정보화의 바람이 점차 급변하며 고도화되는 시대적 흐름에 따라 학문분야와 학제간을 넘어 융·복합학이라는 새로운 신 학문의 시대를 펼쳐나가고 있다. 사회적 흐름 시대적 요구에 따라 다양한 분야의 지식과 경험을 복합적으로 활용할 수 있는 창의적 ·융합적 인재의 양성이 점차 필요해지고 있으며, 최근 국가적 보안이슈로 부상한 산업기술유출과 기업자산에 대한 보호가 점차 중요해짐에 따라 국내에도 산업보안학과가 개설되어 전문보안인력의 양성을 도모하고있다. 한세대, 중앙대, 극동대, 동국대, 성신여대 등 산업 및 융합보안학과 학사과정이 개설되어 본격적인 인력양성에 힘쓰고 있으나, 그 수요 요청에 비해 산업보안관련 학과의 수는 절대적으로 부족한 편이고, 아직 산업보안학과를 대표할 만한 공통 표준커리큘럼에 대한 합의는 이뤄지지 않고 있어 공통 커리큘럼의 수립을 통해 산업보안 학문과 학과의 발전을 위한 연구가 반드시 필요하다. With the trend of information service that began in the early 21st century, rapidly changing and becoming more advanced, the new academic era of convergence and convergence is unfolding beyond academic fields and institutions. As it is increasingly necessary to foster creative and fusion talents who can utilize knowledge and experience in various fields in accordance with social flow era needs, and as the recent national security issue has become increasingly important, industrial security departments have been opened in Korea to foster professional security personnel. Research is necessary to develop industrial security studies and studies through the establishment of a common curriculum, as the number of industrial security-related departments is absolutely insufficient compared to the demand for them, and there has yet to be an agreement on a common standard curriculum to represent the department of industrial security.

일반 국민들의 산업보안 인식에 관한 연구 : 산업보안정책 지지를 중심으로

대부분의 산업보안 연구들에서 일반 국민들의 산업보안 인식은 자주 언급되고 있다. 산업보안 연구에서 일반 국민들의 인식 부족은 산업보안 문제점의 중요한 원인이며, 더불어 일반 국민들의 인식 향상은 산업보안의 중요한 대책이다. 이 연구는 일반 국민들의 산업보안 인식을 조사하여 관련 법률 인식의 필요성, 산 업기술 유출의 심각성, 산업보안의 중요성, 관련 기관 역할의 중요성, 전문 인력 양성의 필요성 등 산업보안정책 지지에 미치는 영향을 검증하였다. 분석한 결과에 의하면 ① 일반 국민들의 산업보안 인식이 저조하며, ② 산업 보안 관련 정부기관들이 제대로 역할을 못하고 있으며, ③ 일반 국민들의 산업 보안 인식은 산업보안정책 지지에 긍정적인 효과가 있는 것으로 나타났다. 분석 결과를 바탕으로 산업보안을 강화하기 위한 대책을 제시하면 ① 일반 국민들을 대상으로 산업보안에 대한 인식을 향상시키며, ② 국가정보원 산업기밀보호센터 와 한국산업기술보호협회의 활동을 강화해야 하며, ③ 일반국민들이 산업보안에 대해 자주 접할 수 있도록 다양한 접촉경로를 모색해야 한다. In the research on industry security, public awareness of industry security has been commonly mentioned. Many industry security studies point out that lack of public awareness of industry security is one of the major problems of industry security. Thus, enhancing public awareness on industry security is essential for industry security. The current study investigated the public's perceptions of industry security and its effects on the importance of awareness of related law, the seriousness of outflow of industry technique, the importance of industry security, the significance of role of relevant agency, and the necessity of cultivating professional manpower. Research findings are (1) public awareness of industry security is low, (2) government agencies related to industry security doesn't fulfill its roles, and (3) public awareness of industry security positively influences support for the industry security policies. Based on research findings, three policy implications are presented to strengthen industry security. First, public education is needed to enhance public understanding of industry security. Second, the roles of Industry Security Protection Center of National Intelligence Service(NIS), and KAITS need to be enhanced. Third, in order to reinforce public awareness of industry security, various channels for access to this issue need to be identified.

공공부문 정규직 전환 및 의무경찰제도 폐지에 따른 보안산업 변화에 대한 인식

With the government policy on converting contract workers to full-time employees, there have been significant changes about the security personnel at the nation’s critical facilities, including the National Assembly Building and airports. Moreover, the scheduled disbandment of the conscripted police force in 2023 has raised concerns about security management at different government agencies. To examine the college students’ perceptions on the possible alternatives to fill the expected security gap, 234 undergraduate students of security management and protection in the Seoul metropolitan region were surveyed. Particularly, a comparative analysis was conducted on the legal bases and supervision, the employment types and salaries, and the scopes of responsibility and authority of suggested alternatives were compared. The results showed that utilization of private police forces was thought to be the most effective option. Based on the research findings, the university departments should develop and maintain a quality curriculum to educate their students to be prepared security professionals with a focus on emergency response capabilities and martial arts, including the courses on private police law and emergency rescue and cardiopulmonary resuscitation (CPR). “공공부문 정규직 전환”이라는 정부의 정책 변화에 따라 국회, 정부청사, 인천공항 등 국가중요시설에 대한 보안산업에 상당한 변화가 일어나고 있다. 또한, 현역병 지원감소 등의 이유로 2023년 의무경찰 제도가 폐지하게 되어 국회, 정부청사, 경찰청 등 국가중요시설뿐만 아니라 경찰관서, 국회의장 등의 공관 및 전직 대통령 사저 등에서 기존 의무경찰이 담당하던 시설경비업무를 대체할 수 있는 인력 마련이 시급한 현실이다. 이에 따라 본 연구에서는 대체 인력으로 거론되고 있는 청원경찰, 특수경비원, 방호원의 법적근거 및 관리감독, 고용형태 및 임금, 직무범위 및 직무권한에 대한 비교분석을 실시하였으며, 수도권 5개 대학(2년제 전문대학 3개, 4년제 대학교 2개)의 경호 및 보안 관련 학과에 재학 중인 학생 234명을 대상으로 설문조사를 실시한 결과 청원경찰로 대체하는 것이 가장 효과적인 방안이라 할 수 있다. 이러한 보안산업의 변화에 따라 경호 및 보안 관련 학과에서는 청원경찰로의 취업 등 우수한 인력을 양성하기 위해 ‘위급상황 대처능력’, ‘무도능력’을 중심으로 학생들의 다양한 능력을 향상시키기 위해 노력해야 한다. 또한, ‘무도 단증’과 ‘응급구조 및 심폐소생술’, ‘경비지도사 및 신변보호사’ 등의 자격증을 취득하기 위한 ‘무도실기’, ‘청원경찰법’, ‘응급구조 및 심폐소생술’ 등의 과목을 경호 및 보안 관련 학과 교육과정에 적극적으로 반영할 필요성이 있다.
