지역대표도서관 중심의 공동보존도서관 설립 방안에 관한 연구

본 연구는 "도서관법"을 통해 지역도서관 지원 협력사업과 자료수집 및 보존업무를 부여받고 있는 지역대표 도서관에 공동보존도서관 설립을 제안하고 설립 운영 방안을 논의하는 데 목적이 있다. 공동보존도서관과 지역대표도서관에 관한 문헌연구를 통해 개념과 유형을 파악하고, 권역별 협력체계를 바탕으로 운영 중인 미국 공동보존도서관 사례들을 분석한다. 또한 지역대표도서관을 대상으로 한 설문조사를 통해, 지역대표도서관의 자료보존 업무를 위한 조직, 인력, 예산, 보존공간 등의 필요성과 부재를 분석하고, 지역도서관 자료의 이관 및 보존이 이루어지지 않고 있음을 확인한다. 이에 본 연구는 공동보존도서관의 건립 및 운영을 위한 중앙정부의 재정지원을 전제로, 공동보존도서관 이관자료 선정 및 소유권은 참여도서관이, 공동보존도서관의 운영권은 지역대표도서관이 나누어 갖는 모형을 제시하며, 공동보존도서관의 이용과 서비스에 있어 참여도서관간의 공동이용을 보장하고, 나아가 지역사회로까지 개방해 나갈 것을 제안한다. The study aims at discussing issues concerning the establishment of the cooperative repository libraries based on regional central libraries which not only support various types of regional libraries and conduct cooperative businesses with them, but also are responsible for collecting and preserving library materials. The study analyzes concepts and types of cooperative repository libraries by literature review and explores cooperative repository libraries in the United States. Futhermore, it conducts a survey and finds that the regional central libraries do not perform their preservation functions, due to the lack of their manpower and budget. As a result, the study provides an establishment plan for cooperative repository libraries which participant libraries hold ownership of transferred materials and regional central libraries own the right of management. Also, it suggests to expand cooperative repository libraries' service coverage from participants to regional communities.

