사립대학교 도서관경영의 도서관장의 경영관 조사 분석

The purpose of this study is to investigate private university libray directors’ managerial roles and their views on university library management. Data were collected by sending questionnaires to 103 library directors of member libraries of Korean Private University Library Association. Overall managerial viewpoints of library directors were analyzed, and hypothesis were tested to prove the relationship between director’s professionalism and their managerial style. The importance of university library directors’ role and responsibility were emphasized, and the necessity of entrusting library directors with professional knowledge were suggested. 본 연구는 국내 사립대학교 도서관장의 경영관을 조사해 보고, 도서관장의 전문성과 도서관경영에 관계가 있는지를 밝혀보고자 함에 목적을 두었다. 한국사립대학교도서관협의회의 103개 회원관의 현직 도서관장들을 대상으로 질문지를 배부, 자료를 수집하였으며, 도서관장의 직무수행에 관한 사항 및 직무수행 전반에 대한 견해를 조사 분석하였다. 분석과정에서 도서관장의 전문성과 도서관경영방식 및 견해와의 관계에 대한 가설검증을 하였다. 분석된 자료를 토대로 하여 대학도서관장의 책임과 역할에 대한 중요성과 대학도서관에의 전문직 도서관장의 필요성에 대하여 제언하였다.

도서관 ESG 경영평가지표 개발에 관한 연구

사회적․환경적 이슈에 대한 인식이 증가함에 따라 ESG 경영에 대한 관심이 높아지고, ESG 경영평가의 영향력은 점점 더 강해지고 있으며, 도서관도 ESG 경영평가에 참여할 필요가 있다. ESG 경영을 도서관에 적용하기 위해서는 도서관에 적용 가능한 ESG 경영을 정의하고 범주를 확인한 후, 먼저 적용과 지속적인 환류를 전제로 평가지표 개발이 필요하다. 이에 본 연구에서는 기업을 포함하여 공공기관 ESG 경영평가지표를 포괄적으로 살펴보고 이로부터 도서관에 적용가능한 ESG 경영평가지표를 제안하고자 하였다. 이를 위해 ESG 관련 선행연구 조사․분석, 선행연구 기반 도서관 ESG 예비경영평가지표 도출, 예비경ㅇ평가지표에 대한 전문가 FGI 의견 수렴, 전문가 FGI 의견 수렴 기반 1차 도서관 ESG 경영평가지표 개발, 1차 도서관 ESG 경영평가지표의 적합도 조사과정을 거쳤다. 최종적으로 환경 영역은 총 25개 항목, 사회 영역은 총 56개 항목, 지배구조 영역은 총 32개 항목을 선정하였다. 향후 연구에서는 이 지표를 기반으로 도서관을 대상으로 ESG 경영평가를 수행할 필요가 있다고 본다.

정보화경영시스템의 도서관 적용에 관한 연구

비영리 조직인 도서관에서 정보화가 차지하는 비중이 점차 증대됨에 따라 시스템에 대한 감리와 통제만으로 지식정보자원관리를 조직의 경영목표에 적합하도록 유지하는 것이 어렵게 되었다. 그러므로 조직의 종합적인 경영체제 내에서 전체 경영활동과 통합되고 융화될 수 있도록 정보화 경영시스템의 적용이 필요하다. 도서관에서도 조직의 전략적 측면이나 사회 ·경제적인 요구들을 포함하는 포괄적인 문제를 고려하여 지식정보화 촉진과 경영혁신을 추구해야 한다. 본 연구는 모든 도서관에 적용할 수 있는 표준화된 규격으로 정보화경영시스템의 적용을 검토하였다. 이를 위해 지금가지 다양하게 개발된 도서관 성과지표와 정보화경영시스템의 수준평가표를 비교, 분석 하였으며, 도서관은 정보화경영시스템 도입을 통하여 조직의 효율성과 이용자 만족을 제고하고 나아가 국가경쟁력을 향상시킬 수 있게 될 것이다. According to increase share ratio of information on library be unable bring to maintain knowledge and information resource management for information audit and control on management vision in non-profit organization. Application of information management system was necessary to the systems integration and total management activity in total management system of organization. Library must be to investigate knowledge and information promotion and management innovation needs to consider to gather into a bundle problems to include social and economic requirements. This research be able to adaption all library standardization rule review adapt ability of information management system through the analysis compared to various developed performance indicator for library and level evaluation indicator for information management system. Library will be expanse efficiency of organization, satisfaction of users and level up the National competition through the adaptation of information management system.

