정부간 거래제도(GtoG Transaction) 활용방안에 관한 고찰

정부간 거래는 ‘정부’가 해당 거래에 대한 책임 있는 ‘당사자’로서 서로 다른 두 정부 간에 이뤄지는 거래형태이며, 정부간 거래제도란 일반적으로 판매국 정부 혹은 정부기관이 판매국 기업을 대신하거나 기업과 함께 구매국 정부와 수출협약 또는 계약을 체결하는 제도를 의미한다. 최근 우리 정부는 그린뉴딜의 글로벌화 전략으로 현재 방산 분야에서 주로 활용되고 있는 정부간(G2G) 수출계약(국내기업-KOTRA-외국정부) 제도를 그린 부문에 확대 적용, 국내기업에 대한 신뢰성 보장을 통해 수출ㆍ수주 가능성을 제고할 것이라 밝혔다. 동 기고문은 이를 검토하기 위해 현행 정부간 수출계약 제도의 개선과제로 양자계약 체결의 어려움과 제도적 안정장치에 대하여 분석하였으며, 정부간 거래제도를 통상에 적극 활용하는 해외사례(캐나다, 영국, 뉴질랜드)를 조사하여 소개하고 우리나라의 정부간 수출계약 제도에 참고할만한 시사점을 도출하고자 하였다. 국가별로 살펴보면 캐나다는 양자계약에 특화된 전문기관을 활용하고 있고, 영국은 대외협상 창구역할을 하는 정부부처를 내세우고 있으며 뉴질랜드는 해외네트워크를 활용하여 공공서비스 노하우 판매에 중점을 두고 있다. 동 기고문의 말미에는 해외사례를 토대로 우리나라 정부간 거래제도의 활용확대를 위해서 법적, 제도적 개선 및 단일창구 확립 등을 제안하였다. Recently, to globalize the Green New Deal, the Korean government decided to expand the G2G export contract system, which is currently used mainly in the defense industry, to the green category. With this, the government announced that it would improve the possibility of exports and orders by guaranteeing the reliability of domestic companies. This review describes the analysis of the current difficulties in signing bilateral contracts and institutional stabilization mechanisms, which are the tasks of improving the current G2G export contract system. Besides, it introduced overseas cases such as Canada, the UK, and New Zealand, which are actively using the G2G system for commerce, and tried to draw implications for reference for Korea"s G2G export contract system. According to this reviews, Canada has a system that operates institutions specialized in bilateral contracts, the UK has a system that operates government departments serving as G2G negotiation channels, and New Zealand has a system that focuses on selling know-how on public services. At the end of this paper, a proposal for legal and institutional improvement and the establishment of a single window to expand the scope of application of the Korean G2G transaction system based on overseas cases was described.

Purpose: The aim of this study was to analyze the perioperative complications and oncological outcomes of radical prostatectomy (RP) in patients who underwent multiple prostate biopsies. Materials and Methods: A total of 1,112 patients who underwent RP between January 2009 and April 2016 at 4 different centers were included in this study. We divided these patients into 2 groups: patients who underwent only 1st biopsy, and those who underwent 2nd or more repeated biopsies. The association between the number of prior biopsies and perioperative complications and biochemical recurrence (BCR) was analyzed. Results: Of 1,112 patients, 1,046 patients (94.1%) underwent only 1st biopsy, and 66 (5.9%) underwent 2nd or more repeated biopsies. There were no significant differences in preoperative prostate-specific antigen levels, operation times, blood loss volumes, or hospital stay durations (all p>0.05). Patients who underwent multiple prostate biopsies presented with a localized tumor significantly more often (p<0.05). The Gleason score and rate of positive surgical margins were significantly lower in patients with multiple biopsies (all p<0.05). The Cox proportional hazards model analysis indicated that there was no association between the number of prior prostate biopsies and BCR (p>0.05). Kaplan-Meier curve analysis indicated that BCR-free survival rates between the 2 groups were similar (p>0.05). Conclusions: Multiple prostate biopsies are not associated with an increased risk of perioperative complications, adverse pathological outcomes, or higher rates of BCR in patients who have undergone RP.
