        Ⅰ This paper is a study on the questions based on a theory of what is the meaning of tourism development, which direction it is to take and what effect it is to have on the community, including how the problems involved are to be solved. Ⅱ Tourism development can largely be summed up in three parts as planning according to the unique situations of the tourism resources, aimed at enhance-ment of convenience to tourists, drawing tourists and inducing more spending on their parts. Firstly, facilities will1 have to be expanded and upgraded to create a pleasant, convenient and hospitable climate for tourists. Secondly, all the existing systems should be reorganized for tourism promotion. And thirdly, P.R. campaign should be structed in such a way as to at tract increased tourists. However, in most cases, the idea of tourism development is generally confined to the narrow meaning that the development and reorganization of all facilities is the only requirement for the enhancement of convenience for tourists. Today, mass tourism and its diversification symbolized by modern tourism have their origin in the combination and expansion of sightseeing act and recre-ation act. Such tourism act may largely be classified into two factors which contribute to the dual phases of the tolrrism development. That is, since one act is intended for the objects having to do with cultural assets and natural scenery, the tourism development should be oniented so as to minimize facilities and preserve the tourism resources untmqaired and undiminished and protect then as they arc. The other act is for sports or recreation trip, and its devel-opment should be made with emphasis on facilities for convenience of tourists. The tourism development involves the tourism resources and its development is intended for tourists. Therefore, the two phases of its development are indispensable for successful achievement of the tourism development. Ⅲ In effect, in any country, tourism development is being carried out as one of its economic policies. Thus so long as the tourism development is being made in any part of the land, the effect of tourism development on the community follows as a result. That has its effect both on economy and outside economy composed of the following contents : Firstly, the economic effect means the national economic effect related with foreign exchange income- effect and the community economic effect which invol-ves income effect, employment effect, taxation effect, industrial ground-work-facilities effect and the effect related with industry. Secondly, the effect outside economy which follows as resultant effect in the promotion of tourism development work includes ranging form Conservation of nature and the preservation of cultural assets to the replanning and imporovem-ent of living environment facilities such as the replanning of parks, traffic utilities and water supply and sewage systems etc. and the effect of tourist resorting. The tourism development can't always only bring about plus-effect as shown in the above facts but, for instance, it will also accompanies minus-effect such as the deterioration of tourist resorts, rise in commodity prices, corruption of public morals and traffic congestion etc. Accordingly, the tourism development plan should be established through careful examination and analysis prior to the execution of the tourism develop ment. Ⅳ Even if effective and theoritical tourism development may be carried out in agreement with particular situation of the tourism resources, problems will follow as an inevitable conscquence. For example, such problenis can be pointed out as destructive- to- tourism resources problem, public nuisance problem resu- lting from tourism and shortcomings or minus-effect brought on a pertinent region by tourism development etc. Because a perfect solution to such problems can not be found out, the excution of tourism development should succeed the establishment of its development planning through detailed examination and analysis under the government tourism development policy so to minimimize problems involved. Finally, for the balanc-d achievement of the effect on economy with the effect outside economy in the development of tourism, the govenment guideline policy backing is indispensable to the tourism development : in other words, what is often called, SOUND TOURISM OR SOUND TOURIST RESORT will only be materialized by the thorough administrative guideline policy on tourism develop-ment. Thus, for the successful accomplishment of such purposes, a very detailed tourism development based on deliberately planned system is called for and the thynthetical government guideline policy is desirable on tourism development and tourist resorts, together with the government administration of thejtourism resources, thc orientation and promotion of tourism.

        With the industrial development and the exploitation of new sources of energy, man's effect upon the environment increased dramatically and with deleterious consequences for many other forms of life. Demand for living space and requirement of industry have caused marshes, fore-st , and grasslands to disappear and with them their associated plauts and founa. Moreover, our cultural heritage is being destroyed. People are moved about, neighborhoods destroyed, fabric life disintegrated. We need to learn much about man's basic nature and his reqgiremeuts as a bio-logical organism. The human organism needs change to operate optimally. Somet-imes we need to escape from inhuman cities. With tourism, we can accomplish these purposes and recover human nature. To achieve the policy of national tourism, we must not ignore such a character of tourism. Especially, it seems obvious to say that national tourism must be protected and enhanced by the establishment of national and local authorities using the professi-onal advisors. The authorities need t o take the following measures. 1) The development harmonized with natural beauty. 2) To protect the tourist from over-charge on tourists' consumption. 3) To advise tourism bussinessmen. 4) To give tourism education to the people for essence of tourism. 5) The maintenance of the tourist statistics. 6) Government regulation and enhancement 01 morality. 7) To strenghen the adjustment amog all authoritias concerned with rourism.

