공무원의 노사관계에 대한 관심이 높다. 처음으로 공무원의 단체교섭권이 현실화되어 노사 간 단체협약을 위한 진통이 한창인 지금, 필자는 우리나라보다 오랜 경험을 갖고 어느 정도 안정을 이룬 네덜란드 공무원의 노사관계를 살펴보았다. 네덜란드는 조합주의라고 불리는 전통을 갖고 있다. 조합주의는 죽었다고 평가되는 시기가 있기는 했으나, 1982년 바세나르협약을 통해 조합주의가 되살아나는 전환점을 마련하였고, 이를 통해 노-사 대표자 간의 협력적이고 이원적인 협상체제가 구축될 수 있었다. 이 과정에서 네덜란드의 공무원 노사관계는 점차 사적 부문의 노사관계와 일치되어 가는 양상을 나타냈고, 1993년에는 그때까지의 중앙집권적 의사결정 시스템으로부터 탈피된 공무원의 부문별 노사관계가 구축되게 된다. 부문별 노사관계는 크게 (초중등)교육부문, 고등전문교육기관, 대학, 연구기관 그리고 대학병원이고, 세부적으로 현재 13개 부문으로 형성되어 각각의 노사관계를 형성해 나가고 있다. 본문에서는 부문별 노사관계의 주체들에 대하여 상세하게 기록하였다. The industrial relations of civil service are drawing great attention. Considering that the right of the civil service to bargain collectively has been actualized for the first time, and the throes for the collective agreement is at its peak, this writer examines the industrial relations of the civil service in the Netherlands, which has much longer experience than Korean and is more or less stabilized. The Netherlands has the tradition called unionism. Though there have been times when the unionism was considered to be dead and done, the Wassenaar Accord acted as the turning point for the unionism to revive and allowed cooperative and dualistic bargaining system between representatives of labor and management to be constructed. In this course, the industrial relations of the civil service in the Netherlands have assumed an aspect to become similar to those of the private sector. In 1993, the sectorized industrial relations of the civil service were constructed breaking from the centralized decision-making system up to that time. Those major sectors are the elementary and secondary educational sector, higher professional educational institutes, universities, research institutes and teaching hospitals, and are more detailedly divided into 13 sectors to have formed industrial relations independent of each other. This paper details the subjects of the sectorized industrial relations of civil service of Netherlands.
