오늘날 공공분야의 민간위탁은 비용효과와 수요자 변화에 따른 탄력성 확보가 유리하고, 사업의 관리가 용이하다는 이유로 대부분의 공공사업 분야에서 실시되고 있는 상태이다. 이러한 사회적 변화는 치안구조와 지역방범체계의 변화 등과 함께 공공 치안서비스 부분의 민간위탁제도를 도입하는 문제에 대하여 많은 논의가 이루어지고 있다. 그러나 위탁사업 대상 범위의 제한, 민간 참여의 어려움 그리고 위탁 계약방식의 한계와 같은 문제점들로 인하여 치안서비스 분야의 민간위탁사업 시행에는 아직 많은 걸림돌이 있는 실정이다. 이러한 문제점들을해결, 보완하기 위하여 치안서비스 모델을 변화시켜 예산절감과 조직의 재구성을 도모하고, 가변성을 가질 수 있는 부분위탁형태의 개발 및 민·관 협력체제 확립 및 계약방식의 합리화가 필요하다 할 수 있다. 본 연구는 업무상의 특수성을 감안하여 치안서비스 분야의 민간위탁 기준을 제시해보았다. ①치안분업모델의 설계 ②양자의 의견을 존중하고 타협점을 찾을 수 있는 새로운 혼합형태의 시스템 모델구축 ③다자간 접근법을 통한 사회 모든 구성원의 참여기회 확대 ④지명경쟁입찰을 통한 계약 방식의 확립 등이다. 이처럼 공공안전 서비스 분야의 민간위탁은 타 정부분야의 민간위탁 형태와는 다른 형식으로 이루어져야 하며 국민의 안전을 담보로 한다는 점에서 업무선정과 방식에 대한 기준을 높여야 할 것이다. These days, the majority of public service area presents increment of utilizing a contracting-out with the following reasons such as cost-efficiency, maintenance of population changes in flexible manner, and convenience of management. The social changes have influence on policing structure and regional security system as well as problems associated with accepting the contracting-out in the public policing sector. However, many issues such as limited contracting-out sector, difficulty of encouragement of participation to private sector, and limitation of making a contract with contracting-out would be brought up when initiate contracting-out to the public policing sector. Changing security system to lower budget, planning restructure of organization, developing alterable partial contracting-out, establishing private and public cooperate system and rationalizing contract system are the suggestions to solve and modify the raising problems. The private contracting-out in the public security service sector should be manage in different manner compare to other private contracting-out in government -oriented public service sector. Since work performance of each private contracting -out agency is strongly bond to safety of every civilian in the nation, it is essential to increase its standard of qualification of each agency.

The Biden adminstration aims to renew the US-led rule-based liberal world order and restore the traditional alliance relationships of shared values and mutual trust by means of principled diplomacy. The new North Korean denuclearization policy could be formulated in line with such grand goals. The Biden administration is likely to adopt an engagement-oriented action-for-action incremental approach that seeks North Korean denuclearization in a step-by-step manner. A series of interim agreements might be needed to reach the final agreement for complete and comprehensive North Korean denuclearization. The Iranian model (JCPOA) could be re-made and tailored to be applied to the North Korean case. Strategic management of economic sanctions and other pressures can be employed to induce North Korea's participation and compliance. Multilateral negotiation frameworks could be preferred, in which U.S. allies and China would actively participate for successful deals with North Korea. Protracted negotiations between working-level diplomats and experts are much expected.