      • 제주권역 지역개발의 방향설정에 관한 연구 : 토지이용계획을 중심으로

        This study is planned to establish the production, the sightseeing, and the circul-ation of other activities very effectively in Cheju-do by the Cheju-do's synthetic development plan to establish rationally the regional development in Cheju-do as a branch of a nation-wide synthetic development. The plan of using land is prerequisite to the development plan because the regi-on develoment is to utilize land economically and rationally from the view of long distance. And if such a region(a1) development plan is not reasonable, we can lia- rdly not only obtain the desired result of it but also expect the efficiency of eacn plan. In this point I will summarize some tasks on the region(a1) development plan as main theme. They are as follows: 1. The complete development of transportation between CheJu region and the external part of the region 1) The development of harbour facilities. (1) In future the transportation development plan should be demanded to meet tile s1iipmcr.t of farm produces, the tourists increased. and consumer's goods in creased. (2) Tnc development plan should be demanded in connection with a synthe-tic city plan so that the terminal for passengers and the storehouse for general goods may be connected with producing districts. ne (3) The several objects of service should be demanded to open the steam-line to Inchun and other port cities. So that we may connect the steam-line with Highways in mainland besides existing steam-line to Pusan and Mokpo. (4) The harbour development plan is prerequisite to the prompt transportation of fruits and vegetables by container trucks and the establishment of the car-ferry to connect the passengers with Highways in mainland. 2) The development plan of airport facilities. Magnifying airport facilities as well as lengthening the existing runway of Chcju international airport should be prerequisite to large attraction of tourists to Cheju-do besides prevention of planned travel failure by suspension of airline ser- vice. On the other hand the construction of a large scale International Alrport which reaches the international level in Cheju-do should be demanded, 2. The road development plan in Cheju-do. 1) In order to develop the main roads in Cheju-do we should concentrate our efforts on the reform and rapid transit of a round-island-road and the first cross island Highway. 2) In case the rapid transit of a Round Island Road is sooner made than other Cross Island Highway is constructed, a good investment will be made in that the end of the Round-Island-Road lies a t an hour distance from the starting point. 3) Farming roads which are the center of the Round-Island-Highway should be prerequisite to farming including orange growth, and tourist development. 4) In according to the agricultural development of backward regions, the CO-llection and transportation of such farming products as oranges, agricultural med-icines, agricultural machines and tools should be demanded right now. 3. The basic directions of industry development 1) Agricultural development The agriculture of Cheju region is now being transferred from cultivating food to cultivating such economic products as oranges. The expansion of Farming Roads and transportation facilitics 2s well as the expansion of Farming Land is prerequ- isite to the collection of products, the selection of fruit and the transportation of products. 2) The fishing industry development Fishing boats, the improvement of the fishing art , the good organization of fish- ing port, the flow of marine products and the good organization of manufacturing facilities should simultaneously be made in order to avoid antique self-supporting fishery. 3) The czttle-raising industry development (1) We should develop the middle maintain land and promote beef-cattle- raising industry first of all. It is to meet the tendency of th- tim- that the baef cattle supplies are running short. (2) We should develop the sources of rain water to solve the difficulty of rain water. Also in 1930's we should develop dairy industry and sheep-raising in- dustry and make the larger scale plan of raising cattles by farming the green fields. 4) The directions of industry development (1) We should develop agricultural and fishing industries and fopd industry that manufacture one part of manufactured goods. (2) We should develop sewing industry, and bonded industry of electron industry and export manufactured industry by using traditionally industrious wo-men's power. (3) We should develop light and heavy construction material and stone-ma- nufactured industry for attractinng tourists by using a lot of volcanic rock and molton rock, while because the growtn of domestic industry largely depends on the import of industrial material. we should plan to construct Central Terminal Station in order to store crude petroleum, wood and iron. 4. The main directions of the tourism development 1) In order to attract many tourists during all seasons, we should concentrate our main forces on developing beaches in summer, winter resort by warm climate, and tourist facilies which tourist can make the most of his leisure during all sea-son. 2) We should develop all kinds of ocean and land recreation bases and their facilities including hotels, inns, simple & special accommodations, Youth Hostels, and sanitoriums so that sightseeing seasoh are gradually possible all year round. 3) We should build all kinds of model course and develop several sightseeing objects and recreation facilities around the roads extending to each main course. in order for tourists to select sightseeing route for themselves according to their season tastes.

