서울시 사회복지시설의 장애인 인권침해 실태 : 타 시설 이용자와의 비교분석을 중심으로

최근에도 사회복지시설 이용자의 인권침해 예방을 위한 안전망이 강화되어야 한다는 필요성이 대두되고 있다. 본 연구의 목적은 서울시 사회복지시설에서의 이용자 인권침해 실태를 파악하는 것에 있다. 이를 위해 본 연구는 사회복지시설에서 발생하는 종사자로부터의 인권침해, 타 이용자로부터의 인권침해 실태에 주목하고, 장애인에 대한 인권침해 실태와 그 수준을 비교적인 관점에서 파악하기 위해 장애인을 중심으로 저소득 지역주민, 노인, 노숙인 등의 취약계층과의 비교·분석을 실시하였다. 결과적으로, 서울시 사회복지시설 이용자의 인권침해는 매우 드물게 발생하고 있긴 하지만, 장애인 복지시설에서 신체적 침해, 정서적 침해, 방치 등의 인권침해가 타 복지시설보다 비교적 높게 나타나고 있음을 발견하였다. 또한 장애인 복지시설에서 타 이용자로부터 이용자의 정서적 침해, 신체적 침해 등의 인권침해가 타 복지시설에 비해 상대적으로 높게 발생하고 있음도 확인되었다. 이러한 연구결과는 향후 법률과 규제, 교육과 인식 개선, 신속하고 효과적인 대응(대처), 보호자 및 지원기관 지원, 사회적 책임 등 장애인 인권침해 문제를 해결하기 위한 다양한 방안을 마련하는데 있어 기여할 수 있다는 정책적 함의를 가진다. In recent years, there is a need to strengthen the safety net to prevent human rights violations of social welfare facility users. The purpose of this study is to understand the status of human rights violations of users in social welfare facilities in Seoul. To this end, this study focused on human rights violations from workers and human rights violations from other users in social welfare facilities, and compared and analyzed with vulnerable groups such as low-income local residents, the elderly, and the homeless, focusing on the disabled, to understand the status and level of human rights violations against the disabled from a relatively perspective. As a result, although human rights violations by users of social welfare facilities in Seoul are very rare, human rights violations such as physical violations, emotional violations, and neglect are relatively higher than those of other welfare facilities. It was also confirmed that human rights violations such as emotional and physical violations of users from other users are relatively higher in welfare facilities for the disabled than in other welfare facilities. These findings have policy implications that can contribute to solving human rights violations for the disabled, such as laws and regulations, education and awareness improvement, rapid and effective response (counteraction), support for guardians and supporting organizations, and social responsibility in the future.

보행자안전과 가장 밀접하다고 할 수 있는 볼라드는 차량 통제의 기능 때문에 많은 곳에서 설치가 이루어지고 있다. 보행자의 보행편의와 안전에 대한 기능과 역할에 대한 측면에서 본다면 개선된 디자인을 준비할 필요가 있다고 생각된다. 연구자는 개선할 필요성에 대한 첫 번째의 내용을 인구의 고령화로 생각한다. 전체 인구의 25%의 고령자들은 신체기능이 떨어지면서 걷는 것과 서서 기다리는 행동에 힘겨워하는 모습을 볼 수 있다. 과거의 볼라드는 대리석으로 낮은 모습에서 점차 지금의 모습으로 발전되었다. 한때, 시민에게 불편을 주고 부정적 인식을 갖게 된 볼라드를 사용자 안전을 위한 볼라드로 발전되었다. 볼라드가 사용자와의 상호작용과 사용자의 행동특성을 고려한 디자인으로써 볼라드의 인식을 개선하려는 연구가 꾸준히 이루어지고 있다. 연구자의 볼라드 연구는 고령자들과 행동이나 이동약자, 어린이들에게도 유용하게 사용될 수 있는 볼라드의 디자인과 기능적인 내용들을 고려한 유니버설디자인을 제시하는데 있다. 이를 위해 보행자가 도로를 이동할 때 볼라드와의 상호작용과 볼라드의 터치포인트를 조사하여 이를 디자인에 반영하였다. 새롭게 제안하는 볼라드의 조건에는 안전바, 안전등, 짐을 잠시 놓아두는 선반의 개념을 적용하여 사람들에게 신호를 기다리는 동안 편안한 상태를 유지할 수 있도록 하는데 있다. 다만 제작하고 실험을 통해 구현하지 못하고 디자인을 제안하는 것으로 한계점이 있다는 것을 밝힌다. Bollards, closely related to pedestrian safety, are installed in many locations due to their function in controlling vehicle access. From the perspective of pedestrian convenience and safety, there is a need for improved design. The researcher identifies the primary need for improvement as stemming from the aging population. With 25% of the total population being elderly, many struggle with walking and standing due to decreased physical capabilities. Historically, bollards have evolved from low marble structures to their current forms. Once causing inconvenience and negative perceptions among citizens, bollards have now evolved into features that enhance user safety. Research is continuously conducted to improve bollard perception through designs that consider user interactions and behavioral characteristics. This research proposes a universal design for bollards that considers the needs of the elderly, individuals with mobility impairments, and children. The study investigates pedestrian interactions with bollards and their touchpoints, reflecting these findings in the design. The newly proposed bollard includes features such as safety bars, safety lights, and shelves for temporarily placing items, aiming to provide comfort while waiting at signals. However, it is noted that this study only proposes a design and has not yet produced or tested a prototype, indicating its limitations.

