Performance-based framework for soil-structure systems using simplified rocking foundation models

Results from nonlinear time-history analyses of wall-frame structural models indicate that the condition of vulnerable foundations -for which uplifting and reaching the bearing capacity of the supporting soil can occur before yielding at the base of the shear walls- may not be necessarily detrimental to the drift response of buildings under strong ground motions. Analyses also show that a soil-foundation system can inherently have deformation capacity well in excess of the demand and thus act as a source of energy dissipation that protects the structural integrity of the shear walls.
ACO-based clustering for Ego Network analysis

<P>The unstoppable growth of Social Networks (SNs), and the huge number of connected users, have become these networks as one of the most popular and successful domains for a large number of research areas. The different possibilities, volume and variety that these SNs offer, has become them an essential tool for every-day working and social relationships. One of the basic features that any SN provides is to allow users to group, organize and classify their connections into different groups, or 'circles'. These circles can be defined using different characteristics as roommates, workmates, hobbies, professional skills, etc. The problem of finding these circles taking into account the variety, volume and dynamics of these SNs has become an important challenge for a wide number of Computer Science areas, as Big Data, Data Mining or Machine Learning among others. Problems related to pre-processing, fusion and knowledge discovering of information from these sources are still an open question. This paper presents a new Bioinspired method, based on Ant Colony Optimization (ACO) algorithms, that has been designed to find and analyze these circles. Given any user in a network, the new method is able to automatically determine the different users that compose his/her groups or circles of interest, so the network will be clustered into different components based on the users profiles and their dynamics. This algorithm has been applied to Ego Networks where the node centering the network (called 'Ego') represents the user being studied. In this work two different ACO algorithms, that differ in the source of information used to perform the community finding tasks, have been designed. The first ACO algorithm uses the information extracted from the topology of the network, whereas the second one uses the profile information provided by users. The proposed algorithms are able to detect the different circles in three popular Social Networks: Facebook, Twitter and Google+. Finally, and using several databases from previous SNs, an experimental evaluation of our methods has been carried out to show how the algorithms are currently working. (C) 2016 Elsevier B.V. Savant syndrome was described before autism. However, they soon became closely associated, as many of their symptoms (intellectual disability, repetitive behaviors, alterations in social communication, and islets of abilities) overlap. Only a few women with autism have been diagnosed with savant syndrome. The theories or hypotheses that attempt to explain savant syndrome, which are common in autism, present differential treatment according to sex. We postulate that savant syndrome associated with autism as well as autism in general is underdiagnosed in women.

In recent times, and in order to maintain an integrated, efficient and homogeneous policy, Integrated Management Systems (IMS) have emerged as an opportunity to improve processes related to Information Technology (IT) in organizations in a way that is modular, consistent and orderly. The ISO 27001 and ISO 20000 standards provide good practices for creating and/or strengthening management infrastructure whose purpose is information security and IT services. In an attempt to provide information on how these standards are related, as well as to facilitate their integration under a single IMS, this article presents the harmonization strategy and results of the harmonization of standards ISO 27001 and ISO 20000 in an organization. The work thereby supports organizations which are interested in knowing how to carry out the harmonization of these models. It also provides a detailed analysis of their similarities and differences, showing an example of how to carry out the integration of related practices between ISO 27001 and ISO 20000-2. In addition, some benefits achieved by the organization are presented.
The Bush Administration and North Korea: Explaining Policy Change through Soft Balancing

Why did the George W. Bush Administration change its policy toward North Korea from confrontation to accommodation during the second nuclear crisis? This article answers the question by analyzing how and why a coalition-including Bush Administration doves, China, Russia, South Korea and, at times, Japan and North Korea-worked together to overcome the reticence of Bush Administration hawks to engage with Pyongyang. Building on the soft balancing, bureaucratic politics, and transgovernmental coalitions literature, this article explains how the Six-Party Talks served this coalition to understand the extent to which they shared goals and policies. Aware of the divisions within the Bush Administration regarding policy toward North Korea, the five other parties to the talks were able to undermine the preferred policies of U.S. hawks while supporting the policies of doves. Thus, rather than determining Washington’s behavior, this coalition laid the ground for U.S. officials supportive of accommodation to upload their preferences into official Bush Administration’s policy. This article therefore also sheds light on how soft balancing can be used by third parties to influence the decision-making process in the United States.
