        Public Transportation and Sustainability: A Review

        Public transportation is often framed as a key component of building sustainable cities. Conversely, the social, economic, and environmental impacts of transport are framed as critical issues that can challenge the sustainability of cities and regions. This paper presents a critical literature review of the relationship between public transportation and sustainability. First the paper offers a review of key sustainable transportation concepts and how public transport contributes to sustainability goals. Second, the paper reviews past studies that analyse sustainable transportation in order to develop recommendations for planning, engineering, and researching sustainable public transport. Finally, the paper concludes by offering suggestions for future research into the sustainability performance of public transit.

        Time Dependent Extension and Failure Analysis of Structural Adhesive Assemblies Under Static Load Conditions

        The objective of the current study is to characterize the long-term stability and efficacy of a structural adhesive assembly under static load. An apparatus was designed to be used in the Instron tensile test machine that would allow for real time modeling of the failure characteristics of an assembly utilizing a moisture- cure adhesive which was bonded to concrete. A regression model was developed that followed a linear - natural log function which was used to predict the expected life of the assembly. Evaluations at different curing times confirmed the structure was more robust with longer cure durations prior to loading. Finally, the results show that under the conditions the assembly was tested, there was only a small amount of inelastic creep and the regression models demonstrated the potential for a stable structure lasting several decades.

        Glyoxal yield from isoprene oxidation and relation to formaldehyde: chemical mechanism, constraints from SENEX aircraft observations, and interpretation of OMI satellite data

        <P>Abstract. Glyoxal (CHOCHO) is produced in the atmosphere by the oxidation of volatile organic compounds (VOCs). Like formaldehyde (HCHO), another VOC oxidation product, it is measurable from space by solar backscatter. Isoprene emitted by vegetation is the dominant source of CHOCHO and HCHO in most of the world. We use aircraft observations of CHOCHO and HCHO from the SENEX campaign over the southeast US in summer 2013 to better understand the CHOCHO time-dependent yield from isoprene oxidation, its dependence on nitrogen oxides (NOx ≡ NO + NO2), the behavior of the CHOCHO-HCHO relationship, the quality of OMI CHOCHO satellite observations, and the implications for using CHOCHO observations from space as constraints on isoprene emissions. We simulate the SENEX and OMI observations with the Goddard Earth Observing System chemical transport model (GEOS-Chem) featuring a new chemical mechanism for CHOCHO formation from isoprene. The mechanism includes prompt CHOCHO formation under low-NOx conditions following the isomerization of the isoprene peroxy radical (ISOPO2). The SENEX observations provide support for this prompt CHOCHO formation pathway, and are generally consistent with the GEOS-Chem mechanism. Boundary layer CHOCHO and HCHO are strongly correlated in the observations and the model, with some departure under low-NOx conditions due to prompt CHOCHO formation. SENEX vertical profiles indicate a free-tropospheric CHOCHO background that is absent from the model. The OMI CHOCHO data provide some support for this free-tropospheric background and show southeast US enhancements consistent with the isoprene source but a factor of 2 too low. Part of this OMI bias is due to excessive surface reflectivities assumed in the retrieval. The OMI CHOCHO and HCHO seasonal data over the southeast US are tightly correlated and provide redundant proxies of isoprene emissions. Higher temporal resolution in future geostationary satellite observations may enable detection of the prompt CHOCHO production under low-NOx conditions apparent in the SENEX data. </P>

        Collaborative Planning Model for Brownfield Regeneration

        Unlike most other planning processes, brownfield planning generally requires a high level of technical and legal expertise due to potential site contamination. To successfully engage in inclusionary decision making, an adaptive collaboration strategy for brownfield planning is therefore critical. This study examines how a communicative planning approach can be used to overcome the challenge of enabling experts from different fields to work alongside lay people from the local community to achieve a properly balanced collaboration in brownfield planning. After identifying appropriate indicators for collaboration through a literature review of established communicative planning theory, these indicators are applied to the brownfield planning process, highlighting critical points of collaboration such as site prioritization, assessment, remediation, and redevelopment throughout. The results suggest the critical need for an adaptive model focusing on three aspects: 1. Facilitation of a balanced dialogue between the experts with social, cultural, and design-based knowledge and the ones with scientific and engineering-based knowledge, 2. Preparation of an appropriate tool for risk communication with the lay people, 3. Development of decision support system for the integration of expert-oriented technical data and public opinion-oriented subjective data. 대부분의 일반적인 계획 과정과 달리, 브라운필드 계획은 잠재된 오염문제로 인한 기술적, 법률적 전문지식을 필요로 한다. 성공적으로 통합적인 의사결정에 관여하기 위해서는 조정된 협력적 계획 모델이 중요하다. 본 연구는 기존의 협력적 계획 접근방식이 브라운 필드 재생에 있어 상반된 분야의 전문가들 및 지역 주민들이 함께 일하며 적절하게 균형 잡힌 협력을 이루어 내기 위한 어려움들을 극복하는 데에 어떻게 효과적으로 적용될 수 있는지 알아보는 것을 목표로 한다. 의사소통적 계획이론 관련 문헌분석을 통해 적절한 지표들을 찾아내어, 네 단계의 브라운 필드 계획과정(대상지 선별, 평가, 정화, 디자인)에 적용시켜 본 후, 중요한 부분들을 짚어내었다. 본 연구의 결과, 크게 세 가지 점에 초점을 맞춘, 브라운 필드 재생에 적합한 협력적 계획 모델의 필요성이 인식되었다(1. 사회, 문화, 디자인 분야와 과학, 기술 분야의 전문가 간의 균형 잡힌 대화의 촉진, 2. 일반주민들과의 잠재적 오염 위험과 관련한 커뮤니케이션을 위한 적절한 방법개발, 3. 전문가 주도의 객관적 데이터와 주민 의견 중심의 주관적 데이터의 통합을 위한 의사결정지원 시스템의 마련).

