한국음식의 세계무형문화유산 등재전략에 관한 연구

본 연구는 지중해·멕시코·프랑스 등 세 지역의 음식 문화가 유네스코가 선정하는 세계무형문화유산에 일제히 등재되면서 "먹는 문화"에 대한 관한 관심이 고조된 것을 계기로 한국음식의 세계무형문화유산 등재전략을 제시하고자 했다. 또한 음식문화가 유네스코 세계유산에 올라간 것은 이번이 처음이기 때문에 각국의 음식문화의 문화유산 등재전략에 대한 사례분석을 하고 있다. 음식 자체는 유네스코 무형문화유산 등재 대상이 아니기 때문에 이들 지역은 식재료를 얻는 방법, 요리법 전수 방식, 식사법, 요리에 대한 전설 등을 아우르는 음식 문화 전반을 올려서 등재가 된 것을 계기로 음식문화를 유네스코 문화유산에 올리기 위한 각국의 경쟁은 한층 더 가열될 전망이다. 이에 본 연구는 기존의 무형문화유산 등재관련 선행연구에서 지적한 무형문화유산 관련 법의 제정과 정부 및 민간의 지속적인 관심 등을 중심으로 한국 음식문화의 유구한 역사와 철학, 그리고 풍부한 이야깃거리를 지니고 있는 한국음식의 세계무형문화유산 등재를 위한 외국의 선행사례를 분석하여, 향후 진행되는 세계 각국의 음식문화전쟁에 임할 구체적인 전략을 제공하였다. 연구결과, 가장 중요한 것은 등재 추진국가의 사례분석결과에서처럼 철저한 사전조사와 전략적인 접근, 그리고 대폭적인 정부지원과 전국민적인 관심이라는 점이다. 이제 시작된 음식문화전쟁을 고려할 때 앞으로 정부의 높은 관심과 정책적·제도적 지원은 더욱더 적극적이고 시급하게 이루어져야 할 것이다. 또한 장기적인 안목을 가지고 구체적인 전략적 접근이 필요하며, 이를 위해 해당 음식에 대한 발 빠른 문화재 지정 등 국가의 지원이 중요하다는 점을 지적하였다. French, Mediterranean, and Mexican cuisines were added to the list of the UNESCO World Intangible Cultural Heritage. Italy, Spain, Greece and Morocco jointly applied for Mediterranean cuisine. Though intangible cultural heritage includes oral culture, cultural festivals, and traditional music and dance, this was the first time for food culture to be selected. Since cuisine itself cannot be put on the list, the countries focused on procuring food resources, table manners and setting, or cuisine-related stories. This research was installed to raise people's pride and interest in cultural heritage and conservation as well as to promote the registration as a heritage. This study method consists of literary investigation and case analysis. Literary investigation includes theses on regional newspaper articles, food management books, culture and society books, investigation data and publications of related agencies, etc. Through the theoretical and case study on the Korean food for registration of world intangible cultural heritage, the result was obtained as follows. First, to analysis the identity of Korean food. Second, to raise the public's consciousness on the Korean food. Third, to assign a national policy projects. Fourth, to promote making a laws of intangible cultural heritage. Finally, to revitalize the seminar and festivals for the registration of world cultural heritage in the Korean food. Korean food development needs to be connected with the registration of world intangible cultural heritage through which the potential energy of Korean food will possibly be discovered and redefined.

