청원경찰 채용 개선방안

이 연구는 청원경찰의 채용을 개선하기 위한 목적을 가진 연구로서, 청원경찰 채용의 공정 성을 확보하여 우수한 청원경찰을 선발하기 위한 목적을 가지고 있다. 청원경찰은 청원주의 요청에 의하여 해당지역 내에서 경찰활동을 하는 것으로서 민간경비 와 달리 국가주요시설에서 경찰의 업무를 수행하기 때문에 특수한 성격을 가지고 있어 채용 이 중요한 역할을 한다. 그러나, 현재 청원경찰의 채용은 비공개채용, 면접위주의 채용, 면접위원의 구성문제 등으 로 채용상의 문제가 지속적으로 발생하고 있다. 따라서 이 연구에서는 문제의 해결방안으로 청원경찰 공개채용 의무규정 마련, 경비시설의 특성을 고려한 체력검정 또는 필기시험 등 도입, 면접위원 구성 시 외부위원 위촉 의무화를 해결방안으로 제시하였다. Recruitment takes a pivotal role because they take unusual characteristics as they perform police duties at key national institutions, unlike private security. However, problems have continuously arouse due to issues like closed recruitment, interview-based recruitment, and composition of interviewers. Accordingly, this research suggested arranging mandatory regulation to recruit publically, adaptation of physical or written exams in view of characteristics of guarding facilities, and obligating external members when consisting interviewers as solutions.

다중운집행사의 안전 확보를 위한 경찰개입 인식조사

이 연구는 다중운집행사의 안전 확보를 위한 경찰개입에 대하여 시민들이 느끼는 인식을 조사하는 연구로서 다중운집행사에서 시민들의 요구와 민간경비에 대한 신뢰수준을 판단하는데 중요한 역할을 하는 연구이다. 최근 들어, 시민들의 여가에 대한 요구가 증가함에 따라 다중운집행사를 개최하는 빈도가 높아지고 있다. 이러한 다중운집행사는 많은 사람들이 제한된 장소에 집중적으로 모여들기 때문에 사소한 문제가 심각한 위협으로 피해가 증가하는 경우가 많다. 이러한 문제를 해결하기 위하여 많은 경찰력이 동원되고 있으나 경찰동원에 대한 시민들의 만족수준을 파악하지 못하여 과도한 경비로 행사에 영향을 주는 경우가 종종 발생하였다. 이러한 문제에 대하여 이 연구에서는 시민들이 요구하는 다중운집행사에 대한 경찰개입 수준에 대한 설문조사를 통하여 시민들의 요구수준에 대하여 살펴보았다. 분석 결과, 많은 시민들이 다중운집행사에서 안전총괄 책임자는 경찰이라는 인식을 가지고 있는 것으로 나타났으며, 다중운집행사에서 안전 확보를 위하여 경찰의 채용이 늘어야한다고 인식하는 것으로 나타났다. 그리고, 다중운집행사의 안전 확보를 위하여 경찰이 더 많이 참여해야 한다고 생각하는 것으로 나탔으며, 민간경비의 역할에 대하여 크게 신뢰하지 않는 것으로 나타났다. This research verified that how citizen feel about police protection for the mass rally and how they trust about police and private security. Mass rally is lots of people gathering therefore, each of member could feel fear for their safe. And that kind fear has effect on success of rally Therefore we researched that security level by police and private security and the result is that most of people think that the charge of security is police and they think police member need to be more for their security. And police should be involved for the rally security. But they don't think for the private security.

