The purpose of this study is to investigate private university libray directors’ managerial roles and their views on university library management. Data were collected by sending questionnaires to 103 library directors of member libraries of Korean Private University Library Association. Overall managerial viewpoints of library directors were analyzed, and hypothesis were tested to prove the relationship between director’s professionalism and their managerial style. The importance of university library directors’ role and responsibility were emphasized, and the necessity of entrusting library directors with professional knowledge were suggested. 본 연구는 국내 사립대학교 도서관장의 경영관을 조사해 보고, 도서관장의 전문성과 도서관경영에 관계가 있는지를 밝혀보고자 함에 목적을 두었다. 한국사립대학교도서관협의회의 103개 회원관의 현직 도서관장들을 대상으로 질문지를 배부, 자료를 수집하였으며, 도서관장의 직무수행에 관한 사항 및 직무수행 전반에 대한 견해를 조사 분석하였다. 분석과정에서 도서관장의 전문성과 도서관경영방식 및 견해와의 관계에 대한 가설검증을 하였다. 분석된 자료를 토대로 하여 대학도서관장의 책임과 역할에 대한 중요성과 대학도서관에의 전문직 도서관장의 필요성에 대하여 제언하였다.

도서관 ESG 경영평가지표 개발에 관한 연구

사회적․환경적 이슈에 대한 인식이 증가함에 따라 ESG 경영에 대한 관심이 높아지고, ESG 경영평가의 영향력은 점점 더 강해지고 있으며, 도서관도 ESG 경영평가에 참여할 필요가 있다. ESG 경영을 도서관에 적용하기 위해서는 도서관에 적용 가능한 ESG 경영을 정의하고 범주를 확인한 후, 먼저 적용과 지속적인 환류를 전제로 평가지표 개발이 필요하다. 이에 본 연구에서는 기업을 포함하여 공공기관 ESG 경영평가지표를 포괄적으로 살펴보고 이로부터 도서관에 적용가능한 ESG 경영평가지표를 제안하고자 하였다. 이를 위해 ESG 관련 선행연구 조사․분석, 선행연구 기반 도서관 ESG 예비경영평가지표 도출, 예비경ㅇ평가지표에 대한 전문가 FGI 의견 수렴, 전문가 FGI 의견 수렴 기반 1차 도서관 ESG 경영평가지표 개발, 1차 도서관 ESG 경영평가지표의 적합도 조사과정을 거쳤다. 최종적으로 환경 영역은 총 25개 항목, 사회 영역은 총 56개 항목, 지배구조 영역은 총 32개 항목을 선정하였다. 향후 연구에서는 이 지표를 기반으로 도서관을 대상으로 ESG 경영평가를 수행할 필요가 있다고 본다.

전문도서관 기반의 지식경영 방법론 연구-특히 참고 정보봉사를 중심으로-

지식경영(Knowledge Management)의 중요성은 여러 측면에서 이루어지고 있는 이론 연구나 정부의 기업 경영혁신 시행 지침으로 지식경영을 주요한 도구로 하고 있는 데에서도 쉽게 찾아 볼 수 있다. 지식경영은 결국 지식의 순환과정, 즉 지식의 생성, 축적, 공유, 활용, 학습과정을 원활하게 촉진시켜서 기업내의 지적자산의 질과 양을 향상시켜 기업내의 많은 의사결정 문제를 효과적으로 해결하고자 하는 것이라고 정의되는데, 이러한 정의는 곧 전문도서관의 운영이론 및 철학과도 일치하고 있다. 따라서 본 연구는 기업이 이미 기업 내에 설치하고 있는 전문도서관을 활용하여 지식경영을 추진하기 위한 이론적 연구와 구체적 사례를 제시하고, 향후 전문도서관 기반의 지식경영 방법론을 제안하고자 한다. 특히 전문도서관의 핵심이라고 할 수 있는 참고 정보봉사를 통하여 지식경영의 주요 요소인 지적자원과 인적 자원이 융합하며, 기업 문화가 활성화되는 사례를 소개한다. 본 연구는 향후 지식경영을 도입하고자 하는 기업에서 새로운 방식에 의한 지식경영 추진을 위한 의미있는 벤치마킹 자료가 될 것으로 판단한다. The importance of Knowledge Management (KM) can be easily recognized in many diverse aspects of the theory studies and in KM’s efforts to help implement the government’s policy to innovate corporation management. The core of KM is to improve the circulation of knowledge by generation, accumulation, sharing, utilization and acquisition by learning. The improvement of knowledge circulation would result in high quality and quantity of intellectual assets in corporations and make decision-making more efficient. This, too, is the operational philosophy of the special libraries. The primary objective of this study is to promote KM by presenting KM methodology and by explaining a theoretical background and cases, based on the existing special libraries. I cite an example of a case wherein merging intellectual assets and human resources activated the company culture. The reference service system, which is the core of the special library, was used in this merging.

