      • Project Approach in the Organization of Scientific and Methodological Work by Applying Information Technology in Higher Education Institutions

        The article is devoted to studying the development of scientific and methodological work and its impact on the quality of students' vocational training in higher pedagogical education institutions by applying information technology. The article aim is to development of the organizational methodological support and pedagogical diagnostics of the effectiveness of the project «Modelling scientific and methodological work in a higher education pedagogical institution by applying information technology » realization in the framework of increasing the level of scientific and methodological work in a higher education pedagogical institution as a factor contributing to enhancing the quality of pedagogical education. The research program of the project activity envisages stating and substantiating the problem of scientific and methodological work by applying information technology in the framework of increasing the level and quality of educational activities in a higher pedagogical education institution through the implementation of the project approach, developing a model for the system of organizational and methodological support of the project implementation as well as monitoring the process and evaluating the results of the project implementation in terms of developing teachers' scientific, methodological, information competency and enhancing students' progress in studying. The set of criteria were developed to evaluate the level of formation of scientific and methodological competency as a result of implementing the project for the development of scientific and methodological work. The scientific and methodological work by applying information technology in the academy was carried out in accordance with the following principles: systematic character, consistent diagnostics, practical focus, scientific organizational and methodological support.

        The work is devoted to the problem of modernization of the higher education system of Ukraine through the integration of higher education institutions into the European Higher Education Area. Based on the analysis of statistical data, a conclusion was made about the collapse of the higher education system of Ukraine due to a number of problems, which negatively affects the formation of human capital. The importance of international cooperation with the EU in the field of education for the modernization of higher education is substantiated. The institutional principles of formation are investigated, the main priorities of its development at the present stage are determined. The legal bases of European integration of higher education in Ukraine are analyzed. An analysis of the development of international cooperation of Ukrainian universities and their participation in European educational programs. There is a positive tendency to increase the activity of Ukrainian universities in international cooperation, which increases their position in international rankings. Weaknesses of integration processes are revealed and directions of improvement of higher education are offered.

        The article substantiates the need to use innovative pedagogical technologies as an effective mechanism for implementing the idea of advanced vocational education, highlights the main components of the idea of anticipation, highlights the experience of using modern technologies in institutions of secondary vocational education. The purpose of the study is to increase the level of professional training of qualified workers and specialists through the effective choice of methodological tools aimed at the formation of professional competencies on the basis of an educational institution.

      • Modern Methods of Text Analysis as an Effective Way to Combat Plagiarism

        The article presents the analysis of modern methods of automatic comparison of original and unoriginal text to detect textual plagiarism. The study covers two types of plagiarism - literal, when plagiarists directly make exact copying of the text without changing anything, and intelligent, using more sophisticated techniques, which are harder to detect due to the text manipulation, like words and signs replacement. Standard techniques related to extrinsic detection are string-based, vector space and semantic-based. The first, most common and most successful target models for detecting literal plagiarism - N-gram and Vector Space are analyzed, and their advantages and disadvantages are evaluated. The most effective target models that allow detecting intelligent plagiarism, particularly identifying paraphrases by measuring the semantic similarity of short components of the text, are investigated. Models using neural network architecture and based on natural language sentence matching approaches such as Densely Interactive Inference Network (DIIN), Bilateral Multi-Perspective Matching (BiMPM) and Bidirectional Encoder Representations from Transformers (BERT) and its family of models are considered. The progress in improving plagiarism detection systems, techniques and related models is summarized. Relevant and urgent problems that remain unresolved in detecting intelligent plagiarism - effective recognition of unoriginal ideas and qualitatively paraphrased text - are outlined.

        The development of the education system and the labor market today requires new conditions for unification and functioning, the introduction of an innovative culture in the field of Education. The construction of modern management of innovative development of a higher education institution requires consideration of the existing theoretical, methodological and practical planes on which its formation is based. The purpose of the article is to substantiate the modern paradigm of organizing the mechanism of managing the innovative development of higher education institutions. Innovation in education is represented not only by the final product of applying novelty in educational and managerial processes in order to qualitatively improve the subject and objects of management and obtain economic, social, scientific, technical, environmental and other effects, but also by the procedure for their constant updating. The classification of innovations in education is presented. Despite the positive developments in the development of Education, numerous problems remain in this area, which is discussed in the article. The concept of innovative development of higher education institutions is described, which defines the prerequisites, goals, principles, tasks and mechanisms of university development for a long-term period and should be based on the following principles: scientific, flexible, efficient and comprehensive. The role of the motivational component of the mechanism of innovative development of higher education institutions is clarified, which allows at the strategic level to create an innovative culture and motivation of innovative activity of each individual, to make a choice of rational directions for solving problems, at the tactical level - to form motives for innovative activity in the most effective directions, at the operational level - to monitor the formation of a system of motives and incentives, to adjust the directions of motivation. The necessity of the functional component of the mechanism, which consists in determining a set of steps and management decisions aimed at achieving certain goals of innovative development of higher education institutions, is proved. The monitoring component of the mechanism is aimed at developing a special system for collecting, processing, storing and distributing information about the stages of development of higher education institutions, prediction based on the objective data on the dynamics and main trends of its development, and elaboration of recommendations.