대형재난 정보획득 수준이 경찰 역할 인식에 미치는 영향

본 연구의 목적은 대형재난 발생 시 정보획득 수준이 재난의 피해를 줄이기 위하여 경찰의 역할 인식에 미치는 영향을 살펴보고 개선방안을 제시하기 위함이다. 최근 사회가 발전함에 따라 세상은 복잡해지고 다양해지기 때문에 재난이 발생할 경우 대형화·심각화 되는 경향을 가지고 있다. 대형으로 발생하는 재난에 피해를 줄이기 위해서는 재난에 대응하는 기관의 통제에 적극적으로 따라야 하는데, 일반적으로 재난이 발생했을 경우 심리적 공황상태로 인하여 정확한 상황 파악이 되지 않고 재난에 대응하는기관조차 경험하지 못한 문제로 인하여 효과적으로 대응하지 못하는 경우가 많다. 설문조사 내용을 바탕으로 통계적 기법으로 분석해 본 결과, 우리나라 국민들은 정보에 대한 효과성이 높을수록 경찰의 역할을 잘 인식하지 못하는 것으로 나타나 기존의 재난정보에 대한 전달시스템이 개선되어야 한다는 것이 증명되었다. 이를 개선하기 위해서는 많은 정보를 제공하는 것보다는 중요한 정보를 통일된 방법으로 안정적이고 반복적으로 제공해야 할 필요가 있으며, 관련 매뉴얼을 강화하고 경찰의 통제범위 등을조정하는 등 효율적인 재난 대응이 이뤄질 수 있도록 현재 시스템을 개선하는 방안을 제안하였다. This thesis is a study aimed at examing the effect of the level of information acquisition on the perception of the role of the police in order to reduce the damage of a disaster in the event of a large-scale disaster and suggesting improvement measures. Recently, as society develops, the world becomes more complex and diverse, so when disaster occurs, it tends to become larger and more severe. In order to reduce damage from large-scale disasters, it is necessary to actively follow the control of agencies responding to disasters. In many cases, it is not possible to respond effectively due to problems. As a result of statistical analysis based on the contents of the survey, it was found that the more effective the information, the less aware the role of the police is in Korean citizens, proving that the existing disaster information delivery system needs to be improved. In order to improve this, it is necessary to provide important information stably and repeatedly in a unified way rather than providing a lot of information. Suggested ways to improve the current system.

사회기관에 대한 신뢰가 대형재난 발생 시 소방기관 신뢰에 미치는 영향

이 연구는 사회에 영향을 끼치는 기관 및 단체에 대한 신뢰수준이 급박하게 발생하는 대형재난 발생 시 소방기관의 대응에 대한 신뢰에 미치는 영향을 살펴보고 신뢰도 개선을 위한 방안을 제시하기 위한 목적을 가진 연구로서 연구의 완성을 위하여 정부에 대한 신뢰와 정부 외 단체에 대한 신뢰 대형재난의 특성 및 재난 대응, 신뢰 등에 대한 이론적 배경을 바탕으로 설문조사를 통하여 확보한 자료를 통계적으로 분석하여 대응방안을 도출하였다. 정부는 국민을 대신하여 많은 업무를 수행하는 기관으로서 대형재난 발생 시 업무를 수행하는 기관에 대한 신뢰는 더 큰 피해를 예방하고 수습할 수 있는데 큰 영향을 끼친다. 따라서 대형재난에 대응하는 소방기관에 대한 신뢰는 매우 중요하기 때문에 소방기관의 신뢰에 영향을 끼칠 수 있는 다른 정부기관 및 사회단체에 대한 신뢰 또한 중요하다. 이 연구에서는 사회기관에 대한 신뢰가 대형재난 발생 시 소방관의 대응에 대한 신뢰에 미치는 영향을 살펴본 결과, 정부기관 중 입법기관과 행정기관에 대한 신뢰가 높을수록 소방기관에 대한 신뢰가 높아지는 것이 확인되었으며, 정부 외 단체 중에서는 경제계, 사회운동계, 교육의료계의 신뢰수준이 높아질수록 소방기관에 대한 신뢰가 높아지는 것이 확인되었다. 이중 입법기관에 대한 신뢰가 가장 크게 영향을 끼치는 것으로 나타났고, 그 다음이 행정기관에 대한 신뢰, 사법기관에 대한 신뢰, 경제계에 대한 신뢰, 사회운동계 신뢰, 교육의료계 신뢰, 언론계 신뢰 순으로 나타났다. The purpose of this paper is to examine how the trust in the socially influential organizations and groups influence on the trust in the response of the fire service during the sudden mass disaster and to suggest the measures for improving the trust. For such purposes, this paper referred to the theoretical backgrounds on the trust in government, trust in other non-governmental organizations, characteristics of mass disaster, disaster response, and trust, conducted a survey, and analyzed the data statistically to come up with the response measures. The government is an agency which handles the multiple tasks for the people. During the large-scale disaster, the trust in the disaster-related organization plays significant influences on preventing the bigger damages and settling the disaster. The fire service responds to the mass disaster and the trust in the fire service is remarkably crucial. Since the trust in other governmental and social organizations influence on the trust in the fire service, the trust in these organizations is also important. In response, this paper examined how the trust in the social organizations influences on the firefighter’s response during the mass disaster. According to the analysis results, people with higher trust in the governmental legislative and administrative agencies showed higher trust in the fire service. Among non-governmental organizations, people with higher trust in the economic, social movement, educational, and medical organizations showed higher trust in the fire service. Among the organizations, the trust in the fire service was most affected by the trust in the legislative agency followed by trust in administrative agency, judicial agency, economic organization, social movement organization, educational and education organization, and media organization.