근로지원인 서비스 제도는 중증장애인 근로자가 담당업무를 수행하는 능력을 갖추었으나 장애로 인하여 업무를 수행하는 데에 어려움을 겪는 경우 근로지원인의 도움을 받아 업무를 수행할 수 있도록 지원하는 것이 목적이다. 최근에는 매년 근로지원인 예산규모가 크게 증가했으나 현장수요도 지속적으로 증가하는 추세이다. 따라서 한정된 예산으로 보다 많은 중증장애인이 혜택을 받을 수 있도록 하는 지원체계 개선 등의 효율적 지원방안 마련이 필요하다. 본 연구에서는 FGI 분석방법을 통해 근로지원 서비스의 효율적 지원을 위한 합리적 지원체계 개선방안을 제시하였다. FGI 대상은 정책관계자, 근로지원인 및 장애인근로자로 구성하였다. 본 연구결과로는 향후 근로지원인 제도의 효울적 운영을 위해서는 제3유형인 발달장애 지원개선, 동시 근로지원체계 마련, 부수적 업무 정의 명확화, 근로지원인 전문성 강화 등의 정책적 개선점을 도출하였다. The purpose of the worker support system is to support severely disabled workers with difficulties caused by their disabilities when performing their work. Recently, the annual work support budget has increased significantly. However, demand is also continuously increasing. Therefore, it is necessary to prepare efficient support measures, such as improving the support system, so that more people with severe disabilities can benefit from limited budgets. In this study, a rational support system improvement plan for efficient support of labor support services was presented through the FGI analysis method.

본 연구는 영어 단어 맟추기 게임으로 아동이나 청소년들에게 영어학습의 효과를 높일수 있는 교육용 문제 풀기 퀴즈 형식으로 설계 및 구현하였다. 퀴즈 게임을 위하여 화면을 설계하였으며, 아동이나 청소년들에게 보다 친화적인 동물이나 과일이름을 영어로 무엇인가를 평가할 수 있도록 구현하였다. 본 논문의 제안한 퀴즈 게임의 효과를 측정할 수 있도록 H대학교 장애 및 비장애 학생들에게 설문을 조사하였으며, 기존의 상업용 게임과 상호 비교 분석하여, 제안한 퀴즈 게임이 교육적인 콘텐츠의 내용을 포함하고 있는 것에 높은 등급을 받았으며, 폭력적이지 않는 점에서도 높은 점수를 받아 제안한 퀴즈 게임의 우수성을 입증하였다. 향후 연구과제로는 보다 다양한 콘텐츠의 내용과 다양한 연령대별 학습을 위하여 여러 단계의 퀴즈 게임을 설계 구현하는 것이다. This study was designed and implemented as an English word matching game in the form of an educational problem-solving quiz that can increase the effectiveness of English learning for children and adolescents. The screen was designed for a quiz game, and was implemented to allow children and teenagers to evaluate the names of animals and fruits in English, which are more friendly to them. In order to measure the effectiveness of the quiz game proposed in this paper, a survey was conducted on students with and without disabilities at H University. By comparing and analyzing it with existing commercial games, it was found that the proposed quiz game contained educational content. It received a high score for not being violent, proving the excellence of the proposed quiz game. Future research tasks include designing and implementing a multi-level quiz game for more diverse content and learning for different age groups.