      • 제주지역의 관광사업의 실태와 진흥 방안

        (Ⅰ) With the incrcase of individual I income by high economic groivth, people have come to enjoy their stabilized l lives and more leisure time. Accordingly, sight-seeing tour is gctincr popuarized throughout the country. As the result. tourist industries, as service business, have become to play an important role in the national economy. The JejuDo District, colisidcred to be best in the country, is especially rich in scenic and historic interests with ideally located beaches, mountains, and has in it bright prospects fur tourist facilities. In this respect, it is imperative to investigate and analyze what the present state of tourist business here is. This study is to analyze and grasp various aspects of tourism in the district. in other words, tourist inrlustrics, tourists, changes of communities, plannings of tourist spots, and then to give helpful materials for tourist policy and comm-unity education. This study was made basedIon the literature of the subject and statistics corn-piled from field investigation. (Ⅱ) TO develop the Jejudo as international level tourism depot. 1) Tourist to Jejudo will enjoy sight-seeing and cultural heritage in daytime. and can rest and entertain international level amusement facilities in night time and let them shop local products when they come back. 2) Tourism axis will be transferred to No. 2 cross-cut axis which connects Jejusi with Seoquipo through No. 2 cross-cut from No. 1 cross-cut, and jeju Island will be a tourism area wholly with the main axis and secondary axis of circulation road. 3) To get this end, Seoguipo will be a sugsidiary area for Jungmun, and Seo-ngpanak, Gwaneumsa, Eoseungsang and Yeongsil will developed as mountaineous tourism district, and Hamdeog, Sinyeng, Hyeopje. Chaguido, Bugclion and Seo-gui sooshore as seahore tourism area. and Boseong, Secngeub, Weolyeong, Nabcab and Hwangbaduri as cultural tocrism area. 4) Inter and Intra national transportation and communication net work should be improved to givc easy and bright circumstances for tourists. 5) To promote the tourism circumstacce. environment of tourist will be rear-ranged by making the local ptoplc rccognizc the importance of tourism. 6) A comprehensive master plan will be estabablished to preserve the peculiar tourism rexouIces of Jeju and to develop tlie tourism area orderly, with sealeand for stage development. (Ⅲ) The following are recommendations regarding the development of tourist industries; 1. Nature conservation and beauty creation should be systematized. a. Itis desirable to organize a certain system in which the executive author-itics and inhabitants should work as one body for conservation of the natural beauties. b. Regulations sli6uld be established in order to preserve and create the natiir-al attractiveness. 2. Sites of sighiseeing facilities should be public-owned. This will enable us to refrain from rising land value by realty speculation, to urge the efficient development, and to increase tax yields. 3. Korean flavor should be added to the new undertakings as possible. The fact that the essisting buildings and facilities are of Western style is apt to makc us forgetful of rich Korean culture. 4. Tourist industries should be cultivated so as to meet the demand of indiv-idual tourist in accordance with the tendency of tourists and the study of tourist markets. Of course, top priority of the business should b- given to sightseeing and recreation. Conteniences for skiing, golfing. hunting, mountain climbing is of seconda r J- importance. 5. The study and publicity of tourist resources is needed. a. Manuals for interpreting various resources should be provided. b. All-round exhibit facilities such as museums should be set up. 6. The investment regulations for tourist business are too strict. The authorities must pay a special consideration on the seasonal disadvantage. 7. Commercial facilitles are restricted in cultural, historical, and scenic sites, the flow of commercial doings into such places is the same as "The camel going to seek horns, lost his ears. 8. It would bz wxtlixliile to construct nature-study parks so that students may study the natural world, and sports facilities for visitors to enjoy athletic games. 9. With the overall rearrangements of the road network there should be easy access to the destinations a t small expence. The sightseeing courses which are being organized. 10. Expansion and increase of parkins lots. setting up ob, and enla-rged giiide pclsts are necessary. 11. Hotel and innfacrense for the masses should be increased, and services, food and envionment should are ncessary. 12. An educational program on the tourist business and its importance should be provided for those whe are engaged in the business. They should be able to accord kind and accurate knowledge of the cultural chltural characristics of their locat-ioncd to the visiting turists. 13. In the tohrist spots. young people should be guided properly in thnir mqrals. it is advisable for the authorities concerned to try to keep good public morals by guiding the visiting youths, with the construction of shch houses as youth hostels and bungalows (abults house in Japan). 14. Tourist buiness of the village communities should be fostered. The inha-bitants there by renovation of agricultural structure, should be given the chance of promoting their income. 15. it is necessary ro strtengthen the publicity of tourist areas and their resou-rces, inhabitants' role as guides, training tourist guides, and publishing tourist maps are indispensable. 16. Souvenirs of local color be cultivated. Such goods should bear local ciiaracteristics, and should be reasonable in price. 17. Tourist basincss should be eqtended also to the sparsely populated districts so that geograica1 difference of income would be overcome. The executive authorities should help to construct roads and other facilities.

      • 제주도지역의 일본어계 외래어 사용에 관한 조사연구

        It has passed 30 years since Korean had liberated from colonial policy of Japan. But it is our reality that many words of Japanese origin are used in Korea. I have investigated that 806 words of Japanese origin in 13 jobs in Chcju province are using in our Korean language life through this study. It is a matter of face of an independent country. And this is very dishonorable from the standpoint of national subjectivity. For solving these problems, First; Experts have to develope and use language resources of Korean, and to keep from Japanece origin can be used in Korea. Second; Every people of Korea must take the initiative in deriving out Japan-ese origin by the self-consious practice to make life of language clean. Third; Mass communication, educators and intell&tual class should take initi-ative in expelling borrowed words and make every people hail each other cont-inuously through the massmedia and school education respectively. Forth; We should establish the technical terms or make an alternative propos-als. For Japanese origin is used like the entire korean in life of men of skill. Firth; The government authorities must formulate the right policy of our mo-thers tongue and support strongly to the movement for purifing Korean language.
