        The Threats of Natural and Technogenic Hazards in the Russian Far East as a Part of Northeastern Asia and the Directions of International Cooperation

        High probability of natural catastrophes in the Russian Far East and in Northeast Asia as a whole is connected with their geographical position at the interface of Eurasia and two oceans: the Arctic and Pacific oceans. The threats of natural catastrophes caused by the extreme natural processes, such as volcanism and earthquakes, tsunami, storms, cyclones, typhoons and flooding are singled out. The threats of technogenic catastrophes connected with possible spills of oil and oil products, with forest fires, with extraction of natural resources on the sea-bottom are distinguished. Specific threats are connected with the trans-boundary transfer of the water and air contamination into the trans-boundary watersheds of the rivers (the Amur River, the Tumen River, and others) and into the seas (the Sea of Japan – the East Sea). The paper gives the examples of natural catastrophes – the extreme flooding in the Amur River watershed (July - August, 2013) and technogenic catastrophes - extreme technogenic contamination of the Sungari River (December, 2005). A small-scale natural-economic zoning of the Russian Far East, including identification of four zones with various danger to economic activities, and fractional natural-economic zoning, including identification of 24 areas with the different combinations of possible extreme processes, are carried out. The projects of UNEP on protection of the sea environment in the Northwest Pacific, including the sea oil spills, contamination of the seas by other kinds of technogenic substances, the trans-boundary transfer of air contamination and others are considered. The directions of the international cooperation on minimization of the negative consequences of natural and technogenic catastrophes, including the conclusion of the international contracts on the trans-boundary watersheds (rivers, lakes, and seas), the formation of the joint international programs, commissions, insurance funds, and monitoring systems are offered.

        Issues on Sustainable Development in the Lower Tumen River, Southwest Primorskii Krai of the Russian Federation

        본 연구는 러시아 연해주 남서지역에서 이 지역 특유의 생태적 다양성을 보호하면서 경제적 발전을 꾀할 수 있는 지속 가능한 개발 방안을 모색하는데 목적을 두고 있다. 이를 위해 먼저 자연환경 조건과 천연자원 및 현재의 경제활동을 분석하였다. 경제 개발 과정에서 고려해야 할 이 지역 특유의 생물적 다양성을 보호하는 문제에 대해서도 살펴보았다. 특히 두만강 하류 습지대의 생물적 다양성의 보호활동에 중점을 두고 가능지역 구획을 시도하였다. 본 연구 지역의 지속 가능한 발전을 위한 주요 방안은 다음과 같다. 경제적으로 효과적이고 생태적으로 수용 가능한 형태의 활동(양식, 사슴 농장, 휴양지 등)과 효율적인 지역 구획을 규정한다. 지역의 산업이나 경제개발에 제한을 둔다. 모든 토지 이용자들과의 협력 하에서 기능지역 구획을 세우고 기존의 여러 보호 구역들을 국제 생태 네트워크에 통합되는 단일 시스템으로 재조정함으로써 합리적인 토지이용 방안을 구상한다.<br/> <br/> This article aimed to suggest a program for environmental protection and sustainable development in southwest Primorskii Krai of the Russian Federation by analysis of Natural conditions. natural resources and current economic activities. Issues relating to protecting unique biodiversity toward economic development are examined. Special attention is given to functional zoning of the Russian part of lower Tumen River drainage. Functional zoning is key to protecting the unique biodiversity found in wet and marshlands of the lower Tumen River. Recommendations for acceptable economic activity are provided. The major components for a Sustainable Development Program in this area are: to define economically effective and ecologically acceptable types of regional activity (aquaculture: deer farming: recreation) and effective forms of territorial organization: to determine the restrictions on regional industrial and economic development: to organize rational regional land use by carrying out functional zoning and by coordinating this activity with all land users. including restructuring existing protected territories into a single system and include it into an international biospheric network.<br/>

        Modeling of the Calm Situations in the Atmosphere of Almaty

        This article addresses modeling of the atmospheric boundary layer of the city of Almaty (Kazakhstan) in stagnant, environmentally unfavorable conditions using WRF Model. The city is located on the northern slope of Trans-Ili Alatau, where the rate of recurrence of calm and low-wind (1-2 m/sec) days reaches about 80%. All simulations were made for a period from 28.11.2016 to 05.12.2016, covering main synoptic situations of the stagnant atmosphere: the extent of Asian anticyclone, higher and lower pressure gradient fields. The model integrated three nested domains with grid sizes 9, 3 and 1 km, respectively. The initial boundary conditions were formed based on ERA5-reanalysis. Subject to the WRF model requirements, the land-use map with a standard USGS set (24 categories) was developed, to which 3 categories of the urban areas were added. The most relevant configuration of parameterization methods was selected: short-wave and long-wave radiation (Mlawer), surface layer (Monin-Obukhov similarity theory), urban area (BEP), boundary layer (Bougeault-Lacarrere), turbulence (Smagorinsky). The article demonstrates that the WRF model adequately reflects fundamental urban atmosphere patterns in the most unfavorable anticyclone periods of the autumn-winter season. It was established that the accuracy of estimates decreases with the transition to weak cyclonic activity. Based on the simulation results and remote sensing data, the territory in question is divided into four climatic zones to which a comparative method was applied; however for a detailed correlative analysis a denser network of meteorological stations is required. Calculations showed that the wind along the Ili river valley prevails in the northern part, regularly changing its western direction to eastern. Near the mountain area mountain-valley wind circulation prevails. The blocking inversion layer has a strong impact. The urban heat islands strongly depend on wind conditions. For example, a nocturnal heat island is cooled by the cold wind flow from the mountains.

        TWO-COLOR VR CCD PHOTOMETRY OF THE INTERMEDIATE POLAR 1RXS J062518.2+733433

        Results of 7 nights of CCD VR photometry of the intermediate polar 1RXS J062518.2 +733433 obtained at the Korean 1.8m telescope are reported. The corrected ephemeris for the orbital minimum is BJD (Orb.min) = 2453023.6159 (42)+0.1966431 (33) (E- 1735). The corrected ephemeris for the spin maximum is BJD (spin max) = 2452893 .78477 (10)+0.01374116815 (17) (E-15382) (cycle numbering corresponds to that of Staude et al. 2003). The variations of the shape of the individual spin variations are highly correlated in V and R. The phase of the spin maximum is found to be dependent on the orbital phase. The corresponding semi-amplitude of sinusoidal variations of phase is ကက က ကကကက This new phenomenon is explained by the changing viewing conditions of the accreting magnetic white dwarf, and should be checked in further observations this star and for other intermediate polars. To avoid influence of this effect on the analysis of the long-term spin period variations, the runs of at least one orbital period are recommended. Results of time series analysis are presented in tables.
