케냐와 잠비아의 코로나19 사회경제적·심리적 영향 분석 : 지역개발사업과 아동결연 프로그램의 역할을 중심으로

코로나19는 전 세계 거의 모든 국가의 경제 성장률을 감소시켰고, 가정 내에도 불화와 우울감을 증가시키는 부정적인 영향을 끼쳤다. 본 연구는 코로나19가 개발도상국의 취약 가정에 미친 사회경제적 영향 및 심리적 영향을 파악하고 굿네이버스의 지역개발사업과 아동결연 프로그램의 역할을 분석하고자 하였다. 연구의 대상으로 굿네이버스 케냐와 굿네이버스 잠비아의 지역개발사업장을 선택하여, 주요정보제공자면접, 초점집단면접, 843가구와의 설문 조사를 진행하였다. 분석 결과, 코로나19 발생 이후 가정의 월평균 소득은 케냐가 42%, 잠비아가 30% 정도 감소하였으며, 양국 모두 가정의 결식 횟수가 증가한 것으로 나타났다. 또한, 취약 가정 가장의 우울감 또한 증가한 것으로 나타났다. 하지만, 굿네이버스의 지역개발사업과 아동결연 프로그램은 지역사회 사회안전망으로서 실직상태인 가장의 우울감을 완화하는 역할을 한 것으로 나타났다. The COVID-19 pandemic has dramatically decreased the economic growth of most countries. Its negative effects cause the mental health issues of the family member. This study attempts to analyze the socio-economic and psychological impact of COVID-19 on unprivileged families in developing countries and the role of Good Neighbors community development projects and child sponsorship programs. An original survey of 843 households from Good Neighbors programs in Kenya and Zambia along with the results of focus group and key informant interviews were conducted. We find that the overall monthly house income has been decreased by 40%, and the frequency of skipping meals has been increased. Besides, the depression level of the heads of underprivileged households has also increased. However, we show that Good Neighbors community development projects and child sponsorship programs can alleviate the depression of the heads of the households, particularly when they are unemployed.

국제개발협력의 소득증대사업 효과성 분석 연구: 굿네이버스 말라위 옥수수 창고 사업을 중심으로

This study attempts to understand the effectiveness of income generating projects of non-governmental organizations, focusing on income generating project of Good Neighbors in Malawi. Income generating project in Malawi consists of warehouse construction for storing maze, revolving fund for fertilizer and seed, and educational training. It aims to increase the income of communities and production of maze for the establishment of independent economic capability. By conducting the focus group interview and survey with local villagers, the effectiveness of the project is analyzed. In result, income generating project of Good Neighbors in Malawi has a positive impact in terms of increased income and maze production with community development. 본 연구는 굿네이버스가 수행한 말라위 옥수수 소득증대사업을 중심으로 비정부기구(NGOs)의 소득증대사업 효과성을 분석하였다. 말라위의 옥수수 소득증대사업은 옥수수 수매 및 유통을 위한 창고건축, 회전기금 대출을 통한 비료 및 종자 확보, 교육 훈련 등으로 구성되어 있으며, 이를 통한 옥수수 생산량 증가 및 지역 공동체의 소득 증가 등의 경제적 자립 역량 향상을 목표로 하였다. 본 연구는 현지 주민들을 대상으로 한 설문조사 및 인터뷰, 초점집단 면접의 결과를 교차분석 함으로써 사업의 효과성을 분석하였다. 그 결과, 굿네이버스의 소득 증대 사업은 말라위 지역 내 옥수수 생산량 및 농민 소득 증가, 지역 공동체 기여 측면에서 측정 가능한 긍정적인 성과를 나타내었다.

