The high-energy milling is one of the most extended techniques to produce Oxide dispersion strengthened (ODS) powder steels for nuclear applications. The consequences of the high energy mill process on the final powders can be measured by means of deformation level, size, morphology and alloying degree. In this work, an ODS ferritic steel, Fe-14Cr-5Al-3W-0.4Ti-0.25Y<sub>2</sub>O<sub>3</sub>-0.6Zr, was fabricated using two different mechanical alloying (MA) conditions (M<sub>std</sub> and M<sub>act</sub>) and subsequently consolidated by Spark Plasma Sintering (SPS). Milling conditions were set to evidence the effectivity of milling by changing the revolutions per minute (rpm) and dwell milling time. Differences on the particle size distribution as well as on the stored plastic deformation were observed, determining the consolidation ability of the material and the achieved microstructure. Since recrystallization depends on the plastic deformation degree, the composition of each particle and the promoted oxide dispersion, a dual grain size distribution was attained after SPS consolidation. M<sub>act</sub> showed the highest areas of ultrafine regions when the material is consolidated at 1100 ℃. Microhardness and small punch tests were used to evaluate the material under room temperature and up to 500 ℃. The produced materials have attained remarkable mechanical properties under high temperature conditions.
Mutations in <i>MAPKBP1</i> Cause Juvenile or Late-Onset Cilia-Independent Nephronophthisis

<P>Nephronophthisis (NPH), an autosomal-recessive tubulointerstitial nephritis, is the most common cause of hereditary end-stage renal disease in the first three decades of life. Since most NPH gene products (NPHP) function at the primary cilium, NPH is classified as a ciliopathy. We identified mutations in a candidate gene in eight individuals from five families presenting late-onset NPH with massive renal fibrosis. This gene encodes MAPKBP1, a poorly characterized scaffolding protein for JNK signaling. Immunofluorescence analyses showed that MAPKBP1 is not present at the primary cilium and that fibroblasts from affected individuals did not display ciliogenesis defects, indicating that MAPKBP1 may represent a new family of NPHP not involved in cilia-associated functions. Instead, MAPKBP1 is recruited to mitotic spindle poles (MSPs) during the early phases of mitosis where it colocalizes with its paralog WDR62, which plays a key role at MSP. Detected mutations compromise recruitment of MAPKBP1 to the MSP and/or its interaction with JNK2 or WDR62. Additionally, we show increased DNA damage response signaling in fibroblasts from affected individuals and upon knockdown of <I>Mapkbp1</I> in murine cell lines, a phenotype previously associated with NPH. In conclusion, we identified mutations in <I>MAPKBP1</I> as a genetic cause of juvenile or late-onset and cilia-independent NPH.</P>
La caida del dictador en La Fiesta del Chivo

Mario Vargas Llosa asume una postura de compromiso en La Fiesta del Chivo(2000), en tanto que le interesa desmitificar la figura del tirano para mostrar el alcance del mal que representa la dictadura. En este articulo se revisan algunos aspectos simbolicos y miticos relacionados con la configuracion del personaje como dictador y con su caida, considerando dos apartados principales. Primero, la decrepitud del tirano compartida con dos personajes, Manuel Alfonso y Agustin Cabral, que abren el proceso de desmitificacion. Segundo, la relacion de la Hidra de Lerna y de elementos del Orfismo con Urania y sus dobles representadas en Moni y Rosalia Perdomo, personajes y simbolos que influiran en la muerte y caida final de Trujillo y del poder de su dictadura.
Limites de la conciencia historica en Palacio Quemado de Edmundo Paz-Soldan

Edmundo Paz-Soldan emerged on the international scene in the context of McOndo anthology, which is characterized for proclaiming a neo individualistic aesthetic on the postmodern platform. Nevertheless, in Palacio Quemado(2006), he seems a writer interested in the Bolivian history, taking up some historical facts in order to develop a proposal on La Paz and Cochabamba instead of the mythical town Rio Fugitivo, as in his previous novels. This article points out that although the author expresses an historical awareness, the historical references in the novel are based on his autobiography and his essays as socio-political analyst. Consequently, in the novel, there is particular view of the plurinational project proclaimed by the President Evo Morales. In order to achieve our objective, the first paragraph introduces the context of the publication of this novel, its importance in the United States and Latin America. The second part examines the contents of the political essay that are included in the novelized narration. And, the third section analyses the incorporation and adaptation of the elements of the novel from the autobiography towards the national history. Finally, in the fourth section, we will set out to present the project plurinacional against the problem of racism.
Regulation and Control of the Privatization of Security in Conflict Zones

The presence of private providers of military and security services in conflict zones has increased in the aftermath of the Cold War. Although the use of Private Security Companies (PSC) and Private Military Companies (PMC) has become very popular among States, international organizations, and multinational corporations, regulation over them is scarce, insufficient, and inadequate. This paper examines the main reasons behind the tendency to rely on private security providers and the impact they have on the promotion of peace and on the safeguard of human rights in conflict areas. PSCs and PMCs carry out military training programs and in some cases bear the same duties and responsibilities as armies do, becoming also potential perpetrators of violations of human rights. Stricter control and regulation is needed in order to make their actions and omissions accountable. The privatization of security entails difficult challenges to the promotion of human rights and awareness on the implications they represent needs to be raised to national and international levels.
Topografia y naturaleza, una lectura simbolica de El Llano en llamas

El colofon de la primera edicion de El Llano en llamas registra que se termino de imprimir el 18 de septiembre de 1953, en la Ciudad de Mexico. En este articulo, a manera de homenaje por los sesenta anos de su publicacion, tomaremos como corpus de nuestro estudio el cuento El Llano en llamas que da titulo al volumen. Las lecturas que sobre este se han realizado atienden preferentemente a su caracter sociohistorico, por ser tal vez el unico cuento de Juan Rulfo cuyos personajes son casi todos verificables en la historia. Nuestro enfoque sera desde una perspectiva mitico-simbolica, ademas considerando las modificaciones hechas por el autor desde su primera publicacion en 1950 y hasta la version definitiva en 1980, para mostrar de que manera la topografia y la naturaleza descritas con un lenguaje autoctono estan en funcion de la evolucion del caracter del grupo rebelde que se disuelve en una estructura que cierra con un final conciliador que rompe con el esquema desarrollado en los demas cuentos del volumen, de un mundo opresivo, fatalista y en situaciones dificiles de superar.

Ricardo Chavez Castaneda has been known as a member of the Crack, from the year of 1996. Nevertheless, he has followed his own trajectory as a novelist. Chavez Castaneda has been interested in the social problems of Mexico: the childhood as a victim of the evil has special significance in his novels and short stories. In this article, we analyze his short story “Thief of Children”(2012), awarded in Cuba. The object of our analysis is to demonstrate that this story follows the same line of the symbolism of evil, from “Dreaded Hell”(1957) by Juan Carlos Onetti, and “The Beasts”(1933) by Roberto Arlt. Both stories, which have been indicated as masterpieces “on the human cruelty” by Mario Vargas Llosa, take as victims the children who lose their innocence for the human evilness. We will follow the theoretical proposal of Paul Ricoeur from his book The Symbolism of Evil.
