도시철도 곡선승강장 연단 실족사고 위험성 저감을 위한 기초연구

전동차와 승강장 사이의 틈새에 실족하여 발생하는 연단 실족 사상사고는 곡선 승강장에 직선형태의 철도차량을 운행해야 하는 구조상의 문제점으로 인하여 곡선 승강장에서 대다수가 발생하고 있다. 본 연구에서는 도시철도 승강장에서의 연단 실족 사상사고의 실태와 승강장 설계기준, 사고 빈발 역사의 특성 분석을 통해 운용측면의 대안과 물리적 환경측면에서의 대안을 제시하여 곡선 승강장 연단 실족으로 인한 사고 위험성을 저감하고자 하였다. The accidents resulting in injury or death causing by missteps on the space between the platform and train are mainly due to the structural problems from operating the train, which has the straight shape, on the curved platform. In this study we have tried to reduce the risk of accidents from missteps on the edge of platform by introducing agendas in the views of operation and physical environment by analyzing the status, the design code, and the stations which have relevant to the accidents.

출입문 검지 센서(Sensor)방식 승강장 안전문(PSD) 안전운용에 관한 연구

승강장 안전문은 승강장과 선로부를 차단하여 승객의 추락, 열차 접촉 등을 방지하여 열차운행의 안전성을 확보하고 열차 화재시 연기의 확산을 방지하며 승강장 공기질 향상 및 소음의 차단효과와 승강장 냉․난방 효율 및 조명 효과 증대 등의 많은 장점이 있다. 이러한 승강장 안전문의 많은 장점에도 불구하고 안전문 설비의 고장, 오동작 및 취급상 오류로 인하여 열차 지연, 각종 여객 사상사고 및 승강장 안전문 미개방 통과 사고와 같은 새로운 사고 유형이 발생하고 있어 안전운용에 대한 중요성이 높아지고 있다. 본 연구는 출입문 검지 센서(Sensor) 방식의 안전문에 대해 고찰하며 유형별 안전사고를 분류하고 원인을 분석하여 안전운용 방안을 제시하고자 한다. PSD blocks between the platform and the railway to secure the safety of the passenger’s fall and train’s collision. And it helps to prevent the spread of smoke when the train fires, to improve the quality of air, to block the noisy and to rise up the efficiency of air-conditioning and lighting. PSD has many merits but it faces the new problems such as accidents of being caught in the door, none stop of the station causing by breakdown of the facility or errors. Therefore, it is getting more important to operate the PSD safely. In this study, we will investigate the PSD, which is operated by the door-sensor, classify the type of safety accidents and then we will give the agenda for the safety-operating by analyzing the cause.

The artificial grounds which were constructed over the railway land could be praised for maximizing land use efficiency and good way to increase development possibility of old rail way estate. Not only the development of train depots with artificial ground could be an agenda to resolve many problems coming from the congestion of cities by offering space of residence, office and retail but also it has good accessibility to train station. It will help reduce of commuting time and traffics. In this study, we have tried to find problems and offer the improving agendas in terms the necessary environment of under the artificial ground through the survey of railway workers. Through survey for Shinjung Depot, we found several problems issues which were related working environment like temperature, humidity, dust and noise and some psychological problems for rail way workers who are working under artificial ground. As a conclusion, it is recommended to consider the architectural planning in the each facility that workers are inquiring. 철도부지 상부의 인공대지 활용은 토지 이용 효율성을 극대화할 수 있으며 노후된 철도부지의 개발 가능성을 높일 수 있으므로 최근 관심을 받고 있다. 인공 대지로 철도기지를 개발하는 것은 단순히 주거, 사무, 상업공간을 복잡한 도시에 제공함으로써 많은 문제를 해결할 수 있는 관점 이외에 도심에서 근접한 편리한 교통을 제공하는 이점으로 교통이나 통근 문제를 해결할 수 있는 장점이 있다. 본 연구의 목적은 철도시설 근무자를 대상으로 설문조사를 통하여 인공대지 하부에 위치한 각 공간별 필요 환경에 대한 만족도 조사를 통해 인공대지 하부 작업환경의 문제점을 파악하는 데 있다. 신정 차량기지를 대상으로 하는 조사연구를 통해 인공대지 하부의 작업자들과 관련된 온도, 습도, 소음 및 분진 등과 같은 몇 가지 환경적 문제들과 심리적 문제들을 발견할 수 있었다. 결론적으로 연구결과를 바탕으로 각 시설의 근무자의 요구조건을 만족시킬 수 있는 건축적 계획이 요구된다.

승강장 안전문(PSD : Platform Screen Door)시스템은 승객의 선로추락 및 투신, 열차접촉을 방지하여 도시철도 승강장에서 승객의 안전성을 확보하는 중요한 안전 설비이다. 그러나 승강장 안전문 설비의 고장 또는 오작동, 취급상 오류로 인해 승객 부상, 전동차의 급정차, 승강장 안전문 미개방 통과 사고와 같은 새로운 승강장 안전사고가 발생되었고 빈도도 점차 증가 하고 있다. 본 연구는 서울메트로에 설치된 R/F(Radio Frequency)방식과 출입문 검지 센서(Sensor)식 승강장 안전문의 문제점에 대해 고찰하며 승강장 안전문 사고를 유형별로 정리하여 원인을 분석하여 일반화한 해결방안을 제시한다. 그 결과로 승강장 안전문의 안전성 요건을 도출하여 그에 따른 안전 운용 방안을 제안하고자 한다. The PSD system is the important safety facilities to secure the safety of passengers by preventing the passenger’s fall-down, the suicide, and the train collision on the platform of urban railway. However, the new safety accidents such as the passenger injured, the rapid stop of train and the pass after non-open PSD due to the failure or malfunction, the handling errors of PSD occurred and the frequency of these accidents has been gradually increased. This study investigates the problems of PSD of the R/F (Radio Frequency) method and the detection sensor method which are installed in Seoulmetro and analyzes the causes by arranging the PSD accidents types and then presents the solution to the generalized. As a result, this study derives the safety requirements of PSD and suggests the safety operating agenda.