통일사상의 공생주의를 위한 ‘신앙기반 NGO (FBO)’ 고찰

본 연구의 목적은 통일사상의 공생주의 이상사회의 건설을 위한 ‘신앙기반 NGO’(faith-based NGO, FBO)의 현황과 사례를 분석함으로써 FBO가 더욱 발전할 수 있는 방향을 모색하고자 한다. 특히 국제발전협력 분야에서 FBO의 역할이 중요해지 는 것은 통일사상의 공생주의 실현 노력과 밀접한 관계가 있다. 최근의 정부실패와 시장실패의 대안으로 제시되고 있는 NGO활동 중에서도 FBO는 지구촌 빈곤·교육 등의 문제를 해소하기 위한 활동으로 많은 관심을 받고 있다. FBO는 종교적 사랑과 헌신의 자세로 사회적으로 소외된 사람들에게 정신적·물질 적으로 사랑을 베푸는 단체로서 일반적인 NGO와 구분하고 있다. 신앙을 기반으로 봉사하는 FBO는 국제개발 관련 주요 연구보고서와 정책문건 등에서 보편적으로 사 용되는 개념이다. 국제개발 활동을 전문으로 하는 시민사회단체들의 활동은 제2차 대전 이후 본격화되었고, 1990년대 이후부터 양자 및 다자간 원조 공여기관들과 파 트너십을 맺고 제도화된 지원 하에 다양하고 전문적인 개발 활동을 전개하고 있다. 본고에서는 우리나라에서 국제적 FBO로써 UN 경제사회이사회(UN ECOSOC)로 부터 NGO 최상위 지위인 포괄적 협의지위(General Consultative Status)를 인정받고 있는 ‘세계평화여성연합’, ‘한국 월드비전’, 그리고 ‘굿네이버스’ 등을 연구 사례로 분석했다. 한국 월드비전과 굿네이버스는 양자 모두 기독교 기반 국제발전협력 분야 에서 활동하는 FBO임에는 동일하다. 그러나 한국 월드비전의 경우, INGO파트너 단 체의 성격을 가지며 보다 엄격한 신앙이 강조되는 반면, 굿네이버스는 한국에서 자 생적으로 탄생한 단체로써 신앙을 강조하지 않는다는 점에서 성격상으로 일부 차이 를 지니고 있다. 세계평화여성연합은 신앙적인 성격을 취하고 있지만, 최근 여성시대의 조류에 즈 음하여 여성 중심의 세계적인 FBO로서의 의미가 크다고 할 수 있다. 우리나라에서 신앙기반 NGO(FBO)가 앞으로 더욱 발전하기 위해서는 첫째로, 보편적인 가치로 조 명을 받을 수 있는 현안에 초점을 맞추어야 하고, 둘째로, 정부와의 상호협조파트너 십 관계로 발전시켜 나가야 하며, 셋째로, 다른 FBO 간의 관계 등이 원활하게 이루 어져야 한다. 마지막으로, 회원 참여확대, 전 조직구성원의 조직적 역량 발휘, 프로 그램 개발, 재정확보 등이 필요하다. The purpose of this article is to find a better way to develop FBO through the analysis of examples and cases of ‘faith-based NGO(FBO)’ activity. In particular, in the field of international development cooperation, the role of the FBO is very important because there is a close relationship to realize the idealism of co-living of Unification Thought. FBO activity is presented as an alternative to government failures and market failures receives much attention to solve the problems of global poverty, education, etc. Socially on the grounds that FBO provides supplies and love to those who are alienated from others in a position of religious love and devotion is separated from the general NGO. The concepts of FBO(faith-based NGO) is universally used in policy documents and international development report, etc. After World War II, civic groups’ activity specialized in international development activity was very active, since the 1990s institutionalized support and various professional development activities are developed through partnership with bilateral and multilateral relations aid agencies. In this paper, I analyzed them as a case of study for ‘Korea World Vision’, ‘Good Neighbors’, ‘Women’s Federation for World Peace(WFWP)’ of ‘General Consultative Status’ acknowledged from UN ECOSOC and the representative of South Korea. ‘Korea World Vision’ and ‘Good Neighbors’ Both are the same as FBO, which operates in the field of international development in the Christian infrastructure. But ‘Korea World Vision’ is got a partner's personality, and emphasized strict faith. ‘Good Neighbors’ born naturally in Korea, it does not emphasize the faith of religion. And Women’s Federation for World Peace(WFWP) is taking a religious stand, on the occasion of the current generation of women, is said that it is a significant term as a the female sex-centered worldwide FBO. For ‘faith-based NGO(FBO)’ activity, in order to further develop, the following conditions are required : First, we need to focus on issues that can be illuminated with universal values. Secondly, we need to develop a partnership with the government. Third, the relationship between different FBO relations must be smooth. lastly, expansion of member participation, organizational capabilities of the organization, development of programs, and secure financial attainment are needed.

차드(Tchad) 교사대상 연수프로그램에 대한 경험적 서사 연구

본 연구는 아프리카 차드 교육 발전을 위해서 <차드(Chad) 현지 교원 역량강화 직무연수>를 실행하고 한국교육을 전달하는 과정을 교사 입장에서 기술하고 분석하였다. 2015 세계교육포럼이 한국에 개최된 것을 계기로 우리나라는 다양한 영역에서 아프리카와의 교육분야 국제협력 요구도 더욱 높아졌다. 한국의 교육이 저개발국가의 사업에 활용될 수 있다면 한국교육은 아프리카의 수많은 국가들의 교육발전에 이바지하는 바가 클 것으로 예상된다. 현지 교사를 대상으로 한국 교육에 대한 연수를 할 경우에는 1회성 행사가 아닌 지속가능한 교육 ODA 사업으로서 가능하다. 이를 위해 우리나라에서 실시하고 있는 아프리카 교육 분야 ODA 사업을 고찰하였으며, 차드 교육환경을 분석하였고 구체적인 교사 연수 프로그램을 제시하였다. 이를 통해 우리는 아프리카에서 한국 교육을 전파하는 방법을 모색 하였다. 굿네이버스 차드 지부에서 차드의 교육 발전을 위해 한국 교사를 초청하고 현지 교사를위한 훈련 프로그램을 기획하였다. 1차 연수 프로그램인 퍼실리테이션과 협동학습, 2차 연수 프로그램인 프로젝트학습, 교육과정의 이해, 학습지도안 작성, 동료장학과 상담기법 프로그램 설계와 이에 대한 반응을 분석하였다. 현지 교사 연수는 차드 교육에 긍정적 영향을 끼쳤으며 한국에 대한 호감도를 높였다. 앞으로 저개발 국가를 대상으로 한 한국 교육의 보급을 위해서는 국가 차원의 정책으로 수립되고 활성화되기 위해서는 다양한 형태의 시도와 연구가 필요하다.

