EU 신(新)통상규범 연구: 역외보조금 규제·통상위협 대응조치를 중심으로

The international trade order has recently been experiencing various disorienting changes, such as the weakening of multilateralism, the rise of protectioning, and the spread of an unprecedented pandemic. These changes have caused a global supply chain crisis, which in turn is posing a threat to each country’s national and economic security. As a countermeasure to protect its interests and security in this rapidly changing environment, the European Commission has proposed a new trade strategy, based on which it has proposed to, among other things, (1) impose certain foreign subsidies regulations, to prevent unfair trade practices and protect the local economy from offshore subsidies, and (2) adopt an anti-coercion instrument that would address any heavy-handed protective measures from other countries. Because neither measures target specific countries, Korean companies may fall within the scope of their sanctions. With this backdrop, this paper will offer a commentary on these new trade defense tools from a policy perspective, by examining the key terms of the proposals and analyzing them from a trade-law perspective, and by discussing how Korean companies should respond to the proposals.

The current trade climate may be characterized by the rapid spread of neo-protectionism (primarily led by the United States and the European Union), and the rise of supply-chain risk as a key issue in global trade. Under these circumstances, it is essential for Korean corporations to seek alternative solutions by way of entry into the East-Asian market. However, major East-Asian countries have actively set up non-tariff barriers which act as hindrances to Korean corporations seeking for trade opportunities. As such, this paper was prepared to address necessary strategic considerations in the selection of the dispute resolution forum in the event of possible trade disputes between Korea and East-Asian countries. By providing a review and comparison of the respective dispute resolution processes under the WTO agreement and Korea’s existing Free Trade Agreements with major East-Asian countries, and an analysis of the pros and cons in using those processes, this paper will offer a commentary on necessary considerations in establishing a dispute resolution strategy for the Korean government and Korean corporations which are experiencing difficulties with non-tariff barriers in the East-Asian market.

침엽수는 국내에 널리 분포되어 있고 산업계에서 다양한 방법으로 이용하고 있다. 하지만 대부분의 연구는 한정적으로 진행되었으며 침엽수 간의 비교 분석에 대한 연구는 상대적으로 소홀히 다루어져 왔다. 이에 본 연구에서는 국내에 분포하는 침엽수 4종을 선정한 후 생리활성을 측정하여 침엽수 간의 효능을 비교하였다. 실험에 앞서 소나무, 편백나무, 삼나무, 구상나무의 잎과 구과를 채취하였고 70% 메탄올로 추출하였다. 실험은 총 페놀 및 플라보노이드 함량, 항산화 활성(DPPH, TEAC, FRAP), α-glucosidase, elastase, tyrosinase 효소 저해 활성을 진행하였다. 총 페놀 및 플라보노이드 함량, 항산화 활성에서는 편백나무와 삼나무에서 높게 측정되었다. α-Glucosidase 저해활성에서는 편백나무 잎의 활성이 가장 높아 항당뇨 제품으로의 활용성이 높은 것으로 확인되었다. Elastase 저해활성에서는 소나무 잎과 구과, 구상나무구과에서 높게 나타나 주름개선 화장품으로의 이용 가능성을 확인하였고, 미백실험인 tyrosinase 저해활성에서는 소나무 잎에서 활성이 가장 높게 측정되었다. 우리나라는 침엽수를 가로수와 방풍림 조성 등의 목적으로 대량 식재하고 있고, 매년 가지치기 작업을 해주기 때문에 원료 수급에 있어서 경쟁력이 높은 편이다. 그렇기 때문에 본 실험 결과를 기반으로 헬스케어 제품, 당뇨 제품, 주름 및 미백 화장품 등으로 개발하기에 적합할 것으로 판단된다. Although softwoods are widely distributed in Korea and used in various industries, studies are limited and comparative research on softwoods has been overlooked. Therefore, in this study, the physiological activity of four species of softwoods found in Korea was quantified. Needles and cones of Pinus densiflora, Chamaecyparis obtusa, Cryptomeria japonica, and Abies koreana were collected, and material was extracted using 70% methanol. We quantified the following physiological traits: total phenol and flavonoid content, antioxidant activity (DPPH, TEAC, FRAP), and inhibitory activity of the enzymes α-glucosidase, elastase, and tyrosinase. Total phenol and flavonoid contents and antioxidant activities were high in Chamaecyparis obtusa and Cryptomeria japonica, and α-glucosidase inhibition activity was highest in the leaves of Chamaecyparis obtusa. Elastase inhibitory activity was high in the leaves and cones of Pinus densiflora and the cones of Abies koreana, and tyrosinase inhibitory activity was highest in the leaves of Pinus densiflora. In Korea, softwoods are planted extensively on roadsides and as windbreaks, and they are highly competitive in supplying raw materials since they are pruned every year. Based on the results of this study, softwoods are considered suitable for use in healthcare products, diabetes products, wrinkles, and whitening cosmetics.

Purpose: Tuberculosis (TB) is one of the most important diseases that cause significant mortality and morbidity in young children. Data on TB transmission from an infected child are limited. Herein, we report a case of disseminated TB in a child and conducted a contact investigation among exposed individuals. Methods: A 4-year-old child without Bacille Calmette-$Gu{\acute{e}}rin$ vaccination was diagnosed as having culture-proven disseminated TB. The child initially presented with symptoms of inflammatory bowel disease, and nosocomial and kindergarten exposures were reported. The exposed individuals to the index case were divided into 3 groups, namely household, nosocomial, or kindergarten contacts. Evaluation was performed following the Korean guidelines for TB. Kindergarten contacts were further divided into close or casual contacts. Chest radiography and tuberculin skin test or interferon-gamma-releasing assay were performed for the contacts. Results: We examined 327 individuals (3 household, 10 nosocomial, and 314 kindergarten contacts), of whom 18 (5.5%), the brother of the index patient, and 17 kindergarten children were diagnosed as having latent TB infection (LTBI). LTBI diagnosis was more frequent in the children who had close kindergarten contact with the index case (17.1% vs. 4.4%, P=0.007). None of the cases had active TB. Conclusion: This is the first reported case of TB transmission among young children from a pediatric patient with disseminated TB in Korea. TB should be emphasized as a possible cause of chronic diarrhea and failure to thrive in children. A national TB control policy has been actively applied to identify Korean children with LTBI.

기존의 중계 시스템은 유선 기반으로 방송 중계차와 케이블 등이 필요하여 시간과 비용, 장소의 제약과 같은 여러 한계점을 가지고 있었다. 하지만 무선 중계 기술의 발전으로 무선 카메라만 있으면 긴급재난 현장이나 중계차가 들어갈 수 없는 지역에서도 중계가 가능하게 되면서 중계방송의 제한 범위가 좁아지고 있다. 따라서 본 논문에서는 시간과 장소의 제약 없이 방송을 송출할 수 있는 5G 무선 중계 시스템을 분석한다. 분석한 시스템은 5G 모뎀이 장착된 MNG 장비를 이용해 UHD와 4K 신호를 무선으로 처리하여 초저지연·초고화질로 송출한다. 또한 현존하는 멀티뷰 기술을 접목시켜 시청자들이 원하는 서비스를 제공한다.
