안보수단의 비대칭화와 안보딜레마의 전이: 미국의 Stuxnet와 Drone 비교 연구

Both cyber weapons and unmanned aeriel vehicles as an offensive mean are unstabilizing the international security structure that has been created by the traditional weapons systems since the Cold War period. The emergence of these weapons has been shifting the offense-defense balance and provoking the situation of security dilemma. America’s leading use of these weapons in specific forms of Stuxnet and Drone set a precedent, which brought about security dilemma in the states at stake and its transition in other neighboring states. However, because of the distinctive features of the weapons and international security environment, the transitions of security dilemma create different security effects that cannot be expected with regard to traditional military forces. Offensive cyber weapons, which contain the significant elements such as the cheap cost of obtaining them, diverse types of potential attackers, lack of international regulating norms and uncertainty of security strategies, deepen and spread more unstability than Drones in the international security order. Although Drones can be an effective means to threaten an opposing side, it needs more advanced techniques to fly a long distance and to equip a strategic warhead. 사이버 공간에서 사이버 무기와 지리적 공간에서 무인항공기는 공격 수단으로 기존의 무기 체계로 형성된 국제안보질서의 안정성에 영향을 미치고 있다. 이들 공격형 무기는 국가 간 공수균형에 변화를 초래함으로써 심각한 안보딜레마를 불러일으키고 있다. 미국이 선도적으로 활용한 Stuxnet와 Drone은 공격형 무기의 선례가 되었고, 이는 갈등 관계의 이해당사자의 범위를 넘어서서 주변 국가들에게로 안보딜레마가 전이되는 결과를 가져왔다. 그러나 이들 안보수단은 상이한 속성과 국제안보환경의 여건 때문에 전이의 파급 효과가 일반적인 기대와 다르게 나타난다. Stuxnet와 같은 공격형 사이버 무기는 아직 공식 인정받는 시설파괴와 인명살상의 심각한 상황을 빈번하게 만들지 않았지만, 저렴한 진입 비용과 다양한 행위자의 관여가 가능하고 존재하지 않는 국제안보질서에서 국제적 갈등의 가능성은 증대하고 있다. 반면에 Drone은 국가 간 무력충돌의 수단으로 활용되는데 당장 기술적 한계가 있고, 국제 무력 분쟁에 관한 국제규범의 적용이 가능하여 Stuxnet 보다는 국제안보질서의 안정성을 덜 저해하는 방향으로 발전할 것이다. Drone은 대규모 무력충돌을 피하기 위해 비정규전에 투입되어 다른 국가의 국경선을 침범하거나 군비경쟁의 확대로 나타날 수 있다. 그러나 사이버 공간의 안보를 위협하는 Stuxnet는 물리적 파괴력이 높은 Drone보다 무분별한 안보딜레마의 전이를 일으켜 국제안보질서를 더욱 불안정하게 만들 가능성이 높다.