        The study highlights the features and trends of digital marketing for international business. To achieve these goals, the authors used a systematic approach that allows a comprehensive approach to the object of study, as well as used general and specific methods of scientific knowledge on the application of digital marketing for international business. The dynamics of the number of users of social networks in the world is analyzed, which allowed us to conclude about the steady trend of increasing the number of users of the Internet and social networks, as well as the time spent by users on social networks. The study of the dynamics of the number of users of social networks provides increased efficiency in the use of digital marketing tools to enhance international business. The most effective digital marketing tools for international business, including artificial intelligence, conversational marketing, chatbots, personalization, video marketing, live shopping, social media stories, interactive content, omnic marketing, augmented reality and technology immersion, native advertising, green marketing and mobile commerce.

      • Criminal and Legal Countermeasures against Cybercrime in the Conditions of Martial Law

        The article is devoted to the consideration of the features of the application of criminal and legal countermeasures against cybercrime in the conditions of martial law. While conducting this research, we found an opportunity to formulate the author's recommendations for solving the most complex law enforcement problems, as well as to propose changes to the Criminal Code of Ukraine aimed at eliminating the flaws of the analyzed Law, the adoption of which will contribute to the achievement of higher efficiency of the relevant criminal law prescriptions. It is argued that the removal of the previously existing in the footnote of Art. 361 of the Criminal Code of a fundamentally important caveat regarding the fact that when assessing "significant damage", the mentioned property equivalent was to be taken into account only when such damage consisted in causing material damage, which led to a significant and unjustified narrowing of the scope of potential application of Part 4 of Article 361 of the Criminal Code.

      • Innovative Technology of Teaching Moodle in Higher Pedagogical Education: from Theory to Pactice

        Relevance. Innovative activities in education should be aimed at ensuring the comprehensive development of the individual and professional development of students. The main idea of modular technology is that the student should learn by himself, and the teacher manages his learning activities. The advantage of modular technology is the ability of the teacher to design the study of the material in the most interesting and accessible forms for this part of the study group and at the same time achieve the best learning results. Innovative Moodle technology. it is gaining popularity every day, significantly expanding the space of teaching and learning, allowing students to study inter-faculty university programs in depth. The purpose of this study is to assess the quality of implementation of the e-learning system Moodle. The study was conducted at the South Ukrainian National Pedagogical University named after K. D. Ushinsky in order to identify barriers to the effective implementation of innovative distance learning technologies Moodle and introduce a new model that will have a positive impact on the development of e-learning. Methodology. The paper used a combination of theoretical and empirical research methods. These include: scientific analysis of sources on this issue, which allowed us to formulate the initial provisions of the study; analysis of the results of students 'educational activities; pedagogical experiment; questionnaires; monitoring of students' activities in practical classes. Results. This article evaluates the implementation of the principles of distance learning in the process of teaching and learning at the University in terms of quality. The experiment involved 1,250 students studying at the South Ukrainian National Pedagogical University named after K. D. Ushinsky. The survey helped to identify the main barriers to the effective implementation of modern distance learning technologies in the educational process of the University: the lack of readiness of teachers and parents, the lack of necessary skills in applying computer systems of online learning, the inability to interact with the teaching staff and teachers, the lack of a sufficient number of academic consultants online. In addition, internal problems are investigated: limited resources, unevenly distributed marketing advantages, inappropriate administrative structure, and lack of innovative physical capabilities. The article allows us to solve these problems by gradually implementing a distance learning model that is suitable for any university, regardless of its specialization. The Moodle-based e-learning system proposed in this paper was designed to eliminate the identified barriers. Models for implementing distance learning in the learning process were built according to the CAPDM methodology, which helps universities and other educational service providers develop and manage world-class online distance learning programs. Prospects for further research focus on evaluating students' knowledge and abilities over the next six months after the introduction of the proposed Moodle-based program.