        미국 브라운필드 관리 프로그램과 정책의 시기별 특성과 함의

        하수처리시설, 군부대 등의 산업이전적지의 공원화 계획이 늘어나면서 브라운필드 재개발은 조경계획 및 디자인에서 하나의 분야로 자리 잡았다. 특히, 주변 커뮤니티 활성화, 지가 상승 등 동반이익에 대한 기대가 높아지면서 선별된 부지들의 종합적 계획 및 관리에 대한 필요성이 인식되고 있다. 본 연구는 미국 브라운 필드 관리 정책의 변화양상을 살펴 본 기초적인 사례연구로서, 1980년 수퍼펀드 프로그램 도입 이후, 약 30 여 년간 확장하여 온 브라운필드 프로그램과 정책의 시기별 특성을 파악하는 것을 주 목적으로 한다. 연구 방법으로 서술적, 해석적 방법에 기반한 미국 환경부 산하 기관들의 웹문서 및 관련 문헌 분석을 통해 정책의 특성을 시계열적으로 분석하였다. 본 연구의 결과, 주요한 변화를 기점으로 하여, 환경규제시기, 오염정화 및 재개발 촉진시기, 종합적 계획시기의 세 가지 시기로 구분되었고, 주요 특성은 규제 완화 및 재조정, 지원 프로그램의 다양화, 하향식과 상향식 방식의 조화, 데이터베이스 구축의 네 가지 측면으로 요약되었다. 본 연구는 대상지 선별기준, 이해 당사자 파악 및 책임분쟁 조정, 오염도 평가비용 및 처리 등 브라운필드만이 가진 공통 문제들이 어떻게 다뤄져 왔는지 선례를 살펴봄으로써, 향후 한국의 체계적 브라운 필드 관리 및 계획에 시사점을 제공하는 것에 의의를 두고 있다. Brownfield sites are beginning to be considered as potentially useful areas for landscape design and planning, with post-industrial areas such as water treatment facilities and military training bases being converted into useful landscapes such as parks and recreation areas. These redevelopments bring broad benefits through revitalizing communities and increasing property values, thus, increasing the demand for comprehensive management and planning policies. This study examines changes in U.S. brownfield policies and programs and, identifies their periodic characteristics over the thirty years since the Superfund program was introduced in 1980. A descriptive and interpretive approach was utilized, focusing specifically on a time sequential analysis of the data gathered from the overview of the Environmental Protection Agency's web-based documents and related literature. The primary changes in and characteristics of programs and policies were analyzed and divided into three periods : environmental protection, remediation and reuse, and comprehensive planning. Four major features were identified: relaxation and readjustment of regulation, diversification of support programs, a mix of top-down and bottom-up approaches, and database system building. The study examines how common brownfield problems such as site identification difficulties and assessment and remediation cost have been dealt with in the regulatory context and has implications for future policies and programs for effective brownfield planning and management in Korea.

      • Nucleation and Aggregative Growth of Palladium Nanoparticles on Carbon Electrodes: Experiment and Kinetic Model

        <P>The mechanism and kinetics of the electrochemical nucleation and growth of palladium (Pd) nanoparticles (NPs) on carbon electrodes have been investigated using a microscale meniscus cell on both highly oriented pyrolytic graphite (HOPG) and a carbon-coated transmission electron microscopy (TEM) grid. Using a microscale meniscus cell, it is possible to monitor the initial stage of electrodeposition electrochemically, while the ability to measure directly on a TEM grid allows subsequent high-resolution microscopy characterization which provides detailed nanoscopic and kinetic information. TEM analysis clearly shows that Pd is electrodeposited in the form of NPs (approximately 1–2 nm diameter) that aggregate into extensive nanocrystal-type structures. This gives rise to a high NP density. This mechanism is shown to be consistent with double potential step chronoamperometry measurements on HOPG, where a forward step generates electrodeposited Pd and the reverse step oxidizes the surface of the electrodeposited Pd to Pd oxide. The charge passed in these transients can be used to estimate the amounts of NPs electrodeposited and their size. Good agreement is found between the electrochemically determined parameters and the microscopy measurements. A model for electrodeposition based on the nucleation of NPs that aggregate to form stable structures is proposed that is used to analyze data and extract kinetics.
