      • An Introduction to Immigration Laws of Vietnam

        베트남이 통일된 지 36년이 지났다. 통일 당시 해외로 도피했던 교민들이 이제는 해외에서 형성한 부를 모국 베트남의 국가건설 에 투자하면서 자신의 정체성을 찾고자 한다. 2010년 현재 베트남 의 해외교민 4백30만 명 중 약 3백만 명 이상이 북미에 거주하고 있다. 이들은 베트남 전쟁 후 이주한 세대와 그 자손들이 대부분 인데, 베트남 정부는 해외교민을 ‘과거에 집착해서 큰 것을 놓치 면 안 된다’는 철저한 실용주의 원칙으로 대하고 있다. 베트남 부 는 민족이라는 기치아래 국가발전을 위한 베트남인의 대단결을 호소하고 있으며 해외교민의 국내 투자와 국내귀국을 독려하고 있다. 베트남정부는 베트남을 출입국 및 통과하는 외국인들에게 최상 의 환경을 제공하며; 베트남 법률과 베트남이 국제조약에 맺은 규 정에 의하여 베트남에 거주하는 외국인의 생명, 재산, 권리 및 기 타의 이익을 보호하도록 규정하고 있다. 베트남에 출입국, 통과, 거주하는 외국인은 베트남의 전통, 풍습, 습관 및 베트남의 법을 준수하고 존중해야 한다. 베트남의 출입국, 통과, 거주가 법률위반 을 위한 목적으로 이용되는 것을 엄격히 금하고 있으며 외국인 출입국, 통과, 거 주에 관하여 베트남이 국제조약에서 맺은 규정과 이 법령 규정사이에 차이가 있다면 국제협정규정이 우선하도록 하고 있다. 외국인은 신고한 입국목적과 맞게 외국인 왕래금지 구역을 제 외하고 베트남 영토 내에 자유스럽게 다닐 수 있다. 금지구역에 출입하려면 금지구역을 관리하는 정부심사기관의 허가를 받아야 한다. 또한 장기체류 외국인은 공안부 출입국관리기관에서 장기체 류증을 발급 받는다. 이 장기체류증을 소지한 자는 베트남 출입국 시 비자가 면제된다.

        The Influence of Organizational Culture on Employees’ Satisfaction and Commitment in SMEs: A Case Study in Vietnam

        The purpose of this study is to evaluate the impact of organizational culture on job satisfaction and organizational commitment among employees in small and medium-sized enterprises in Ho Chi Minh City, Vietnam. The study hypothesized that organizational culture has a significant influence on employees’ satisfaction and that satisfaction also significantly impactsorganizational commitment among employees. The data are collected from a sample of 240 office employees. Structural Equation Modeling is used to determine the influence of organizational culture dimensions,including open working environment, salary, and rewards, empowerment, management style, corporate values, on employees’ satisfaction and organizational commitment. The findings showed that the five dimensions of organizational culture positively impact employees’ satisfaction and that job satisfaction significantly influences organizational commitment. Thus, job satisfaction serves as the bridge between organizational culture and commitment. The current study contributes to providing a practical insight into the relationships between organizational culture, employees’ job satisfaction, and organizational commitment. Based on that, managers can develop suitable personnel policies for their organizations to simultaneously enhance employees’ performance and satisfaction, which makes them stay with the company.

        The Role of Non-Governmental Organizations in the Climate Change Response Policies in Ho Chi Minh City, Vietnam

        NGOs play a crucial role in climate change response strategies in Vietnam through their involvement in policymaking. This study reviews the areas of NGO engagement in climate change policies in the context of Ho Chi Minh City, and presents suggestions for improving their participation. Based on the theory of climate services, it employed a content analysis technique using NVivo 11 software to examine the participation of 30 registered NGOs. The results indicate that engagement in climate change response policies is comparable to that reported in other studies on the same topic. NGO participation in the implementation of climate change response policies focuses primarily on policy lobbying, community capacity building, research and consultation, and livelihood development. NGOs have played a crucial role in assisting and supporting the most severely affected communities by helping people consolidate and enhance their capacity to adjust to the effects of climate change through adaptation measures, disaster preparedness, and capacity building.

      • Adaptive Sliding Mode Control Using Radial Basis Function Network for Container Cranes

        An adaptive sliding mode control scheme using radial basis function network (RBFN) for container cranes is investigated in this study. Here, a sliding surface is designed in such a way that sway motion of the payload is incorporated into the trolley dynamics. In addition, to relax the requirement of mathematical model in the design of a traditional sliding mode control (SMC) system, a neural network compensator, obtained by a radial basis function network and an adaption law, which approximates the nonlinear functions in the traditional SMC control law. This control scheme guarantees the asymptotic stability of the closed-loop system based on Lyapunov theory. To illustrate the efficiency of proposed control strategy, simulation results are provided.

        Short-term Load Forecasting of Buildings based on Artificial Neural Network and Clustering Technique

        Recently, microgrid (MG) has been proposed as one of the most critical solutions for various energy problems. For the optimal and economic operation of MGs, it is very important to forecast the load profile. However, it is not easy to predict the load accurately since the load in a MG is small and highly variable. In this paper, we propose an artificial neural network (ANN) based method to predict the energy use in campus buildings in short-term time series from one hour up to one week. The proposed method analyzes and extracts the features from the historical data of load and temperature to generate the prediction of future energy consumption in the building based on sparsified K-means. To evaluate the performance of the proposed approach, historical load data in hourly resolution collected from the campus buildings were used. The experimental results show that the proposed approach outperforms the conventional forecasting methods.

