In advanced countries, the government has identified the limitations of facility protection and is developing small, autonomous community housing for the elderly as an alternative. In other words, it is necessary to have a management service system to support the independent lives of the elderly, designed to protect the weak health and psychological state of the elderly within 20 households, while securing autonomy for the elderly. Therefore, the purpose of this study is to highlight the importance of housing for the elderly in preparation for the upcoming super-aged society, and to analyze the housing needs of the elderly to present the basic direction for the elderly housing welfare plan. To that end, the average, T-verification, and ANOVA were conducted according to the level of analysis through the SPSS Window Program for respondents aged over 50 to 75 living in five cities in northern Gyeonggi Province (parliamentary, Yangju, Dongducheon, Paju and Pocheon). Based on the results, it is meaningful in providing basic data for the development of a model for Korean-style elderly housing. 선진국에서는 시설보호의 한계와 지역사회에서의 공동의 협력구조에 대한 관심이 증대되면서 소규모의 자율적인 노인공동생활주택을 대안으로 개발하고 있다. 즉 노인공동생활주택이란 노인들이 자율적이고 외롭지 않으면서 편리하고 안전한 노후생활을 위한 주거대안으로서, 단지 규모는 20가구 이내의 소규모, 기능은 노인들의 취약한 건강상태와 심리상태를 보호하도록 설계되어 노인들의 독립적 삶을 지원하기 위한 관리서비스 시스템을 갖출 필요가 있다. 그러므로 본 연구는 다가오는 초고령사회에 대비하여 노년층을 위한 주거의 중요성을 부각시키고, 노년층의 주거욕구도를 분석하여 노년층의 노인주거복지계획을 위한 기본틀을 제시하는데 목적이 있다. 이를 위해 경기북부 5개시 (의정부, 양주, 동두천, 파주시, 포천시)에 살고 계시는 만 50대 이상부터 75세 미만까지의 응답자(250부)를 대상으로 설문조사와 SPSS Window프로그램을 통해 분석수준에 따라 평균, T검증, ANOVA를 실시하였다. 결과를 바탕으로 한국형 노인공동생활주택 모델 개발을 위한 기초자료를 제공하는데 그 의미가 있다.

「노인의 집」을 중심으로 살펴 본 도시지역 저소득 독거노인의 주거안정 개입에 관한 사례연구: 우리는 앞으로 어떤 논의가 필요한가?

본 연구의 목적은 소규모 어르신 공동생활주택인 「노인의 집」 사례를 연구 대상으로 하여 도시지역 독거노인을 위한 주거안정 차원의 사회적 개입 현상을 심층적으로 살펴보는 것이다. Stake식의 도구적 사례연구 방법을 통하여 저소득 독거노인을 위한 주거안정 개입이 어떻게 발전되었고, 어떤 식으로 진행되고 있으며, 이해관계자들의 경험은 어떠한지 이해하고자 하였다. 여섯 곳의 「노인의 집」에 대한 참여관찰, 42명과의 심층면담, 그리고 문서와 시청각 자료를 수집하여 질적내용분석 방법에 따라 분석하였다. 「노인의 집」 사례들에 대한 개요와 함께, 연구 질문에 맞추어 자료 분석의 결과를 크게 세 가지로 제시하였다: 1) 관리 운영 측의 관심과 이해도에 따라 「노인의 집」 천차만별로 운영되고 있음, 2) 거주자의 목소리는 배제된 채 공급자의 판단에 의해 용두사미(龍頭蛇尾)식이 되어감, 3) 노인들 노쇠가 심해지면서 단순히 거주지 제공 이상의 돌봄이 절실히 필요해짐. 연구 결과를 바탕으로 저소득 독거노인을 위한 주거복지의 개입 방향, 노인주거의 의미, 서비스 지원 주택의 필요성을 제언하였다. The purpose of this study is to explore the phenomenon of social interventions on housing welfare for low-income elderly people who live alone in urban area. Using Stake`s instrumental case study methods and utilizing the cases of congregate housing for older adults, 「the house for the elderly」, this study intends to investigate the background where the social intervention on housing welfare for low-income elderly people who live alone in urban area has started, what and how factors are interrelated with, and how it has worked in such a way. It also explores the experiences of related stakeholders including older adults living at 「the house for the elderly」. Participant observations in six 「the house for the elderly」, in-depth interviews with 42 participants, related documents, and visual materials were collected and analyzed using qualitative content analysis. Case illustrations and three main themes are presented. Based on research findings, implications for the housing welfare for low-income older adults, the practical meaning of the elderly housing, and the necessity of developing service integrated housings are discussed.