경찰의 직무스트레스가 직무소진에 미치는 영향

이 연구는 경찰 지구대에서 근무하는 경찰관의 직무스트레스가 직무소진에 미치는 영향을 살펴보기 위한 목적으로 수행되었으며, 연구의 완성을 위하여 현직 지구대 소속 경찰관을 대상으로 설문조사를 실시하여 얻어진 자료를 통계적 기법으로 가설을 검증하였다. 지구대는 민생치안의 최일선에서 치안서비스를 제공하는 부서로서 양질의 치안서비스를 제공하기 위하여 소속 경찰관들은 많은 노력을 하고 있으나, 직무의 난의도가 높고, 업무량이 많은 탓에 지구대 소속 경찰관은 많은 직무스트레스를받고 있다. 이러한 직무스트레스는 소속 경찰관들을 정신적ㆍ육체적으로 탈진시키기 때문에 경찰관 개인적으로도 큰 문제이지만 양질의 치안서비스를 생산하지 못하기 때문에 사회적 문제가 되고 있다. 이 연구에서는 지구대 소속 경찰관의 직무스트레스가 직무소진에 미치는 영향을 살펴본 결과, 직무스트레스를 구성하는 직무관련 스트레스는 감정고갈에 유의미한 영향을 끼치는 것으로 나타났으며, 보상관련 스트레스 또한 감정고갈에 유의미한 영향을 끼치는 것으로 나타났다. 인적관계 관련 스트레스는 감정고갈과 직업효능감 감소에 유의미한 영향을 끼치는 것으로 나타나 지구대 소속 경찰의 직무스트레스는 결국 직무소진에 일부 유의미한 영향을 끼치는 것이 증명되었다. 이러한 문제를 해결하기 위하여 문제에 적극적으로 대응하기 위한 매뉴얼 개선, 인사상ㆍ금전적 보상강화, 경직된 조직문화 개선을 제안하였다. The purpose of this study is to examine how job stress of officer working at a police patrol on burnout. This study conducted a survey on police patrol officers in service and analyzed the survey results statistically to prove the hypothesis. Police patrol is a division that provides the security service in the first line and police patrol officers are trying their best to provide high-quality security service. However, police patrol officers are suffering from high level of job stress due to difficulty of duty and overloads. Such job stress not only causes emotional and physical exhaustion of police patrol officers in individual level but also prevents police patrol officers from providing high-quality security service. This study examined how job stress of police patrol officers influenced on burnout and the jobrelated stress in job stress had a significant influence on emotional exhaustion. Also, reward-related stress had a significant influence on emotional exhaustion. Meanwhile, personal relationship-related stress had a significant influence on emotional exhaustion and decrease in job efficacy. These proved that job stress of police patrol officers have partially significant influence on the burnout. To solve this issue, this study suggested on developing manuals for actively responding to issue, providing personnel and financial rewards, and improving a rigid organizational culture.