공공도서관 통계 항목의 설정과 수집 방법의 개선을 위한 연구

Public library statistics can be a useful tool for measuring public library resources and services and also supporting management process including planning and policy development. This study attempts to present an advanced national public library statistics system to report accurate description of public library situation. Main user groups and useful areas of public library statistics were identified through literature review, and the emerging trends of public library statistics systems at the national and international levels were summarized. Current public library statistics system, annually collected and published by the Korean Library Association, was analyzed and ways for the improvement were suggested particularly in the aspects of validity, reliability, consistency, currency, and utility. 공공도서관 통계는 도서관 자원 및 서비스에 대한 객관적이 평가지표인 동시에 도서관 계획 및 정책의 수립 과정을 비롯한 도서관 경영 전반에 유용하게 이용될 수 있는 도구이다. 본 연구는 공공도서관 현황에 대한 정확한 측정과 보고가 이루어질 수 있는 국가단위의 공공도서관 통계 수집 및 제공 시스템을 확립하기 위해 이루어져야할 기본적인 과제가 무엇인가를 밝히고 개선 방향을 제시하는 것을 목표로 한다. 이를 위하여 문헌연구를 통하여 통계의 의의와 이용자 및 활용분야를 정리하고, 주요 국가단위 공공도서관 통계수집 사례를 살펴본 후, 도서관협회에서 매년 발행하는 『도서관 통계』를 대상으로 공공도서관 통계 수집 현황을 통계항목의 타당성, 수집통계의 신뢰성, 일관성 및 신속성, 그리고 도서관 평가 및 경영과정에서의 유용성을 중심으로 분석하고 개선을 위한 방안을 제시하였다.

공공도서관의 ESG경영이 도서관 인식, 이용자 만족도 및 재이용 의도에 미치는 영향

In this study, we designed and verified a research model in order to determine whether ESG management for public libraries affects the perception of libraries, user satisfaction, and the intention to revisit. A survey was conducted among the users of six public libraries in the Gyeonggi region and 25 libraries in Seoul, and 247 valid responses from the survey were analyzed. The analysis revealed that the environment and society factors of ESG management had a positive effect on the perception of libraries and user satisfaction. It also showed that the libraries’ perception had a positive impact on user satisfaction and the intention to revisit, and user satisfaction showed a positive correlation for the intention to revisit. From the analysis, we can infer that the effects of ESG management were reflected in everyday life via public libraries as ESG management of the public libraries influenced the perception of libraries, user satisfaction, and the intention to revisit. We confirmed that users showed the intention to revisit if the library provides positive and sincere satisfaction through ESG management, due to public libraries having ethical and moral significance to users. We have also put forward practical marketing strategies and identified areas for enhancement that can prove beneficial to public libraries. 본 연구는 공공도서관의 ESG경영이 도서관 인식, 이용자 만족도 및 재이용 의도에 영향을 미치는가를 파악하기 위해 연구모형을 설계하고 검증하였다. 이를 위해 서울지역 25개와 경기지역 6개 등에서 도서관을 이용하는 이용자를 대상으로 설문조사를 실시하여 유효표본 247부를 연구에 사용하였다. 분석 결과, ESG경영의 환경과 사회는 도서관 인식과 이용자 만족도에 정(+)의 영향을 미치는 결과를 보였으며, 도서관 인식은 이용자 만족도와 재이용 의도에 정(+)의 영향을, 마지막으로 이용자 만족도는 재이용 의도에 정(+)의 영향을 미치는 것으로 확인되었다. 결과적으로 ESG경영이 도서관 인식, 이용자 만족도 및 재이용 의도에 영향을 미침으로서 일상적인 삶 속으로 확장된 효과를 다양하게 공공도서관에 반영되는 것으로 추론할 수 있다. 또한 도서관은 이용자들에게 윤리적이고 도덕적인 의미가 상대적으로 크기 때문에 ESG경영을 통해 긍정적이고 진정성 있는 만족도를 제공한다면 이용자들의 재이용 의도를 보이는 것을 확인할 수 있다. 도서관에 도움이 될 수 있는 전략과 개선방안을 제시하였다는 점에서 실무적으로 의의를 지닌다.