저소득 독거노인을 위한 지역사회 내 주거 대안에 관한 연구:

급속한 고령화와 독거노인 가구 증가에 따라 다양한 노인주거 대안에 대한 필요성이 높아지고 있다. 본 연구는 노인복지 현장의 실무자를 대상으로 저소득 독거노인 주거 안정 차원의 개입에 대한 이들의 경험과 최근 정부와 지자체 중심으로 시행 중인 주거안정 개입에 대한 의견을 살펴보고자 하였다. 그리고 국내외 선행연구에서 노인주거 대안으로 제시되는 서비스지원노인주택과 공동생활 방식에 대한 인식을 탐색하고자 하였다. 초점 그룹 면담 방식으로 진행된 22명과의 심층 면담에서 도출된 결과는 다음과 같다: 1) 높은 필요에 비해 주거복지 체계 양적·질적으로 미비하여 실질적인 개입 제한적일 수밖에 없음, 2) 최근 시도들 긍정적이나 여전히 시혜적 차원이며 노인 이용자 입장 배려는 매우 부족함, 3) 전문 분야에 따라 서비스지원 주택의 성격에 대한 이해 정도 다르며, 공동생활 용어에 대해 부정적임, 4) 저소득 독거노인 주거안정을 위해 노인주거복지에 대한 보다 높은 관심과 다양한 대안들이 필요하다고 강조함. 연구 결과를 바탕으로 저소득 노인주거복지 실천을 위해 고려할 것에 대해 다섯 가지 제언을 하였다. Rapid population aging and an increase in older individuals live alone require flexible policy and programs to address challenges facing current housing environment. This study aimed at critically examine the opinions on the recent central and local government –initiated housing interventions from the practitioners in the field. The focus was on their perception about the service-enriched housing models and collective living environment as an alternative living environment for older adults. Our findings from the in-depth focus-group interview with 22 practitioners are as follows: 1) Current housing welfare interventions lack systematic system, so that it is only limited to substantial intervention, 2) Recent policy/programs efforts seem promising, but still based on means-based scheme, lack of care for older adults, 3) There is different level of understanding on service-enriched or supportive housing models, and particularly, a strongly negative perception about the term ‘collective or congregate living’ warrants a careful and cautious approach to policy making efforts, 4) It is emphasized that there should be need for more attention to the housing welfare for older adults and various alternatives for the elderly living alone with low incomes. We provided five implications that are important for developing housing models for low-income older adults.

노후의 신체적 약화, 가족관계 약화, 사회적 관계 및 역할, 기능의 부재, 경제적 빈곤, 주위의 무관심 등은 고독사로 쉽게 이어질 수 있다. 그리하여 이 글의 목적은 고독사 예방을 위해 자신의 선택 및 결정에 따른 사회적 돌봄 관계망을 어떻게 구축할지, 그리고 죽음을 어떻게 바라보고 준비해야 하는지에 대한 정책방안을 마련해 보고자 하였다. 이 글의 내용은 우선 노인 고독사의 개념을 정리한다. 그리고 일본 사례를 참고하면서 한국의 고독사 현상과 실태가 지니는 사회적 심각성을 파악한다. 그 다음으로 기존의 정부 및 지자체, 지역사회에서 시행하고 있는 노인 고독사 대응 서비스와 예방조처 등을 살펴본다. 그러나 이러한 소극적 예방서비스보다는 자율적, 자기결정론적 선택가능성에 따라 죽어가는 것과 죽음을 준비할 수 있도록 노인공동생활가정(그룹홈) 및 노인공동주택 그리고 죽음준비교육의 확대를 제안하였다. 이는 국가제도나 지원에 의한 공동체 형성이 아니라 개인의 인식 증진과 자율, 책임에 의해 만들어지는 공동체를 지향하는 것이 고독사를 예방할 수 있다는 의미이다. Physical aging, weakening of family relations, lack of social relations, roles and functions, economic poverty, and indifference can easily lead to an isolated death. Therefore, the purpose of this article is to establish policy measures for building a social care network based on personal choices and decisions, and recognizing and preparing for death to prevent dying alone. First, this article summarizes the concept of the lonely deaths of the elderly. Then, by referring to the case of Japan, it outlines the social significance of the phenomenon and reality of dying alone in Korea. Following this, we look at services and preventive measures taken by the government, local governments, and local communities regarding the lonely death of elders. However, this proposal suggests the expansion of group homes for the elderly, apartments for the elderly, and death education, so that they can prepare for dying and death through autonomous, self-deterministic selection possibilities rather than passive preventive services. This does not refer to the formation of a community by the national system or support, but to the promotion of the individual"s awareness, autonomy, and responsibility.