공공도서관 지식경영모형에 관한 연구

도서관은 인류문화 유산을 집대성하여 계승하고 현재의 모든 지식정보자원을 기반으로 미래사회를 개척할 수 있는 전략과 전술, 과학기술뿐만 아니라, 정치, 경제, 사회, 문화 등의 모든 분야의 콘텐츠를 제공하는 곳이다. 더군다나 공공도서관은 공중의 지식정보와 이용 문화활동 및 평생교육을 증진함을 주된 목적으로 하고 있다. 본 연구는 공공도서관의 패러다임이 어떻게 변화되고 있는가를 도서관기능과 환경의 변화 측면에서 다루었고 디지털 도서관의 등장과 그 의의를 제시하였다. 또한 새로운 공공도서관문화 및 조직구조 창출, 도서관 정보조직구조의 변화를 다루었다. 공공도서관의 현황분석에서 나타나는 문제점을 토대로 공공도서관에서 지식경영의 필요성과 그 구성요소를 도출하였으며, 지식경영 프레임워크를 기반으로 한 통합형 지식경영모형을 제안하였다. This study worts on how to change the public library paradigm in the side view of library faculties and environments, digital library, culture and structure. Also, here manages the need of knowledge management and components with the status problem of public library for a basis. This study aims to propose the total knowledge management model based on the knowledge management frameworks ; management strategy, the human resources, processing, and network.

전문도서관 기반의 지식경영 방법론 연구-특히 참고 정보봉사를 중심으로-

지식경영(Knowledge Management)의 중요성은 여러 측면에서 이루어지고 있는 이론 연구나 정부의 기업 경영혁신 시행 지침으로 지식경영을 주요한 도구로 하고 있는 데에서도 쉽게 찾아 볼 수 있다. 지식경영은 결국 지식의 순환과정, 즉 지식의 생성, 축적, 공유, 활용, 학습과정을 원활하게 촉진시켜서 기업내의 지적자산의 질과 양을 향상시켜 기업내의 많은 의사결정 문제를 효과적으로 해결하고자 하는 것이라고 정의되는데, 이러한 정의는 곧 전문도서관의 운영이론 및 철학과도 일치하고 있다. 따라서 본 연구는 기업이 이미 기업 내에 설치하고 있는 전문도서관을 활용하여 지식경영을 추진하기 위한 이론적 연구와 구체적 사례를 제시하고, 향후 전문도서관 기반의 지식경영 방법론을 제안하고자 한다. 특히 전문도서관의 핵심이라고 할 수 있는 참고 정보봉사를 통하여 지식경영의 주요 요소인 지적자원과 인적 자원이 융합하며, 기업 문화가 활성화되는 사례를 소개한다. 본 연구는 향후 지식경영을 도입하고자 하는 기업에서 새로운 방식에 의한 지식경영 추진을 위한 의미있는 벤치마킹 자료가 될 것으로 판단한다. The importance of Knowledge Management (KM) can be easily recognized in many diverse aspects of the theory studies and in KM’s efforts to help implement the government’s policy to innovate corporation management. The core of KM is to improve the circulation of knowledge by generation, accumulation, sharing, utilization and acquisition by learning. The improvement of knowledge circulation would result in high quality and quantity of intellectual assets in corporations and make decision-making more efficient. This, too, is the operational philosophy of the special libraries. The primary objective of this study is to promote KM by presenting KM methodology and by explaining a theoretical background and cases, based on the existing special libraries. I cite an example of a case wherein merging intellectual assets and human resources activated the company culture. The reference service system, which is the core of the special library, was used in this merging.

