본 연구는 공동육아사회적협동조합, 협동조합 법인에 위탁한 국공립어린이집, 국공립사회적협동조합 어린이집에 대한 사례를 비교한 것이다. 본 연구를 위한 조사는 2017년 7월에서 10월에 이루어졌고, 자료수집을 위해 심층인터뷰와 포커스그룹이 진행되었다. 연구결과는 다음과 같다. 첫째, 공동육아사회적협동조합어린이집은 부모들이 설립하여 자율적으로 운영하고, 부모 참여가 활발하다. 그러나 터전 마련과 교사인건비 등 부모들의 비용과 품이 많이 들어 어린이집을 유지하거나 신설하는데 상당한 어려움이 있다. 둘째, 협동조합 법인에 위탁한 어린이집의 경우 공동육아어린이집의 벤치마킹을 통해 친환경 보육 환경 조성과 지역사회로의 확장 등 긍정적인 점이 있다. 그러나 국공립어린이집의 틀 안에 있기 때문에 조직을 유연하게 운영하는 데는 한계가 있다. 셋째, 국공립사회적협동조합의 경우 부모참여와 어린이집 개방으로 상호 신뢰와 공동체 분위기가 형성되었다. 그러나 하향식 설립 과정에 따른 협동조합 운영의 모순 등 어려움이 많은 것으로 드러났다. 요컨대, 본 연구의 사례들이 신뢰할만한 어린이집을 만들고 함께 돌보는 문화를 시도한다는 점에서 긍정적이지만 사회적협동조합 방식의 어린이집을 신설, 유지, 활성화하기 위해서는 협동조합 어린이집 유형에 맞는 제도의 개선 및 정책적 지원이 필요하다. This study is a comparative analysis a social cooperative children’s center, daycare centers entrusted to a cooperative organization, and public social cooperative daycare centers. For this study, the researcher conducted focus group and in-depth interviews with five childcare centers. The author also interviewed a government employee, an activist in 『Co-care and Comminity Education』, and officials related to the social economic center. It was analyzed experience the establishment process and value realization. Research results as follows: first of all, the case of the social cooperative children’s center, parents are running autonomously and their parents are actively involved. However, it is very difficult to maintain or build a daycare center because of the high cost and cost of parents such as building rents and teacher salaries. Second, the case of daycare centers entrusted to a cooperative organization, there are positive aspects such as environment of eco-friendly childcare and community expansion based on cooperative childcare. However, since the frame of the existing public children’s center is maintained, there are limitations to the flexible management of the organization. Third, the case of public social cooperative daycare centers, mutual trust and a community atmosphere were formed with the participation of parents and the opening of daycare centers. However, there were negative aspects such as the inconsistency in the operation of cooperative organizations following the topdown establishment. In short, the examples in this study are positive in that they try to create a trusted child care center and take care of together. In order to create, maintain, and active a cooperative children’s center, one need to improve the proper system and policy support for the diverse cooperative organizations.

협동조합 배경에 따른 공동육아협동조합 활용실태에 관한 연구

UN총회는 2012년 세계협동조합의 해로 지정하고 우리나라도 2012년 12월부터 협동조합기본법이 시행되고 있다. 이제는 공동육아 등의 새로운 사회복지 서비스가 등장하고 있다. 본 연구는 어린이집의 공동육아협동조합은 가족들이 모여 공동체라는 사회를 만들고 공동체의 지원을 통한 개별 양육의 부담을 줄이게 된다. 개별가족은 적극적 공동체에 참여하여 공동체의 역량을 키우게 되며 공동체의 발전은 나아가 양질의 보육을 가능하게 한다. 여기에 협동조합의 7대 원칙인 조합원의 자발적 개방, 민주적 관리, 경제적 참여, 자율과 독립, 교육 훈련 정보제공, 조합 간 협동, 지역사회 기여를 내용으로 연구하였다. 연구결과 회원의 협력, 조합의 자율과 개방, 지역사회의 상호 이해가 이루어질 수 있는 다양한 요구가 필요하였다. This study began with the awareness of problems that are emphasized only in the aspects of parental participation or community, although parents are the main subjects in cooperative parenting associations. Therefore, this study tries to explore the ontological aspect of becoming-parent of a communal childcare cooperative. As a result of the study, we were able to see parents opening up a world of ignorance, unknown, and oblivion, parents as ainfinite possibilities's diversities instead of 1/N, parents who experience daycare like mutants, and parents who connect knowledge and life. Through this, parents in co-parent care centers should be seen as emergence multiplicity, suggesting that parents in co-parent care centers should check the striated spaces and be present in smooth spaces. 본 연구는 공동육아 조합에서 부모가 운영과 교육을 책임지는 주체로 존재하나, 공동육아 부모들에 대한 이해가 부모 참여 또는 공동체성의 측면으로만 강조되고 있는 문제의식에서 시작되었다. 본 연구의 목적은 공동육아 조합 어린이집 부모의 ‘되어가기’ 과정을 탐구하는데 있다. 연구결과 부모들은 끊임없이 되어가는 존재로서 무지, 미지, 망각의 세계를 열어가는 부모, 1/N이 아닌 무한의 가능성을 지닌 다양체로서의 부모, 돌연변이 생물 같은 어린이집을 체험하는 부모, 앎과 삶을 연결하며 부단히 ‘되어가는’ 부모의 모습으로 나타났다. 이를 통해 공동육아 조합 어린이집 부모는 발현적 다양체이며, 명시적 규칙들이 만들어진 홈 패인 공간을 견제하고 끊임없이 새로운 대안을 모색하고 합의의 과정을 지속함으로써 변화 가능성을 지닌 매끈한 공간에서 되어가는 존재임을 알 수 있었다.