공공도서관의 특성화에 관한 연구

As social institution, the public libraries in changing social environment are required to adopt a more systematic and efficient managerial strategy, only to function properly and to achieve the given goal. In this context, the specialization of the public libraries means the provision of information and library services through differentiation and focus strategy, and should be realized for the efficient library management. In order to examine the specialization of the public libraries in Korea, this study builds the theoretical background of the specialization of the public libraries, looks into the current situation of the public libraries, investigates and analyzes the specialization of the public libraries in terms of information and library services, and suggests some recommendation for improvement. By so doing this study aims at enhancing our understanding of the specialization of the libraries as a whole. 사회적 기구로서 공공도서관이 변화하는 사회에서 제 기능을 다하고 주어진 목적을 이루기 위해서는 전통적이거나 관습적인 운영보다는 좀 더 체계적이고 효율적인 경영이 실현되어야 한다. 이런 맥락에서 공공도서관의 특성화 전략이란 공공도서관이 제공하는 자료와 서비스의 차별화와 집중화를 통한 운영 및 관리를 의미하며, 공공도서관의 효율적 경영을 위해 필수적으로 반영되어야 하는 것이다. 이에 본 논문은 공공도서관의 특성화를 살펴보기 위하여 먼저 우리나라 공공도서관의 발전과 현황을 살펴본 후 공공도서관의 특성화에 관한 이론적 배경을 바탕으로 우리나라 공공도서관의 서비스를 특성화란 관점에서 자료중심과 서비스중심으로 나누어 조사ㆍ분석하고, 이를 바탕으로 나타난 문제점과 개선방안을 살펴봄으로써, 공공도서관의 특성화, 나아가 도서관의 특성화 일반에 대한 이해의 증진에 일조하는데 그 목적이 있다.

공공도서관 경영형태 변용성 연구

This paper is succeeding research of change of management paradigms and techniques in library. From 1980's major industrialized nations adopted new public management theory with ideological source and strategic technique of administrative reform and management renovation. The researcher analyzed the reasons which applies NPM, the state where its concrete technique is applied in public library management reform, and transfiguration process of management forms(outsourcing, contracting out and designated manager system, private finance initiative, etc.) 이 연구는 도서관 경영패러다임 및 기법 변화의 후속연구이다. 1980년대부터 주요 선진국은 사회변동에 따른 경영 및 행정패러다임의 변화에 주목하여 신공공경영이론을 행정개혁과 경영혁신의 사상적 원천 및 전략적 수법으로 채택하였는데, 그 이유는 무엇이며 구체적인 실천수단이 도서관의 경영개혁과 관리운영에 어떻게 적용되어 경영형태를 변용시키는지에 대하여 분석하였다. 특히 공공도서관을 중심으로 아웃소싱, 위탁경영 및 지정관리자제도, 민간자금 활용사업을 집중적으로 논급하고 제언하였다.

