This is a review article of the wide-awake approach to hand surgery. More than 95% of all hand surgery can now be performed without a tourniquet. Epinephrine is injected with lidocaine for hemostasis and anesthesia instead of a tourniquet and sedation. This is sedation-free surgery, much like a visit to a dental office. The myth of danger of using epinephrine in the finger is reviewed. The wide awake technique is greatly improving results in tendon repair, tenolysis, and tendon transfer. Here, we will explain its advantages.

Robust semi-active vibration control of wind turbines using tuned mass dampers (TMDs) is a promising technique. This study investigates a 1.5 megawatt wind turbine controlled by eight different types of tuned mass damper systems of equal mass: a passive TMD, a semi-active varying-spring TMD, a semi-active varying-damper TMD, a semi-active varying-damper-and-spring TMD, as well as these four damper systems paired with an additional smaller passive TMD near the mid-point of the tower. The mechanism and controllers for each of these TMD systems are explained, such as employing magnetorheological dampers for the varying-damper TMD cases. The turbine is modelled as a lumped-mass 3D finite element model. The uncontrolled and controlled turbines are subjected to loading and operational cases including service wind loads on operational turbines, seismic loading with service wind on operational turbines, and high-intensity storm wind loads on parked turbines. The displacement and acceleration responses of the tower at the first and second mode shape maxima were used as the performance indicators. Ultimately, it was found that while all the semi-active TMD systems outperformed the passive systems, it was the semi-active varying-damper-and-spring system that was found to be the most effective overall – capable of controlling vibrations about as effectively with only half the mass as a passive TMD. It was also shown that by reducing the mass of the TMD and adding a second smaller TMD below, the vibrations near the mid-point could be greatly reduced at the cost of slightly increased vibrations at the tower top.
Wind turbine testing methods and application of hybrid testing: A review

This paper presents an overview of wind turbine research techniques including the recent application of hybrid testing. Wind turbines are complex structures as they are large, slender, and dynamic with many different operational states, which limits applicable research techniques. Traditionally, numerical simulation is widely used to study turbines while experimental tests are rarer and often face cost and equipment restrictions. Hybrid testing is a relatively new simulation method that combines numerical and experimental techniques to accurately capture unknown or complex behaviour by modelling portions of the structure experimentally while numerically simulating the remainder. This can allow for increased detail, scope, and feasibility in wind turbine tests. Hybrid testing appears to be an effective tool for future wind turbine research, and the few studies that have applied it have shown promising results. This paper presents a literature review of experimental and numerical wind turbine testing, hybrid testing in structural engineering, and hybrid testing of wind turbines. Finally, several applications of hybrid testing for future wind turbine studies are proposed including multi-hazard loading, damped turbines, and turbine failure.

<P><B>Abstract</B></P><P><I>This article compares labor market outcomes from two different approaches to a work release program in Illinois: direct provision by a government and a purchase‐of‐service (POS) contract between government and a public charity. Significantly better employment and earnings outcomes were associated with the POS contract. To better understand the reasons for the success of the POS contract, the authors further examined the specific terms of the contract, organizational expertise, and the political context of POS contracts. The results are organized according to the main theoretical assertions. Findings add to the weight of evidence that contractors, like public charities, can be valuable government partners for addressing challenging social policies and programs</I>.</P>
Prison Work-Release Programs and Incarcerated Women`s Labor Market Outcomes

This paper examines whether the work-release program (called Adult Transition Centers) from Illinois prisons increases women`s earnings and employment. Given that a majority of women assigned to the program do not parole successfully from the ATC, but are forced to return to prison before being released, we study separately ATC parolees and ATC dropouts. Using a large matched administrative data base, we find that loger time in an ATC increases the total earnings and the probability of being employed during the time in an ATC, for both ATC parolees and dropouts. Furthermore, ATC parolees had large and statistically significant increases on their earnings and employment rates, during the two years after incarceration. However, ATC dropouts had little improvement in their post-incarceration earnings or employment rates. We discuss human capital accumulation and selection in an ATC.

<P>Cellular membranes act as signaling platforms and control solute transport. Membrane receptors, transporters, and enzymes communicate with intracellular processes through protein-protein interactions. Using a split-ubiquitin yeast two-hybrid screen that covers a test-space of 6.4 x 10(6) pairs, we identified 12,102 membrane/signaling protein interactions from Arabidopsis. Besides confirmation of expected interactions such as heterotrimeric G protein subunit interactions and aquaporin oligomerization, >99% of the interactions were previously unknown. Interactions were confirmed at a rate of 32% in orthogonal in planta split-green flourescent protein interaction assays, which was statistically indistinguishable from the confirmation rate for known interactions collected from literature (38%). Regulatory associations in membrane protein trafficking, turnover, and phosphorylation include regulation of potassium channel activity through abscisic acid signaling, transporter activity by a WNK kinase, and a brassinolide receptor kinase by trafficking-related proteins. These examples underscore the utility of the membrane/signaling protein interaction network for gene discovery and hypothesis generation in plants and other organisms.</P>

<P><B>Summary</B></P><P>Brassinosteroids (BRs) are essential hormones for plant growth and development. BRs regulate gene expression by inducing dephosphorylation of two key transcription factors, BZR1 and BZR2/BES1, through a signal transduction pathway that involves cell-surface receptors (BRI1 and BAK1) and a GSK3 kinase (BIN2). How BR-regulated phosphorylation controls the activities of BZR1/BZR2 is not fully understood. Here, we show that BIN2-catalyzed phosphorylation of BZR1/BZR2 not only inhibits DNA binding, but also promotes binding to the 14-3-3 proteins. Mutations of a BIN2-phosphorylation site in BZR1 abolish 14-3-3 binding and lead to increased nuclear localization of BZR1 protein and enhanced BR responses in transgenic plants. Further, BR deficiency increases cytoplasmic localization, and BR treatment induces rapid nuclear localization of BZR1/BZR2. Thus, 14-3-3 binding is required for efficient inhibition of phosphorylated BR transcription factors, largely through cytoplasmic retention. This study demonstrates that multiple mechanisms are required for BR regulation of gene expression and plant growth.</P>