일반논문 : 칠석마을 공동체의 지속과 변화

지금까지 칠석마을의 공동체의 지속과 변화를 확인하기 위해 마을 공동체를 비롯해서 마을공동체의 하위 조직인 소규모공동체를 점검하여 그 실상을 파악하고, 공동체의 변형과 통합과정이 어떻게 이루어지는 지를 확인하고자 했다. 마을 단위의 공동체는 마을총회, 큰상부계, 수리계, 작목반 등을 들수 있고, 보다 규모가 작은 공동체로는 부녀회, 노인회, 청년회, 위친계, 죽령계, 옻돌계 등을 들 수 있다. 공동체 구성원의 범위에 따라 마을 전체를 대상으로 하는 공동체는 상부계와 수리계(작목반)로, 소규모를 대상으로 하고 있는 공동체로 위친계와 죽령계 및 옻돌계로 나누어지고, 죽음과 관계된 공동체는 상부계와 위친계로, 삶과 관계된 공동체는 마을의 공식적인 조직을 비롯하여 수리계와 작목반으로 나누어진다. 마을의 공동체는 개별적으로 독립되어 있기도 하지만 한편으론 소규모공동체와 서로 상보적 관계를 유지하기도 한다. 마을총회, 노인회, 부녀회, 청년회가 모두가 서로 협력해서 마을의 행사를 원활하게 수행하고 있음을 확인할 수 있고, 상촌마을의 죽령계나 하촌마을의 옻돌계는 마을 간의 경쟁적인 구도를 형성하기도 하지만, 마을총회를 통해 칠석마을공동체라는 통합을 이루기도 한다는 점에서 그 관계를 짐작할 수 있다. 마을공동체의 구심력적이고 원심력적인 관계는 공동체사회에서 개인보다는 집단의 가치를 중요시하고, 개인주의 보다는 협동 정신을 중요시하여 공동체 의식을 강화시켜주는 역할을 한다. 공동체성의 구현으로 상부계는 죽음의 소식을 알리는 역할, 상여운구, 매장 등의 역할을 수행하고, 당산제의 제사공동체는 마을사람들의 종교적 심의를 반영하여 사제자로서 역할을 충실히 이행한다. 그리고 놀이공동체는 놀이가 연행될 때만 잠시 구성되었다가 놀이가 끝나면 해체되는 것이 일반적인데, 고싸움놀이가 무형문화재로 지정되면서 놀이공동체가 제도화된 조직에 의해 대체되었다. 고싸움놀이가 무형문화재로 지정될 당시와 비교해 보면 40년 후인 2011년도에 이르러 32호 감소하였고, 인구는 남자가 354명(39%), 여자가 418명(36%) 모두 772명(37%) 감소하였다. 그리고 1980년 말 수입개방이 확대됨에 따라 국내 농업기반이 위협받게 되었고, 농가의 영농의욕 상실과 불안감이 확대되었다. 칠석마을에도 여타의 농촌마을처럼 인구 감소로 인해 많은 변화를 겪고 있고, 마을의 생업구조에도 변화가 일으키며 칠석마을의 공동체 변화에 적지 않게 영향을 미치고 있다. 그 변화 양상을 몇 가지로 정리할 수 있다. 먼저 임시결사체인 제사공동체와 놀이공동체가 고싸움놀이 보존회로 조직화되고, 공동체의 성격도 변화되고 있다. 즉 종전에는 자율성을 기반으로 구성원과 공동체가 서로 상보적 관계에서 공동체성을 구현하였다면, 오늘날은 상보적 관계보다는 보존회가 지시하고 피동적 차원에서 공동체성을 재현하고 있는 실정이다. 그런가 하면 공동체의 성격도 다소 변화되고 있는데, 놀이공동체는 유희적 생산과 소비를 병행해왔다면, 보존회는 소비보다는 생산에 치중하는 경향이 강하다. 두 번째 마을총회의 역할이 고싸움놀이 보존회로 이동하거나 통합되고 있다. 오늘날의 대공사에서도 수리계에 관련된 일들이 우선순위에서 여전히 그 중요성을 인정받고 있지만, 전체적인 내용에서는 수리계의 일보다는 고싸움놀이에 관련된 사항들이 많은 부분을 차지하고 있다. 이것은 수리계와 관련된 일이나 마을총회에서 다루어야 할 안건이 자연스럽게 고싸움놀이 보존회 중심으로 이동해 가고 있음을 보여주고 있다. 보존회가 단순히 고싸움놀이의 전승집단으로서뿐만 아니라 마을공동체의 새로운 정치집단이요 경제집단으로서 역할을 수행해고 있는 것을 보여주고 있는 것이다. 세 번째 소규모공동체인 청년회의가 보존회에 종속되어가는 경향이 나타나기도 한다. 네 번째로 마을의 대내외적인 결속 구조로서 고싸움놀이 보존회 위상이 강화되고 있지만, 마을 인구 감소와 노령화로 인해 보존회 역시 변화를 겪고 있다는 점이다. 다섯 번째 마을 인구의 노령화로 인해 소규모공동체가 축소되고 있지만, 2010년도에 상촌마을의 화합계가 결성되기도 했다. Some aspects of the changes can be summarized as. First, a temporary organization, memorial service community and fun community organized by the Gossaumnolyi Preservation Society, and also change the nature of the community. Second, General Meeting of Village gossaumnolyi Preservation Society moved to the role or be integrated. Third, a small community, Young adult group tended to depend on the Preservation Society will also appear. Fourth, the town is a structure of the internal and external cohesion Gossaumnolyi Preservation Society phase is being strengthened, The village due to population decline and aging Preservation is also undergoing changes. Fifth, the town`s small community is shrinking due to the aging population, but In 2010 the newly formed hwahapgye in Sangchon-town had been.