신문기사 분석을 통한 공공도서관의 홍보에 관한 연구 - 은평구립도서관의 사례를 중심으로 -

본 연구는 은평구립도서관의 신문기사 분석사례를 통해 신문기사를 통한 공공도서관의 홍보의 실태를 살펴보고 이해하는데 목적이 있다. 이를 위해 본 논문은 신문기사를 통한 공공도서관의 홍보에 대한 이론적 배경을 살펴 본 후, 은평구립도서관과 관련된 2010년도 신문기사를 기사유형, 기사종류, 기사성격, 기사내용 등으로 나누어 살펴보았다. 또한 본 탐색적 사례연구는 내용분석, 면담, 현장방문 등을 통하여 은평구립도서관과 관련된 2010년도 신문기사를 홍보주체, 홍보대상, 홍보방향, 그리고 홍보방법 등 공공도서관의 홍보에 영향을 미치는 요소들을 중심으로 분석하였다. This study aimed to enhance our understanding of the public relations of public libraries through newspaper article analysis. Thus, this study built a theoretical background on the public relations of public libraries through newspaper articles. It examined newspaper articles on Eunpyeong Public Library in 2010 according to newspaper classification, article type, and article content among others. Accordingly, this exploratory case study, which used the methods of content analysis, interview, and site visit, analyzed them, with emphasis on such factors as the subjects, objects, direction, contents, and methods that influenced the public relations of public libraries.

대학도서관 관계 법규 제정에 관한 고찰

The purpose of this study is to establish the legal or institutional bases of academic libraries as the core facility which helps strengthen the capabilities of education and research by collecting, managing and providing knowledge resources for universities in Korea. The present ‘Library Law’ largely focuses on public libraries and the National Central Library, and deals with academic libraries, special libraries and school libraries in a very limited sense. Therefore, in this research the changes in the laws and regulations related to academic libraries are examined, and the process of proposing and legislating ‘The Academic Library Promotion Act’ is analyzed. Finally, how to proceed to actually legislate ‘The Academic Library Promotion Act’ is suggested. 이 연구의 목적은 대학도서관이 대학 내에서 지식정보자원의 수집·관리·유통을 통해 대학 교육의 내실화와 연구경쟁력 강화를 위한 핵심시설로서 운영될 수 있도록 법적 또는 제도적 기반을 마련하고자 하는 것이다. 현행 도서관법은 관종별 도서관의 관점에서 보면 공공도서관과 국립중앙도서관에 국한되어 대학도서관, 전문도서관, 학교도서관에 대해서는 선언적인 내용만을 담고 있다. 이에 따라 이 연구에서는 학교도서관진흥법의 경우에서와 같이 세부적으로 대학도서관 관계 법규의 변화 추이를 살펴보고, 대학도서관진흥법 발의 및 제정 과정을 조사·분석하며, 나아가 대학도서관진흥법의 제정 방향을 제시하고자 한다.

사례분석을 통한 팝업도서관 운영 전략 제안 연구

본 연구는 최근 도서관 마케팅의 한 형태로 다루어지고 있는 팝업도서관의 개념과 중요성을 살펴보고, 국외 도서관의 팝업도서관 사례를 대상으로 특징과 운영방식을 분석한 후, 향후 우리 도서관계에서 팝업도서관을 운영하고자 할 때 고려해야 하는 운영 전략을 단계별로 정리하는 것에 목적을 두고 있다. 팝업도서관은 단기간 특정 장소를 임대하여 운영하는 임시 도서관의 형태를 의미한다. 도서관이라는 물리적 공간을 벗어나 지역사회의 새로운 공간에 임시의 도서관을 설치하고 서비스 및 자원을 제공함으로써 지역사회 및 지역주민이 상호작용할 수 있다는 긍정적인 효과를 기대할 수 있다. 이러한 사례로 호주와 영국의 공공도서관과 대학도서관 등 총 5개의 팝업도서관을 살펴보고, 운영사례를 통해 도출한 시사점을 바탕으로 국내에서의 팝업도서관 운영전략을 단계에 따라 ① 계획 수립, ② 준비, ③ 운영, ④ 평가, 총 4단계로 제안하였다. This study aims to examine the concept and importance of pop-up libraries, which have recently been discussed as a form of library marketing, and to analyze the characteristics and operation methods of pop-up libraries in overseas libraries, and to summarize a step-by-step operation strategy that Korean libraries should consider when operating pop-up libraries in the future. Pop-up libraries are temporary libraries that rent a space for a short period of time. By setting up a temporary library in a new space in the community and providing services and resources outside of the physical space of the library, it is expected to have a positive effect of interacting with the community and local residents. We examined five pop-up libraries in Australia and the United Kingdom, including public libraries and university libraries. Finally, based on the implications drawn from the five operational cases, this paper proposes four steps for the actual operation of pop-up libraries in Korea: (1) planning, (2) preparation, (3) operation, and (4) evaluation.
