Factors Affecting the Use of ICT in Resolving Work of Community Officers in Vietnam

In general, using information and communication technology (ICT) to support problem-solving is becoming increasingly common across various industries, sectors, and regions. However, there have been few analyses on the factors affecting ICT problem-solving among officers working at People’s Committees of mountainous communes. Using survey data, exploratory factor analysis (EFA), and multivariable linear regression, this study examined the factors that influence the use of ICT in resolving works among community officers at People’s Committees in the Northwest mountainous region of Vietnam. The results showed that three factors with statistical significance affecting the dependent variable are computer skills, gender, and occupation of community officers. Therefore, it is recommended that officers participate in ICT training courses or engage in regular self-study to improve their computer skills and qualifications. Both men and women should also prioritize the use of ICT equipment. The study also found that officers in managerial positions were more likely to use ICT for problem-solving than their counterparts. However, some factors that affect the use of ICT were not identified in this study, leaving room for further research.

This study uses first-principles calculations to investigate the mechanical properties and effect of strain on the electronic properties of the 2D material 1H-PbX<sub>2</sub> (X: S, Se). Firstly, the stability of the 1H Pb-dichalcogenide structures was evaluated using Born's criteria. The obtained results show that the 1H-PbS<sub>2</sub> material possesses the greatest ideal strength of 3.48 N/m, with 3.68 N/m for 1H-PbSe<sub>2</sub> in biaxial strain. In addition, 1H-PbS<sub>2</sub> and 1H-PbSe<sub>2</sub> are direct semiconductors at equilibrium with band gaps of 2.30 eV and 1.90 eV, respectively. The band gap was investigated and remained almost unchanged under the strain ε<sub>xx</sub> but altered significantly at strains ε<sub>yy</sub> and ε<sub>bia</sub>. At the fracture strain in the biaxial direction (19 %), the band gap of 1H-PbS<sub>2</sub> decreases about 60 %, and that of 1H-PbSe<sub>2</sub> decreases about 50 %. 1H-PbS<sub>2</sub> and 1H-PbSe<sub>2</sub> can convert from direct to indirect semiconductor under the strain ε<sub>yy</sub>. Our findings reveal that the two structures have significant potential for application in nanoelectronic devices.

The study developed and tested the impact of occupation relevance, facility conditions, and social influence, skills on the actual use industry 4.0 on studying of students in universities in Ho Chi Minh City, Viet Nam. Both qualitative and quantitative methodologies were utilized in this study. Qualitative research first carried out with an in-depth interview, conducted to derive measurement items for the interested variables. Quantitative research used cross-sectional field design by pilot study and official study. The result of structural equation modeling showed that occupation relevance, skills, facility conditions, and social influence impacted the intermediates variables relevance advantage, perceived usefulness, behavioral intention to use, and actual to use. The occupation relevance, skills, facility conditions, and social influence are independent variables. They impact actual to use through mediating variables such as relevance advantage, perceived usefulness, and behavioral intention to use.
Land Surface Temperatures of Industrial Complexes in Jeonnam Using Landsat 7 ETM+ Satellite Images

Observation of land surface temperature in industrial areas is problematic, as it is not possible to construct a network of weather stations with sufficiently high density and continuous operation in such zones. Multiphase remote sensing data that cover a wide area and take a short time to process can enable the user to precisely and continuously measure the current and changing land surface temperatures in a certain region. Jeollanam-Do in South Korea is undergoing rapid industrialization, with the establishment of a number of industrial complexes, such as the Gwangyang Steelworks, Yeosu Industrial Complex, Yulchon Industrial complex, and Daebul Industrial Complex. To look into the properties of industrial complex’s temperature, this study uses the thermal band of Landsat 7 ETM+ images acquired under thermal infrared wavelengths in order to calculate and compare the surface temperatures of the four above-named industrial complexes. From this, it is possible to obtain the basic information about industrial complex for environmental and natural resource management, which will aid industrial complex planners in developing methods of addressing environmental problems.

A unified method for the fractional-order proportional-integral controller based on IMC scheme (IMC-FOPI) is proposed. The analytical tuning rules are derived for achieving the performance improvement in terms of both disturbance rejection and set-point tracking. Many illustrative examples are considered to confirm the effectiveness of the proposed algorithm for both integer and fractional-order processes with time delays. In addition, the robust stability of fractional-order systems are also carried out in order to demonstrate that the proposed controller can hold well the robustness against perturbation uncertainty in the process models.
