The Function of South Korea in Obama's Pivot to Asia: OPCON and THAAD

오바마 대통령의 전임자와 가장 중요한 차이점은 대외 정책에서 일방주의나 개입정책의 상대적인 약화가 아니라 지리적인 포커스에 있다. 오바마 정부의 대외정책의 전이는 아시아 회귀라고 불린다. 힐러리 클린턴 국무장관이 2011년 10월 논문에서 대중 언론에 “아시아 회귀”라는 말을 유명하게 만들기 전에도 회귀 정책은 차차 성장하고 있었다. 회귀정책은 미군주둔의 변화, 하이 테크 무기판매, 강화된 중국 봉쇄, 환태평양 경제 동반자 협정(TPP)으로 알려진 미주도 경제레짐과 무역블럭의 형성을 포함하고 있다. 오바마 2기에 아시아 회귀정책은 성숙 단계에 도달하였으며, 한국에 관한 전시작전통제권(war-time OPCON)의 무한 연장 및 태평양에서의 사드 방어망 확정 등은 한국에 매우 적실한 현상이다. 본 연구는 위 회귀정책의 다양한 전개와 그 기능을 살펴보고, 회귀정책에 있어서의 한국의 역할 그리고 동아시아 지역의 한미관계 역학을 분석하였다. Barack Obama differs from his predecessor in one respect above all others, his foreign policy—not as in less unilateral or less interventionist, but in terms of his geographic focus. The shift that occurred in his administration is called the “pivot to Asia”. The pivot had already been gestating for years when Hillary Clinton's article in late 2011 launched the “pivot to Asia” into mainstream discourse. The pivot includes shifts in military deployments, high technology arms sales, renewed vigor in containing the PRC, and a stronger push for the US-centric economic regime and trading bloc known as the Trans-Pacific Partnership (TPP). Obama's second term has seen the pivot come to fruition, with the indefinite extension of American operational control of ROK Forces in war-time (OPCON) and the expansion of THAAD (Terminal High-Altitutde Area Defense) in the Pacific, as the most relevant to South Korea. This study examines the function of these developments in the pivot, South Korea's role in the pivot, and the interplay of ROK-US relations within the East Asian region.

Process-Dependent N/PBTI Characteristics of TiN Gate FinFETs

<P>A study of the negative and positive bias temperature instability (N/PBTI) reliability of FinFETs with different TiN metal gates deposited by either atomic layer deposition (ALD) or physical vapor deposition (PVD) on HfO<SUB>2</SUB> dielectrics found that the nonuniformity of the interfacial oxide layer is closely related to reliability characteristics. FinFETs with an ALD TiN gate exhibit better NBTI and PBTI lifetimes than those with a PVD TiN gate. In addition, the dependence of fin width on NBTI reliability appeared to be worse with narrower fins, whereas PBTI reliability improves.</P>