문헌정보학의 도서관경영 분야 교육에 관한 연구

본 연구는 문헌정보학의 세부 영역인 도서관경영 분야 교육의 문제점을 파악하고 그 해결방안을 모색하는데 목적이 있다. 연구 수행을 위해 문헌조사방법과 인터뷰 방법을 사용하였고, 연구결과 도서관경영은 문헌정보학의 핵심 영역임에도 불구하고 정보학 교육의 영향으로 교과목의 수가 자주 변동하는 것으로 드러났다. 또한 현재 도서관경영 교육은 도서관 현장의 요구를 충분히 반영하지 못하는 것으로 드러났다. 이러한 문제점을 해결하기 위해서는 첫째, 문헌정보학 전반에 대한 표준교육과정이 만들어지고, 도서관경영 영역의 교과목 수, 교과목 명 그리고 교과내용 등에 대한 기준이 마련되어야 하겠다. 둘째, 도서관경영 교과과정을 개설할 때 도서관의 사서들과 충분히 논의하는 것이 필요하겠다. This study aims to reveal the problems of the education of library management area in library and information science and to seek possible methods for solving the problems. It was revealed that the number of subjects of library management area was often changed by the influence of information science. It was also disclosed that the education of library management does not satisfy what the librarians' demand. The study provides the following suggestions for the better education of library management: first, the establishment of the standardization of library and information science curriculum which includes the provision of the number, title and contents of the subjects of library management and secondly, close cooperation with librarians when opening new subjects of library management area.

공공도서관 어린이서비스 마케팅 전략 - 미국 공공도서관의 '가족장소도서관'을 중심으로 -

21 세기 지식기반사회에서 공공도서관은 다양한 변화와 도전에 직면하고 있다. 이에 따라 공공도서관 경영에서 마케팅 개념을 도입할 필요성은 점차 커지고 있다. 이 연구는 미국 공공도서관이 지역사회에 제공하는 어린이서비스 중 '가족장소도서관' 프로그램에 초점을 맞추었다. '가족장소도서관'은 영 유아와 그 가족을 위한 프로그램으로 2011년 2월 현재 미국 공공도서관 중 300여개 관이 참여하고 있다. 이 연구는 미국 뉴욕주를 중심으로 이러한 프로그램을 시행하는 주요 사례 도서관을 대상으로 참여관찰 및 인터뷰 조사를 수행하여 이 프로그램의 내용을 분석하고 미국 여러 주의 도서관 내외 전문가들과의 심층인터뷰를 진행하였다. 이러한 조사결과를 바탕으로 공공도서관 경영을 위한 마케팅 전략을 제시하였다. Public libraries face various changes and challenges in the knowledge society of the 21st century. The necessity of introducing 'marketing' concept into the management of public libraries is increasing. This study focuses on 'Family Place Library' program among the children services of public libraries in the United States. 'Family Place Library' is the library program for the youngest children and families, which has been spread over 300 public libraries of USA until February, 2011. The researcher did participation observation and in-depth interview at the libraries which are the main cases for 'Family Place Libraries' in New York, USA. And the researcher analysed the content of the program and did in-depth interviews with related professionals in and out of libraries over many states of USA. Based on the results of this study, the researcher suggested marketing strategies for the management of public libraries.