        Influence of structure-soil-structure interaction on foundation behavior for two adjacent structures: Geo-centrifuge experiment

        This paper illustrates the results of a series of seismic geotechnical centrifuge experiments to explore dynamic structure-soil-structure interaction (SSSI) of two structures (named S1 and S2) installed on ground surface. A dense homogeneous ground is prepared in an equivalent shear beam (ESB) container. Two structural models are designed to elicit soil-foundation-structure interaction (SFSI) with different masses, heights, and dynamic characteristics. Five experimental tests are carried out for: (1) two reference responses of the two structures and (2) the response of two structures closely located at three ranges of distance. It is found that differential settlements of both structures increase and the smaller structure (S2) inversely rotates out of the other (S1) when they interact with each other. S2 structure experiences less settlement and uplift when at a close distance to the S1 structure. Furthermore, the S1 structure, which is larger one, shows a larger rocking and a smaller sliding response due to the SSSI effects, while S2 structure tends to slide more than that in the reference test, which is illustrated by an increase in sliding response and rocking stiffness as well as a decrease in moment-to-shear ratio (M/H·L) of the S2 structure.

        The Role of Economics, Politics and Institutions on Budget Deficit in ASEAN Countries

        The paper examines the role of some determinants of economics, politics and institutions on the budget deficit volatility in some countries of the Association of South East Asian Nations (ASEAN) such as Indonesia, Thailand and Vietnam. The paper uses the fixed effects model (FEM) and the random effects model (REM) to investigate panel data of these countries in the period of 1990-2018. Moreover, the study also explores ordinary least square (OLS) to analyze time-series data for each country in the same period to make comparison among them. The economic data is collected from international financial statistics and world development indicators. The data on political variables are collected from International Country Risk Data Guide (ICRG). The empirical results both confirm that corruption and political stability are important indicators of budget deficit. Besides, the paper suggests authorities should pay more attention on improving the institutional setup of the economy in order to avoid high and unstable deficit. The findings offer new insight on the budget deficit in essence and suggest that the most important thing need to be done ahead is to strongly implement anti-corruption actions. By doing so, the status of budget deficit would be remarkably improved immediately.

      • A novel correlation for predicting the thermal conductivity of heterogeneous nanofiller polymer composites under effects of thermal contact resistance

        <P><B>Abstract</B></P> <P>Heterogeneous nanofillers have been regarded as a promising candidate for enhancing the thermal conductivity (TC) of pure polymers. In this study, the effective thermal conductivity (ETC) of polymer composites containing heterogeneous nanofiller is investigated by numerical approach. Many effects of effective parameters are examined, which are the TC ratios between the nanofillers and the matrix (<I>κ</I> <SUB>1</SUB> and <I>κ</I> <SUB>2</SUB>), the volume fractions (<I>ϕ</I> <SUB>1</SUB> and <I>ϕ</I> <SUB>2</SUB>), and the thermal contact resistance (<I>R</I> <SUB>c1</SUB> <SUP>∗</SUP> and <I>R</I> <SUB>c2</SUB> <SUP>∗</SUP>). Consequently, the ETC depends significantly on a ratio <I>R</I> <SUB>c1</SUB> <SUP>∗</SUP>/<I>R</I> <SUB>c2</SUB> <SUP>∗</SUP> and becomes asymmetrical when their sum <I>R</I> <SUB>c1</SUB> <SUP>∗</SUP> + <I>R</I> <SUB>c2</SUB> <SUP>∗</SUP> is large, suggesting that to gain higher ETC, <I>R</I> <SUB>c1</SUB> <SUP>∗</SUP> should be less than <I>R</I> <SUB>c2</SUB> <SUP>∗</SUP> when <I>ϕ</I> <SUB>1</SUB> is greater than <I>ϕ</I> <SUB>2</SUB> and vice versa. Based on the numerical results, a novel correlation for predicting the ETC is proposed as a function of five non-dimensional parameters: <I>ϕ</I> <SUB>1</SUB>, <I>ϕ</I> <SUB>2</SUB>, <I>κ</I> <SUB>1</SUB>, <I>κ</I> <SUB>2</SUB>, and <I>R</I> <SUB>c</SUB> <SUP>∗</SUP>.       • Low-temperature NO<sub>2</sub> gas sensor fabricated with NiO and reduced graphene oxide hybrid structure

        <P><B>Abstract</B></P> <P>The fabrication of highly sensitive gas sensors that can monitor environmental toxic gases, such as nitrogen dioxide (NO<SUB>2</SUB>), which is one the most harmful gases to human health, attracts considerable attention. In this study, a hybrid structure composed of reduced graphene oxide (rGO) and a p-type NiO hierarchical structure (NiO-rGO) is fabricated using a facile solution process. The morphology and surface properties are analyzed by Fourier transform infrared spectroscopy, Raman spectroscopy, X-ray diffraction, X-ray photoelectron spectroscopy, and scanning electron microscopy. The NO<SUB>2</SUB> sensitivity is enhanced by the high surface to volume ratio of the NiO hierarchical structures as well as the enhanced charge transfer of NiO to rGO. The fabricated sensor with a hierarchical NiO and rGO hybrid structure exhibiting high sensitivity and selectivity at a low temperature (100°C) with a rapid response time.</P> <P><B>Highlights</B></P> <P> <UL> <LI> Low temperature operable and highly sensitive gas sensors were fabricated. </LI> <LI> The rGO plays important roles in effective charge transfer from NiO. </LI> <LI> The well-developed NiO flower structures on the rGO surface enhanced the sensitity. </LI> </UL> </P> <P><B>Graphical abstract</B></P> <P>[DISPLAY OMISSION]</P>