국제개발협력 시각에서의 난민캠프 사업 분석 연구 : 탄자니아 굿네이버스 냐루구수 난민캠프 공동시장을 중심으로

아동학대관련 민간단체의 현황과 역할 및 발전 방향

심각한 아동학대 사건이 발생할 때마다 정부가 제시한 아동학대대책들의 주요 내용은 ‘아동학대 조기발견’이었다. 아동학대의 조기발견을 위해 정부는 법과 제도를 통해 정책적으로 뒷받침하고, 민간영역에서는 공적영역이 놓치기 쉬운 아동학대예방 및 신고에 대한 인식개선을 위한 캠페인과 교육을 활발히 진행되는 등 다양한 노력을 하고 있다. 이러한 노력이 일환으로 아동학대 피해아동의 실제 발견율은 2001년 대비 2018년에는 12배 이상으로 증가하였다. 최근, 민간기관 차원에서 굿네이버스가 전문적인 서비스를 제공하기 위해 개발한 ‘아동보호 통합지원 전문서비스’ 모형은 학대피해아동 뿐만 아니라 가족에게도 상담, 치료, 양육기술 및 교육 등과 같은 서비스를 함께 제공하는 계기를 마련하였다. 이러한 서비스를 제공하는 다양한 민간기관들과의 협력체제 강화로 인해 민간단체에 근무하는 사회복지사들은 전문적인 상담접근이 용이해지는 등, 긍정적인 평가를 이어오고 있다. 오래전부터 미국, 영국, 호주 등과 같은 선진국에서는 아동학대에 대한 대응시스템을 공적 영역과 민간영역과의 공조체제를 갖춰서 아동학대관련 업무를 확보하고 있다. 우리나라도 민간단체로써 아동학대 업무를 전담해오던 중앙아동보호전문기관이 2020년부터는 ‘포용국가 아동정책’의 일환으로 공적영역에 편입됨에 따라 차츰 아동학대 및 아동보호와 관련된 공적전달체계가 확대되어 갈 것이다. 이에 본고에서는 한국아동학대예방협회의 창립 30주년을 맞이하여 한국아동학대예방협회를 비롯하여 아동학대 관련 5개의 민간단체(월드비전, 굿네이버스, 초록우산 어린이재단, 세이브더칠드런을 중심으로 하여 아동학대 관련 민간단체의 주요 활동을 살펴보고, 향후 아동학대관련 민간단체가 나아가야할 방향에 대해 모색해 보았다. Whenever a serious incident of child abuse occurred, the main content of the child abuse measures proposed by the government was the early detection of child abuse. For the early detection of child abuse, the government is making various efforts such as supporting policies and laws through the law and system. And the private sector actively conducted campaigns and education to improve awareness of child abuse prevention and reporting. As part of these efforts, the actual discovery rate of abused child increased more than 12 times in 2018 compared to 2001. Recently, Good Neighbors’ Professional Services for Child Protection Integrated, developed by Good Neighbors to provide professional services at the private agency level, served as an opportunity to provide services such as counseling, treatment, parenting skills and education to family of abused children as well as abused children. Due to the strengthening of the cooperative system with various private organizations that provide such services, social workers working for private organizations have enjoyed positive evaluations, such as facilitating professional counseling access. For a long time, developed countries such as the United States, the United Kingdom and Australia have secured child abuse-related work by establishing a cooperative system between the public and private sectors. Since ‘Korea Association for Prevention of Child Abuse and Neglect’, which has been dedicated to child abuse as a private organization, has been incorporated into the public domain as part of the ‘Inclusive State, Child Policy’ since 2020, the public delivery system related to child abuse and child protection will be gradually expanded. In this paper, in celebration of the 30th anniversary of ‘Korea Association for Prevention of Child Abuse and Neglect’, I reviewed five major private organizations(World Vision, Good Neighbors, Child Fund, Save the Children) related to child abuse, including ‘Korea Association for Prevention of Child Abuse and Neglect’, and I explored the future development direction of these private organizations.