공공도서관의 특성화에 관한 연구

As social institution, the public libraries in changing social environment are required to adopt a more systematic and efficient managerial strategy, only to function properly and to achieve the given goal. In this context, the specialization of the public libraries means the provision of information and library services through differentiation and focus strategy, and should be realized for the efficient library management. In order to examine the specialization of the public libraries in Korea, this study builds the theoretical background of the specialization of the public libraries, looks into the current situation of the public libraries, investigates and analyzes the specialization of the public libraries in terms of information and library services, and suggests some recommendation for improvement. By so doing this study aims at enhancing our understanding of the specialization of the libraries as a whole. 사회적 기구로서 공공도서관이 변화하는 사회에서 제 기능을 다하고 주어진 목적을 이루기 위해서는 전통적이거나 관습적인 운영보다는 좀 더 체계적이고 효율적인 경영이 실현되어야 한다. 이런 맥락에서 공공도서관의 특성화 전략이란 공공도서관이 제공하는 자료와 서비스의 차별화와 집중화를 통한 운영 및 관리를 의미하며, 공공도서관의 효율적 경영을 위해 필수적으로 반영되어야 하는 것이다. 이에 본 논문은 공공도서관의 특성화를 살펴보기 위하여 먼저 우리나라 공공도서관의 발전과 현황을 살펴본 후 공공도서관의 특성화에 관한 이론적 배경을 바탕으로 우리나라 공공도서관의 서비스를 특성화란 관점에서 자료중심과 서비스중심으로 나누어 조사ㆍ분석하고, 이를 바탕으로 나타난 문제점과 개선방안을 살펴봄으로써, 공공도서관의 특성화, 나아가 도서관의 특성화 일반에 대한 이해의 증진에 일조하는데 그 목적이 있다.

공공도서관 경영형태 변용성 연구

This paper is succeeding research of change of management paradigms and techniques in library. From 1980's major industrialized nations adopted new public management theory with ideological source and strategic technique of administrative reform and management renovation. The researcher analyzed the reasons which applies NPM, the state where its concrete technique is applied in public library management reform, and transfiguration process of management forms(outsourcing, contracting out and designated manager system, private finance initiative, etc.) 이 연구는 도서관 경영패러다임 및 기법 변화의 후속연구이다. 1980년대부터 주요 선진국은 사회변동에 따른 경영 및 행정패러다임의 변화에 주목하여 신공공경영이론을 행정개혁과 경영혁신의 사상적 원천 및 전략적 수법으로 채택하였는데, 그 이유는 무엇이며 구체적인 실천수단이 도서관의 경영개혁과 관리운영에 어떻게 적용되어 경영형태를 변용시키는지에 대하여 분석하였다. 특히 공공도서관을 중심으로 아웃소싱, 위탁경영 및 지정관리자제도, 민간자금 활용사업을 집중적으로 논급하고 제언하였다.

공공도서관 통계 항목의 설정과 수집 방법의 개선을 위한 연구

Public library statistics can be a useful tool for measuring public library resources and services and also supporting management process including planning and policy development. This study attempts to present an advanced national public library statistics system to report accurate description of public library situation. Main user groups and useful areas of public library statistics were identified through literature review, and the emerging trends of public library statistics systems at the national and international levels were summarized. Current public library statistics system, annually collected and published by the Korean Library Association, was analyzed and ways for the improvement were suggested particularly in the aspects of validity, reliability, consistency, currency, and utility. 공공도서관 통계는 도서관 자원 및 서비스에 대한 객관적이 평가지표인 동시에 도서관 계획 및 정책의 수립 과정을 비롯한 도서관 경영 전반에 유용하게 이용될 수 있는 도구이다. 본 연구는 공공도서관 현황에 대한 정확한 측정과 보고가 이루어질 수 있는 국가단위의 공공도서관 통계 수집 및 제공 시스템을 확립하기 위해 이루어져야할 기본적인 과제가 무엇인가를 밝히고 개선 방향을 제시하는 것을 목표로 한다. 이를 위하여 문헌연구를 통하여 통계의 의의와 이용자 및 활용분야를 정리하고, 주요 국가단위 공공도서관 통계수집 사례를 살펴본 후, 도서관협회에서 매년 발행하는 『도서관 통계』를 대상으로 공공도서관 통계 수집 현황을 통계항목의 타당성, 수집통계의 신뢰성, 일관성 및 신속성, 그리고 도서관 평가 및 경영과정에서의 유용성을 중심으로 분석하고 개선을 위한 방안을 제시하였다.
