        Relationship between Semen Quality Parameters and Field Fertility of Bulls

        A study was conducted on four crossbred bulls, used as artificial insemination (AI) sires, to correlate their semen quality with their non return rate (NRR). Semen was collected once a week via an artificial vagina, diluted in egg yolk-citrate and maintained at for three days. It was evaluated for sperm motility, viability, morphology immediately after collection and was examined daily for sperm motility, viability and morphology of acrosome, mid piece and tail for a total of three days. A total of 2016 cows were inseminated by two AI technicians. The proportions of sperm with normal heads were 83.4% (63.7~91.7%), the proportion of spermatozoa exhibiting normal morphology (acrosome, mid piece and tail), motility and viability were 89.2% (82.3~92.0%), 71.3% (61.7~75.0%) and 76.7% (65.7~85.0%), respectively in fresh ejaculates. Sperm motility and sperm viability was significantly ( <0.05) lower in Holstein-Friesian Local bull than in other bulls during all three days of storage. The overall NRR for four bulls was 82.7% (72.9-87.5%). Bulls with higher sperm motility, viability and normal morphology of spermatozoa of individual bull had significantly (each <0.05) higher NRR. The highest ( <0.01) NRR (87.5%) was observed in a Red Chittagong bull whose semen qualities were significantly ( <0.05) higher than Holstein-Friesian Local bull (NNR 72.9%). The results of the present study concluded that NRR at 56 days post AI is related to parameters of semen quality. Therefore, semen evaluation may allow the discarding of bulls with poor fertility in an AI program.

        The United States’ Post-9/11 Circum-Caribbean ‘Smart Power’ Strategy: Continuity or Change?

        It is argued that with the end of the Cold War the United States adopted a strategy of ‘pragmatism’ to engage with its immediate neighbours in the Circum-Caribbean region once the ‘threat of communism’ had ceased to exist. While developments with wider significance have been decisive in the relations between the Circum-Caribbean states and the United States, what followed after the events of 11 September 2001? Several studies have been conducted to explain the post-9/11 Circum-Caribbean-United States dynamics. This work examines a further dimension in the debate by asking if the United States’ strategy of ‘smart power’ is evolving in a way that cleverly combines the ‘hard’ and ‘soft’ facets of diplomacy, and what the relatively long-term trend in the Circum-Caribbean-United States relations suggests ?continuity or change? when the United States, as it appears, has smartly intertwined business interests with security considerations in the region.

        Services Measures of the United States and the OECD and the Search for ‘Caribbean Resilience’

        Economic dependence has been the single overarching criterion to define the Caribbean and to apprise its vulnerabilities. Hence, a sudden spurt of so-called resilience in the island-studded region is becoming a matter of serious concern. In this context, this study briefly highlights the two cases that have triggered the search for resilience in the Caribbean: 1) the WTO dispute over cross-border internet gambling and betting services, which involves Antigua and Barbuda against the United States, and 2) the controversy regarding international tax competition which involves several of the Caribbean island states vis-à-vis the OECD. By tracing the evolving concept of resilience with its varied notions, this study provides an appreciation of the nature of this search for resilience as being mediated through the outcomes of the two cases in consideration. Furthermore, it presents the argument that the pressing search for ‘Caribbean resilience’ is indicative more of the contours of vulnerability and structural constraints, that the Caribbean region continues to face than the search itself signalling resilience of this region in a meaningful sense of the term. While bringing the context of a ‘small open economy’, it concludes with the remark that the search for ‘Caribbean resilience’ has to be premised upon the agenda of transformation of the structure of production for sustenance of resilience in its true meaning rather than being selective and rhetorically co-opting the Caribbean legacies.
