정수장학회(구 5.16장학회)는 장학 사업을 하는 공익법인이다. 1961년 쿠데타로 집권한 박정희는 당시 부산지역의 대표언론사였던 김지태 소유의 부산일보, 부산문화방송과 토지등을 강제 헌납 받아 5.16장학회를 설립했다. 이후 5.16장학회는 부산일보, 부산문화방송, 문화방송 등의 실질적 사주로서 막대한 영향력을 행사했다. 지금도 정수장학회는 부산일보 주식 100%, 서울MBC 주식의 30%, 경향신문사 건물 부지를 소유하고 있다. 언론사와 토지를 사실상 ‘강탈’당한 김지태씨와 그 유족들은 지속적으로 재산의 반환을 요구해 왔다. 1970년 이후 국회에서도 논란거리였다. 지난 2005년에는 국정원의 진실위원회에서, 2007년에는 과거사위원회에서 부일장학회 헌납사건 등을 조사하고 원상회복을 권고했지만 아직도 해결되지 않고 있다. 정수장학회 문제 해결을 위해서는 정수장학회 거버넌스를 공영으로 바꾸고 부당하게 소유하고 있는 언론사 지분을 유족과 해당언론사에 무상 반환하는 것이 바람직하다. Jung-Soo Scholarship Foundation(previously, 5.16 Scholarship Foundation) is public association for public service. In 1961, Junghee Park who took power through military coup established 5.16 Scholarship Foundation by the votive offerings including Busan Ilbo that belongs to Jeetea Kim and is one of the leading newspaper in Busan, Busan Munhwa Broadcasting Company, a land forcibly from Jeetea Kim. Since then, 5.16 scholarship association wielded strong influence over Busan Ilbo, Busan Munhwa Broadcasting Company, Munhwa Broadcasting Company(MBC) as an actual company owner. Even now, Jung-Soo Scholarship Foundation is possessing 100% shares of Busan Ilbo, 30% share of Seoul Munhwa Broadcasting Company, and Kyounhyang Sinmun’s building site. Jeeteas Kim and his bereaved family who are actually robbed of media companies and a land continue to reclaim their properties. After 1970, it is a subject of considerable debate in the National Assembly continuously. Even though the Truth Commission of Korean National Intelligence Service in 2005 and the Past Affairs Commission in 2007 investigated Buil scholarship association offering case and advised restoration, it has not solved yet. To solve the problem of Jung-Soo Scholarship Foundation, it is desired that the governance of Jung-Soo Scholarship Foundation change to public management, and Jung-Soo Scholarship Foundation is taking unjustified possession of media companies’ shares give back to Kim’s bereaved family.
