A European lens upon adult and lifelong learning in Asia

In this article, we seek to assess the extent to which adult and lifelong learning policies and practices in Asia have distinctiveness by comparison to those found in western societies, through an analysis of inter-governmental, national and regional policies in the field. We also inform our study through the analysis of the work of organisations with an international remit with a specific focus on Asia and Europe. In one case, the Asia–Europe Meeting Lifelong Learning (ASEM LLL) Hub has a specific function of bringing together researchers in Asia and Europe. In another, the PASCAL Observatory has had a particular focus on one aspect of lifelong learning, that of learning cities, with a concentration in its work on Asia and Europe. We focus on learning city development as a particular case of distinction in the field. We seek to identify the extent to which developments in the field in Asia have influenced and have been influenced by practices elsewhere in world, especially in Europe, and undertake our analysis using theories of societal learning/the learning society, learning communities and life-deep learning. We complement our analysis through assessment of material contained in three dominant journals in the field, the International Journal of Lifelong Education, the International Review of Education and Adult Education Quarterly, each edited in the west.
Intercollegiate Athletics: A Unique Segment of the Sport Industry

Intercollegiate athletics in the United States is a unique educational opportunity for participants, a passion-inducing bond for the student body, and a branding and development vehicle for the university. The purpose of this paper is to introduce this unique segment of the sport industry to those who may not be familiar with the US-based system of intercollegiate athletics. A very brief history of the evolution of intercollegiate athletics in the United States, an overview of the governance structure, and a description of some unique challenges and benefits of college athletics are provided.

An experimental validation of a nuclear forensics methodology for the source reactor-type discriminationof separated weapons-useable plutonium is presented. The methodology uses measured values of intraelementisotope ratios of plutonium and fission product contaminants. MCNP radiation transport codeswere used for various reactor core modeling and fuel burnup simulations. A reactor-dependent library ofintra-element isotope ratio values as a function of burnup and time since irradiation was created fromthe simulation results. The experimental validation of the methodology was achieved by performing twolow-burnup experimental irradiations, resulting in distinct fuel samples containing sub-milligramquantities of weapons-useable plutonium. The irradiated samples were subjected to gamma and massspectrometry to measure several intra-element isotope ratios. For each reactor in the library, a maximumlikelihood calculation was utilized to compare the measured and simulated intra-element isotope ratiovalues, producing a likelihood value which is proportional to the probability of observing the measuredratio values, given a particular reactor in the library. The measured intra-element isotope ratio values ofboth irradiated samples and its comparison with the simulation predictions using maximum likelihoodanalyses are presented. This paper explores the expression of power in the built environment of ancient cities, using two case studies from the middle Iron Age (early first millennium BCE) ancient Near East: the capital cities of the Syro-Anatolian city-states in southern Turkey and northern Syria, and those of the Neo-Assyrian Empire in northern Iraq. A functional approach to urbanism, which defines cities based on their influence in the surrounding region, leads to the conclusion that although the expression of power in these two cultures' major cities is superficially similar (though different in scale), incorporating the surrounding landscape into the discussion reveals how empires are more comprehensive than city-states in creating entire landscapes that communicate power in their built environment.

기초 교양 교육을 포함한 인문 교양 교육과 민주주의와의 상호연관성은 21세기 대학 교양 교육 교과의 지속적인 필요성에 대한 근간이 된다. 기초 교양 교육은 기술력뿐만 아니라 전문 교과를 포함하는 모든 전공과 연계되어야 한다. 교양 교육의 목적은 디지털 네이티브들이 자신의 기술 활용 능력을 통해 인터넷에서 얻을 수 있는 정보를 수집, 정리, 비판, 문맥화 하여 기후 변화, 빈부격차, 인구이주, 전염병 등 인류가 직면한 주요 문제를 대응할 수 있게 지도하는 것이다. 본 연구는 상호 연관된 세계화, 비선형성, 학제성을 주장하며 고등 교육에서의 기초 교양 교육을 재수립하는 것이다. It is on the foundation of the interconnectedness of general education and the liberal arts and the relationship between the liberal arts and democracy that the continuation of a university general education program has cogency in the 21<sup>st</sup> century. General education must be linked to and through technology, connected with all majors, including professional programs, created for digital natives who could learn to use their technology skills to gather, organize, critique, and contextualize the information available to them online to address the great human challenges, including climate change, economic inequality, migration, and infectious diseases. Calling for contextualized globalism, non-linearity, and interdisciplinarity, this is a revision of general education in higher education.

The growing nuclear threat has amplified the need for developing diverse and accurate nuclear forensicsanalysis techniques to strengthen nuclear security measures. The work presented here is part of aresearch effort focused on developing a methodology for reactor-type discrimination of weapons-gradeplutonium. To verify the developed methodology, natural UO2 fuel samples were irradiated in a thermalneutron spectrum at the University of Missouri Research Reactor (MURR) and produced approximately20 mg of weapons-grade plutonium test material. Radiation transport simulations of common thermalreactor types that can produce weapons-grade plutonium were performed, and the results are presentedhere. These simulations were needed to verify whether the plutonium produced in the natural UO2 fuelsamples during the experimental irradiation at MURR was a suitable representative to plutonium producedin common thermal reactor types. Also presented are comparisons of fission product and plutoniumconcentrations obtained from computational simulations of the experimental irradiation at MURRto the nondestructive and destructive measurements of the irradiated natural UO2 fuel samples. Gammaspectroscopy measurements of radioactive fission products were mostly within 10%, mass spectroscopymeasurements of the total plutonium mass were within 4%, and mass spectroscopy measurements ofstable fission products were mostly within 5%.