지역 거점형 공동보존서고의 건립 및 운영 방안 - 부산시를 사례로 하여 -

현행 "도서관법" 및 "도서관법 시행령"에서는 지역 도서관 자료에 대한 통합적 관리의 책임을 '지역대표도서관'에 부과하고 있다. 이는 지역의 도서관들이 공통적으로 경험하고 있는 수장공간의 부족 문제를 '공동보존서고'의 설치를 통해 해결하도록 유인하고자 하는데 있다. 이러한 실정법에 따라 지역대표도서관을 설립하였거나 지정하고 있는 광역자치단체에서는 빠른 시일내에 공동보존서고의 건립과 운영을 위한 종합적인 계획을 마련해야 하는 상황에 직면해 있다. 이에 이 연구에서는 '부산시'를 사례로 하여 도서관의 수장공간 부족 문제에 대한 해결책으로서 공동보존서고가 갖는 의미를 세밀히 검토하고, 공공도서관 중심의 '지역 거점형' 공동보존서고의 건립 및 운영 방안에 대해 논의하고자 하였다. 연구의 주요 내용은 다음과 같다: (1) 부산시 공공도서관의 수장공간의 부족 정도를 객관적으로 산출하고, (2) 공동보존서고에 대한 부산시 공공도서관 사서와 이용자의 요구를 조사한 다음, (3) 국내외의 대표적인 공동보존서고 사례를 참조해 가면서 부산시에 가장 적합한 공동보존서고의 건립 및 운영(안)을 제안하였다. According to the Korean Library Act, a regional representative library is fully responsible for the integrated management of all collections held by local libraries. It intends to resolve space problem for collections and to prepare room for new materials in local libraries. Under the Act, a regional representative library should make a plan for a regional repository library to accomodate overflows from local library collections as soon as possible. The purpose of this study is to figure out the meanings of 'regional repository library' as a cooperative storage facility of local library collections, and to suggest the proper solutions for developing a regional repository library with case of Busan metropolitan city. To the end, this study (1) examined the extent of space shortage in local libraries of Busan, (2) assessed the needs of both local libraries and library users for a regional repository library, and finally, (3) suggested the detailed procedure and methods for establishing and managing a regional repository library in Busan metropolitan city.

충남도서관 공동보존자료관 운영정책 수립을 위한 사서 인식조사 연구

지역대표도서관은 도서관의 보존공간 부족 문제 해결을 위해 공동보존자료관을 설치하고 있다. 본 연구는 지역 대표도서관인 충남도서관 공동보존자료관의 구체적인 운영정책 및 추진방안 마련을 위해 공공도서관 사서를 대상으로 설문조사와 FGI 방법으로 인식조사를 실시하였다. 이를 토대로 공동보존자료관의 목표인 인쇄자료와 디지털자료의 공동보존 및 활용에 맞는 운영정책 및 추진방안을 제안하였다. 연구결과, 첫째, 충남도서관 공동보존자료관에서는 참여 도서관의 보존공간 상황과 수요를 고려하여 우선적으로 단행본과 연속간행물을 소유권과 함께 우선적으로 이전해야한다. 둘째, 신속하고 편리한 공동보존자료관 운영을 위하여 전체 참여 도서관이 이용할 수 있는 운영관리시스템을 구축하고 클라우드 기반의 통합자료관리스템과 연계해야 한다. 셋째, 공동보존자료관에서 디지털화가 필요하다고 판단된 자료의 디지털화 및 아카이빙 방안 등을 제안하였다.

공공도서관을 위한 지역 공동보존서고 운영방안에 관한 연구 -부산지역을 중심으로-

Recent efforts to systematically transfer older materials from local library collections to preserve in a cooperative preservation facility, such as regional main library, are being made in each region. The study, in this regard, sheds light the regional preservation program, as it identifies status of preservation in local libraries and analyze the opinions of librarians in order to illustrate the planning process of regional preservation program. Based on the data about preservation status of public library in Busan metro area, the study focused on the strategies to operate a cooperative preservation program for public libraries. Specifically, 1) it investigates the preservation status of public library in Busan area and the librarians' opinion on a cooperative preservation facility in Busan library. 2) It adds a proposal composed with a materials transfer strategy and a space management program. 최근 지역대표도서관을 중심으로 해당 지역 도서관자료를 체계적으로 이관받아 장기적으로 보존하기 위한 노력이 지역별로 진행되고 있다. 이 연구는 지역대표도서관 공동보존서고 운영계획 수립단계에서 첫걸음은 지역 내 단위도서관의 자료보존현황을 파악하고 현장 사서의 의견을 수렴하여 공동보존서고 계획과정에 반영하는 일이라는 관점에서 출발하였다. 이에 이 연구는 부산지역 공공도서관의 자료보존현황을 바탕으로 부산도서관 공동보존서고 운영방안을 논의하고자 하였다. 구체적으로는 1) 부산지역 공공도서관의 자료보존 현황과 부산도서관 공동보존서고 운영에 대한 사서들의 의견을 조사하고, 2) 부산도서관 공동보존서고 운영방안을 자료이관방안과 공간운영방안 등으로 나누어 제안하는 것을 목적으로 한다.

