        Value Chain Analysis: A Brief Review

        Value chain analysis has been applied in various fields, from the time the concept of “value chain” was introduced by Porter in 1985. Several frameworks have emerged and have been used to study individual firms, entire industries, industry clusters, as well as global production networks. The purpose of this paper is to provide a brief review of these frameworks, identify factors that influence the performance of value chains, and suggest areas for future research. Since there is a wide range of value chain literature, this paper focuses on a selective set of earlier works within the value chain model as conceptualized by Porter. The study takes note of the many dimensions and applications of value chain analysis, and shows that value chain analysis is an effective way to examine the interaction among different players in a given industry. The study further points out the shortcomings of the traditional or Porter view of value chain analysis.

        The Role of Flagship Universities in Developing Countries: The Case of the University of the Philippines

        In the face of globalization and other recent developments, flagship universities in developing countries must deal with significant challenges to come up with new strategies to serve their respective countries better. They have to confront the issue of international university ranking and its implication on social relevance. They have to remain at the forefront of research as research universities and must lead in promoting internationalization of higher education. More importantly, flagship universities must engage actively in industry-academe-government collaboration as a necessary approach towards strengthening their nations’ innovation systems. This paper is at best conceptual and takes a cursory look at the role of flagship universities in developing countries, citing the case of the University of the Philippines and its strategy towards fulfilling its role as the country’s only national university.

        Bilateral Nuclear Inspections for the Korean Peninsula: Can the Latin Ameican Experience Help Reduce Tensions between North and South?

        For years, Argentina and Brazil refused to open their sensitive nuclear facilities to international inspections, leading to concerns about their nuclear ambitions. But in 1990 these former rivals agreed to a regime of bilateral inspections of their nuclear programs, with parallel inspections by the International Atomic Energy Agency. Their nuclear facilities are now open to bilateral and international inspections, greatly reducing regional tensions and international concerns. This article looks at how this bilateral/international system developed, how it works, and the prospects for applying it to the Korean peninsula. The authors suggest that the experiences of Argentina and Brazil are relevant to current efforts to defuse ROK-DPRK nuclear tensions and to build confidence and increase transparency between the two nations.

      • Towards high-throughput marker-assisted backcrossing system

        The main objectives of IRRI’s variety development should meet the needs of customers/farmers from diverse rice sectors in each target region. The dynamic market change asks rapid variety development with highly valued QTLs/genes. Molecular breeding implemented through the efficient crossing, high throughput genotyping and rapid generation advancement will provide packages to breeders to develop new varieties quickly and more economically. The more efficient and cost-effective marker-assisted backcrossing service will provide the more opportunity for the success in molecular breeding platform. To make MABC system more successful, the development of molecular marker system for the high-throughput SNP genotyping is must. Currently Genotyping Service Lab (GSL) of IRRI provides high-throughput SNP genotyping service using BeadXpress and Fluidigm system. Meanwhile, the linked SNP markers for the specific traits are being developed. For abiotic stress tolerances, the markers for submergence, drought, heat, anaerobic germination, salinity, and phosphorus deficiency for Fluidigm system are being developed and tested in variety diversity panel and segregating populations. In MABC, due to the high number of crossings, the labor- and space-saving crossing system is being developed. As a result of an integrated MABC platform will speed up the development of pre-breeding line which are containing single or multiple QTLs/genes.

        Global continuous control for the finite-time or (local) exponential stabilization of mechanical systems with bounded inputs is achieved involving desired conservative-force compensation. With respect to the on-line compensation case, the proposed controller entails a closed-loop analysis with considerably higher degree of complexity, whence more involved requirements prove to arise. Other important analytical limitations are further overcome through the developed algorithm. Numerical simulations considering a robotic arm model corroborate the efficiency of the proposed scheme.

        Abnormal expression of H-Ras induces S-phase arrest and mitotic catastrophe in human T-lymphocyte leukemia

        Background Leukemia is a neoplasm with high incidence and mortality rates. Mitotic death has been observed in tumor cells treated with chemotherapeutic agents. Ras family proteins participate in the transduction of signals involved in different processes, such as proliferation, differentiation, survival, and paradoxically, initiation of cell death. Methods This study investigated the effect of H-Ras expression on human T-cell acute lymphoblastic leukemia MOLT-4 cells. Cells were electroporated with either wild-type (Raswt) or oncogenic mutant in codon 12 exon 1 (Rasmut) versions of H-Ras gene and stained for morphological analysis. Cell viability was assessed using trypan blue staining and cell cycle analysis using flow cytometry. H-Ras gene expression was determined using quantitative real-time reverse transcription polymerase chain reaction. The t, ANOVA, and Scheffe tests were used for statistical analysis. Results Human T-cell acute lymphoblastic leukemia MOLT-4 cells showed nuclear fragmentation and presence of multiple nuclei and micronuclei after transfection with either wt or mutant H-Ras genes. Cell cycle analysis revealed a statistically significant increase in cells in the S phase when transfected with either wt (83.67%, P <0.0005) or mutated (81.79%, P <0.0001) H-Ras genes. Although similar effects for both versions of H-Ras were found, cells transfected with the mutated version died at 120 h of mitotic catastrophe. Conclusion Transfection of human T-cell acute lymphoblastic leukemia MOLT-4 cells with either normal or mutated H-Ras genes induced alterations in morphology, arrest in the S phase, and death by mitotic catastrophe.

        Th17 Cell and Inflammatory Infiltrate Interactions in Cutaneous Leishmaniasis: Unraveling Immunopathogenic Mechanisms

        The inflammatory response during cutaneous leishmaniasis (CL) involves immune and non-immune cell cooperation to contain and eliminate Leishmania parasites. The orchestration of these responses is coordinated primarily by CD4<sup>+</sup> T cells; however, the disease outcome depends on the Th cell predominant phenotype. Although Th1 and Th2 phenotypes are the most addressed as steers for the resolution or perpetuation of the disease, Th17 cell activities, especially IL-17 release, are recognized to be vital during CL development. Th17 cells perform vital functions during both acute and chronic phases of CL. Overall, Th17 cells induce the migration of phagocytes (neutrophils, macrophages) to the infection site and CD8<sup>+</sup> T cells and NK cell activation. They also provoke granzyme and perforin secretion from CD8<sup>+</sup> T cells, macrophage differentiation towards an M2 phenotype, and expansion of B and Treg cells. Likewise, immune cells from the inflammatory infiltrate have modulatory activities over Th17 cells involving their differentiation from naive CD4<sup>+</sup> T cells and further expansion by generating a microenvironment rich in optimal cytokines such as IL-1β, TGF-β, IL-6, and IL-21. Th17 cell activities and synergies are crucial for the resistance of the infection during the early and acute stages; however, if unchecked, Th17 cells might lead to a chronic stage. This review discusses the synergies between Th17 cells and the inflammatory infiltrate and how these interactions might destine the course of CL.
