The passive defensive strategy that Goryeo employed in its territorial conflict with Khithai was intended to prevent its conflict from being expanded into the other areas beyond the Boju castle. That strategy was pursued on the belief that an offensive clash might make another disputing area. For this reason it aims at taking hold of territorial conflict by confining the disputing areas. Because of this strategy, Goryeo government steadily followed its course of action, passive response, which allows the territorial conflict to remain but does not let it aggravate. Goryeo`s approach to handle territorial problems was very astute, on the basis of its through analysis of international relations. On occasions it tried to resolve them by appropriating the unstable state of Khithai or by outwitting the new international strategy of Sung. Goryeo placed national interest before any ideological justification, as shown in the case, in 983, of gaining some patch of territory from Khithai, in return for breaking down its diplomatic relation with Sung. On the whole, Goryeo`s diplomatic achievements were made possible upon its even-handed and independent diplomacy.
독일 지방도시 Cottbus 도시재생 사례 및 기법에 관한 연구

The purpose of this Study is find out the characteristics of urban regeneration for small and medium-sized cities by analyzing a case study "urban regeneration in Cottbus, Gemany". Cottbus is a small and medium-sized City with a population of 99,913, and was part of the German Democratic Republic (East Germany). The Ruenification of Germany in 1990 gave rise to various urban problems such as demographic decline, urban slums, and deterioration of infrastructures in Cottbus. In oder to react toward such urban problems, Cottbus has been attempting to drive urban regeneration policies. Consequently, The urban regeneration policies has proven to be quite successful. Such policies provide positive urban changes, both physically and socially. The study consists of five sections. The first section briefly reviews the definition and meaning of urban regeneration. The second section explores the urban development process and focuses on an analysis urban problem issues in Cottbus. The third & fourth section aim to discern the strategies (Rueckbau/Aufwertung in the German language) for urban regeneration, based on the urban issues and condition of Cottbus. Finally, the fifth provides some suggestions of key policy challenges for Urban Regeneration for small and medium-sized Cities.

China"s opening up policy has proven to be quite successful. Today, China is the world"s largest urban nation. According to China"s National Bureau Statistics, China"s urbanization rate has increased from 20 percent in 1980 to more than 50 percent in the current year. More than half of China"s population resides in cities. This urbanization rate is expected to reach up to 70 percent by 2030. Primarily, a "selection and concentration strategy" in urban planning policy has driven the excessively rapid urban development and has resulted in urbanization on a massive scale. However, such policy gave rise to various urban problems, which should be examined carefully in terms of social, physical and environmental impact that stems from the urbanization process. These urban problems have become a major global issue. Therefore, this study intends to review the urbanization process and characteristics, urban policy and urban problems in China. Moreover, the study aims to suggest a new urban policy in order to reduce urban problems. The study consists of five sections. The first section briefly reviews the relationship between growth of population and urbanization rate. The second section explores the administrative system and the types of cities as well as the urban policy in China. The third section describes some of the positive and negative consequences of China"s urban development. The fourth section examines China"s urban problems. The fifth section provides some suggestions on the urban policy to reduce urban problems.