인쇄학술지 공동 보존 및 활용에 관한 연구

The purpose of this research is to provide suggestions to develop a cooperative preservation and utilization program suitable for domestic circumstances. To accomplish the purpose of this research, an in-depth study was conducted parallel to surveys and focus group interviews. The study found that a high number of KESLI members recognizes the necessity of the cooperative preservation and utilization of print journals. The study also provides suggestions for the successful development and operation of the cooperative preservation center for print journals—the development of councils, the ownership of journals, the scope of journals to be collected, and the form of the national preservation center. The results of the study will be utilized as the model for the cooperative preservation and utilization of print journals suitable for Korean circumstances. 본 연구는 인쇄학술지 공동 보존 및 활용 기능을 수행하는 인쇄학술지 공동보존센터 구축에 대하여 수요조사 및 운영 방식에 관한 의견 조사를 통해 공동보존센터 구축을 위한 시사점을 제시하고자 한다. 이를 위해 KESLI 참가 기관을 대상으로 설문조사, 포커스그룹 면담을 수행하였다. 연구 결과로 인쇄학술지 공동 보존의 필요성에 대해서는 많은 응답자가 인식하고 있는 것으로 나타났으며, 국내 실정에 맞는 인쇄학술지 공동보존센터 구축을 위해 협의체 구성 방안, 기탁 학술지의 소유권, 보존 대상 인쇄학술지 범위 및 보존센터 유형을 제시하였다. 본 연구결과는 인쇄학술지 공동보존센터 구축의 타당성 확보와 국내 실정에 맞는 모델 개발을 위한 기초 자료로 활용될 수 있을 것이다.

공공도서관 자료보존의 현황과 과제

This research was initiated on the basis that public libraries should serve its role as a supplier of intellectual informations to all users and the National Library of Korea should play a role as chief supporter of collection preservation in individual libraries. Situated in such context, this study attempted to investigate several aspects of the present conditions of Korea public libraries, including the current technical ability and technicians available for materials preservation and restoration, current policies for preservation and provisions for disasters, and opinions on establishment of national library preservation and restoration center. Data was drawn from a survey with 208 public libraries in the country. As a conclusion, this study discusses such as 1) securing collection management policies for material preservations and restorations at the level of individual libraries 2) building tripartite system for efficient and methodical material preservations and restorations including public libraries, regional central libraries and the National Library of Korea. 이 연구는 공공도서관은 사회에서 생산되는 자료를 수집․제공하는 역할을 수행해야 하며, 이를 위해 국립중앙도서관은 개별도서관의 자료보존을 지원하는 주된 책임기관으로서의 역할을 수행해야 한다는 논리에서 출발하였다. 이 연구의 목적은 국내 공공도서관의 자료보존현황을 파악하여 도서관자료의 공동보존을 위한 도서관간 협력방안과 국가적인 차원에서의 개선방안을 모색하기 위한 것이다. 자료보존현황에 관한 기초 데이터 수집을 위해 공공도서관을 대상으로 설문조사를 실시하였다. 이를 위해 전국 663개 공공도서관에 설문지를 배포하였으며, 이중 208개관이 응답한 설문지를 회수하여 내용을 분석하였다. 조사의 내용은 자료보존․복원을 위한 조직과 인력, 자료보존․복원을 위한 시설과 환경, 국가적인 차원에서의 자료보존․복원센터의 건립에 대한 의견 등이 포함되었다. 국내 공공도서관의 효율적인 자료보존을 위한 과제로 첫째, 개별도서관 차원의 지식정보자원의 보존성 및 이용성 향상을 위한 자료보존․복원을 위한 자료관리정책의 구비 둘째, 공공도서관, 지역대표도서관, 국립중앙도서관 등과의 협력을 통한 종합적, 효율적 자료보존․복원 체계 구축 등 두 가지 방안을 제안하였다.