『무예도보통지』유네스코 세계기록유산 등재 방안

이 연구의 목적은 『 무예도보통지』의 유네스코 세계기록유산 등재 전략과 과제를 검토하는 것이다. 이에 대한 결론은 다음과 같다. 첫째, 1790년(정조 14) 정조의 명에 의해 편찬된 『 무예도보통지』는 전체 5권 5책으로 구성되어 있다. 당시의 한국⋅중국⋅일본 등 동아시아 단병무예를 가장 집약적으로 보여줄 수 있는 군사관련 무예기록유산이다. 둘째, 세계기록유산 등재절차는 신청서접수, 조사, 평가, 권고, 국제자문위원회에 제출, 등재까지 6단계로 진행되며, 소요되는 기간은 2년이다. 셋째, 세계기록유산 등재에 관한 구체적인 주요기준은 첫째, 유산의 진정성(Authenticity)으로 해당 유산의 본질 및 기원(유래)을 증명할 수 있는 정품이어야 한다. 둘째, 독창적(Unique)이고 비(非)대체적(Irreplaceable)인 유산으로 특정 기간 또는 특정 지역에 지대한 영향력을 끼쳤음이 분명한 경우이다. 셋째, 세계적 관점에서 유산이 가지는 중요성이다. 한 지역이 아닌 세계적으로 어떠한 영향을 끼쳤는지 여부와 시간(Time), 장소(Place), 사람(People), 대상/주제(Subject/Theme), 형태 및 스타일(Form and Style)의 다섯 가지 요소 중 한 가지 이상 증명할 수 있어야 한다. 넷째, 보조 요건으로 ①희귀성, ②원 상태로의 보존(Integrity). ③위협(Threat), ④관리 계획(Management Plan)이다. 넷째,『 무예도보통지』 세계기록유산 등재과제는 다음과 같다. ①『 무예도보통지』의 서지학적 연구를 통한 귀중본 또는 보물 지정이 필요하다. ②『 무예도보통지』에 대한 영문 번역본 사업이 필요하다. ③『 무예도보통지』유네스코 기록유산 등재추진위원회가 준비되어야 한다. ④『 무예도보통지』등재를 위한 정부와 민간 관련 부처, 학계의 긴밀한 협조체제가 이루어야 한다. ⑤『 무예도보통지』 세계기록유산 등재를 위해서는 유네스코가 지향하는 등재기준과 조건을 충족해야 한다. ⑥『 무예도보통지』 세계기록유산과 세계무형유산 등재를 위한 기반을 마련해야 한다. 다섯째,『 무예도보통지』는 세계기록유산 등재 과제를 보완함으로써 유네스코 세계기록유산 등재를 추진해야 한다. 북한이 2016년 아시아태평양 세계기록유산으로『 무예도보통지』를 등재했듯이, 우리나라도『무예도보통지』에 대한 충분한 가치와 위상을 가지고 준비해야 하며, 세계인들에게 우리의 우수한 기록문화 정신과 진정성을 보여줘야 할 것이다. This research aimed at examining the strategy and task for UNESCO Memory of the World registration of 『 Muyedobotongji』. Research results are as follows. First,『 Muyedobotongji』published by King Jeongjo in 1790(Jeongjo 14th year) was composed of 5 books in 5 editions on the whole. This is military martial arts record heritage that could show East Asian Danbyung martial arts of Korea⋅China⋅Japan most intensively. Second, Memory of the World Registration procedure is proceeded in 6 stages, i.e. application form receipt, investigation, evaluation, recommendation, and submission to international consultation committee, and registration, required time thereof is 2 years. Third, concrete and major standards related to Memory of the World registration are, first, it should be the true one that can verify the essence and the origin(beginning) of the relevant heritage based on the authenticity thereof. Second, it should be the definite case that has had significant influence on a specific period or specific region as a unique and irreplaceable heritage. Third, importance of the heritage based on the global viewpoint. Whether of influence of the world beyond a region, in respect of over one factor among the five factors, i.e. Time, Place, People, Subject/Theme, and Form and Style should be verified. Fourth, subsidiary factors are ①Rarity, ②Integrity, ③Threat, and ④Management Plan. Fourth, Memory of the World registration plans for『 Muyedobotongji』 are as follows. ①Designation of rare unit or treasure of『 Muyedobotongji』 through bibliographical research is required. ②English translation project of 『 Muyedobotongji』 is necessary. ③UNESCO Memory of the World registration promotion committee for『 Muyedobotongji』 should be prepared. ④Close cooperative system among the government, private relevant division, and academic circle should be prepared for the registration of『 Muyedobotongji』. ⑤For Memory of the World registration of『 Muyedobotongji』, registration standards and conditions that UNESCO aims at should be satisfied. ⑥Basis for Memory of the World and World Intangible Heritage registration should be prepared for『 Muyedobotongji』. Fifth, UNESCO Memory of the World registration should be promoted by complementing the task for the Memory of the World for『 Muyedobotongji』. As North Korea registered『 Muyedobotongji』 as 2016 Asia Pacific Memory of the World, we should prepare enough value and status for the registration of『 Muyedobotongji』, also, should show the spirit and authenticity of our excellent archival culture to the world.

The objective of this study is to examine the tasks for listing martial arts of 『Muyedobotongji 』 on the UNESCO Representative List of Intangible Cultural Heritage of Humanity. The conclusions are like below. First, 『Muyedobotongji 』 was published in 1790(14th year of King Jeongjo). The 24 martial arts of 『Muyedobotongji 』 were basically divided into three types like stabbing, chopping & cutting, and hitting. Second, the value of martial arts of 『Muyedobotongji 』 is highly evaluated because it has systematically put together the martial arts of three countries like Korea, China, and Japan of the 18th century, suitable for the actual status of Joseon Dynasty, in the new perspective. The value of 『Muyedobotongji 』 as a Memory of the World is the martial arts book emphasizing the practicality, so that everyone including officers and soldiers could easily learn. Third, the procedure of registering martial arts of 『Muyedobotongji 』 in the UNESCO Representative List of Intangible Cultural Heritage of Humanity has three stages including preparation/submission, screening, and decision, which takes two years. Especially, the screening assistance organization, as an organization under the Intangible Cultural Heritage Convention Intergovernmental Committee is composed of total six countries(one for each area) out of 24 member countries. Fourth, the tasks for listing martial arts of 『Muyedobotongji 』 in the UNESCO Representative List of Intangible Cultural Heritage of Humanity are like following. ① It would be necessary to conduct a total inspection of the collection of 『Muyedobotongji 』. ② It would be necessary to designate the martial arts of 『Muyedobotongji 』 as the municipal/provincial/national intangible cultural heritage. ③ It would be needed to standardize the practical martial arts technique/movement of 『Muyedobotongji 』. ④ The historical evidence of martial arts costumes/weapons of 『Muyedobotongji 』 should be studied. ⑤ A committee for the registration of martial arts of 『Muyedobotongji 』 in the UNESCO Representative List of Intangible Cultural Heritage of Humanity should be organized. ⑥ There should be a close cooperation system between relevant departments like the World Heritage Team of Cultural Heritage Administration and the Ministry of Foreign Affairs. ⑦ Domestic/foreign data related to martial arts of 『Muyedobotongji 』 should be comprehensively collected to meet the registration standard of UNESCO. ⑧ The registration type of Intangible Cultural Heritage of Humanity should be prepared.