공동보존서고의 보존환경에 관한 연구

최근 국내에서 개별도서관의 장서 수장공간 부족 문제를 해결할 목적으로 공동보존서고에 관한 논의가 전개되고 있는 상황에서 본 연구는 향후 국내에 설치될 공동보존서고들이 양질의 보존환경을 구축하는데 도움을 주고자 국내외 공동보존서고들의 보존환경에 대해 조사하였다. 본 연구에서는 미국과 호주, 프랑스, 스페인, 한국 등 총 16개 공동보존서고들의 기본환경, 서가설비, 공조설비, 소화설비, 보안설비, 기타 환경 등에 관련된 세부사항들을 비교, 분석하였다. Recently, there are some discussions about cooperative library storage facilities as methods to relieve the pressure from shortage of library stacks in Korea. This study tried to inspect the preservation environments of 16 cooperative storage facilities in USA, Australia, France, Spain and Korea to help to prepare and establish cooperative storage facilities with ideal preservation conditions. To do this, some aspects of the preservation environments including basic conditions shelving system, HVAC(heating, ventilating and air conditioning) system, fire extinguishing system, security system and other preservation environments were compared and analyzed.

공공도서관 공동보존서고 건립모형 연구

본 연구의 목적은 국내 공공도서관을 위한 공동보존서고 건립모형을 제안하는데 있다. 이를 위하여 공동보존서고 건립환경인 공공도서관 수장공간 부족률, 시도별 공동보존서고 건립의 우선순위, 수행해야 할 주요 기능과 업무, 바람직한 입지조건을 분석하였다. 이를 바탕으로 공동보존서고 건립의 기본원칙, 건축규모, 공공도서관의 이관자료 기준과 소유권 문제, 바람직한 관리운영 주체를 제시하였다. 따라서 정부와 모든 광역시도는 조속히 공동보존서고를 설립 운영해야 한다. The goal of this study is to suggest the models for establishing the collaborative repository for public libraries in Korea. For this purpose, author analyzed the collection space shortage of public libraries, priority of establishment of collaborative repositories by province, key functions and practices to accomplish, and a desirable location. And based on these analysis results, author proposed the basic principles and architectural scales of the collaborative repositories, transfer criteria and ownership of public library' collection, desirable management and operation unit of the collaborative repository. Therefore, the government and all of metropolitan must establish the collaborative repositories as soon as possible.

대학도서관 공동보존서고 설립 및 운영 방안 연구: 미국 ReCAP 사례를 중심으로

The purpose of this study is to explore the establishment and administrative strategies for shared repositories for academic libraries in Korea, using the US ReCAP (Research Collections and Preservation Consortium) Project as a case study. The US ReCAP Project was a collaboration between the New York Public Library and the university libraries of Columbia University, Harvard University, and Princeton University. In-depth interviews were conducted with librarians and administrators in charge of the ReCAP Project to understand the original vision of the project, as well as how the strategy and approach evolved over the years. The analysis results revealed that shared repositories for libraries have evolved into shared collections enabling shared use. But shared repositories require a central management system to be successful in the long-term. Additionally, findings showed that the shared repository filled more quickly than anticipated. This in turn required collaborative planning on shared collection development and selection policies to determine which materials to send to the shared repository. 본 연구는 국내 대학도서관의 공동보존서고 설립 및 운영을 위한 기초 자료로서, 미국의 대표적인 공동보존서고 ReCAP(Research Collections and Preservation Consortium)의 운영 사례를 통해 국내 적용 가능한 공동보존서고 설립 및 운영 방안을 제시하고자 하였다. 이를 위해 ReCAP 공동보존서고 및 참여기관인 콜럼비아대학교 도서관, 프린스턴대학교 도서관, 뉴욕공공도서관, 하버드대학교 도서관을 방문 조사하였고, ReCAP 업무 담당 전문가를 대상으로 심층인터뷰를 실시하였다. 분석 결과, 공동보존서고는 보존시설에 대한 공유에서 공유 장서(shared collection)와 공유 이용(shared use)으로 확대 발전된 것으로 나타났다. 하지만 장기적인 공동관리를 위한 시스템 구축 및 초기 예상보다 빠른 보존공간의 한계에 따른 이관자료지침수립 및 공동장서개발 정책 수립 등의 필요성이 제기되었다.
